President of the House of Representatives of Cyprus, Marios Garoyian
has underlined the need to restore the historic truth as regards the
Armenian Genocide.

"We ask for justice. We demand the restoration of the historic truth,
not its falsification, which is the attempt of the Turkish government,
which uses methods and so called initiatives for peace with Armenia,"
he stressed.

Speaking after a mass at the Armenian Church in Nicosia, he said
that "on days like this one, I believe we have the duty to remember
the Armenian Genocide and reaffirm our steadfast faith towards the
struggle for international recognition of that terrible crime which
marked the fate and the course of the Armenian people."

According to Armenian Revolutionary Federation (Dashnaktsutyun) MP
Hrayr Karapetyan, the Armenian side doesn’t respond to Azerbaijani
President Ilham Aliyev’s bellicose statements adequately enough.

At a press conference today, the ARF-D MP drew attention to the
fact that Armenian Foreign Minister Edward Nalbandian doesn’t even
provide adequate answers to questions posed by members of parliament,
"not to mention responding to statements made by outside powers."

"There’s such a situation today, that we really don’t know what to do,"
Karapetyan said.

Armenia’s Foreign Minister Edward Nalbandyan will pay a visit to
Japan on November 25-27 at the invitation of Japanese government,
foreign Ministry’s spokesman said.

Edward Nalbandyan will meet with Narohito, the Crown Prince of Japan,
and with Japanese Foreign Minister Katsuya Okada. Mr. Nalbandyan
will also have some meetings at Japanese Parliament, and the Japanese
Organization for Foreign Trade, and will speak to Japan Institute of
International relations.

While in Moscow the Speaker of the Armenian Parliament had a meeting
with the Chairman of the Grand National Assembly of Turkey, Mehmet
Ali Shahin.

During the meeting the parties presented to each other the structure
and the peculiarities of functioning of the Parliaments of their
countries. They exchanged views on the process of establishment of
relations without preconditions.

Mr. Abrahamyan underlined that the Armenian side considers it necessary
to ratify the signed Armenian-Turkish protocols within a reasonable
timeframe.

The Speakers of the two Parliaments highly appreciated the courageous
joint work of the Presidents of the two countries and agreed that it
had prepared a proper ground for the establishment of normal relations
between the two neighbor countries.

The interlocutors voiced hope to have another opportunity to meet in
the future.

RA president’s press secretary Samvel Farmanyan, commented on Ilham
Aliyev’s bellicose statements on the threshold of the meeting between
Azerbaijani and Armenian presidents in Munich.

"We already had an opportunity to note that however much the statements
are directed to an inner audience, at the same time, they hardly
create a favourable atmosphere for the negotiation process on the
conflict settlement. The Azerbiajani president’s statements once again
testify to Azerbaijan’s non-constructive behaviour," said Farmanyan,
as reported by the press office of the Armenian president.

He also stated that the increase in tension surrounding the
Nagorno-Karabakh conflict, of course, is the most desirable way out
of the situation.

"It will be the most desirable reality for both Nagorno-Karabakh
and Armenia and the whole region. But the Republic of Armenia cannot
remain indifferent towards the fate of the people of Nagorno-Karabakh,
and for that reason, the president of the Republic of Armenia [and]
other officials numerously stated that we are responsible for the
security of the people of Nagorno-Karabakh. There are ways that are
accepted in the world: in case of such developments, let’s assume,
the Republic of Armenia can recognize Nagorno-Karabakh’s independence,
with the consequences which result from that. Secondly, the Republic
of Armenia may sign a mutual assistance agreement with the Republic
of Nagorno-Karabakh.

"There are options, and I am sure that the Republic of Armenia will
benefit from those few options either separately or simultaneously.

And it should be noted that the Republic of Armenia still hasn’t
recognized the independence of Nagorno-Karabakh for one reason only:
that it doesn’t become an impediment for peaceful negotiations. And
if peaceful negotiaons are interrupted and military actions begin,
then nothing is preventing the Republic of Armenia from recognizing the
independence of Nagorno-Karabakh. But today , the reality is such that
the negotiation process continues. Armenia has always declared that
it sees no other option than the peaceful settlement of the problem.

Armenia believes that it’s possible to obtain peaceful and
comprehensive settlement of the problem through negotiations,"
Farmanyan said.

Speaking about the negotiation process, Farmanyan stated that the
Armenian side is already used to the fact that after each meeting
of the Armenian and Azerbaijani presidents, "very well-informed"
sources make announcements about discussions and arrangements which
in reality don’t exist.

"This is simple disinformation and has nothing to do with
reality. No such issue is discussed; therefore, there could be no
such arrangement. It was stated numerously that the core issue of the
negotiation process and discussions on the Nagorno-Karabakh conflict
settlement is the status of Nagorno-Karabakh. The other issues are
derivative," Farmanyan concluded.

and the Great Britain have discussed Nagornyy Karabakh settlement. As
the site of the Russian Foreign ministry says, on 19 November Russian
Deputy Foreign Minister/State Secretary Grigory Karasin met in London
with UK Foreign Office Political Director Geoffrey Adams.

The conversation focused on the dynamics of bilateral political
dialogue, including in the context of the recent visit to Moscow by UK
Secretary for Foreign and Commonwealth Affairs David Miliband.

In addition, questions of relations of the two countries with Ukraine,
Moldova and the South Caucasus states were touched on. An exchange of
views took place on the prospects for the Nagorno Karabakh and
Transdniestrian settlement and on progress in the Geneva discussions
on security and stability in Transcaucasia.

HIS HOLINESS ARAM I IN DIALOGUE WITH THE YOUTH

Rev. Karnik Koyounian, the parish priest of St. Hagop Church in Montreal,
presented His Holiness Aram I with the collection of his dialogues with the
youth, published in a book in Armenian, English and French.

The book is a collation of the statements and letters His Holiness Aram I
has written to the youth during the past two years in an attempt to respond
to their concerns within the framework of ‘being church today’.

Rev. Koyounian said that the book explains to the youth the mission of the
Armenian Church today.

/PanARMENIAN.Net/ Turkey has cancelled an agreement on purchase of 10
Israel’s Heron drones, Turkish media reported quoting a source in the
government.

The decision to annul the $200 million deal was taken by the
government on Friday. The agreement to purchase Herons from Israel
Aerospace Industries and Elbit was signed several years ago. Israeli
media reported lately that Turkey was considering scrapping it when
Israel failed to meet production deadlines.

YEREVAN (RFE/RL)-A junior partner in Armenia’s governing coalition
reaffirmed on Thursday its threats to walk out of Yerevan’s municipal
council if its pro-presidential majority and Mayor Gagik Beglarian
continue to run the city "single-handedly."

The Prosperous Armenia Party, the country’s second pro-establishment
force, issued such a warning after President Serzh Sarkisian’s
Republican Party pushed through a controversial legal amendment
through the council over its objections on Wednesday. The amendment
lowered from 33 to 17 the minimum number of councilors allowing the
assembly to make a quorum.

Arman Vartanian, the leader of the Prosperous Armenia faction in the
65-member Council of Elders, described that as the latest example of
the Republican Party ignoring the opinion of its coalition partner
in municipal affairs. He said the party led by businessman Gagik
Tsarukian will give up its 17 council seats if the Republicans carry
on with their "crude political approach."

"We have certainly talked to Mr. Tsarukian about these issues,"
Vartanian told RFE/RL. "Mr. Tsarukian’s position is that we should
work as effectively as possible, try to reach common denominators with
our partners but if they don’t attempt to understand that adequately,
then we will make a decision.

"That is, we will ask the party to discuss the issue of our working
or not working [in the council.] None of us is clinging to their
mandates and posts."

The leader of the 35-strong Republican faction in the Yerevan
legislature insisted earlier on Thursday that Tsarukian’s party has no
"well-founded grounds" to quit the council. "At least our faction has
given them no reason to do that. Nor has the mayor," Derenik Dumanian
told a news conference.

"Prosperous Armenia is our coalition partner, and I think that we will
remain coalition partners until the next parliamentary elections,"
said Dumanian.

The council’s credibility and legitimacy was already damaged by the
opposition Armenian National Congress’s decision to spurn the remaining
13 mandates allotted to it as a result of the May 31 elections. The
opposition bloc rejected the official vote results as fraudulent.

6 Auditors Certified In Armenia

/PanARMENIAN.Net/ RA Ministry of Finance has published the results
of qualification exams for auditors, the Ministry’s press office said.

According to the report, 6 out if 16 aspirants were certified. As of
November 17, 2009, 106 auditors have certificates in the republic.
