CAUCASUS: AGGRAVATION OF TENSION;
as a prelude to a military operation against Iran?

AGGRAVATION OF TENSION IN THE CAUCASUS AND DEPLOYMENT OF THE US ARMY
THERE UNDER ANY CONVENIENT PRETEXT MAY BE USED AS ELEMENTS OF THE
PLANS AGAINST IRAN; Nothing will please Washington better than a
conflict in the Caucasus that will enable it to deploy units of the
US Army in the region for the eventual operation against Iran.

The situation that shaped up in the Caucasus and nearby regions last
week was definitely odd. What was more important – another domestic
political crisis in Georgia where ex-defense minister Irakly
Okruashvili condemned Mikhail Saakashvili (the president and his
recent ally) of crimes of such gravity that he himself was arrested
on September 28, or the frequent visits of Turkish generals to
Azerbaijan traditionally covered with a veil of secrecy? Or the first
contact between the new prime ministers of Russia and Armenia Victor
Zubkov and Serj Sarkisjan in Moscow? Or, finally, the widely
publicized meetings of secretaries of Security Councils and defense
ministries of the CIS Collective Security Treaty Organization in
Bishkek, Kyrgyzstan?

All these events apparently pale in comparison with what happened in
New York where the President of Iran, Mahmud Ahmadinejad, addressed
the 62nd Session of the UN General Assembly. His address was expected
with vivid interest because US President George W. Bush had flatly
refused to engage in public debates with Ahmadinejad within the
framework of the UN General Assembly.

Ahmadinejad kept striking – ideologically, of course – at the United
States and UN Security Council. The Iranian leader condemned the
United States as a "bullying empire that develops a national missile
defense and aggravates the danger of another war." In other words,
Ahmadinejad all but joined the Russian-American debates over the
matter. The president of Iran denounced resolutions of the UN
Security Council urging Tehran to stop uranium enrichment and
proclaimed this international structure a hostage in the games of
world powers promoting their own interests. "The Iranian nuclear
program is a closed problem, one that is a routine prerogative of the
IAEA again," Ahmadinejad concluded. "There is no longer an Iranian
nuclear folder. The IAEA stopped bringing politics into the
thoroughly apolitical matter of the Iranian nuclear development."

This particular rock is going to make a lot of geopolitical circles
on the surface of international affairs yet, but at least one
corollary is already clear. The United States has all but turned down
the Russian idea of the joint use of the radar in Gabala the Russian
Armed Forces leased from Azerbaijan. Washington announced that it
might consider the option but its program of deployment of elements
of the US national missile defense in the Czech Republic and Poland
would proceed as planned, and that is unacceptable for Moscow. The US
experts accompanying their Russian peers on a tour of the Gabala
radar packed up and promptly left for Adjaria last week. Where
(sources in Baku, Tbilisi, and Batumi claim) they contemplated the
deployment of another element of the US national missile defense on
the territory of this Georgian autonomy. As a matter of fact, even
pro-American political scientists and experts in Russia had been
saying that this turn of events was quite possible – even from the
purely technological standpoint (a reference to the speculations in
Georgia on the installation of mobile radars on its territory). Once
the news of the US experts’ visit to Adjaria reached them, the
governments of Abkhazia and South Ossetia said that a year ago their
secret services had been saying already that everything necessary for
US radars was already in Georgia, shipped there in advance. The gear
had to be unpacked and put together, and the airspace and territories
of Russia and Iran would be under American observation.

What is going to happen in the region now? General Nikolai Bordyuzha,
General Secretary of the CIS Collective Security Treaty Organization
who attended the meeting of secretaries of national Security
Councils, was asked what this structure regarded as a threat to
itself at this point. "Belligerent statements from representatives of
certain countries revealing their eagerness to settle some of the so
called suspended conflicts by sheer strength of arms," he replied.
"Not to mention the escalation of military activity, the growth of
arms spending and manpower of the regular armies of Georgia and
Azerbaijan." Georgia stages military and political provocations now
against Abkhazia, the following day against South Ossetia, as a means
of promotion of its interests. Senior officials in Baku (beginning
with Defense Minister Safar Abiyev) talk "counter-terrorism
operations" in Nagorno-Karabakh. Two Turkish military delegations
visited the Apsheron Peninsula one after another. The agenda of their
negotiations in Baku remains hidden from general public. One of the
delegations was headed by Brigadier General Mjunir Erten of Turkish
army intelligence.

All of that may be taken as an indirect confirmation of the
assumption that a major provocation is being prepared in the region,
and that a military operation may be one of its elements. Where will
it begin and who will find himself on the receiving end – Iran or
Russia?

Russian Foreign Minister Sergei Lavrov and US State Secretary
Condolleezza Rice "disagree" on the matter of sanctions against Iran,
Reuters reported on September 28.

Lavrov reminded Rice that the IAEA vouched for implementation of its
accords with Tehran. "The IAEA even reports that work is proceeding
ahead of the schedule agreed upon with Iran. It allows for the hopes
that we will soon find answers to the questions Tehran denies us
once," the Russian minister said.

All pros and cons of a military solution to the Iranian problem have
been voiced. The UN general Assembly is proof that the United States
lacks actual and faithful allies in the international community. And
yet, The Sunday Times reports that the United States set up a special
team to draw a plan of bombardment of Iran (Operation Checkmate). The
newspaper claims that the team includes 30 senior officers of the US
AF and computer specialists. They have direct lines constantly open
to the White House, CIA, and other American secret services.

Nothing will please the hawks longing for a war on Iran better than
some conflict in the Caucasus and the deployment of the US Army there
under any convenient pretext. Is that why the Americans have the
Turkish military visit Baku and sic Tbilisi on South Ossetia and
Abkhazia?

MPs From Ruling Coalition Intend To Vote At Parliament Sessions In C

MPS FROM RULING COALITION INTEND TO VOTE AT PARLIAMENT SESSIONS IN COORDINATED MANNER

YEREVAN, October 5. /ARKA/. MPs from the ruling coalition intend to
vote at the parliament sessions in a coordinated manner, Secretary
of the parliament group of "Prospering Armenia" party (PAP) Aram
Safarian told a press conference.

According to him, the parties intend to have consultations before
each parliament’s session for discussing every single draft law.

"Every draft law will be discussed at the sitting of our party, and
then three representatives of "Prospering Armenia" will be presenting
our stance at the general meeting with RPA (Republic Party of Armenia –
ARKA)," Safarian said.

He pointed out that the discussion will strengthen the cooperation
between the coalition parties.

"We have not had yet a case when RPA’s and PAP’s stances are
fundamentally different from each other, and I believe that the policy
we follow in the National Assembly reduces the chances of it.

We have the law lobbying mechanism in common and an intended decision
to vote "against" will be pathology," Safarian said.

The agreement on establishing a coalition was signed between the
Republican Party of Armenia and "Prospering Armenia" Party on June 6.

In its turn, the political coalition signed an agreement on cooperation
with ARF Dashnaktsutiun.

X-Rays To Penetrate Into The Secret Of Matenadaran’s Parchments

X-RAYS TO PENETRATE INTO THE SECRET OF MATENADARAN’S PARCHMENTS

ArmInfo. The Matenadaran-the Armenian Institute of Ancient Manuscripts
and the American Early Manuscripts Electronic Library (EMEL) signed
an agreement on the digitization of more than 100 palimpsests-
parchments. What was written on them was erased or washed out in
order to reuse them, Matenadaran’s director Hrachia Tamrazian told
ArmInfo correspondent.

According to him, digitization of the manuscripts with the device
provided by the American side will directly start from the mid 2008.

It isn’t still decided by what funds the device worth $90 000 will
be bought. However, EMEL expressed readiness to make concessions,
promising in advance to send its specialists to Armenia for training
the personnel who are going to operate the equipment. R. Tamrazian
emphasized that the digitization of the palimpsests will make it
possible to disclose the parchments’ new contents in the Matenadaran.

In the Middle Ages because of scarcity of parchments scribe-monks
resorted to the method of washing out the antique manuscripts for
writing new works. Earlier, these ancient writs were restored by
chemical means. Now, the digitizing device does X-ray and infrared
irradiation of the parchment, simultaneously. In this way EMEL
organization disclosed the commentaries written by Archimedes to
Aristotle, which were hidden under a layer of paint. Tamrazian
emphasized that the American side was provided all the conditions
for reservation of copyright on dissemination of information on the
manuscripts beyond Armenia.

ArmInfo. Armenian parliamentarians passed a bill of amendments to
the Law On Profit Tax in the first reading, Tuesday.

Deputy Head of Armenian State Revenues Service Armen Alaverdyan
presented the bill on behalf of the Armenian Government. He said
the 10% profit tax imposed on the Armenian offshore companies
is in question, except those which Armenia has agreements on
free economic zones and treaties on avoidance of double taxation
with. A. Alaverdyan said the bill proposes the Government to make
out the list of offshore zones on the basis of relevant requests to
the countries having offshore zones. Earlier, the Central Bank was
engaged in these issues. The bill defines the concept ‘offshore zone’,
‘business activity in offshore zones’ and other issues.

the CDA (Christian Democrat Appel), has announced that Mr. Osman Elmaci
has been turned down from having a seat in the European Parliament due
to his attitude toward and his remarks denying the Armenian Genocide.

The European Armenian Federation reported that Mr. Elmaci, who had
already been ousted from the last legislative elections for the same
reasons, was the number three person behind the current MEP Joop Post,
who has resigned. He was to become a Member of the European Parliament
after the withdrawal of Mr. Bartho Pronk’s candidacy. CDA leaders,
already having a past record of principled stance against genocide
denial, vetoed this possibility. Mr. Post will finally be replaced
by Mr. Cornelis Visseur.

"We congratulate the CDA party for this courageous and visionary
political decision. Denial – under the pretext of ‘freedom of
expression’ – can only serve to perpetuate the racial hatred from
which it derives," declared Laurent Leylekian, Executive Director of
the European Armenian Federation.

Armenia Of Interest To Investors In Information Technologies

YEREVAN, October 1. /ARKA/. Armenia is of interest to investors
in information technologies, Technical Director of "Arminco"
Internet-provider company Grigory Saghian said at the seminar "Modern
technologies in solving the problem of "last mile" on Monday.

According to Saghian, Armenia has the most advantageous conditions
in the region in terms of recoupment of investments.

"We have low crime rate; we are the 39th in simplicity of establishing
and doing a business so that Armenia is an attractive country for
investors," Saghian said.

He pointed out that the country has a great intellectual and financial
potential for the development of IT sector.

Among disadvantages in Internet development of Armenia, Saghian pointed
out the lack of the required recourses in the Armenian language.

"Our users not always know the languages in which the main stuff is
presented in the web, and there is no that much stuff in Armenian,"
he said.

According to him, another problem is the low level of development
of the telecommunication infrastructures and the high tariffs as
a consequence.

"For development of infrastructures, investments and competition
are required. As of October 1 "ArmenTel" telecommunication company
is deprived of all its monopolies in the field, which will lead to
development of competition and reduction in prices and will encourage
investors to invest means in the development of infrastructures,"
Saghian said.

American Corner was officially opened.

In his opening remarks Ambassador Rudolf Perina, US Charge d´Affairs
a.i. said, "This American Corner will make accessible to the residents
of Kapan and Syunik Marz the diverse resources available at the
Corner and will facilitate the dialogue and mutual understanding
between Armenia and the United States."

American Corners are small American-style libraries located throughout
the world that help increase mutual understanding between the
United States and the host country. A network of over 370 American
Corners is operating globally through partnerships between the US
Department of State and local host organizations. American Corners
provide information about America in a variety of formats, including
reference books, works of fiction, journals, and videos.

These resources focus on such topics as studying in the United States,
American society, US history, conducting business in the United States,
and English as a Second Language. The Corners also provide computers
with Internet access, and offer a variety of public programs including
speakers and workshops. The American Corners are open to the general
public and access is free of charge.

Currently American Corners are in operation in Yerevan, Gyumri,
Vanadzor and Kapan.

American Corner program officially started in Armenia in 2005. The
Corners hold a variety of public events, including "Americans at the
American Corner" public lecture series in English by US diplomats and
"Armenians at the American Corner" Armenian presentations by USG
education and exchanges program alumni, American movie showings,
and English conversation club meetings initiated by US Peace Corps
volunteers.

MAESTRO LORIS CHGNAVORIAN IN ARMENIA

After a long absence the former General Conductor and Instructor of
the Symphonic Band of Armenia Maestro Loris Chgnavorian is in
motherland. He spoke about his 16-years Armenian memories at a meeting
in National Press Club on September 27.

Loris Chgnavorian, born in Iran, is happy to see a new progress, a new
building, street or a beautiful smile, but at the same time expresses
his regret about the disappearing Tamanian’s style and old Yerevan.

Maestro informed that on October 13 he will be 70 and he is going to
celebrate it in Armenia, with his family.

He spoke of his musical programs and informed that he has more than 70
works today: 4 operas, 6 symphonies and various works recorded and
published in Germany and Austria.

Chgnavorian spoke about his last work titled "Book of Revelations"
devoted to the Armenian Genocide.

What about the Anthem of Armenia, there is no need to change it,
according to him. "The Anthem is about the poor life and history of
our people. We must remove all the defects and then speak of
anthem. Armenians are spread all over the world. We must unite and be
one nation. Our culture is in churches, it is a spiritual music, but
today we hear more Arabic and Rabis (low quality music). The initiator
of culture’s return must be the Ministry of Education and Science.
The whole world admires the Armenian Church psalms, but instead of it
our people prefer Persian and Arabic music."

Vartan Oskanian, Minister of Foreign Affairs of the Republic of
Armenia issued a statement on the Letter by Former Secretaries of
State to the Speaker of the US House of Representatives Nancy Pelosi
on House Resolution 106.

The Minister’s statement says: "It is with dismay that I read the
content of the letter signed by former US Secretaries of State urging
Speaker of the House Nancy Pelosi to derail H. Res. 106.

It is quite unfortunate that eight experienced diplomats would buy
into Turkish manipulation. There is much to disagree with in that
letter, especially about the purported dangers of such a resolution.

I will only address the insincere claim that such a resolution would
"damage efforts to promote reconciliation between Armenia and Turkey."

I regret to say that there is no process in place to promote
normalization of relations between Armenia and Turkey. Expressing
concern about damaging a process that doesn’t exist is disingenuous.

Armenia has always been ready to have normal relations with its
neighbor. Yet, every initiative that would lead toward normalization
has been rejected by Turkey. Instead, it continues to place
pre-conditions. Turkey makes offers that are simply invitations for
open-ended talk, without serious commitment to arriving at minimal,
ordinary relations between neighbors. Even their call for a historical
commission to discuss painful, historic events is not serious, given
their prohibitive penal consequences for open speech and discussion
and the adversarial environment Turkey has created by maintaining
closed borders with Armenia.

I have already written to Speaker Pelosi to express our deep concerns
and to dismiss as unfounded any implication that a resolution that
addresses matters of human rights and genocide could damage anyone’s
bilateral relations."

Eight former US Secretaries of State – Madelen Albright, James Baker,
Warren Christopher, Lorence Eagleburger, Alexander Haigue, Henry
Kissinger, Colin Powel and George Schultz urged Speaker of the House
Nancy Pelosi to derail Resolution 106 on the Armenian Genocide.

According to them, the discussion of this issue will make
Armenian-Turkish reconciliation impossible, affect the USA’s relations
with official Ankara and the USA’s national and foreign interests,
create a threat to the military operations in Iraq and Afghanistan.

The Resolution was submitted to the House on January 30. It is called
a House Resolution, and its adoption does not require the US Senate’s
approval and the US President’s signature.
