Russia is trying to signify the importance of "Southern Stream"
project, after the authorities have understood that it is impossible to
catch two heirs at the same time. "Irrespective of "Nabuko" project we
have everything to implement "Southern Stream" project. We have gas,
market, experience to overcome difficult projects and corporative
management," said the representative of "Gasprom". "Running after two
heirs you’ll catch neither of them. We have our "mission heir" and
we’ll run after it," announced Alexander Medvedev the Vice President of
"Gasprom" Company in his interview given to "Vesti".

INTERNATIONAL ASSOCIATION OF GENOCIDE SCHOLARS ISSUES OPEN LETTER TO
PRESIDENT OBAMA, URGES ARMENIAN GENOCIDE AFFIRMATION

Washington, DC – Last week, in an open letter to President Barack Obama,
the International Association of Genocide Scholars, the leading
organization of scholars who study genocide, urged Obama to "refer to
the mass slaughter of Armenians as genocide in your commemorative
statement," adding that it was what "you urged President George W. Bush
to do in a letter dated March 18, 2005," reported the Armenian Assembly
of America (Assembly).

"By acknowledging the Armenian Genocide," the letter reads, "you would
demonstrate that you are that ‘leader’ you referred to on January 19,
2008, who ‘speaks truthfully about the Armenian Genocide and responds
forcefully to all genocides’." Moreover, "you would signal a new chapter
in U.S. diplomacy. You would also honor the truth of our own valiant
history, which saw brave and selfless Foreign Service Officers risk
their lives rescuing Armenians during the Genocide and compiling the
more than 40,000 pages of documentation now housed in the National
Archives."

In regard to Turkey’s refusal to acknowledge its history, the letter
reads, "We also believe that it is in the interest of the Turkish people
and their future as participants in international, democratic discourse
to acknowledge the responsibility of a previous government for the
genocide of the Armenian people, just as the German government and
people have done in the case of the Holocaust. Over the past decade a
growing number of Turkish scholars, writers, intellectuals, and
publishers have been risking imprisonment and assassination to tell the
truth about the Armenian Genocide. They understood that facing and
accepting the history of one’s country, however dark, is an essential
part of growing a healthy democracy.

"We believe that security and historical truth are not in conflict, and
it is in the interest of the United States to support the principles of
human rights that are at the core of American democracy."

"President Obama’s upcoming trip to Turkey presents a unique opportunity
to address this critical human rights issue and the irreversible trend
toward its reaffirmation. We applaud the International Association of
Genocide Scholars and its President, Gregory Stanton, for its open
letter and its steadfast support of the importance of historical
accuracy as one method of countering the problem of genocide denial,"
stated Assembly Executive Director Bryan Ardouny.

Established in 1972, the Armenian Assembly of America is the largest
Washington-based nationwide organization promoting public understanding
and awareness of Armenian issues. The Assembly is a 501(c)(3) tax-exempt

ArmInfo. In 2008 the revenues of VivaCell-MTS totaled 78.47bln AMD, the
operating income – $28.8mln, says the report of MTS Group for 2008.

OIBDA was 41.67bln AMD, OIBDA margin – 53.1%, net income – 548.1mln
AMD. In the fourth quarter of 2008 the revenues totaled 19.9bln AMD
(against 22.6bln AMD in the third quarter), OIBDA was 9.7bln AMD, OIBDA
margin – 49.1%, net income – 137mln AMD. At the end of 2008
VivaCell-MTS had 2.02mln subscribers.

In 2008 ARPU (average revenue per user) was 3,845 AMD, MOU (minutes of
use) – 178 minutes, churn rate – 28%, SAC (subscriber acquisition cost)
– 5,904 AMD. In the fourth quarter of 2008 the indices were 3,485 AMD,
205 minutes, 7.0% and 4,535 AMD, respectively. In 2008 CAPEX totaled
$34.6mln or 13.5% of the revenues. In the fourth quarter of 2008 the
company spent $20mln on fixed assets and $5mln on intangible assets.

The total revenues of MTS Group totaled $10.2bln, OIBDA – $5.1bln,
OIBDA margin – 50.2%, operating income – $3.2bln, net income –
$1.93bln. At the end of 2008 MTS Group had a total of 95.66mln
subscribers.

Assisted Suicide

Mention the term "euthanasia," and the first thing most people think
of is the epic assisted suicide battle of the 1990s starring Jack
"Doctor Death" Kevorkian. But the issue of whether human beings ‘ and
more pointedly, doctors ‘ have the right to help others die has been
in the public discourse since before the birth of Christ. The
Hippocratic Oath, which scholars estimate was written in the fourth
century B.C., includes the unambiguous statement: I will not give a
lethal drug to anyone if I am asked, nor will I advise such a
plan. (The oath, which most modern doctors do not take, also includes
a promise not to perform abortions.) (See the Top 10 Medical

The centuries-old debate over a person’s right to die, usually in
cases of painful terminal illness, is currently grabbing headlines
with the arrest of four members of a group called the Final Exit
Network. Authorities say the four helped an Atlanta man commit suicide
last June, which, if proven, would be a violation of Georgia state
law.

The idea that it should be illegal to help someone commit suicide is
most often ascribed to the Biblical Commandment: Thou Shalt Not
Kill. Despite this, several Judeo-Christian societies have condoned
assisted suicide in recent years. Australia legalized it in 1995, only
to rescind the law two years later. The Netherlands and Switzerland
have decriminalized the practice, paving the way for a British man
named Craig Ewert to travel to Zurich in December 2008 intent on
taking his life. Ewert’s journey and death were broadcast on British
television. Although British law makes it illegal to help someone
commit suicide, authorities have opted not to prosecute Ewert’s wife
and others who have helped loved ones travel abroad for the express
purpose of committing suicide.

In the case of Final Exit, according to authorities ‘ and an
undercover agent who infiltrated the group ‘ the four arrestees
instructed a 58-year-old man how to kill himself using a plastic hood
filled with helium. The defendants face at least up to five years in
prison if convicted. It appears the man who died was not terminally
ill; according to the Associated Press, his doctor told authorities
that although he suffered from cancer that left his face disfigured,
he was cancer-free at the time of his suicide.

The lack of imminent death fueled much of the debate in the 2005 case
of Terri Schiavo, a Florida woman in a vegetative state whose feeding
tube was removed ‘ causing eventual death ‘ after a protracted legal
and political battle. Schiavo’s husband Michael said Terri would not
have wanted to be kept alive, while her parents had argued her mental
capacity could have improved with therapy. Acorss the Atlantic, Eluana
Englaro, an Italian woman in a similar non-responsive state, died in
February 2009 under circumstances that mirrored the Schiavo
case. While "right-to-die" cases are different than "assisted suicide"
cases ‘ right-to-die usually refers to the removal of feeding tubes or
ventilators keeping unconscious or vegetative patients alive, as
opposed to people actively deciding to end their lives ‘ the Schiavo
case and others preceding it have fueled the debate over whether
humans should have a right to control when they die.

After ruling in 1997 that Americans do not have a Constitutional right
to doctor-assisted suicide, the U.S. Supreme Court said in 2006 that
such cases should be up to the states. Oregon has had a "Death With
Dignity" law on the books since 1997 that allows terminally ill
patients to commit suicide with lethal doses of prescribed
medication. In 2007, some 46 people committed suicide in Oregon under
the law. Last November Washington voters passed a similar provision
that allows patients with six or fewer months to live to
self-administer lethal doses of medication. Washington’s former
governor, Parkinson’s sufferer Booth Gardner, stumped for the law,
while opponents included Martin Sheen, who starred in television
commercials urging voters to shoot down the initiative.

Kevorkian, who devised a "suicide machine" to administer lethal doses
of medication, spent seven years in prison for his efforts, emerging
in 2007 at the age of 79. He claimed to have helped some 130 people
commit suicide, but was locked up over one particular case of a
52-year-old man with Amyotrophic Lateral Sclerosis (also known as Lou
Gehrig’s disease) who Kevorkian helped commit suicide. Kevorkian
videotaped the death and allowed it to be broadcast on 60 Minutes in a
brazen violation of Michigan law.

The Final Exit arrestees appear, like Kevorkian, to be prepared and
planning for a fight. The group has a web site explaining its cause
and its leader Jerry Dincin has told TIME he considers Final Exit
members "angels of mercy."

ArmInfo. `We are forced to start reforming Armenian economy, otherwise
we shall find ourselves in a vet hard situation’, – Prime Minister of
Armenia Tigran Sarkisyan told a group of journalists.

Certainly, he added, it is expedient to make economic reforms when
there is serious growth of economy, which will make possible to form
more favorable situation in the country for making the economic
reforms. And on the contrary it is very difficult to make reforms if
economy is falling in the country. `But the world experience shows
that economy radically changes when the life itself makes us do such
actions. And the politicians, which adopt such decisions, implement
this unpopular step as there is no alternative’, – Sarkisyan said and
added that the measures of the government are directed to creation of
favorable producing conditions for small and medium-sized business and
ensuring tax revenues. `If we cannot ensure tax collection, we shall
not be able to implement expenses either. This will seriously affect
growth of the GDP and the economy of the country in general’, – the
premier said. He also added that when fulfilling the reforming
programme the economic field and the negative consequences connected
with the world economic crisis should be taken into account. The
reforms being implemented at present are directed to overcoming of
this problem.

Tigran Sarkisyan also said that the main purpose of the tax
administration reforming is creation of equal conditions for all the
economic entities, which have to act in an open and transparent way and
their financial reports should be available for the society. Big
companies should hold the main burden of taxes. All these measures will
make it possible to form in the country favorable tax administration
for small and medium-sized business, and this was implemented. Numerous
decisions were adopted which noticeably simplified the tax burden for
small and medium-sized business. In particular, the VAT
level was risen up to 58 mln drams instead of the present 3 mln. The
machinery of the tax administration for small and medium-sized business
was also changed a little. The government refused services of
commissions, giving an opportunity to small and medium companies to
submit their reports to the tax bodies via the e:mail. The hotels,
which do not have the relevant rating, have to pay the fixed payments.
This will rule out possibility of contact with the tax inspector. The
acting legislation has been also changed, according to which external
audit should be held in big business with an annual circulation more
than 500 mln drams and its results should be published. All these
measures are directed to ease consequences of the world economic
crisis, Sarkisyan said.

He is absolutely against a view that application of the cash registers
is directed against small and medium-sized business. `Application of
the cash registers is first of all directed against big business,
since organizers of the trade points have to set cash registers, and
they are representatives of big business’, – Sarkisyan said. As a
result of application of cash registers tax collection rose by 7-8
times in January 2009 of compared with December 2008. `Now imagine
what a level of shadow economy we have’, – Sarkisyan said and added
that application of the cash registers is stemming from the interests
of consumers themselves. According to the law if a consumer has got a
talon, he can return any good over a week. `Thus, a new institution is
being formed, which undoubtedly will finally lead to the positive
result’, – Armenian premier said.

President Serzh Sargsyan received his Belarusian counterpart Alexander
Lukashenko, who arrived in Armenia on a working visit, President’s
Press Office reported.

The Armenian President greeted Mr. Lukashenko’s visit to our country
and noted that Armenians and Belarusians have long lived in the same
state, and after gaining independence they comprise parts of the same
security system ` the Collective Security Treaty Organization, which
gives special importance to the bilateral relations.

At the same time, Serzh Sargsyan said there are certain questions, the
discussion of which could take place on the highest level, especially
under the conditions of the current financial crisis, when economic
relations need positive impulses, and the two countries take efforts to
mitigate the consequences of the crisis.

Expressing gratitude for warm welcome, Alexander Lukashenoko noted he
has arrived in a friendly country. In his words, Armenia and Belarus
are close partners and have no closed topics for discussion, ranging
from military-political cooperation to economic, financial and trade
issues.

The leaders of the two countries discussed a broad framework of issues
of bilateral interest, particularly referring to the intensification of
trade-economic relations and close cooperation within international
organizations. The parties attached great importance to the role of the
Belarusian Armenian community in the development of bilateral
relations.

The Presidents of Armenia and Belarus exchanged views on urgent
international issues.

/PanARMENIAN.Net/ French President Nicolas Sarkozy has announced his
country is to return to NATO’s military command, reversing four
decades of self-imposed exile. Mr Sarkozy confirmed the decision in a
speech to defense experts at the Ecole Militaire staff college in
Paris.

President Charles de Gaulle pulled France out of NATO’s integrated
military command in 1966, saying it undermined France’s sovereignty.

Critics say France will now be no more than "a clone of Great
Britain". But Mr Sarkozy said there was no sense in France – a founder
member of NATO – having no say in the organization’s decisions on
military strategy.

`This rapprochement with NATO ensures our national independence," said
Mr Sarkozy. "To distance ourselves would limit our independence and
our room for maneuver. He went on: "We have to be progressive. A
solitary nation is a nation that has no influence whatsoever. We need
strong diplomacy, a strong defense and a strong Europe."

He said NATO remained a central element of France’s security and
defense policies, but stressed that he would not give up the country’s
independent nuclear deterrent.

Mr Sarkozy is expected to formalize the move with a letter to NATO
before the alliance celebrates its 60th anniversary next month with a
summit in the French city of Strasbourg.

NATO Secretary General Jaap de Hoop Scheffer warmly welcomed Mr
Sarkozy’s announcement. `[France’s] full participation in all the
civil and military decision-making and planning processes cannot but
strengthen the alliance further," he said.

Correspondents say France’s "independence" from NATO is dearly
treasured by many French, and Mr Sarkozy’s move has provoked a furor
among those who worry it will now have to bow to U.S. dominance.

But Defence Minister Herve Morin rejected claims France would now be
forced to go along with the US on issues like the war with Iraq, which
it vehemently opposed, BBC reports.

YEREVAN, MARCH 11, NOYAN TAPAN. President of Belarus Alexander
Lukashenko arrives in Armenia on a working visit on March 11 at RA
President Serzh Sargsyan’s invitation.

Within the framework of the visit S. Sargsyan and A. Lukashenko will
discuss issues related to deepening of interstate relations between the
two countries, further expansion of trade and economic contacts,
partnership at international organizations and structures, resisting
challenges faced by national economies under conditions of the global
financial-economic crisis.

According to the RA President’s Press Office, A. Lukashenko will also
meet with RA business circles.

Affairs backs the election of EU future president for a five- year
term. The European Parliament Committee believes that the EU president
must consider it its duty to represent EU at the top level
negotiations regarding the issues of foreign policy and security;
within its duties is also the EU-the authorized representative of the
forum of EU State and Government heads, work management. The
Parliamentary Committee members believe that the European Committee
chairman too must be granted the right to represent the EU on top
level meetings regarding the issues of foreign policy. As to the EU
Foreign Minister whose post has been introduced and stipulated by the
Lisboa treaty, the deputies proposed that he have the right to conduct
political negotiations on behalf of EU on ministerial level. The
recommendations of the European Parliament Committee on Constitutional
Affairs are due to be approved at one of the forthcoming plenary
sessions, reports the European Parliament press- service.

The introduction of the EU president post has been stipulated by the
Lisboa treaty, which changes the structure of EU governing
bodies. From among the 27 EU member-states only Ireland is left to
ratify the document. At the plebiscite held June 12, 2008 53.4 % of
Irishmen refused to approve the document which defines the principles
and mechanisms of a more effective functioning of EU. The EU partners
of Ireland reckon on another general voting the results of which will
enable the new fundamental EU document come into force in 2010.

arrive in Armenia with a working visit. The agreement was reached on
March 9 over the telephone with the president of Armenia, Serzh
Sargsyan. During the telephone conversation, the heads of both
countries discussed the issues regarding the expansion of trade and
economic cooperation, the interaction within the framework of
integrated formations on post soviet territories, particularly SCTO
and CIS, the urgent issues on international agenda and the ones
regarding the functioning of the economy sector of countries under the
conditions of world financial and economic crisis. The dates of the
visit will be coordinated through the diplomatic channels, the
press-service of the Belarus president reports.
