YEREVAN, MARCH 3, ARMENPRESS. President of Armenia Armen Sarkissian sent a congratulatory letter to President of Bulgaria Rumen Radev on the country’s national day – the Liberation Day, the Presidential Office told Armenpress.

“Armenia highlights the bilateral and multilateral traditional cooperation with Bulgaria and is ready to further strengthen the relations in the future. For this purpose we have the most important – a common value system and a centuries-old friendship between our peoples. I wish you good health, success, and peace and prosperity to the Bulgarian people”, the Armenian President said in his congratulatory letter.

Turkish soldiers were with ‘terrorist groups’ when they were hit by Syrian military, says Russia

YEREVAN, FEBRUARY 28, ARMENPRESS. The Turkish troops who were killed in a raid were acting inside “combat units” with jihadist militants in Idlib province when they were targeted by a Syrian government airstrike on Thursday, the Russian military said, according to RT.

The airstrike was carried out when the Syrian Army was repelling a large-scale offensive by terrorist group Hayat Tahrir al-Sham (HTS), an offshoot of Al-Qaeda in Syria, inside the Idlib ‘de-escalation zone,’ the Russian military said on Friday, according to RT.

“Turkish servicemen inside the combat units of terrorist groups came under fire from the Syrian military on February 27 near the town of Behun,” RT quoted the Russian military’s statement.

The Defense Ministry said that the Russian Reconciliation Center for Syria was in constant contact with Ankara, “regularly” requesting and receiving information on the whereabouts of Turkish troops. And, according to the data submitted by Turkey, there were no Turkish soldiers near Behun when the Syrian Army was fighting terrorists there.

A representative of the Armenian Revolutionary Federation participated in the fourth convention of Turkey’s People’s Democratic Party (HDP) being held in Ankara, which was chaired by among others Garo Paylan, an Armenian member of the Turkish parliament who represents the HDP.

ARF representative Khajag Meguerdichian was among 100 international participants and thousands of guests, with convention organizers estimating a crowd of 30,000 party members and supporters. The HDP said that thousands more were not allowed to attend due to the crackdown by the government of Turkish President Recep Tayyip Erdogan. Meguerdichian also represented the ARF at HDP’s previous convention.

At the close of the convention, the delegates elected the party’s co-chairs. According to HDP by-laws an equal number of men and women are elected to the party’s leadership bodies. Pervin Buldan and Mithat Sancar were elected unanimously as the party’s co-chairs along with the Party Assembly with 836 votes from the 1018 delegates that participated.

Artsakh reports around 190 Azerbaijani ceasefire violations in one week

Azerbaijani military breached the ceasefire along the Artsakh-Azerbaijan Line of Contact around 190 times in the past week.

In the period from February 16 to 22, the adversary fired more than 1,800 shots towards the Armenian defense positions from firearms of different calibers, the Artsakh Defense Ministry reported.

The Defense Army’s frontline troops continue to fully control the situation and take necessary steps for the reliable protection of their combat positions.

Gohar Meloyan: We are going to form the "NO" campaign group

ArmInfo. Guarantee of legal security is a vital condition for the existence of any state.  Constitutional Law Specialist Gohar Meloyan said on February 14 in  the discussions “Constitutional Security. Challenges and Solutions”.

“It is a pity that in the 21st century, when there are so many  different challenges in the world, such as possible environmental  disasters or threats of the coronavirus, we are faced with the  problem of legal security in our country. Guaranteed legal security  is a vital condition for the existence of any state. Legal security  is to ensure the constitutional security of the country, “she  stressed.

Meloyan also spoke about threats to legal security. “The threat to  legal security is a possible lack of constitutionality, which we  witness today. This is such a situation when there is a gap between  constitutional norms in the country and the factual situation. That  is, when a political force leaves these circles, acting out of its  interests, “the expert said.

According to her, another threat is the inconsistent enforcement of  the rule of law. “The rule of law is one of the most important  pillars of any legal state, the elements of which are law, the  prohibition of arbitrariness, the creation and maintenance of justice  by impartial courts. Of course, we are witnessing the violation of  all these important pillars,” Meloyan emphasized.

If the “Yes” initiative wins, then the situation will actually arise  that the powers of seven judges of the Constitutional Court will be  terminated. “We do not have domestic court, which judges could apply  to restore their violated rights. In this case, such a body would be  the European Court of Human Rights. There is some practice when the  powers of judges in different countries have been suspended. In such  cases, the ECHR not only obliged to compensate for material and moral  damage, but also obliged the state to restore the powers of these  judges, “said the expert.

Meloyan noted that in this case a situation will arise when a new  Constitutional Court will be formed, and it will be unclear how the  ECtHR requirement will be implemented. “In addition, a situation will  arise when the Constitutional Court is formed solely by one political  force, which leads to a violation of the impartiality and objectivity  of the court, as well as to the destruction of the principle of  delimitation of branches of government,” she said.

Meloyan also stated that representatives of the legal community will  form a ”No” campaigning group, but will not submit a political  application.

It should be noted that on February 6, the parliament adopted a  referendum decision at which Armenian citizens will decide whether  they agree to amend the Constitution of the country. On April 5, a  constitutional referendum will be held in Armenia, at which the issue  of judges of the Constitutional Court will be decided. Many MPs and  human rights activists said that this decision is unconstitutional,  since initially the MPs had to send their proposal to the  Constitutional Court.

According to the decision adopted on February 11 at the CEC meeting,  the campaign will be held from February 17 to April 3.

Depi Evratesil 2020 takes place this Saturday. Armenia will be searching for a song to snap their two year non-quealification streak. There are twelve hopefuls looking to take the baton from Srbuk and fly the Armenian flag in Rotterdam. Now, the Wiwi Jury — our in-house panel of music unprofessionals — sits down to determine their favourites.

1. TOKIONINE – “Save Me”

What a fascinating conundrum that Armenia has. None of these twelve songs could be considered guaranteed qualifiers at Eurovision. However, both TOKIONINE and Athena Manoukian have the potential to be exceptional entries, with the right performances. Neither is a typical Eurovision entry and that’s why they have the potential to be special. “Save Me” seems more at place on the soundtrack of a car racing video game than the Eurovision stage and if he can harness those vibes on stage, this could go a very long way.

It does feel contemporary but at the same time fits within the creative approach Armenia has taken in recent years.

Oh dear, not a stellar year for Armenia. I was really looking forward to this jury but I struggled to fill my top five. Nevertheless, my favourite is Sergey & Nickolay Arutyunov with “Ha, Take a Step”. I was initially concerned with the song title but when I hit play, I was pleasantly surprised. Definitely a throwback feel (though that seemed to be the theme of Armenia this year) but I really like the anthemic chorus and I know it will sound and look great on a big stage with proper production.

“Save Me” is one of only two songs in Depi Evratesil 2020 that actually sounds like a product of this decade. TOKIONINE delivers a slick take on alternative R&B, like an Armenian version of The Weeknd. But while the studio version is highly replayable, my big concern is how it will come across live. In many photos, TOKIONINE is hiding behind a hat and sunglasses — does the hit producer have the rock star persona needed to really deliver the song live?

While the top three Armenian entries are clear among the rest, it’s clear each of them have… work to do. “Save Me”, while needing an edge to truly excel, does feel like a complete package. Modern production, a strong industrial, EDM-style hook and the potential for strong staging (think Japanese or Miami Vice styling and colours). Am I incredibly excited? No, but if Tokionine plays his cards right, then he can shape it up for Armenia.

Wrestler Gevorg Gharibyan Wins Gold at European Championships

Armenian Greco-Roman wrestler Gevorg Gharibyan (132 lbs) defeated Turkey’s Kerim Kamal 5 to 5, clinching the gold medal at the 2020 European Championships underway in Rome, Italy.

A four-point takedown in a dramatic final bout helped the Armenian secure the champion’s European Champion title. The Turkish wrestler managed to level on points, but, in the case of a draw, preference is given to the individual who performs a more complex trick.

Armenia’s Karen Aslanyan won a bronze medal in the 147 lbs division.

Armenia parliament committee chair deeply outraged by government representatives’ disrespect

YEREVAN. – Government representatives were not in attendance to the second-reading debates of the bill on amendments and addenda to the Code on Administrative Offenses at the Standing Committee on Defense and Security of the National Assembly of Armenia, and this caused the dissatisfaction of Andranik Kocharyan, chair of the aforesaid committee and MP of the ruling My Step alliance.

Kocharyan assured that this issue would definitely be raised, stressing that such behavior was simply unacceptable.

Gevorg Gorgisyan, secretary of the opposition Bright Armenia faction in parliament, was also outraged by the absence of government representatives, and suggested that the debates on this legislative initiative be continued as a sign of disrespect in return.

At the request of MP Gevorg Papoyan, the author of the bill and My Step MP, the committee continued its work after a five-minute break, and this bill was debated on.

Artsakh presidential candidate Samvel Babayan answered Pashinyan: "status instead of territories" formula is unacceptable

ArmInfo. Former commander of the Karabakh Defense Army Samvel Babayan, who declared his presidential ambitions, responded to the call of the Prime Minister  of Armenia to speak about the formula “status instead of  territories.”

So, in a statement by Babayan’s office to ArmInfo, in particular, “An  interesting situation arose around the statement of the Prime  Minister of Armenia Nikol Pashinyan about the negotiation process,  which he inherited from the former authorities. Finally, from the  mouth of the head of state – the main negotiator I heard from Armenia  that the basis of the negotiations was the surrender of all the  liberated territories, and that all three presidents negotiated in  this context. I declare with all responsibility that if it weren’t  for the revolution in Armenia, we would have not only buffer  territories were given, but also Artsakh itself.The main merit of the  velvet revolution and Nikol Pashinyan was that the negotiations of  Serzh Sargsyan on the basis of the Madrid principles were disrupted  and the process of land handing was interrupted, but the negotiation  process nevertheless resumed, and again around the same Madrid  principles voiced by the Prime Minister during a joint meeting of the  Security Council of the Republic of Armenia and Artsakh, that is, the  Armenian side today requires the same as under Serzh – this is a  rejection of all liberated territories (7 districts: Agdam, Fiz  whether Jerbrail, Zangelan, Kubatlu, Kelbajar and Lachin) and the  return of Azerbaijani refugees.

In fact, Nikol Pashinyan is now driven into a dead end. If he  continues the negotiation process in the form in which he got it, he  will be forced to sign under the condition of the surrender of land.  If he refuses the negotiation process, this will mean a refusal of  promises to Azerbaijan from the previous authorities to transfer the  land, which, accordingly, will provoke a war. Both the first scenario  and the second are unacceptable for all Armenians, especially those  living in Artsakh. However, the only outcome of the meeting of the  joint Security Council held by Pashinyan with the current authorities  of Artsakh was the Prime Minister’s proposal to replace ambiguous,  with varying interpretations, wordings in the Madrid document.  Strangely enough, the parties agreed with all other principles and  points.  How can you agree with the Madrid principles, the basis of  which is the surrender of land and at the same time declare the  unacceptability of a concession to even an inch of land, it is  probably worth asking the applicants themselves – candidates for the  presidency of Artsakh. And for journalists who are willing to retype  the flash mob with such statements, I would advise before publishing  also to clarify what post each of today’s held during the  active negotiations with the previous authorities. If you did this,  dear journalists, you would see that in the summer of 2016, at the  very peak of the criminal negotiations, the current candidates were  in the same criminal echelon of power, and in the first positions.   If you, gentlemen, candidates are so categorically opposed to the  surrender of land, why none of you have ever opposed the concessions,  the criminal negotiation process and the inadmissibility of the  Madrid principles before the change of power in Armenia. Why didn’t  you fight like me, and didn’t go to jail for this, why didn’t you go  on a hunger strike, didn’t write open letters to the authorities,  with a forecast of the April outing of Azerbaijan, didn’t give  numerous interviews to reach the public and reveal the criticality of  the situation.

And today you declare that you will take responsibility for the  future of Artsakh? First answer for the responsibility entrusted to  you in the past. I speak with you directly, without an army of media  and fakes bought. I ask you questions, unlike you, without hiding  behind the backs of others. Answer and you honestly. Why were you  silent, when before your eyes, with your tacit consent, the question  of the lands liberated by the blood of my people and my soldier was  being decided.

Why were you silent when the former authorities agreed to transfer  Artsakh to Azerbaijan on a silver platter with a bow? I am sure that  the new government in Armenia will soon reveal these and other  details of the negotiating backstage. Today we are all in a situation  no less difficult than we were in 1992, when Azerbaijan captured  almost half of Karabakh and intended to take Stepanakert. Only then  it happened through military operations, and now, with just a stroke  of the pen. The fact that Azerbaijan is dictating the terms of  negotiations today happened through the fault of the former  authorities of Armenia, as well as the former and current authorities  of Artsakh. The fact that today the Armenian side is forced to  bargain for peace in exchange for lands was due to the inaction of  those who today are trying to stay in power at all costs, who,  instead of building a powerful economy and a professional  combat-ready army, were engaged exclusively in personal enrichment.  It is time to finally understand that Azerbaijan will only abandon  the desire to return the land when it is sure that it will not  succeed in winning the war, when the power of our army will be  undeniable. Only having built a strong state, with a socially secure  population and a combat- ready army, can we make us reckon with our  interests and sit at the negotiating table on equal terms. So that I  would not interfere with the plan of land handing over, the previous  authorities tried to remove me from the political arena for more than  20 years. But today I am in Artsakh, together with my people, and if  the court does not make a fair decision, that is, does not restore me  in the right to participate in the presidential election, we will  introduce our candidate. In this case, at the extraordinary congress  of our party “Miasnakan Ayrenik” on February 9, the name of the new  presidential candidate who implements our party program will be  announced – this is, first of all, ensuring the security of the  Artsakh borders, launching effective repatriation mechanisms,  restoring military and economic power in the shortest possible time.  If today we do not unite around these goals, consider that we have  lost Artsakh.  Dear Armenians, my dear Artsakhians. I urge you today  to soberly face the truth and fully understand what is really  happening in these fateful days. You choose not between different  models of a prosperous life, but between whether or not to be  Artsakh, whether or not you and your children live on this earth. We  paid for the right to live in our homeland at the cost of blood. And  today they can sell us: those who live on this earth and perished for  this land. The threat of surrendering land or war is more relevant  than ever.  Therefore, I urge you to approach your choice with all  responsibility. There will no longer be a chance to correct the  error. He is only now, while we are still able to become the arbiters  of our destinies. ” Earlier, Pashinyan, during a large press  conference on January 25 in Kapan, called on presidential candidates  in Artsakh to express an opinion on the legacy in the  Nagorno-Karabakh issue left by the previous Armenian authorities.

Armenian delegation at PACE issues written statement on Baku massacres

YEREVAN, FEBRUARY 1, ARMENPRESS. The Armenian delegation at PACE has issued a written statement on Baku massacres, which has been signed by a number of PACE parliamentarians representing different countries and political groups.

The statement recalls the atrocities against Armenians in Azerbaijani capital, Baku, 30 years ago and urges to condemn xenophobia and racisim in the area of the Council of Europe.

ARMENPRESS reports the National Assembly of Armenia has published the text of the statment, which runs as follows,

“We, the undersigned, declare the following:

On 13-19 January 1990, hundreds of thousands of Armenians living in Baku, Azerbaijani SSR, faced a large scale series of pogroms, the manifestations of Azerbaijani policy of systematic attacks against the ethnic Armenian population. Hundreds of Armenians were murdered, mutilated, persecuted, displaced. Under the threat of extermination, around 250 000 Armenians were forced to flee Azerbaijan.

The Baku massacres became the culmination of the State policy of racism and xenophobia against Armenians (armenophobia). Contrary to the facts recorded by the international community, human rights organisations and the European Parliament (Resolutions of 1988, 1990, 1991), the Azerbaijani authorities deny those crimes and evade responsibility. 30 years after those outrages, there is no respect and compassion for the victims of Armenian massacres in Azerbaijan. Azerbaijanis who tried to speak about the pogroms are officially considered betrayers.

Regarding this, we:

– commemorate the memory of the Baku pogroms victims;

– condemn any manifestation of racism and xenophobia;

– reaffirm that crimes against humanity have no statute of limitations and emphasise that condemnation of past crimes is the most important guarantee for preventing new ones;

– deplore that the organisers and perpetrators of the pogroms have not yet been brought to justice’’.
