YEREVAN, NOVEMBER 15, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan introduced the newly appointed Minister of Defense Suren Papikyan to the Defense Ministry personnel and the top military officials of the Armed Forces, ARMENPRESS was informed from the Office of the Prime Minister.

The Prime Minister thanked former Minister Arshak Karapetyan for his work in the Ministry of Defense and referred to the decision to appoint Suren Papikyan as Minister of Defense. “In fact, I have made an important political decision. When we met with Mr. Karapetyan this morning, he said an idea with which I cannot disagree, and which I cannot but voice. He rightly noted that the status of the Minister of Defense is perhaps the most vulnerable status in the Republic of Armenia or one of the most vulnerable. I would like to thank Mr. Karapetyan for his responsibility and courage in assuming that vulnerable status. At the same time, I would like to thank Mr. Papikyan for accepting my decision, in fact, replacing the less vulnerable status of the Deputy Prime Minister with the very vulnerable status of the Defense Minister.

Dear colleagues, dear Generals, officers, our country is facing serious strategic challenges, we simply have no right not to manage those challenges in line with the interests of the Republic of Armenia, Artsakh and the Armenian people. You know, there can be many assessments, those assessments can be emotional, less emotional, but we must know for sure that the Government of the Republic of Armenia, the leadership of the country clearly understand what steps are needed to successfully bring the country out of the crossroads of these strategic challenges, to pave the way for sustainable development, and we will pursue that way.

I told Mr. Karapetyan this morning that I continue to consider him a teammate. You know that Suren Papikyan is my old political ally and companion, and I want to make the following statement once again here.

Following 2018, when I assumed the post of Prime Minister, there has not been a single case when the Armed Forces of the Republic of Armenia, the Ministry of Defense, put forward an issue that is within the scope of the Government’s capability to solve it, which has not been solved. This will be the case after this, I do not want to say we will do more, because we have not done less before this, but we are facing a very important and serious challenge, the solution of which Mr. Karapetyan started, I am sure Mr. Papikyan will continue successfully.

The Ministry of Defense, the Armed Forces is the largest state body in our country, and that body must be healthy, efficient in terms of functionally, the decisions of which must be deep, substantiated, based on our military-strategic needs. In this regard, I want to emphasize this nuance, around which we must continue to work,” the Prime Minister said.

Arshak Karapetyan thanked the Defense Ministry’s personnel and the officers of the Armed Forces for the joint work. “I ask everyone to consider this my last order: do everything, support the new Minister, consoidate around the new Minister. I am confident that Mr. Papikyan will be able to continue and implement the programs approved by the Government for the Armed Forces. I had a private conversation with Mr. Papikyan, I expressed my readiness to support in case of necessity. Mr. Prime Minister, thank you for your trust, I hope that the next Minister will be even more successful. Thank you for the joint service”, Arshak Karapetyan said.

In turn, the newly appointed Minister Suren Papikyan said, “Honorable Prime Minister, Generals, officers, dear colleagues, It is a great honor for me to assume this position in this responsible and difficult period. Thank you, Mr. Prime Minister, for entrusting me with this responsible position. I am ready to serve the Republic of Armenia day and night. “

Iran urges for restraint amid new Azeri-Armenian conflict

Foreign Ministry spokesman Saeed Khatibzadeh stressed the need for the two countries to respect internationally recognized borders and called on them to resolve their differences through dialogue and peaceful means.

Khatibzadeh described the current tensions as dangerous for the gradual process of achieving peace and progress in the region and said, “The Islamic Republic of Iran like in the past, is ready to assist the sides to resolve disputes and establish stability and security in the region.”

Armenia’s eastern border with Azerbaijan has witnessed a new round of escalating tensions between the two countries while they accuse each other of violations, Russia’s Interfax news agency reported, quoting the Armenian parliament.

Interfax also reported that the Armenian Ministry of Defense announced today that 12 Armenian soldiers had been captured by the Republic of Azerbaijan. The Ministry of Foreign Affairs of the Republic of Azerbaijan stated in a separate statement that it blames Armenia for the deliberate escalation of tensions on the border between the two countries.

Earlier, the Armenian Defense Ministry said that the situation on the eastern border of the country had been very tense since 4 pm (local time).

Congressman Schiff calls on US government to deter Azeri aggression,show unwavering support to Armenian sovereignty

WASHINGTON D.C., NOVEMBER 17, ARMENPRESS. United States Congressman and Chairman of the House Intelligence Committee Adam Schiff condemned the November 16 Azerbaijani attack on Armenia.

“I am deeply disturbed by today’s reports of Azerbaijani forces attacking Armenian soldiers at the border, including the reported murder or illegal detainment of more than two dozen Armenian soldiers,” Congressman Schiff said in a statement released on social media.

“This unprovoked attack is in direct violation of Azerbaijan and Armenia’s ceasefire agreement, and a grave reminder that the United States must be doing everything we can to deter Azerbaijan’s ongoing aggression.

I urge the State Department to act immediately to use every diplomatic channel and lever available to avert another mass humanitarian disaster and show our unwavering support for the Armenian people and their sovereignty.”

Azerbaijani Armed Forces open fire at tractor in Armenia’s Verin Shorzha village

The Azerbaijani Armed Forces fired at a tractor in the Verin Shorzha village of Gegharkunik Province of Armenia, head of Verin Shorzha village Artyom Yeranosyan said during a conversation with Armenian News-NEWS.am.

“There were a few gunshots. The firing stopped about 40 minutes ago. We had a tractor at the end of the village that they wanted to drive and come to the village, and that’s when they started to open fire,” Yeranosyan stated.

According to him, there are no victims, the situation is currently stable, and it has been calm over the past two days as well.

On Nov. 16, at around 1 p.m., the units of the Armed Forces of Azerbaijan attacked the Armenian military posts deployed in the given direction of the border — the adversary also used artillery, armored vehicles and firearms of various calibers.

According to the agreement reached after Russian mediation, on Nov. 16, starting from 6:30 p.m. there is ceasefire on the eastern border of Armenia, and the situation has become relatively stable.

According to the Ministry of Defense of Armenia, as a result of the Armenian side’s response operations, the adversary suffered many losses of manpower, a few armored vehicles were destroyed or are out of order.

The Armenian side also suffered casualties. To date, the Ministry of Defense has only reported verified data on one casualty, that is, 30-year-old contractual serviceman, Private Meruzhan Harutyunyan.

“The number of injured is also being verified. Another 12 servicemen are captured. The Ministry of Defense of Armenia will issue a press release in case there are new reports,” the Ministry of Defense reported.

San Francisco Bay Area Artsakh Task Force Raises $100,000

Insurance Foundation of Servicemen (IFS) Proud Recipients

San Francisco, CAOn Friday, November 12 the San Francisco Bay Area Artsakh Task Force Humanitarian Aid Committee (SFBAATF-HAC) donated $100,000 to the Insurance Foundation for Servicemen in Armenia (IFS) at KZV Armenian School in San Francisco, CA.

Earlier this year, SFBAATF- HAC hosted a virtual fundraising event which raised $100,000 for wounded Artsakh soldiers and families of fallen soldiers. 

The first-ever “For Our Soldiers” virtual gala and auction attracted over a few hundred attendees. Participants enjoyed touching musical performances, listened to encouraging messages from Bishops Hovnan Derderian and Torkom Donoyan and watched moving personal messages from Artsakh soldiers. 

The donations went through the nonprofit foundation, Friends of the Armenian Soldier and Family (FASF), and then sent to the Insurance Foundation for Servicemen in Armenia (IFS). IFS is a non-governmental organization that provides monetary compensation to the families of deceased and wounded soldiers in Armenia and Artsakh.

Armenian historian: Armenia needs to establish refugee settlement in Yerevan for those displaced from Artsakh

Those who were displaced from Artsakh (Nagorno-Karabakh) need to be granted a refugee status, and a settlement for refugees needs to be established around Yerevan. This is what historian, member of the board of the “Armenian Population Forcefully Displaced from Shushi” NGO Ashot Harutyunyan said during a protest near the government building today.

“A trilateral agreement was signed last year, and it’s clear that the people don’t accept this. But even if we try to be governed by the points stated in that document, point 6 clearly states that there shouldn’t be Azerbaijani troops in Shushi now. But we see that Azerbaijan is already unilaterally breaching the agreement. Other points of the agreement state the return of refugees and forcefully displaced persons. If the Armenian government doesn’t accept us as refugees, how will there be return? This traces back to the policy led in 1988 when Azerbaijan presented its 350,000 refugees as 1,000,000 refugees. In 1988, over 800,000 refugees came to Armenia from Azerbaijan and weren’t granted any status,” Harutyunyan said.

According to him, the enemy country has established refugee settlements, invited international observers and showed the settlements to the world. “Armenia needs to do the same and establish a refugee settlement around Yerevan. If we Armenians want to win Azerbaijan in the war, we need to lead this policy so that we can exert pressure on Azerbaijan,” he added.

Pressing Dangerous 3+3 Scheme, Moscow Calls for Active Minsk Group Role

Official Moscow said that it is time to “put into practice the 3+3 consultative platform,” referring to a scheme put forth by Ankara and Baku, and supported by Russia that would bring together Armenia, Azerbaijan, Georgia, Russia, Turkey and Iran to form a regional entity.

While touting this process, Russia’s Foreign Ministry Spokesperson Maria Zakharova, at a press briefing Wednesday, called for the resumption of full-scale visits to Armenia, Azerbaijan and Nagorno-Karabakh by the OSCE Minsk Group co-chairs.

“As for the position of Georgia, we hear contradictory statements from Tbilisi regarding participation in this consultative mechanism,” Zakharova said referring to the so-called 3+3 scheme. “This is the position of a sovereign state. We assume that the ‘3 + 3’ platform is in the interests of all countries in the region.”

Saying that the OSCE Minsk Group co-chairs enjoy broad international support, Zakharova reiterate Moscow’s position that it was important that the Minsk Group co-chairs continue efforts not only to help settle the Karabakh conflict, but primarily to address the socio-economic and humanitarian tasks facing the region.

Zakharova cited a meeting between the Armenian and Azerbaijani foreign ministers in September mediated by the co-chairs in New York, adding: ”now the co-chairs are preparing for meetings in a number of European capitals, and we believe it is important that the practice of full-scale visits by the co-chairs to this region resume as soon as possible.”

COVID-19: Armenia reports 1121 new cases, 62 deaths in one day

YEREVAN, NOVEMBER 9, ARMENPRESS. 1121 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 322,364, the ministry of healthcare reports.

9152 COVID-19 tests were conducted on November 8.

2191 patients have recovered in one day. The total number of recoveries has reached 285,057.

The death toll has risen to 6762 (62 death cases have been registered in the past one day).

The number of active cases is 29,203.

The number of people who have been infected with COVID-19 but died from other disease has reached 1342.

Israeli opposition lawmakers submit bill to recognize Armenian Genocide

YEREVAN, NOVEMBER 9, ARMENPRESS. Several opposition members of the Israeli parliament (Knesset) submitted a bill to officially recognize the Armenian Genocide and hold a memorial day for it every April 24, The Jerusalem Post reports.

The bill was submitted by Shas MKs Ya’acov Margi, Haim Biton and Moshe Arbel alongside Likud MKs Yuli Edelstein, Israel Katz and Yoav Kish.

Satanovsky: Moscow was setting forth much more favorable ideas for Armenia than what had to be accepted

In reality, in the past, Armenia could have resolved the conflict with Azerbaijan independently, if it had listened to the advice from Moscow along with Baku. This is what President of the Russian Institute for the Near East Yevgeny Satanovsky said during an interview with Armenian News-NEWS.am today.

“I’m referring to the several official and non-official meetings, negotiations and talks that were held over the past two decades. Here the Armenian side was much more persistent than the Azerbaijani side, even until the end of the second war in Nagorno-Karabakh. The ideas that Moscow was setting forth for resolution of the crisis before and in the beginning of the war were much more beneficial for Armenia than what Armenia was forced to accept. But nobody listened, and there was an idea that Stepanakert would seize Baku. However, we see the results. Today it is sad for Yerevan, but rather good for Baku and Ankara,” he said.
