New officials of the Ministry of Education and Science are elaborating
new programs to resole the problems existing in the schools of the
Republic.

"From now on any headmaster or teacher, who will try to collect money,
will be severely punished," declared Bagrat Yesayan, RA Deputy Minister
of Education and Science.

Hereafter the citizens can report about concrete shadow cases through
52-73-43 hotline.

Bagrat Yesayan assured that these cases will be definitely addressed.

According to the Deputy Minister, an unfair approach is dominating
in schools today, the respect for the teacher’s profession should
be retrieved.

"Cash payments in schools will be prohibited," Bagrat Yesayan said.

A criminal case was launched over the fact of injuring two Armenian
young men in the Moscow subway. "At 17.10 Moscow time Saturday
20-year-old Vache Tovmasyana and 23 year-old Varazdat Hakobyan
applied for medical assistance at " Kuznetski most" metro station,
Official Representative of the Prosecutor’s Office of Moscow Sergey
Marchenko told ITAR-TASS. According to preliminary information,
they work as constructors.

According to "Interfax" Agency, the two Armenians were knifed and
hospitalized. The hooligans managed to escape.

The operative-investigating group working at the site of the accident
is trying to find possible witnesses. It is not excluded that the
clash occurred on the national basis.

YEREVAN, July 3. /ARKA/. On Friday, Armenian National Assembly Speaker
Tigran Torosyan, speaking at PACE summer session on forest fires
and their damage to environment, condemned Azerbaijan for accusing
Nagorno Karabakh of committing arsons in forests.

The think is that a week ago Azerbaijani side made a fuss over
bush fires saying Armenians are deliberately firing forests along
Karabakh-Azerbaijan border.

Torosyan reminded that three year ago Nagorno-Karabakhi leadership
voiced alarm at the fact of bush fires and, using OSCE Minsk Group’s
mediation, offered Azerbaijani authorities to work out joint measures
to prevent them, but Azerbaijan ignored this offer.

In his words, while Azerbaijani leadership kept venting anger at
Nagorno-Karabakh, the latter asked OSCE to send its representatives
to see the situation on site. "They have found nothing confirming
Azerbaijani side’s allegation", Torosyan said in his speech.

Torosyan expressed regret at Azerbaijani side’s bent for resorting
to dishonest means in discussing any problem. In his words, even CE
documents are being forged for that purpose.

Hermine Naghdalyan, another member of Armenian delegation in PACE, said
that the fires, first of all, inflicted damage to Karabakhi people,
who can’t fire own crop. She pointed out "Azerbaijani descent of the
photos presented by Azerbaijani delegation.

This is nothing more than a political blackmail aimed at shifting
international community’s attention from facts of Armenian monuments
destruction in Azerbaijan to other things.

The victory of the Armenian National Chess Team at the Turin Olympiad
will be celebrated in Armenia also with a golden coin.

The Central Bank of Republic of Armenia has announced a competition
for designing a golden coin dedicated to the Olympic Champions. The
results of the competition will be summed up on July 28, 2006.

The value of one coin will be 10.000 Armenian drams (about 24 USD).

Another convoy of the Russian 62nd military base at Akhalkalaki
departed for Armenia on Thursday, a source at the base headquarters
told Interfax-AVN by telephone.

"The convoy is made up of 18 wheeled vehicles and six guns. They are
headed for the Armenian city of Gyumri, where Russia has the 102nd
base," the source said.

Seventeen vehicles carrying 106 tonnes of ammunition departed for
Gyumri from Akhalkalaki earlier this month.

The 12th train carrying armaments of Russian bases in Georgia departed
for Russia from the Tsalka railroad station two days ago.

The train was carrying 22 self-propelled guns and 72 tonnes of
ammunition and other military property.

Seven trains carrying armaments and property of the 62nd base and the
12th base in Batumi departed for Russia through Azerbaijan. Another
four trains left Batumi for Armenia.

Russian military bases are to be withdrawn from Georgia by 2008.

Today titles of officers were granted to the graduates of Vazgen
Sargsyan Military School under the defense ministry. 259 former cadets
were granted the title of lieutenant. The event was celebrated with
ceremony with the participation of representatives of military elite
and the parents of the graduates.

Serz Sargsyan, Armenian defense minister greeted the young servicemen
on the occasion. Some of the graduates expressed their gratitude for
the care displaced to them during the 4 years of education.

Taking the chance the reporters asked the defense minister about the
strategy that the Armenian military forces pursue. "We aim to have
an army compatible with international norms in 2015. We have concrete
projects and plans that we follow. We consider everything – from salary
of officers to their number and units," the minister said.

During its presidency over the CoE Council of Ministers Russia will
play an important role in the resolution of the conflict between
Armenia and Azerbaijan, RF Deputy Foreign Minister Alexander Glushko
declared, speaking at the CoE Council of Ministers during PACE summer
session. In his words, recently the OSCE Minsk Group has been applying
efforts to find a way of mutual concessions, which will guarantee
long-term settlement of the issue. We’ll continue urging Armenian and
Azerbaijani authorities to hold on the dialogue to make best use of

Armenian, Russian Police Carry Out Full-Scale Cooperation

YEREVAN, June 28. /ARKA/. Armenian and Russian Police are carrying
out full-scale cooperation, Chief of the RA Police Hayk Harutyunyan
told reporters.

According to him, the work to identify and detain the wanted criminals
is being carried out.

"During 2005 and five months of 2005, 109 people wanted by Russian
law-enforcement agencies were identified and detained in Armenia,
and six of them have been extradited," Harutyunyan said.

During the same period, 69 people wanted by Armenia’s police were
detained in Russia and extradited to Armenia.

Harutyunyan stressed that effective cooperation in training police
officers for Armenia continues with the RF Ministry of the Interior.

"From 2005 and up to now 44 officers of Armenian police have attended
refresher courses and taken part in workshops in various educational
institutions of the RF Ministry of the Interior," he said. The officers
were also sent to Moscow and Saint Petersburg Universities of the RF
Ministry of the Interior and to the Academy of Administration of the
RA Ministry of the Interior.

"Forty-seven officers of Armenian Police are currently internal
and external students at various educational institutions of the RF
Ministry of the Interior," Harutyunyan said.

AKHALKALAK, JUNE 26, NOYAN TAPAN – ARMENIANS TODAY. By the decision
of the Geogrian Ministry of Labour, Health Care and Social Issues,
doctors of regional hospitals of Akhalkalak and Ninotsminda will also
participate in new testing of doctors.

According to the "A-Info" agency, the medical testing will be held in
the Georgian language for Armenian doctors as well. It is not excluded
on this occasion that doctors of Javakhk will get no corresponding
certificates not for having poor professional skills, but just for
not knowing Georgian, the necessity of which is not very primary in
the affair of treating Armenian patients of Javakhk.

The testing will start from July 1 when accepting of corresponding
appliactions will be completed.

AKHALKALAK, JUNE 26, NOYAN TAPAN – ARMENIANS TODAY. A memorial to the
victims of the Armenian Genocide was placed in the village of Gumburdo,
Akhalkalak region, with the sponsorship of a few benefactors residing
in Russia.

According to the A-Info agency, the official unveiling of the memorial
took place on June 22. Those speaking at the unveiling ceremony once
again condemned the Armenian Genocide. At the same time they called on
the Georgian authorities to follow the example of a number of civilized
European countries and also to recognize the Armenian Genocide.

The placing of the memorial in Gumburdo is also symbolic as in 1918
the inhabitants of this village heroically put up resistance to the
Turks who invaded into Javakhk. In these years the half of the Javakhk
population of about 80 thousand people was killed by Turks.
