A few days ago the NKR Real Estate Cadastre Committee discussed the
problems relating to the atlas of NKR. The delegation of the Armenian
Real Estate Cadastre Committee led by the head of the committee Manuk
Vardanyan was also present at the meeting.

The work on the atlas began in 2007. According to the editor of the
atlas Manuk Vardanyan, the work is about to finish but some corrections
are necessary.

The atlas will include the landscape, history of NKR, maps of Artsakh,
as well as separate maps of Stepanakert and the regional centers,
the Azat Artsakh reports. According to Manuk Vardanyan, the borders of
Artsakh on the maps are the borders set down in the NKR Constitution.

YEREVAN, MARCH 26, NOYAN TAPAN. By the March 26 decision of the
presidium of the RA National Academy of Sciences, for large-scale
investments in the spheres of science and education made by the
VivaCell company, company’s Director General Ralph Yirikian was
awarded a golden medal.

Highly estimating VivaCell’s activity, Radik Martirosian, the Chairman
of the RA National Academy of Sciences, said that the company has
many charity investments not only in scientific and educational,
but also in social, cultural, environmental, health spheres. In some
institutes of the National Academy of Sciences work is being done
in the direction of the communication development and according to
R. Martirosian, from this point of view the further cooperation of the
National Academy of Sciences with VivaCell can be mutually beneficial.

According to the report of Press Service of the RA National Academy of
Sciences, R. Yirikian in his turn said that working in the Republic
of Armenia, VivaCell receives profit from society and feels bound to
return part of the profit in the form of various programs. He promised
to continue cooperating with the RA National Academy of Sciences.

YEREVAN, MARCH 25, NOYAN TAPAN. The Central Bank of Armenia (CBA) has
re-rated six enterprises. According to the CBA press service, ratings
have been assigned to the following enterprises: Lusakert Poultry
Factory LLC – B- rating (previous rating C+), Renco Armestate LLC – B-
(C), Yerevan Poultry Factory OJSC – C+ (C), Yerevan Hotel OJSC – C
(C-), Mill AG CJSC – C (C-), and Royal Armenia joint venture LLC –
C (previous rating C-). Until now 36 companies have received CBA’s
ratings from B+ to D.

The CBA assigns ratings to enterprises by assessing the values of
the qualitative indices of their credit history, financial position
and activity based on a five-point system and then summarizing
the results. The highest rating is A, while the lowest one is
F. Enterprises with a score of 4.9 and higher receive A+ rating,
those with a score of 4.75-4.9 receive A rating, with a score of
4.6-4.75 – A- rating, with a score of 4.45-4.6 – B+ rating, with
a score of 4.25-4.45 – B rating, and enterprises with a score of
4.1-4.25 receive B- rating. F rating is assigned to enterprises with
a score of 2 and lower.

During the signing of repo agreements with banks, the CBA is ready
to take as a security the bonds issued by enterprises with A, B and
C ratings. The CBA has established a privileged scale for weighing
the risks of banks’ assets – for credits given by commercial banks to
enterprises with a high rating, as well as for the purchase of bonds
of enterprises with a high rating by commercial banks. It encourages
banks to provide credits to enterprises with a high rating and to
buy their bonds.

He also added that ‘the resolution adopted by UN recognizes the
necessity of provision of normal, safe and equal life conditions for
the Armenian and Azerbaijani communities in Nagornyy Karabakh region
of Azerbaijan, which will make it possible to create an effective
democratic system of self-management in this region within the frames
of Azerbaijani Republic’.

‘We do not go out of these frames in the Prague process’, – the
minister said.

Mammadyarov also said that ‘the resolution has become a signal of
the world community of Armenia about lack of prospects of their
present policy and the necessity of immediate leaving Azerbaijani
territories’. ‘Armenia cannot ignore this position of UN, but if
nevertheless it tries to do it, it will show to the whole world
once again how it "respects" international law and what values
it propagandizes. On the other hand, Armenia saw the ability of
the Azerbaijani diplomacy. Despite the aggressive pressure upon
Azerbaijan at the beginning to refuse the resolution, and later upon
the countries to vote against it, the document was put forward and
adopted with 5:1 score.

This is a reminder to those who is always trying to use tactical
tricks at the diplomatic level. Now they realize that we are the
international level players’, – Mammadyarov said.

To recall, 39 states voted for adoption of the resolution.

The US Commerce Department says it has imposed sanctions on British
and Armenian firms for "knowingly" re-exporting aircrafts to Iran.

Washington suspended the export privileges of the British-based Balli
Group PLC and related companies, the Armenian-based Blue Airways and
Iran’s Mahan Airways for 180 days.

"[The firms] knowingly re-exported three US origin aircraft to Iran in
violation of the Export Administration Regulations and are preparing
to re-export three additional US origin aircraft to Iran in further
violation of the [rules]," said a statement by the department Friday.

The agency also accused the companies of making "false statements"
to US authorities on the ultimate destination and user of the aircraft.

The White House has ordered the redelivery of the three aircraft
which were about to be re-exported to the Islamic Republic.

Turkish Security Officials Admit Cover-Up In Dink Murder Case

On March 20, two members of the Turkish Gendarmerie admitted receiving
detailed intelligence regarding a plot to assassinate Turkish-Armenian
journalist Hrant Dink and then, after Dink’s murder, trying to cover
up their knowledge by lying to investigators.

The confessions came as two Gendarmerie officers, known by their
initials as O. S. and V. S., went on trial for dereliction of duty
after evidence emerged that the security forces in the eastern Black
Sea city of Trabzon had been informed of the plot to assassinate Dink
months in advance but had failed either to apprehend the plotters or
attempt to protect Dink (Anadolu Ajans, CNNTurk, NTV, March 20).

On January 19, 2007, the 52 year-old Dink was shot dead
outside the Istanbul office of the Agos newspaper where he
worked as editor-in-chief and which serves Turkey’s dwindling
Armenian community. Dink was killed by Ogun Samast, an unemployed,
poorly-educated 17 year-old who had traveled from Trabzon to carry out
the assassination. Minors are often used to carry out murders in Turkey
as, under Turkish law, anyone under 18 they can only be sentenced to a
maximum of a few years in jail. It later emerged that Samast had been
a member of a ultranationalist gang with strong Islamist sympathies
led by the then 24 year-old Yasin Hayal. Hayal and his associates were
well known to the security forces in Trabzon and some of them worked
as police informants. On March 20, the gendarmerie officers admitted
that, in August 2006, one of Hayal’s relatives had warned them that
Hayal was planning to kill Dink and had given him YTL 500 (around $400)
to buy a gun for the assassination. The officers were also told that
someone linked to the gang had carried out surveillance of Dink in
Istanbul and even drawn up diagrams showing the route taken by Dink
as he traveled from his home to the Agos office (Radikal, Milliyet,
Sabah, Hurriyet, Cumhuriyet, March 21).

A soft-spoken advocate of reconciliation between Turks and Armenians,
in February 2004 Dink wrote a series of articles in Agos calling for
dialogue without any preconditions. He maintained that an insistence
that Turkey should first recognize the tragic events of 1915 as a
genocide was an obstacle to reconciliation. In an article he wrote in
Agos, Dink called on Armenians to "cleanse their blood of the poison
of genocide" and engage in dialogue with Turks.

However, the mere mention of the word genocide resulted in Dink being
prosecuted under the notorious Article 301 of the Turkish Penal
Code, which makes it a criminal offence to denigrate the concept
of "Turkishness." In October 2005, Dink was convicted and given a
suspended prison sentence of six months. Even though he never served
time in jail, the publicity surrounding his trial made Dink a hated
figure for many Turkish ultranationalists. Extraordinarily, given the
numerous calls for him to be killed in the Turkish ultranationalist
press and Internet chat rooms and the telephoned death threats that
Dink himself reported to the Istanbul police, and unlike almost any
prominent Turkish Muslim who receives similar threats from extremists,
Dink was not given police protection. When he was killed by Samast
as he left the Agos office to pay some bills at his local bank,
Dink was completely alone.

In their statements to the court, both O. S. and V. S. insisted that
they had forwarded the intelligence of the plot to kill Dink to their
commanding officer, Colonel Ali Oz, the head of the Gendarmerie in
Trabzon. They claimed that Oz had not only failed to take action but,
during the investigation that followed Dink’s murder, had instructed
them to deny any prior knowledge of the plot to kill Dink.

When taken in isolation, it would be possible to attribute the cover-up
simply as an attempt to hide incompetence. But, when combined with
other evidence that has emerged since Dink’s murder, the conclusions
are more disturbing. When Samast was captured, some of the arresting
officers took photographs of him posed heroically in front of the
Turkish flag. Ultranationalist publications and chat rooms buzzed
with praise for the killing. There were even songs written in Samast’s
honor and posted on YouTube.

There is little doubt that the majority of Turks, even many Turkish
nationalists, were appalled by Dink’s murder. Indeed, one of the most
moving tributes to him appeared in Yeni Cag, the main ultranationalist
daily newspaper. On the evening of January 19, 2007, thousands of
Muslim Turks joined with Armenians to march through the center of
Istanbul chanting "We are all Dink" and "We are all Armenians." On
January 19, 2008, Muslim Turks also dominated the numerous ceremonies
held to remember Dink on the first anniversary of his murder.

Nevertheless, the confessions by the two gendarmerie officers will
reinforce suspicions that racial and religious prejudice remains
a serious problem both in Turkish society as a whole and in the
country’s security forces. Earlier this year, it emerged that, at
the time of his death, Andrea Santoro, a Roman Catholic priest who
was shot by Oguzhan Akdin, a 16 year-old youth with ultranationalist
and Islamist sympathies, was under surveillance by the police on the
ludicrous suspicion that he was plotting to facilitate the annexation
of Turkey’s eastern Black Sea coast by Greece. On April 18, 2007,
three Christian missionaries in the southeastern city of Mardin were
tortured and then had their throats cut by a group of students from
a hostel run by an Islamic foundation. During their trial, evidence
has emerged that these students too were in contact with members of
the local security forces. Lawyers acting for the families of the
victims claim that they have been receiving numerous death threats,
are being harassed by security officials and that key evidence –
such as tape recordings of confessions detailing links between the
accused and security officials – that was present at the beginning
of the trial, has now disappeared.

There is no suggestion that any high-ranking members of the ruling
Justice and Development Party (AKP) were involved either in any of
the killings or in the subsequent cover-ups. But neither does the
government appear to understand the extent of religious and racial
prejudice in Turkey or the need to amend legislation that fuels it.

The effective protection of minorities is a prerequisite for Turkish
accession to the EU, which has long pressed for the abolition of
legislation such as Article 301 of the Penal Code (see EDM, January
8). However, since the beginning of the year, the AKP has preferred
to focus almost exclusively on trying to push through legislation to
lift the headscarf ban that prevents pious Sunni women from attending
university (see EDM, February 11, February 25) and, most recently,
on legislative changes to circumvent the party itself being outlawed
following the public prosecutor’s application for its closure on
March 14 (see EDM, March 17).

Co-Chairs in Nagorno-Karabakh conflict resolution consider that a
first meeting between the leaders of Armenia and Azerbaijan could
lead to the resumption of peace talks. The Co-Chairs express their
sincere hope that this meeting, accepted in principle by the two sides,
will take place and lead to the resumption of negotiations for the
peaceful settlement of the Nagorno-Karabakh conflict on the basis of
the Document on the Basic principles for the peaceful settlement of the
Nagorno-Karabakh conflict, presented to the sides on November 29, 2007
in Madrid before the opening of the OSCE Ministerial Council, according
the official statement issued by the OSCE Minsk Group co-chairs.

The Co-Chairs remain convinced that any peaceful and equitable
settlement of the conflict will require unavoidable compromises among
the parties. They underline the urgent need to resume the negotiations
after the pause due to the presidential election in Armenia. In that
respect, they note with satisfaction the affirmation of both Foreign
Ministers of the need to continue the discussions between the sides.

After these meetings the OSCE Minsk Group Co-Chairs recall that,
as reiterated before the vote on the "Resolution on the Situation in
the Occupied Territories of Azerbaijan" at the UN General Assembly,
France, the Russian Federation and the United States support the
territorial integrity of Azerbaijan and therefore do not recognize the
independence of Nagorno-Karabakh, while holding that the future status
of Nagorno-Karabakh is a matter of negotiations between the parties.

Finally, at a time when serious clashes resulting in the loss of life
have occurred along the Line of Contact, the Co-Chairs urge both sides
to refrain from unilateral and maximalist actions on the ground, at the
negotiating table, as well as in their public rhetoric, and to fully
and strictly comply with their obligations relating to the cease-fire."

The Co-Chairs of the OSCE Minsk Group (Ambassadors Yuri Merzlyakov
for the Russian Federation, and Bernard Fassier for France, as well
as Mike Carpenter, Advisor to U.S. Co-Chair Matt Bryza) met with the
Armenian Minister of Foreign Affairs Vardan Oskanian in Vienna on the
14th of March and with the Azerbaijani Minister of Foreign Affairs
Elmar Mammadyarov in Paris on the 15th of March.

The conflict between the two countries of the South Caucasus began
in 1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the US) are currently holding peaceful
negotiations.

Yerevan, 20 March: Armenian President Robert Kocharyan said today
in Yerevan that the law-enforcement bodies will resolutely foil any
attempt to stage unsanctioned rallies and demonstrations after the
state of emergency [which was introduced on 1 March after riots in
Armenia’s capital Yerevan] is lifted at midnight today.

Speaking at a news conference today in Yerevan, Kocharyan said that
before the events of 1 March the law-enforcement bodies refrained
for nine days from dispersing the illegal rally as instructed by the
president, Mediamax news agency has reported.

"I am not sure that I acted correctly," Kocharyan said, noting that
the dispersal of the illegal rally on the second or third day would
most likely have made it possible to avoid what happened in Yerevan
on 1 March and casualties.

The Armenian president said "new rallies and demonstrations will not
further stabilization".

"Above all, people who used arms against the police on 1 March are
wanted. One cannot rule out that these people will resort to any
provocations in order to further aggravate the situation and avoid
punishment," Kocharyan said.

The president disagreed with the opinion that the recent changes to the
law on rallies and demonstrations turn Armenia into "a police state".

"We are not talking about banning rallies at all. However, in the
current situation the law-enforcement bodies, which are responsible
for the security of such events, will act according to the situation,"
Kocharyan said.

Armenian Genocide Survivor Passes Away

– 106-year old Hayganoush Markarian, was one of the Bay Area’s last
two survivors

Walnut Creek – One of only two remaining survivors of the 1915
Armenian Genocide living in the Bay Area passed away on March 13,
2008. Hayganoush Markarian died of natural causes earlier this week at
the age of 106.

Last October, Hayganoush’s story of survival was presented by Rep.
Lynn Woolsey to the House Committee on Foreign Affairs (HCFA) during
the mark up of H. Res. 106 (the Armenian Genocide resolution). Rep.
Woolsey displayed Hayganoush’s photograph to committee members prior
to the resolution being passed. It now awaits a full House vote.

"Our community was formed by the survivors of the Armenian Genocide,
therefore it is heart-wrenching for us to see the very last of them
leave us. They are the only link left that ties us to the atrocious
events of 1915, but they also represent the will of our people to
survive and rebuild," said Roxanne Makasdjian, Bay Area ANC
chairperson. "We are especially sad that before Hayganoush Markarian’s
passing, she was not able to witness her adopted country’s official
recognition of the Armenian Genocide," she added.

Markarian was born Hayganoush Azarian on January 24, 1902, in the city
of Kharpert. Beginning in 1915, the Ottoman Turkish government forcibly
deported and massacred 1.5 million Armenians in a systematic campaign
of annihilation.

Later in life, Hayganoush Markarian settled in Lebanon and the United
States and became an active member of the Armenian Relief Society
(ARS). The ARS, the oldest Armenian social service organization, was
established in 1910 in New York City to provide humanitarian
assistance to Armenians in need. She continued her membership until
her unfortunate death earlier this week.

The Armenian National Committee – Western Region is the largest and
most influential Armenian American grassroots advocacy organization in
the Western United States. Working in coordination with a network of
offices, chapters, and supporters throughout the Western United States
and affiliated organizations around the country, the ANC-WR advances
the concerns of the Armenian American community on a broad range of
issues.
