under STAR label on occasion of the Easter

The network of STAR supermarkets has issued Armenian red wines `Kenats
Areni’ under own brand, STAR press-service told ArmInfo. The
production line consists of two natural grapes wines of Areni sort:
dry and semidry. Wine `Kenats Areni’ does not yield to its analogues
made from Areni grapes that are considered the best Armenian
wines. The wine costs just 990 drams.

The source reported that the wines were produced in cooperation with
MAP plant. `We have chosen MAP production for our network due to its
high quality and flexible tariff policy’, says Vahan Kerobyan,
Executive Officer of STAR network of supermarkets. `Private label is
favorable both to producer and the retail network. The producer
receives guaranteed load of capacities and sale of production as well
as economizes on marketing. We receive production without wholesale
margin, which makes it possible for us to reduce prices at shops and
increase sales’, he said. STAR network is increasing its cooperation
with local producers, in token of support, and is giving an opportunity
to customers to buy just Armenian goods.

Over the last two years STAR has been successfully promoting its own
products, 54 names of goods, at the market, which are the result of
careful cho
ice of an optimal producer for their production. For this
reason production under private label of the STAR network differs by
the best correlation of price and quality, he said.

To note, at present STAR network, which has been functioning since
1998, numbers 13 supermarkets (12 in Yerevan and 1 in Hrazdan). EBRD is
one of the shareholders of the STAR with 28,3% share.

The President of Turkey Abdullah Gul rejected the news that the
Armenian-Turkish border would be soon opened, said the President of
Turkey before leaving for Germany to attend NATO Summit. "Newspapers
publishing news that Armenian-Turkish border will be soon opened
is not true," announced the President. According to him Turkey is
long to create stability and peace in the region and is ready to
create relations with its neighbors. Turkey makes efforts to normalize
relations with Armenia which have been broken in 1993 by the initiative
of Turkey.

to Turkey’s accession bid.

"I do not see obstacles to Turkey’s accession to the Union,"

remained unaffected by financial crisis," ArmenTel CJSC Director
General Neicho Velichkov told a news conference on Monday. "Our
company is proud to occupy firm positions in Armenia as well as
worldwide. Financial crisis must not prevent us from implementation
of scheduled programs. This is the time when major companies have to
prove their vitality. Crisis could be termed as production decrease
and we’ll need a long time to overcome it."

The company has a very clear development program and plans
no job cuts in 2009. "We’ve planned a number of internal
reorganizations. Construction works effected within the last 2 years
and over $200 million of development investments will make it possible
for the company to operate trouble free," Neicho Velichkov reported.

When questioned about possible Beeline tariff revision, Director
General responded, "Beeline doesn’t plan tariff increase for mobile
services, yet if the situation changes for the worse, we’ll have to
revise our price policy."

telecommunications operators providing voice and data services

San Diego Opera’s Powerful "Rigoletto"

Opera plots, especially Verdi opera plots, receive a great deal of
flack for their incredible situations. At the top of the list is the
crazy gypsy who immolates her own child by mistake ("Il Trovatore"),
followed by the near-comatose terminal patient who suddenly revives
before her final breath to sing a dramatic aria ("La Traviata"), and
the lovesick youth who chooses to sacrifice her life to save a lover
whom she has just witnessed in yet another cynical tryst ("Rigoletto").

But before brushing away these credulity-straining instances as the
inevitable by-product of an effete, blue-blooded hobby, consider
the populist counterparts on the commercial musical stage. How about
the two vicious New York street gangs that sing and dance as if they
had spent their whole lives training with Martha Graham ("West Side
Story")? Or the grand giugnol infatuation with a deformed masked
creature who inhabits a grotto beneath the sewers of Paris ("Phantom
of the Opera")? Or the gaggle of snotty Austrian siblings who outwit
Nazi treachery by chirping sappy songs ("The Sound of Music")?

We are ready to suspend cold, rational analysis, however, if we can
be taken on a rich emotional journey that provides some psychological
or ethical insights along the way. San Diego Opera offered such a
journey Saturday (March 28) with the opening of its production of
Giuseppe Verdi’s "Rigoletto." Under the astute direction of Lotfi
Mansouri onstage and Eduoardo Mueller in the pit, this "Rigoletto"
commanded our empathy and rewarded us with a faithful facsimile of
its many musical treasures.

Georgian baritone Lado Ataneli tore into the title role without
apology, emphasizing Rigoletto’s abusive pranks as the Duke’s court
jester and balancing this cruel demeanor with a warm, paternal
tenderness towards his daughter Gilda. San Diego Opera loyalists
recall Ataneli’s success as a more sympathetic Verdi father character
in his 2005 local debut as the company’s Simon Boccanegra. Ataneli’s
large, muscular baritone was rarely challenged by the high tessitura
of Rigoletto, and, while he does not possess the vocal finesse of a
Sherrill Milnes, his stylistic authority is beyond question.

In her San Diego debut, the young Slovakian soprano L’ubica Vargicová
was a winning Gilda, a gleaming coloratura brightness on top and
a warm lyrical quality in her mid-range. It is not surprising that
one of her calling cards has been the Queen of the Night in Mozart’s
"The Magic Flute." Her "Caro Nome" was in turn delicate, supple, and
ravishing, although when she unleashes the power of her upper range,
her pitch is at times more approximate than spot-on. In her duets with
Ataneli she connected magnetically, and their rapport was palpable.

As the Duke of Mantua, Albanian tenor Giuseppe Gipali’s decadence was
spelled out in lower case letters, his zeal for romantic conquest
just two steps above perfunctory. His polished, Italianate tenor
voice and ample attention to beautiful phrasing might have worked in
a much smaller opera house than San Diego’s 3,000-seat Civic Theatre,
but the modest scale of his voice matched his small-scaled concept
of his role. In his duets with Vargicová, she frequently brought her
dynamic level down to match his, and Mueller was equally sympathetic
in the pit. But in the final scene quartet of principals, including
mezzo-soprano Kristin Chavéz as Maddelena, he was just audible
below his compatriots, a disappointing imbalance dramatically and
emotionally to Verdi’s brilliant culmination of the opera.

Singers in the cast who stood out include baritone Malcom MacKenzie as
the duplicitous courtier Marullo, who sang incisively and projected
both voice and character well; Armenian bass Artujun Kotchinian,
whose dark timbre insinuated malevolence from the first phrase as
the assassin Sparafucile, and former San Diegan Martha Jane Howe as
Gilda’s maid Giovanna, who sang with her usual creamy contralto. Howe
has perfected these comprimario roles at Lyric Opera of Chicago,
and it was a delight to hear her again. Bass-baritone Scott Silkon’s
Count Monterone communicated the requisite gravity and moral outrage
of his role, but Chavéz’s Maddelena had more visual allure than vocal.

The men of the opera chorus (Verdi gives the female choristers a night
off in this opera) under the direction of Timothy Todd Simmons outdid
themselves with virile, vibrant, and well-balanced singing, and their
playful menace in the abduction scene served the drama well. Mueller,
a seasoned Verdi maestro, serves as the company’s Principal Guest
Conductor, and under his knowing direction, the orchestra played with
precison and panache.

Mansouri, former General Director of San Francisco Opera, maintained
lively stage action and graceful interaction of the characters, and
his deftly choreographed crowd scenes suggested the louche life of
the Mantuan Court. Perhaps his early career staging operas for the
former Shah of Iran gave him uncommon insight into the daily intrigue
and manipulations of court life.

Carl Toms’ two-tiered, period stage set from New York City Opera
facilitated the dramatic action nicely–the grand staircase in
the opening scene added an elegant touch to counteract the garish,
over-sized statue of the Duke that foolishly dominated the front of
the ducal ballroom. The gauzy, see-through walls of the inn’s upstairs
bedroom in the final scene helped provoke both Gilda’s insult and
injury as the Duke cavorted with Maddelena. Toms was also responsible
for the brightly-hued regalia of the court. Keturah Stickann’s modest
choreography in the ballroom scene gave an apt nod to the customs of
Renaissance dance.

Verdi eagerly chose to make an opera of the story of "Rigoletto,"
based on a play by Victor Hugo, because he saw in its drama a profound
"Shakespearean depth." This production shed more than a little light
on the validity of the composer’s original decision, no mean feat
for an opera which is typically recalled for its catchy tunes and
overwrought melodrama.

political mentality and are ready for serious political
processes. They enroll in political parties, without being fully aware
of the serious step they’re undertaking,” Young Armenian Politicians’
Council Chairman Arman Vardanyan told a PanARMENIAN.Net reporter.

”Parties often limit freedom of actions in their affiliates, which
often prevent young politicians from forming objective understanding
of political processes. It’s strange that within 21 years generation
change among Armenian politicians comprised 5-10% only,” Arman
Vardanyan noted.

Organization has created a council involving established politicians
and official structures representatives. The Council possesses a
consultative nature and its affiliates can’t interfere with its
interior affairs.

Organization (BSEC) carried out effective activities during Armenia’s
chairmanship, BSEC Secretary General Leonidas Chrisanthopoulos stated
at his meeting with RA Foreign Minister Edward Nalbvandyan.

Armenia took over the BSEC Chairmanship last November. The BSEC
Secretary General stated that a number of important events have been
arranged at various levels during this period.

The sides also discussed issues of preparations for the 20th meeting
of the BSEC Foreign Ministers’ Council to be held in Yerevan on
April 15-16.

The sides also discussed cooperation within BSEC.

Steps Undertaken To Regulate Prices In Medical Establishments

STEPS UNDERTAKEN TO REGULATE PRICES IN MEDICAL ESTABLISHMENTS

YEREVAN, MARCH 27, ARMENPRESS: Armenian Health Ministry is undertaking
steps towards the regulation of prices in medical institutions and
non-medical services.

Head of the Health Ministry’s Mother and Child Health Protection
Department Karine Saribekian told Armenpress that the steps are
directed towards establishing a top price limit which will make the
services more available and will be based on objective standards.

She said that with the decree of the Armenian Health Minister Harutyun
Kushkian agreements have been signed with medical institutions
providing birth services on "Free hospital and outside hospital
medical services under the state guarantee". The goal of this step
is to ensure social justice, equal conditions for those who pay and
those who do not. K. Saribekian said that by the signed agreement the
medical institutions are obliged not to exceed the established price.

The Office of the UN High Commissioner for Refugees issued its 2008
report on the number of asylum seekers. According to this report, last
year the number of the asylum seekers tangibly increased. Instead of
the 321 471 applications registered in 2007, the number of the
applications in 2008 was 365 346. The top country of origin of asylum
applicants in 2008 was Iraq (40 500), followed by Somali (21 823),
Russia (20 477), Afghanistan (18 459), China (17 428), Serbia (15
204), Nigeria (13 708), Pakistan (13 268), Eritrea (12 428), and
Mexico (12 169). Armenia is 22nd with 4 368 applications. Our
neighboring Iran is the 11th (10 813), Turkey- 13th (7427), Georgia-
13th (5 548), Azerbaijan is the 39th with 1 834 applications.

The UNHCR report indicates that generally asylum applications are
submitted to the European countries, the U.S., Canada, as well as
Australia and New Zeeland.

The U.S. is the main destination of asylum applications- 49 020
applications. It is followed by Canada (36 900), France (35 160),
Italy (31 160), Great Britain (30 550), Sweden (24 350), Germany (21
370), Greece (19 880), and Armenia got 620 applications, whereas in
2007-300 applications.
