The NKR State Commission for POWs and Missing Persons has condemned
official Baku’s politicizing the humanitarian problems.

The Commission’s statement particularly reads:

"To reap dubious dividends, the Azerbaijan authorities continue
cashing in on the humanitarian problem, manipulating the Armenians
that are in captivity in Azerbaijan.

"The latest glaring example is the video record on the Azeri websites.

The persons on the video speak of ‘unbearable conditions in the
Armenian army and comfortable life in Azerbaijan.’

"Of course, even people in Azerbaijan understand that the ‘revelations’
are the result of special services’ activities.

Alarming, however, is another aspect of the phenomenon. Manipulating
the Armenian POWs, the Azerbaijani authorities are grossly violating
norms of international law…

"In this context, we would like to note that during the Karabakh war
the Azeri side committed regular violations of Geneva conventions,
refusing to inform the NKR of the POWs, keeping them in unbearable
conditions, subjecting them to torture. As a result, many of them died.

"On the other hand, in the spring of 1992, the NKR stated its
commitment to the protocols to the Geneva conventions. International
human rights and humanitarian organizations, including the
International Committee of the Red Cross, repeatedly confirmed the
NKR authorities’ commitment to the conventions.

"Considering the above, the NKR State Commission for POWs and Missing
Persons condemns official Baku’s politicizing the humanitarian problem.

"We call on the international organizations, first of the International
Committee of the Red Cross, to properly respond to the Azeri side’s
actions and urge it to respect human rights."

Aliyev grants houses for Karabakh veterans President Ilham Aliyev
has restated Azerbaijan’s opposition to the independence of
Nagorno-Karabakh.

Azerbaijan will not allow a second Armenian state to be created on its
territory, he said when opening a residential block for Karabakh war
disabled and martyrs’ families in Lokbatan, south of Baku, yesterday.

"All norms of international law are in our favour. Armenia illegally
occupied Azerbaijani lands and displaced or made refugees of hundreds
of thousands of our citizens through their policy of ethnic cleansing,"
Aliyev said. He said that Nagorno-Karabakh was "ancient Azerbaijani
land" and "everyone knows that Armenians settled there in the 19th
century".

"Nagorno-Karabakh is an inseparable part of Azerbaijan. This is
proven by historical truth and the norms of international law. There
will never be a second Armenian state on Azerbaijani land, Nagorno
Karabakh will never be independent and the whole world knows this. And
Armenia’s understanding of this will promote the rapid resolution of
the conflict. After the issue is settled, peace in the region will
be completely restored," the president said.

He described the Karabakh conflict as the region’s biggest problem.

"No other problem can be settled without the resolution of this
conflict," the head of state said.

He voiced confidence that the Karabakh conflict would be settled and
the territorial integrity of Azerbaijan would be restored through the
mobilization of all efforts in Azerbaijan, including the strengthening
of the army, political steps, economic development and the solidarity
of all Azerbaijani citizens.

Husamettin Cindoruk The Turkish-Armenian talks should become trilateral
Armenian-Turkish-Azerbaijani talks, a former Turkish parliamentary
speaker has said.

"Turkey continues a reasonable foreign policy. Since the Second World
War we have experienced critical moments in history, but we have had
no war with Syria, Iraq and Greece. It shows that Turkey is able to
live in peace with its neighbours," the former speaker of the Turkish
parliament, Husamettin Cindoruk, has said, according to Turkey’s TAKA
newspaper website.

Cindoruk said "Ankara was too early in normalizing relations with
Armenia". "Turgut Ozal, Suleyman Demirel or Bulent Ecevit or other
historical figures of Turkey never questioned Azerbaijani-Turkish
brotherhood. Azerbaijan is of great importance to us, this country is
our natural ally. Though [Foreign Minister] Ahmet Davutoglu has told us
the same thing, I think that before signing the protocols with Armenia,
our government should have discussed this issue in detail with Baku."

"Armenia is not an independent state and it coordinates all its
steps with its supporters, therefore Turkey should have conducted
negotiations with Baku on this issue. Unfortunately, the government
did not listen to us and the decision of the Constitutional Court
of Armenia has made it difficult. Now, I think it is necessary
to change the Armenian-Turkish negotiations into trilateral
Armenian-Turkish-Azerbaijani negotiations and put the issue of borders
and Karabakh to common discussion. It is clear that the Armenians
do not want to leave the occupied lands. Ankara should discuss all
processes with Baku and find ways out of the prevailing situation",
Cindoruk said.

The grave economic problems in Armenia have deep roots. The global
crisis, however, brought the real situation to light. So we feel
greatly surprised at the fact that the roots have only now proved to be
"a revelation" for the top officials of Armenia’s leading ministries.

Speaking at the international economic forum Bridge-2010, which is
traditionally held in the resort town of Tsakhkadzor, RA Minister
of Economy Nerses Yeritsyan outlined the fundamental principles of
economic development. The Armenian economy can only be developed and
diversified provided the state government, pension and insurance
systems are reformed. Reforms, however, have always been carried
out in a rather strange way in Armenia. Suffice it to mention the
metamorphoses different ministries had undergone to finally turn into
the government agency headed by Mr. Yeritsyan. What is the result?

With the disastrous consequences for our national economy considered,
just nothing!

As regards the introduction of corporate management principles into
the private sector, which fact was mentioned by Mr. Yeritsyan, the
idea is far from being an original one. International banks have for
years been alluding to the lack of corporate business management in
Armenia. But local businessmen are unwilling to share their "power"
with others. Less than a thousand open corporations are officially
registered in Armenia, with most of them not attractive to investors.

On the other hand, over 3,200 close corporations are registered in the
country, with large and profitable companies being among them. They are
prospering, without having to sell their shares to attract additional
capital. The government does not — or does not want to – play any
role in this process.

With the measures taken and funds spent, the Government seems to be
rendering effective assistance to small-to-medium businesses. In fact,
however, the businesses are surviving due to other factors. A rather
large number of factors hindering SMB development can be pointed out.

We would like to dwell on some of them: red tape; corruption and
bribery; monopolized markets; high credit interest rates; nepotism,
tax burden, etc.. Of interest is the fact that the problems have for
year remained unresolved.

The Union of Employers of Armenia reported that SMBs constitute about
98% of Armenia’s enterprises, but their share in Armenia’s GDP is 49%,
that is, only 2% of Armenian enterprises ensure the lion’s share of
GDP. This concentration of economic power has been typical of Armenia
for the last few years. The situation is going to get worse. The
impending price rise to follow the rise in gas prices is going to
deliver a severe blow on the "weak", namely SMBs.

Speaking at the forum, RA Minister of Finance Tigran Davtyan caused
a sensation similar to great geographic discoveries. After Armenia
and Georgia have been neighbors for centuries, Armenian officials
"discovered" the necessity for forming a regional market with Georgia.

Yes, their eyes were opened at last! Armenia is ready to sign friendly
and economic cooperation agreements even with Cayman Islands. By
the way, the "islanders" established two joint ventures in Armenia
long ago. As many as 163 Armenian-Georgian joint ventures have
been established as well. But, if we consider investments in the
enterprises, they show a great difference. Investments in the joint
ventures set up by the "islanders" total 24bn AMD, whereas only 471m
AMD have been invested in the Armenian-Georgian JVs. It is clear that
the exotic islands are a mere cover for various businesses, including
large ones. This, however, is not a justification for such an attitude.

In this context, we would like to recall informal cooperation with
Georgia in the tourist industry – for reasons "unknown" to the
ministers, tourists normally order one-way tickets, from Armenia
to Kobuleti, Georgia. Everyone, but officials, is well aware of
the reasons for Armenian citizens’ preferences. So they are trying
to resolve the problems applying "scientific methods." For example,
they want to know the tourist potential of Jermuk, and the "important"
research requires a total of â~B¬200,000!

There is nothing new under the sun. Minister Yeritsyan also proposes
"taking" old Swiss cableways and installing them in Jermuk, as "many
of them can operate for another ten years." We can remember the
"experiment" with the old buses presented to Armenia by France and
Italy. Just a few months later, the Yerevan Municipality stopped
operating the "free" buses.

Great discoveries have been made, and fresh ideas put forward. So
let us wait for them to be put into effect.

Four athletes compete in Winter Olympics

Washington – At the Winter Olympics underway in Vancouver Armenia is
represented by four skiers: 21-year-old Armenian American Ani-Matilda
Serebrakian and three athletes from Armenia: 17-year-old Sergei
Mikaelian, 20-year-old Kristine Khachatryan and 22-year-old Arsen
Nersisyan.

Since Armenia began taking part in Winter Olympics in 1994, the
newly-independent country dispatched similarly modest delegations and
has yet to win any medals or even come close.

Legacy of Armenian American participation
A sophomore at the University of San Francisco, Ms. Serebrakian will
compete in slalom and giant slalom on February 24 and 26. She is
described by her former coach as a dedicated and talented skier who
knows how to race.

Ms.Serebrakian, whose parents came to U.S. from Iran in the late
1970s, says she is proud to represent Armenia, a country she visited
two years ago for the first time.

"We kind of fell in love with" Armenia, Ms. Serebrakian told San
Francisco Chronicle. "That brought us to qualifying for the Olympics
and here I am.”

Ani’s brother Arman, a 22 year-old skier at University of Colorado,
Boulder, also attempted to qualify but did not succeed.

According to San Jose Mercury-News, Ms. Serebrakian is the second Bay
Area Armenian to represent Armenia at the Olympic Games. Dan Janjigian
together with Yorgo Alexandrou made up Armenia’s bobsled team in Salt
Lake City in 2002.

They were preceded in 1994 Lillehammer games by the bobsled team of
Joe Almasian and Ken Topalian from Boston.

Seeking a foothold in Winter Olympics
Skiing is taking off in Armenia with new and much improved facilities
established at the mountain winter resort in Tsakhkadzor.

According to a report in Golos Armenii, Sergei Mikaelian who trains in
Ashotsk, one of Armenia’s coldest and most snowy districts, comes from
a veritable skiing family. His father Artur Mikaelian now trains the
Armenian national skiing team and his mother Alla Kapchigayeva was a
six-time Soviet skiing champion.

Last year, Mr. Mikaelian swept the Armenian cross-country skiing
championship. But the young athlete’s first Olympic performance was
not as impressive when he finished 70th of 95 participants in the
15-kilometer free race.

In the Ladies’ 10-kilometer free race Ms. Khachatryan came 76th out of
78 athletes. Prior to the games she told ArmSport.am that she was
aiming for a position in Top 50; she will have another chance in the
Ladies’ 15-kilometer race.

Meantime, Mr. Nersisyan is competing in slalom and giant slalom on
February 23 and 27. Selected to carry Armenia’s flag at the games’
opening ceremony on February 12, Mr. Nersisyan had placed at top of
recent competitions in Georgia and Turkey and appears to be Armenia’s
best hope for a higher placement.

Javakhk Armenians have been faced with pressure ever since Robert
Kocharyan announced that they must learn Georgian during his talks
with Mikhail Sahakashvili in Tsakhkadzor in 2007, said Armenian
activists of Javakhk, Norik Karapetyan.

"You can’t imagine the situation in Javakhk. You have to come and see
it for yourself. At the time, when Vardan Oskanyan came to Javakhk,
the people wanted to strangle him. We don’t need Armenia’s help," he
said.

A number of Javakhk Armenian activists discussed the lack of the issue
of Javakhk on Armenia’s foreign policy agenda today.

Participants of the discussion organized by the "Javakhk Patriotic
Union" touched upon the issue from different angles.

According to Director of the Institute of History at the RA National
Academy of Sciences Ashot Melkonyan, the issue of Javakhk has moved
from Georgian-Armenian relations and must be viewed within Georgia’s
relations with Turkey, Azerbaijan and Russia.

"The Azeri and Turks feel great in Javakhk. Turkish Meskhetis announce
that it is time for them to return to their "homeland", that is,
Javakhk. It’s interesting to know how the official Georgia views
this," he said.

Ashot Melkonyan recalled the statement made by Vardan Oskanyan two
years ago when he said that the Kars-Akhalkalak railway is not of
concern. "The road of Pan-Turkism passes through Akhalkalak. If the
railway is exploited, a passenger from Baku may reach Ankara and
Istanbul with arms and ammunition."

Melkonyan finds that Georgian will let Meskhetsis settle in Javakhk
under the sole condition that they accept Georgian last names.

Chairman of the People’s Party Tigran Karapetyan was also present at
the discussion. In his conversation with "A1+", he corroborated why
the Armenian authorities don’t have a developed strategy for Javakhk.
"They are only thinking about the transfer of oligarchs’ products and
that is more important to them than the Armenians of Javakhk."

ARF representative Artsvik Minasyan says that the issue of Javakhk
will be solved by the right of Javakhk Armenians to self-determination
within Georgia. At the end of today’s discussion, the participants
issued a statement to support Javakhk Armenians to build their future
on the native land.

YEREVAN, February 20. /ARKA/. "About 500 young families in Armenia
can obtain apartments by government program "Available apartments
for young families", said Mher Yedigaryan, Executive Director of
Universal Credit Organization (UCO) "Apartments for the youth".

"Demand of participation in the program will be rather big. The number
of beneficiaries will be about 300 families as charter capital of our
UCO is 3 billion drams. But I am confident that not all beneficiaries
will take credits in maximum amount.

Due to it, their number can vary from 300 to 500", said Yedigaryan. On
January 20, 2010 the Government of Armenia approved the program
"Available apartments for young families". According to the
requirements of the program, young families where the age of couples
does not exceed 60 years and where each of them is not more than 35
years of age, as well as the age of single parent does not exceed 30
years of age can be considered beneficiaries. Maximum credit amount
is 16 million drams. UCO "Apartments for the youth" was registered and
awarded by the license of Armenian Central Bank on February 16, 2010.

The program "Available apartments for young families" consists of two
components and is aimed at the provision of mortgage loans to young
families for buying apartment by available prices.

"The first component of the program is funding of percent rates by
the government. Second component is provision of cheap resources
to credit organizations, on the account of which creditors can give
credits to young families by available prices", said Yedigaryan.

Beneficiaries should apply to the banks, pass preliminary qualification
and in accordance with the defined criteria they will receive mortgage
loans at low interest rates. After it UCO will re-fund the credits.

Credits will be provided to the families by percent rate of 10.5%,
from which 2% will be subsidized by the Government of Armenia.

Pre-payment size will be 30%.

Families wanting to get credit should follow certain conditions;
especially their monthly income should be not less than 300-350
thousand drams. This amount will include not only the income of the
family but also relatives assisting them. ($1 – 381.58 drams)

February 19, RA NA Standing Committee on Foreign Relations initiates
preliminary hearings on Armenia-Turkey Protocols "On the Establishment
of Diplomatic Relations between the Republic of Armenia and the
Republic of Turkey and "On Development of Relations between the
Republic of Armenia and the Republic of Turkey."

February 12, the documents were submitted to RA National Assembly. On a
point of order, international treaties are mandatory put on NA agenda,
thereafter on the agenda of a 4-day session.

Armenian and Turkish Foreign Ministers Edward Nalbandian and Ahmet
Davutoglu signed the Protocols in Zurich, on October 10, 2009.

The documents should be approved by both countries’ Parliaments.

Yerevan supports a program to resolve the conflict over
Nagorno-Karabakh proposed by Kazakhstan, which currently chairs the
Organization for Security and Cooperation in Europe (OSCE), Armenian
Foreign Minister Edward Nalbandian said.

"Armenia and Kazakhstan have been cooperating vigorously within the
OSCE. Armenia once again reiterates its readiness to implement the
program of Kazakhstan’s chairmanship. One of its key goals is the
strengthening of security in the South Caucasus," Nalbandian said
at a joint news conference with OSCE Chairman-in-Office and Kazakh
Foreign Minister Kanat Saudabayev after talks in Yerevan on Tuesday.

"Armenia supports the OSCE’s central role in the settlement of the
Nagorno-Karabakh conflict," the Armenian minister said.

Nalbandian said he had informed Saudabayev of the progress made in the
settlement process, as well as Armenia’s efforts to find a peaceful
solution to this issue.

Armenia and Azerbaijan continue to prepare their suggestions on ways
to sort out this conflict as part of agreements reached in Russia’s
Black Sea resort of Sochi, he said.

Finding solutions to protracted conflicts is one of the top priorities
of Kazakhstan’s OSCE chairmanship, the Kazakh foreign minister said.

"A solution to the [Nagorno-Karabakh] problem is in the hands of the
parties involved in this process. All other sides can only help them.

We plan to give impetus to the negotiating process. But we are
cautiously optimistic about the pace of these talks," Saudabayev said.
