With the number of illegal Armenian workers in Turkey often exaggerated
by officials for political gain, the most pressing problem for the
community remains educating its children, who are not permitted to
study at either Turkish public schools or institutions run by local
Armenians. At present, there are somewhere between 6,000 and 70,000
Armenians illegally residing in Turkey

Obscured by debates about the numbers of illegal Armenian migrants in
Turkey that are rooted more in fiction than fact, the community is most
preoccupied with educating its children, according to a recent study.

The conclusions regarding the migrant community – which is estimated
at anywhere between 6,000 and 70,000 people – were announced at a
press conference Monday by Alin Ozinian, who headed the report for
the Eurasia Partnership Foundation.

In addition to concerns over education, Ozinian said one of the
primary goals of the study, which was conducted in Istanbul, İzmir,
Antalya and Trabzon, was to determine the actual number of Armenian
citizens living in Turkey.

Immigration from Armenia began following independence in 1991 and
increased especially between 2002 and 2007.

The presence of illegal Armenian workers in the country first attracted
attention in 2000 when opposition leader Tansu Ciller said 30,000
should be deported if the United States officially recognizes Armenian
genocide claims.

In 2005, then-Foreign Minister Abdullah Gul said there were 40,000
Armenian workers in the country. One year later, Justice and
Development Party, or AKP, deputy YaÅ~_ar YakıÅ~_ said there were
70,000 illegal Armenians in Turkey and encouraged their expulsion
due to pressure from the Armenian diaspora.

In recent times, Prime Minister Recep Tayyip Erdogan said there
were 170,000 Armenians living in Turkey, 70,000 of who were legal
residents. "Most probably, the prime minister was talking about the
Turkish Armenian community in Turkey when he was referring to those
with legal status," said Ozinian.

State officials have been unable to determine the actual number
of Armenian citizens in the country, said Ozinian. "I find their
explanation for the absence of correct numbers acceptable – after all,
you can’t have accurate figures about illegal migration."

Subtracting the number of Armenians departing from those arriving,
Ozinian said there are at least 6,000 Armenian citizens in the country,
adding that the maximum was 10,000.

A journalist from the weekly Agos, meanwhile, estimated the number
at between 12,000 and 14,000 based on Ministry of Labor statistics.

Ultimately, however, Ozinian said the research’s main goal was to
expose social and legal problems facing Armenian migrants, adding that
providing education to an estimated 800 children was the community’s
most pressing worry.

Turkish schools, including ones run by the country’s native Armenian
community, only admit the children of legally resident guardians,
meaning the children of illegal Armenian workers are prevented from
attending classes.

Children born in Turkey to illegal Armenian parents are typically
left in legal limbo as they can neither receive Turkish citizenship
nor acquire an Armenian passport when the parents are forced to
stay in Turkey for fear of being refused re-entry should they return
to Armenia.

As a result, most of the children spend their time playing on the
streets and often become involved in crime. Although older Armenians
attempt to provide the children some education in clandestine schools,
the education is largely rudimentary.

Ozinian said the Armenian Patriarchate has proposed a solution to
the government but details remain vague.

The study also indicated the considerable fear many Armenians had
before coming to Turkey, but that the mistrust changed drastically
after arrival.

The report said 94 percent of the workers are women, with the majority
involved in domestic cleaning work.

Despite the presence of many illegal Russian and Moldovan workers,
Turkish families typically prefer Armenians because of cultural
similarities, the research said.

Political problems between the two countries, however, often strain
relationships between Turkish employers and Armenian workers. One
38-year-old female worker said: "My Turkish boss criticizes me for
the politics between Armenia and Turkey. He always says: ‘We give you
people jobs and money, but you are always ungrateful. You are talking
about the genocide all the time.’ I feel very bad. I curse my fate."

According to Ozinian, however, the majority of people are indifferent
to politics due to preoccupation with economic survival.

Relationship with Turkish Armenians

The research further said the relationship between Armenian migrants
and native Turkish Armenians is complicated. Local Armenians, who
total roughly 60,000, could potentially provide jobs to the migrants
but their relations are often complicated because of cultural and
class differences.

Illustrating this point, a 46-year-old woman identified only by her
initials A.B., said: "Native Armenians are an entirely different
subject. Everyone thinks we have solidarity, but there’s none. They
look down on us. In their opinion, we are peasants and we know
nothing."

ArmInfo. ArmRusgasprom CJSC is repaying the credit of the Armenian
Government ahead of time, reports the press service of the company.

As of today the company has paid off $30.9mln out of $40mln. $974,000
has been paid in interest. The remaining $9.04mln will also be repaid
ahead of time.

The loan was provided Nov 2 2009 for 6 months at 11% for investment
programs. The money is being spent on modernization of the 5th unit
of Hrazdan Thermal Power Plant sold to Gazprom in 2006.

In Jan-Sept 2009 ArmRusgasprom invested almost $100mln in gas supply
projects in Armenia. 80% of its shares belong to Gazprom, 20% –
to the Government of Armenia.

Bank for Reconstruction and Development (EBRD) Yerevan Offcie, said
Tuesday the bank was concerned over the detention of SIL Concern
holding company co-owner Saribek Sukiasian.

Saribek Sukiasian was detained along with one of his business partners
last Friday on suspicion of illegally possessing a gun and threatening
to kill a fellow businessman. He is the younger brother of Khachatur
Sukiasian, a former parliament member who surrendered to the police
in September and was set free three days later despite remaining
charged with organizing the March 2008 `mass riots’ in Yerevan.

‘We are glad that Saribek Sukiasian was released on Monday, but that
can not help improve Armenia’s business image,’ Valeriu Razlog said
during a news conference.

Saribek Sukiasian’s lawyers said he and Ayrarat market director
Artash Stepanian were released after the expiration of a 72-hour
period during which suspects can be kept in custody without a charge

being formally brought against them. But Sukiasian and Stepanian signed
a written pledge not to leave the city while police were investigating
the claim filed by a businessman who alleged to have been forced,
by Sukiasian and Stepanian, to sign some business-related documents
under `a real threat of murder’.

Franklin Steves, an EBRD consultant on political issues, said it is
important that any inquiry and punishment be unbiased, transparent
and accountable.

The Sukiasians family owns 53.4% in Armeconombank, EBRD owns 25%
plus one share.

ArmInfo. Foreign Minister of Armenia Edward Nalbandian has declared
that the proposals regarding the provisions of the Madrid document,
which the parties have not agreed on, will be made shortly. The
trilateral negotiations of the Armenian, Azerbaijani and Russian
presidents in Sochi on January 25 resulted in the statement of the
OSCE Minsk Group Co-chairs saying that Yerevan and Baku are to make
their proposals regarding the above provisions within two weeks.

Asked to comment on his Azerbaijani counterpart Mammadyarov’s statement
that the Madrid principles are acceptable for Baku, Edward Nalbandian
said that Azerbaijan had been refusing to take that document as a basis
of negotiations throughout the year. "Azerbaijanis had repeatedly made
relevant statements and denied the existence of this document," the
minister said. "I think that the Azerbaijani party will also make such
proposals and we will continue these discussions," E. Nalbandian said.

"Azerbaijan completely accepts the new version of Madrid principles.

But there are some elements we are not satisfied with,"the Minister
of Foreign Affairs of Azerbaijan, Elmar Mammadyarov, said at the joint
press conference with the OSCE Chairman-in-Office Kanat Saudabayev.

Mammadyarov said he had a phone conversation with his Russian
counterpart Sergey Lavrov and the latter told him that Armenia
had not sent its proposals on the uncoordinated points of Madrid
principles yet.

"As for Azerbaijan, we are completely satisfied with the document
because it considers stage-by-stage solution to the conflict.

Feb. 11, the delegation headed by the RA Deputy FM Arman Kirakosyan
arrived in Der Zor, Syria.

The officials were hosted by Der Zor Governor Hussain Arnous and
acting Secretary of al-Baath Party Branch Taha al-Khalifa. The parties
signified solemn opening of RA honorary consulate in Der Zor, RA FM
Press Service informed NEWS.am. A new RA honorary consul is appointed
Suren Vardanyan, local citizen.

Same day sanctification of the RA national flag in Armenian Der Zor
Armenian Genocide Memorial Church was held. The ceremony was attended
by three pastors, as well as provincial officials and Syrian community
representatives. RA Deputy FM Arman Kirakosyan, RA Ambassador in Syria
Arshak Poladyan and Der Zor Governor Hussain Arnous delivered speeches.

After the ceremony the attendees headed to the RA Consular
representation office.

The Azerbaijani Parliament should appeal the discussion of "Armenian
genocide" to the U.S. Congress, MP Ganira Pashayeva said.

"In our appeal we must specify that the claim of ‘Armenian genocide’
is false, and if supported, the congressmen will tolerate injustice
and also question the objective U.S. position on the Nagorno-Karabakh
conflict," she said.

The U.S. Congress’s Foreign Relations Committee is expected to submit
the issue of the so-called "Armenian genocide" for voting in March.

The MP said that pressure associated with a false genocide is directed
not only against Turkey.

During their recent visit to the U.S., Azerbaijani MPs brought many
issues to the attention of relevant structures.

"I want to appeal to the Diaspora in the U.S., France and European
countries. Our compatriots united in the Diaspora should be active
in the community. They need to convey its position to the attention
of the Congress and to foreign parliamentarians," she added.

On the 10th of February, 2010 the RA Minister of Defence Seyran Ohanyan
met the Minister of Defence of France Mr. Eghve Moghen. After the talk
of the heads of the defence departments of the two countries a broader
discussion between the delegations was held. The two sides discussed
matters of mutual interest, came up with ideas about the regional,
European and international challenges, talked about the work done in
the frames of the Armenian-French defence cooperation and discussed
the prospects for cooperation. The RA Minister of Defence invited
his French colleague to make an official visit to Armenia.

After the discussions the ministers of defence of the two countries
signed an agreement about the Armenian-French bilateral defence
cooperation, which will become a legal base for implementing military
cooperation between the two countries.

During the official reception organized after the signing ceremony
the ministers of defence of Armenia and France made speeches. Seyran
Ohanyan and E. Moghen underlined the importance of the official
visit of the RA Minister of Defence to France and the signing of the
cooperation document. They have noted the role of the French-Armenians
in the process of developing defence cooperation between the two
countries. On the same day the RA Minister of Defence was received
by Gi Tesien – the president of the permanent committee for Security,
Defence and Internal Affairs under the National Assembly of France.

They discussed the reforms in the defence sphere, the importance of
developing mechanisms for civil and legal control over the armed
forces, and they exchanged ideas about the challenges of regional
security. On the 10th of February, in the frames of the visit, the
RA Minister of Defence visited one of the most ancient and advanced
military institutions -the Joint Defence College of France. Here the
higher educational system of the French Armed Forces and the teaching
methodology were introduced to the Armenian delegation.

On the 10th of February the RA Minister of Defence also visited St.

Hovhannes Mkrtich (Hovhannes the Baptist) cathedral in Paris where he
met the clergymen and some representatives of the Armenian community
in France. In his greeting speech Seyran Ohanyan underlined the
importance of the role of belief and the Armenian Apostolic Church in
the process of the RA army-building and training and educating the
martial spirit of the militants. Then Seyran Ohanyan put a garland
at the memorial of Komitas. On the same day, with the participation
of the Armenian delegation, garlands were ceremonially put at Mont
Valerieni memorial commemorating the warriors that fell for freedom
and independence during the Second World War.
