VIC Darchinyan has agreed to terms for his biggest payday yet by
taking on Joseph Agbeko in Miami on July 11.

Darchinyan and his manager Elias Nassar were involved in negotiations
for more than six weeks before they finalised the IBF bantamweight
world title stoush on Sunday.

The 33-year-old Darchinyan is expected to pocket more than $1million
should he flatten Ghanian-born Agbeko and win his seventh world title
in a third weight division — a feat that would easily make him the
most successful Aussie boxer in history.

"There is an economic downturn, and the fight could have been worth
more, but there has still been plenty of interest in Vic," Nassar
said last night.

"He’s in Russia at the moment where he has been training and honouring
business commitments where he is promoting the fight to the Russian
and Armenian communities.

"The fight in Miami is in the middle of July and it [temperature]
could be around 50C.

"We’ll head over to our training camp again in Las Vegas where we’ve
been the past four times."

Darchinyan became the undisputed super-flyweight champion in February
when he stopped Jorge Arce in the US. He has to add less than 2kg to
fight as a bantamweight and has already started to follow a strict
weights program to make sure he loses none of his power.

Nonito Donaire, the only man to beat Darchinyan, was mooted as an
opponent, as was WBO bantamweight champion Fernando Montiel.

Should Darchinyan have no problems with bantamweight and defeat Agbeko,
who has won 26 of his 27 fights, super-bantamweight champion Israel
Vasquez will be on the slugger’s immediate radar.

Sydney-based Darchinyan is a superstar in his native Armenia and the
US, where he has continued to wow fight fans because of his prowess,
but he continues to struggle for media attention in Australia.

The website of Turkish Forum, acting in the USA, wrote yesterday,
"After the threats of the Armenian Foreign Minister Edward Nalbandian,
who said, ‘We will stop the dialogue with Turkey, if the latter
continues to put forward preconditions to normalize relations’, similar
words were uttered by the Armenian President Serzh Sargsian. He spoke
with gratification about Barack Obama’s support and mentioned that
they were waiting for opening of Armenian-Turkish border, but they
were not going to accept any precondition. Serzh Sargsian re-affirmed
Armenia’s inflexibility not to renounce its insistence on the Armenian
Genocide. At the same time, Sargsian said that they would not move
off Karabakh. Before it, the Armenian President expressed readiness
to wage war for Karabakh in case of need".

ArmInfo. Regular meeting of OBSEC working group on banking and
financial issues started in Yerevan today. A two-day meeting is held
within the frames of Armenia’s chairmanship in OBSEC in 2008-2009
and it is one of the events approved by the country’s government.

As deputy Chairman of Armenia’s Central Bank Vache Gabrielyan said,
the issues of the state of the banking and financial spheres in
OBSEC member-states, possible ways of overcoming of the financial
crisis, anti-crisis measures taken by the member-states, as well as
the policy conducted in the sphere of regulation and oversight will
be discussed during the meeting. "We can find something applicable
for our country from the experience of every country", V. Gabrielyan
said. He emphasized that an economic slump is expected in all OBSEC
member-states, however, Armenia is in a more advantageous situation as
the country’s financial system has no essential problems. According
to him, the results of this meeting will be presented at XX meeting
of OBSEC member-states’ foreign ministers meeting to be held on April
16 in Yerevan.

Representatives of Armenia, Russia, Bulgaria, Greece, Moldova,
Georgia and Ukraine of twelve OBSEC member-states take part in the
working group meeting.

Azerbaijani leader Ilham Aliyev has spoken to US President Barack
Obama amid growing concern in Baku over efforts to reconcile close
ally Turkey with arch-rival Armenia, Aliyev’s office said Wednesday.

The presidential administration said Obama called Aliyev on Tuesday
after a visit to Turkey where the US leader urged Turkey and Armenia to
"move forward" in talks to establish diplomatic ties and open their
shared border.

"The two presidents had a frank conversation during which they
expressed satisfaction at the successful development of Azerbaijan-US
relations," Aliyev’s administration said in a statement.

"Barack Obama informed the Azerbaijani leader about steps taken by
the United States concerning Turkey-Armenia relations. President
Ilham Aliyev brought the Azerbaijani state’s position on the issue
to the US president’s attention."

Top officials in Azerbaijan have expressed concern over reports that
Ankara and Yerevan will soon sign a landmark deal paving the way for
formal diplomatic ties and opening their shared border.

Baku has long insisted that any deal should be contingent on Armenian
concessions in the dispute over Nagorny Karabakh, an ethnic Armenian
enclave that broke away from Baku’s control during a war in the
early 1990s.

During a meeting of Azerbaijan’s security council on Monday, Aliyev
hinted that Baku could retaliate against Turkish moves to reconcile
with Armenia.

"We are observing ongoing changes in the region and necessary measures
will be taken," the Azeri Press Agency quoted Aliyev as saying.

"Our country has never interfered in the affairs of other countries
and we have no such intentions in the future. However it is our right
to pursue our policy in accordance with the situation in the region,"
he said.

The former Soviet republic of Azerbaijan is the starting point for
a key corridor of Western-backed pipelines carrying oil and gas from
the Caspian Sea to Europe, through Turkey.

Quoting officials in Baku, the Turkish newspaper Hurriyet reported
last week that Azerbaijan would consider cutting gas supplies to
Turkey if Ankara ignored the Karabakh issue in its talks with Armenia.

Turkey has long backed Azerbaijan in the dispute, and linked the
closing of its border with Armenia in 1993 to the war over Karabakh.

Ankara has refused to establish diplomatic ties with Armenia over
Yerevan’s campaign to have mass killings of Armenians under the
Ottoman Turks recognised as genocide.

But reconciliation efforts have gathered steam since President
Abdullah Gul paid a landmark visit last year to Armenia, the first
by a Turkish leader.

Egyptian proverb

The longer version of the proverb is even more pointed:

I against my brother. My brother and I against our cousin. My brother,
my cousin and I against the neighbors. All of us against the stranger.

The various versions of the proverb express the essence of tribal
culture. It is a meaning that is attenuated in America, which still has
more successfully than any other nation redefined what it means to be a
member of the "American" tribe. Our tribe is based on a series of ideas
which are inculcated in our young at a very early age. Every third
grader knows that in America we have free speech, for example. Prior
to America, tribes were exclusively based on shared ethnicity. In
ancient Greece and Rome, efforts were made to enlarge the tribe to
assimilate conquered peoples but for our purposes, America is unique
(notwithstanding Europe’s so far incomplete efforts to destroy their
nationalisms, ie tribalism writ large.) Without understanding the
tribal nature of the Arab and Muslim world we will be unable to find
ways to come to a peaceful resolution of our essential differences.

Yesterday President Obama spoke in Turkey and showed some political
courage. Without expressly using objectionable terminology he
confronted the Turks with their responsibility for the Armenian
genocide. At the same time he made explicit statements that the
United States is not at war with Islam. This was taken by much of
the press as an attempt to differentiate his policies form those
of his predecessor. This overlooks the fact that President Bush
made repeated remarks to the same effect, yet for much of the Arab
and Muslim world, the idea that America was attacking Islam became
ubiquitous. Ed Morrissey has more on this point, worth keeping in mind:

Obama spoke in the tradition established by Bush over the last
seven-plus years of emphasizing that America did not declare war
on Islam. Thats been obvious through our partnership with Islamic
nations, such as Iraq, Turkey, Afghanistan, Jordan, and Saudi Arabia,
just to name a few. And hes right; the last thing we would want to
do would be to declare war on a billion people just on the basis of
their religion. The more we can keep the Muslims on the sidelines,
the better off we are in fighting against the radicals.

However, the AP wants to pretend that this is some new effort by
the US to assure Muslims of our intentions. It decidedly is not,
and perhaps a mention that Bush tried making these same assurances
for almost his entire presidency would be in order here.

Unfortunately, this is unlikely to work, primarily because the Muslim
world still operates along tribal Honor-Shame dynamics. Here is
where their response to Darfur should be instructive. Just as Turkey
continues to deny any responsibility for, or even the existence of,
the Armenian genocide, vene 100 years after the events, so does the
Arab world close ranks to defend a current genocide:

Cairo – On Sunday Sudanese President Omar al-Bashir strode off his
airplane and onto a red carpet at the airport in Doha, greeted with
a kiss by the tiny kingdom’s emir as he arrived for a two-day Arab
League summit dedicated to strengthening Arab unity.

Mr. Bashir has been a busy man since his indictment for seven counts
of war crimes and crimes against humanity by the International Criminal
Court (ICC) on March 4. His visit to Qatar’s capital is the fourth time
in two weeks that he has defied the standing international warrant
for his arrest, coming after visits to the neighboring countries of
Eritrea, Egypt, and Libya.

Bashir is the first sitting head of state to be indicted by the ICC,
but nonetheless has enjoyed an outpouring of support from Arab and
African leaders. Their hostile reaction to the indictment of one of
their own, say diplomats and analysts, is driven by a combination
of concern for the indictment’s consequences for Sudan’s stability,
resentment of the selective precedent it sets, and worries about
national sovereignty.

If the Arab leaders cannot even countenance a mild rebuke of genocidal
ruler, how can we ever expect them to tolerate criticism from us? It
is an unfortunate fact that al Qaeda’s popularity in the Muslim world
has only waned, if at all, because they have failed to successfully
kill any infidels lately and their primary targets have been other
Muslims. The vaunted Saudi re-education program for Jihadis works by
redirecting their venom away from Muslims back to more acceptable
enemies, especially Americans, Europeans, and Jews. The Arab world
may hate the Palestinians and repeatedly dispossess them (they have
been evicted in large numbers from Lebanon, Jordan, Kuwait, and most
recently Iraq, all places they have lived for generations without the
benefit of being offered citizenship) but they would never criticize
the genocidal policies or ideology of the Palestinians and overtly
support the hated Jews.

The upshot is that it only takes a tiny fraction of violent Muslims
to evoke the proverbial closing of the ranks. There is no atrocity
so great that the Arab world will rise up en masse and condemn one
of their own. This is the tragedy of the Arab tribe and a source of
their failures.??A people who cannot tolerate criticism is a people
who have a great deal of trouble learning. All the fine words from
Barack Obama will mean nothing (actually, when combined with his bow
to the Saudi Prince, his words will mean less than nothing) in the
face of this reality.

There is nothing wrong with professing our respect for, and admiration
of, Islam (though it is worth wondering what exactly they have
contributed to the betterment of mankind in the last 1000 years)
but we should be under no illusion that our words can actually make a
difference in the long run. As long as the West has any bottom line
interests, values, and principles, there will be conflict with some
elements of Islam, and if there are conflicts with any elements of
Islam, the Arab world will attempt to use such conflict to polarize
and demonize the West. I am pleased that we are not are war with Islam;
I would be more pleased if they were not at war with us.

Giro Manoyan, the head of Armenian Cause Office of the ARF, says
he is sure that U.S. President Barack Obama will say "genocide"
word in his message of 24 April; otherwise he will have to overcome
political aftermaths. "Obama’s announcement in Turkey does not mean
that he will not recognize Armenian Genocide, and note that 24 April
has not yet come," he said. Regarding Obama’s announcements made in
Turkey Mr. Manoyan said that he seems to have followed the Turkish
threats saying that Genocide and relations have nothing to do with
one another. According to Mr. Manoyan official Yerevan has been
announcing about it for many times. According to Mr. Manoyan after
Obama’s announcements agreement of diplomatic relations will be signed
between Armenia and Turkey and the closed border will be opened. But
note that it should be done before Armenia-Turkey football meeting
otherwise it has no sense.

YEREVAN, April 7 (Reuters) – Armenia’s central bank said on Tuesday
it had cut its refinancing rate to 7.50 percent from 7.75 percent to
offset weaker financial inflows from abroad and boost the economy.

"Despite a sharp devaluation of the dram currency in March, inflation
was lower than forecast. But a reduction of financial inflows into
the country has accelerated the economic decline," the bank said in
a statement.

"A combination of a cut in interest rates and a boost in volumes is
seen as the most effective policy."

The central bank floated the country’s dram currency at the beginning
of March due to the financial crisis and raised the refinancing rate
by 100 basis points to 7.75 percent.

Consumer price index rose 1.4 percent in March from February this
year. Annual inflation in March was 1.0 percent, the same that a month
before.

In der Türkei schlägt der Besuch von US-Präsident Barack Obama hohe
Wellen. Die Herzen des Landes seinen in den letzten acht Jahren
gebrochen worden, so eine Zeitung. Der Besuch von Obama ist für die
Türkei somit mehr als ein symbolischer Schritt.
Er ist da. Allein das ist schon ein Erfolg: ?Welcome Mr. President`
begrü�te die Zeitung ?Hürriyet` Barack Obama am Montag in der Türkei.
?Sie sind in einem Land angekommen, das ein Freund der Vereinigten
Staaten ist. Aber unsere Herzen wurden in den letzten acht Jahren
gebrochen.` Nun sei es an der Zeit, dies wieder gutzumachen, schrieb
?Hürriyet` an den US-Präsidenten. Damit umriss die Zeitung auch die
Bedeutung des Besuchs: Er ist ein symbolischer Schritt, um dem
muslimischen NATO-Partner und bedeutenden Verbündeten im Nahen und
Mittleren Osten Respekt zu erweisen.

?Die Atmosphäre des Besuchs ist genauso wichtig wie der Inhalt`, sagt
Hugh Pope, der bei der International Crisis Group in Brüssel für die
Türkei zuständig ist. Bereits vor seiner Ankunft in der Türkei am
(gestrigen) Sonntag goss Obama Balsam auf wunde türkische Seelen, als er
sich beim EU-USA-Gipfel in Prag klar für einen Beitritt des Landes zur
Europäischen Union aussprach. Eine EU-Mitgliedschaft wäre ein positives
Signal für die islamische Welt, sagte Obama. Damit skizzierte er auch
das zweite gro�e Thema seines Besuchs in der Türkei: Nach acht Jahren
der Regierung von Expräsident George W. Bush und dem Irak-Krieg will
Obama die Beziehungen zur muslimischen Welt verbessern.

?Die Tatsache, dass Obama die Türken am Ende seiner Europa-Reise
besucht, ist eine Hommage an das Land`, sagt der Politikwissenschaftler
Jeffrey Martinson von der Universität Meredith im US-Staat North
Carolina. Doch es geht nicht nur um Symbolik: Die Türkei ist neben
�gypten der engste muslimische Verbündete der USA und eine Regionalmacht
im Nahen und Mittleren Osten, zumal eine diplomatische.

Ankara hat in jüngster Vergangenheit zwischen Syrien und Israel
vermittelt, und auch im Nahost-Konflikt zwischen Palästinensern und
Israelis versuchte die Türkei, eine Kompromisslösung herbeizuführen.
Zudem beteiligt sich die Türkei als einziges muslimisches Land am
NATO-Einsatz in Afghanistan. Der Einsatz und ein von Obama angekündigter
Strategiewechsel dort sollte daher in den Gesprächen mit der türkischen
Regierung und Präsident Abdullah Gül ebenfalls eine Rolle spielen.

*Gespräche über Nachbarstaat Irak*

Doch auch die Nachbarschaft der Türkei wird für Gesprächsstoff sorgen,
besonders Iran und Irak. Ankara will einen stabilen Irak, sich jedoch
gleichzeitig das Recht vorbehalten, Stellungen der kurdischen Rebellen
im Norden des Landes anzugreifen. Die USA hingegen wollen den Stützpunkt
im türkischen Incirlik offenbar verstärkt für den Abzug aus dem Irak
nutzen. Die Regierung von Ministerpräsident Recep Tayyip Erdogan hatte
Expräsident Bush zu Beginn des Irak-Kriegs noch untersagt, türkischen
Boden für Truppentransporte zu nutzen. Auch der östliche Nachbar Iran
wird wegen dessen mutmaÃ?lichem Atomwaffenprogramm in den kommenden
Monaten die diplomatische Agenda beherrschen.

In Ankara sowie in Istanbul herrschten schon das ganze Wochenende
scharfe Sicherheitsvorkehrungen. In beiden Metropolen demonstrierten vor
dem Besuch des US-Präsidenten mehrere tausend Menschen gegen die
amerikanische AuÃ?enpolitik. In Istanbul wurden rund 9.000 Polizisten in
Alarmbereitschaft versetzt. Tausende Demonstranten stellten sich derweil
auf weitere Protestaktionen ein.

Eine Klippe wird Obama wohl umschiffen wollen: Die Erwähnung des
Vorgehens der Türkei gegen die Armenier zu Beginn des 19. Jahrhundert,
für das er als Präsidentschaftskandidat noch sehr deutliche Worte fand.
?Der Völkermord an den Armeniern ist kein Vorwurf oder eine persönliche
Meinung, sondern vielmehr eine gut dokumentierte Tatsache.` Dafür gebe
es überwältigende historische Beweise, hie� es im Januar 2008 in eine
Stellungnahme Obamas.

Historiker gehen davon aus, dass im Osmanischen Reich bis zu 1,5
Millionen Armenier vor und während des Ersten Weltkriegs getötet wurden.
Doch in der Türkei ist das Thema Tabu: Es gab keinen Völkermord, sondern
Bürgerkrieg und längst nicht so viele Opfer, hei�t es dort. Bestrebungen
im US-Kongress, das Vorgehen als Völkermord zu verurteilen, führen
regelmä�ig zu Verstimmungen im bilateralen Verhältnis. In den USA lebt
eine groÃ?e Exilgemeinde der Armenier.

?Amerika verdient eine Führungspersönlichkeit, die wahrheitsgemä� über
den Völkermord an den Armeniern spricht und die sich mit Nachdruck gegen
jeden Genozid wendet`, erklärte Obama im vergangenen Jahr. Gegenüber der
Führung in Ankara, die sich zuletzt in kleinen Schritten um eine
Aussöhnung mit Armenien bemühte, sollte er das am besten verschweigen,
meint der Politikwissenschaftler Martinson. ?Der intelligenteste Umgang
mit Armenien ist zu versuchen auszublenden, was er während des
Wahlkampfs gesagt hat.`

modernization design for the right-hand block of the secondary school
of Artsni village of Lori marz, "Partial repair of the kindergarten in
Mergashen village of Kotayk marz," "Capital repair of the maternity
block of the obstetrics ward in "Saint Virgin’s Medical Center JSC,"
"Design of reconstruction of irrigation systems in Tavush marz border
villages.

The purpose of the Prosperity welfare fund-implementation program,
referred to as "Construction of a new block of flats in Stepanakert
town of the NKR" is to provide housing to servicemen’s families.

The meeting has also discussed and approved several sub-programs
under the standing ones, as well as projects on import of charitable
freight destined to various organizations operational in Armenia.
