Arthur Baghdasaryan, chairman of Orinats Yerkir Party (OYP) that has
joined the opposition for almost a year, enumerated the risks that
Armenia faces during a community meeting. Interestingly enough, the
dangers were the same when his party was part of the ruling coalition.

Baghdasaryan said one of the dangers is the "paralyzed industry." "It
is not oligarchs that must raise up the industry. If "Yeraz" car
factory worked, we would not import Pejo cars from Iran but would
export from Armenia and sell in Iran," OYP leader said rhetorically. He
recalled that Michael Baghdasarov received $7 million and Gagik
Tsarukyan – $9 million from the state budget last year. "These $16
could have been invested in several factories," Baghdasaryan said.

The leader enumerated several other problems in social field, education
and science. "Why should the pensions rise only by 1000 Armenian
drams when they drastically go up in our neighboring countries,"
he raises the question. Baghdasaryan said he has solutions to the
problems written in his pre-election program.

YEREVAN, April 11/ ARKA/. Armenia has no alternative to the
construction of a new nuclear-power unit before 2016, RA Deputy
Minister of Energy Areg Galstyan stated at the lecture "On prospects
for developing Armenia’s energy sector".

"A long-term assessment of the uptrend in natural gas prices until
2025-2030, as well as possible rates of rise in prices for nuclear
fuel, shows that Armenia practically has no alternative to the
construction of a new nuclear power unit," hen said.

Galstyan pointed out that special attention is paid to the development
of atomic energy in Armenia.

As part of the New European Neighborhood Policy, Armenia pledged
to shot down the currently operating nuclear power unit as soon as
possible, but on condition of construction of a new power unit of
identical capacity in Armenia.

According to the Minister the creation of the capacities is aimed at
ensuring Armenia’s energy independence.

"All the measures to put the power unit out of operation must not
affect the development of Armenia’s energy sector and economy,"
he said.

The calculations based on the estimates of domestic demand and possible
enhancement of the export potential testify that in 2016 Armenia will
nee a power unit with a capacity of 1,000 megawatts, and the second
power unit is likely to be constructed after 2020, Galstyan said.

The construction of the new power unit is estimated at $2bln.

The project "Independent life: from present to future opportunities"
will be presented on April 13 in "Narecatsi art institute" of Yerevan.

"Scarp" NGO, through the financial assistance of the European Union,
has started a project "Independent life: from present to future
opportunities" from 1st March, 2007. The project is aimed at protection
of rights and basic freedoms of disabled people in Armenia. The total
cost of the project is 94.540 Euro, 80.000 Euro of which is funded
by the EU.

The purpose of the project is the creation of equal opportunities
for complete integration of the people with mobility disabilities
in the society. The project will be implemented in cooperation with
non-governmental organization " Naregatsi art institute."

RUSSIA POISED TO LEAD AN EVOLVING CARTEL OF GAS-EXPORTING COUNTRIES

Convening in Doha, Qatar on April 9, the Gas-Exporting Countries’
Forum (GECF) has taken a first step toward creating an exporters’ cartel at
the intergovernmental level. However, the Western gas-exporting countries —
Canada, Norway, and the Netherlands — oppose this initiative, as does
Azerbaijan; while Qatar’s ultimate position seems uncertain (it had to show
even-handedness as host and chair of this meeting). The Central Asian
gas-exporting countries may be corralled against their interests into an
anti-Western cartel via Russia, unless the West gives Kazakhstan,
Turkmenistan, and Uzbekistan another choice.

In deliberations behind closed doors, GECF decided unanimously to set
up a High-Level Group that would develop a common methodology on the
formation of gas export prices and conduct research on consumer markets. The
High-Level Group, consisting of deputy ministers or departmental directors,
shall discuss relevant proposals from member governments in six meetings
during the remainder of 2007, then present its results for possible
decisions at GECF’s meeting next year.

Russia stands at the forefront of this initiative by dint of its
disproportionate strength, compared to other GECF countries, in terms of gas
reserves, field technology, export potential, control of key export routes,
and presence on lucrative markets. The April 9 Forum has accepted Russia’s
offer to host the next GECF in Moscow in 2008. Moreover, Russia is offering
to serve as coordinator of the High-Level Group, lead the market research
studies on price formation, and defray a large share of the Group’s expenses
(apparently by covering the shares of impoverished anti-Western member
countries of GECF).

Some of the more radical or impatient governments — such as
Venezuela, Bolivia, and Iran — called for immediately creating a cartel
during the Doha meeting and proceeding with the price formation and
marketing studies as the next step. A more sophisticated Russia, however,
supported the sequence of steps that was eventually adopted at the Forum.

Russia fielded a powerful delegation led by Industry and Energy
Minister Viktor Khristenko, Gazprom’s president Alexei Miller, and
vice-president Alexander Medvedev at the Doha meeting. These officials — as
well as Valery Yazev in Moscow, chairman of the Duma’s Energy and Transport
Committee and president of Russian Gas Society — hinted sometimes broadly,
sometimes obscurely, at Russia’s expectations regarding a cartel-type
organization of gas exporters. Those expectations do not presuppose the
formation of a full-fledged cartel, but can be pursued through a cartel-type
group or cartel-type arrangements in selective areas.

Russian expectations seem to focus on:

a.. agreeing on common methods of price formation;
a.. allocating specific markets in consumer countries or regions to
specific exporting countries, by understandings among the latter;
a.. avoiding competition among gas-exporting countries within the
group on given markets or new ones (an intention that would clash with the
European Union’s competition policies);
a.. ensuring `market reliability’ (that is, a long-term lock on a
market);
a.. reaching understandings within the group on export volumes and
schedules of delivery in various directions;
a.. agreeing in advance within the group on new pipeline projects
(this would enable a cartel-type group to sustain its own arrangements about
market allocation to specific exporters);
a.. `joint’ exploration and development of gas fields in member
countries (implying continuation and acceleration of Russian takeovers of
gas reserves in under-developed countries and marketing the product under
Russian control);
a.. coordinate start-ups and production schedules at newly
commissioned gas fields in member countries; and
a.. plan jointly for development of gas liquefaction plants.

Given that most gas exports move through single-destination pipelines
to sub-regional or national markets (as long as liquefaction remains
limited), any cartel-type group can consist of only two or three
gas-exporting countries operating effectively in such a market. For example,
Russia’s Gazprom considers the possibility of `sharing’ certain European
markets with Algeria’s state company Sonatrach. Conversely — but also as
part of a cartel-type arrangement — Gazprom can agree to stay out of
another exporter’s market niche in a European country if that exporter
desists from competing with Gazprom in a nearby European country. In another
example of a regional cartel in formation, the South American Gas
Organization was recently formed by Argentina, Bolivia, and Venezuela.
Ultimately, an overall cartel that would evolve out of GECF could function
as an umbrella organization for regional cartel-type groupings or
arrangements.

GECF’s meeting next year in Moscow might create a standing body, such
as an executive agency or a secretariat. That would indicate continuing
progress toward organizing a cartel. The Doha meeting seems to confirm Yazev
‘s forecast in the run-up to the event: `Russia may take up an integrating
role in the creation of the gas cartel’ (RIA-Novosti, April 3).

YEREVAN, APRIL 6, NOYAN TAPAN. This year’s motto of World Health Day,
April 7, is "Let’s Build a Secure Future by Making Investments into
Health." As Elizabeth Danielian, Head of Armenian Office of World
Health Organization (WHO), said at the April 6 press conference,
healthcare systems are links of control over possible healthcare or
security crisis. In her words, weak and unready healthcare system
becomes the weak link of the response chain and hampers implementation
of efficient measures.

RA Deputy Minister of Health Tatul Hakobian said that one of the
main directions of policy adopted by the Ministry should be public
health, the main responsible of which, however, is not only the
Ministry. "Taking care of public health should be the result of
cooperation of various departments and individuals," the Deputy
Minister said. He called all structures, entrepreneurs, individuals
for making more investments in the healthcare system, which is the
guarantee of healthy future of the next generation.

Lilit Avetisian, Head of State Hygienic and Anti-epidemiological
Inspection’s Infectious and Non-infectious Diseases Department,
said that taking care of public health has been always considered
as a matter of national security in Armenia. She said that RA bill
"On Providing Security of Public Health" has been worked out. The
bill, in particular, includes points regarding agitation of healthy
way of life, implementation of hygienic education, compulsory medical
examination. L. Avetisian also said that there are primary healthcare
problems in the country: in particular, the Ministry implements a
number of measures for liquidating the local cases of those diseases.

Armenian Defence Minister Confirmed As New Prime Minister

Armenian President Robert Kocharian on Wednesday confirmed former
defence minister Serge Sarkisian as the country’s new prime minister,
the president’s press office said in a statement.

The ruling Republican party nominated Sarkisian, a close ally of
Kocharian and a favourite to replace the president in 2008, for the
post on Monday.

He succeeds Andranik Margarian, who died of a heart attack on March
25 after seven years as prime minister.

Like Kocharian, Sarkisian is from the disputed region of Nagorny
Karabakh and fought in the 1988-1994 war in which Armenia seized the
enclave from Azerbaijan.

Sarkisian also chairs the Republican party’s ruling council and
is expected to play a key role in the party’s campaign for May 12
parliamentary elections.

HSBC Holdings is planning to increase its investments in the Armenian
economy, Head of International of HSBC Bank Armenia Jonathan Crichton
said during a press-conference today.

Crichton noted that HSBC Holdings gives preference to markets with
developed economic basis, particularly, Russia, Poland, the Czech
Republic, Slovakia, Hungary. As regards Armenia, it has high capacities
and HSBC Holdings can no longer imagine its further progress without
the support of its Armenian partners – the employees of HSBC Bank
Armenia and its clients.

In his turn, HSBC CEO Tony Turner said that during the first years of
its work in Armenia the bank was seriously criticized for passivity
but, in fact, it was studying the market and its prospects, assessing
risks and acquiring experience. In the last two years the bank has
substantially increased the amount of crediting due mostly to stable
economic growth in Armenia (13.5% in 2006). Turner noted that,
considering the big share of construction in GDP growth, the bank
has decided to increase its mortgage credit portfolio: in 2006 HSBC
Bank Armenia showed the highest index in this sector – 10.4bln AMD
($28.7mln)

Today, the bank is among the leading creditors in Armenia – due to
the colossal resources of HSBC Holdings – and is ready to further
increase its investments in the country’s economy. One of the key
priorities of the bank in Armenia is further development of its branch
network. This year the bank is planning to open 3 new branches as
well as 21 bancomats.

To note, in 2006 HSBC Bank Armenia showed the biggest net profit in
the banking sector of Armenia – 2.856bn AMD or $7.9mln. The bank was
the leader in mortgage crediting and showed high growth in banking
retail – $39mln of $98mln were lent through banking retail.

According to the Ranking of the Commercial Banks of Armenia by the
Agency of Rating Marketing Information (ArmInfo), as of Jan 1 2007
the bank’s capital totalled $19.8mln (5th place), assets – $220.6mln
(1st place), crediting – $85mln (3rd place), amount of deposits by
individuals – $103.4mln (1st place).

Beirut, 05/04/2007- During his short trip to Lebanon, Mr. Harout Sassounian,
President of the United Armenian Fund, Publisher of the California Courier,
and Vice-Chair of the Lincy Foundation, had a special encounter with the
Haigazian University Armenian students, who eagerly listened to the latest
achievements related to the Armenian Cause.

Sassounian explained how Armenians should go beyond the question of the
genocide recognition, and dwell on the issue of the Armenian Cause and

Arizona Armenian Community Unites in Support of the ANCA

Phoenix, AZ – Armenian Americans in Arizona united for a fundraiser in
support of the Armenian National Committee of America (ANCA) on March
31, 2007 in the City of Scottsdale organized by the ANC of Arizona.
Arizona, popularly known as the Grand Canyon State, is home to a rapidly
growing and prosperous Armenian American community. The ANCA fundraiser
was held at the home of Toros and Rose Kabajouzian.

"The ANC of Arizona is proud to be part of the ANCA’s grassroots network
of over 50 chapters across the United States," remarked Yervant
Baltajian, chairman of the Arizona ANC. "Our community in Arizona is
building a strong ANC tradition and our event in support of the ANCA is
part of this positive process," Baltajian added.

Well over 75 Armenian Americans from throughout Arizona, representing a
broad cross-section of the community, attended the ANCA fundraiser in
Scottsdale. Some attendees drove from as far away as Sedona, a two hour
ride to Scottsdale, to meet and greet ANCA leaders attending the
fundraiser and hear a first-hand report about the important efforts
being led by the organization in behalf of the community. The featured
speakers at the event were ANCA National Chairman Ken Hachikian and
ANCA-WR Regional Board Member Zanku Armenian.

"We are excited by the positive energy and grateful for the enthusiastic
support expressed for the ANCA’s mission by the Arizona Armenian
American community," said Zanku Armenian, ANCA Western Region Board
Member. "The ANC of Arizona is playing a critical leadership role in
mobilizing and uniting all parts of the community to advocate on key
issues and in the process expanding their involvement in Arizona
politics through a growing grassroots network."

The ANC of Arizona is led by Yervant Baltajian, a former United States
Air Force Senior Airman and entrepreneur. "We have laid the foundation
to ensure the growing Armenian community in Arizona will have a strong
voice for years to come throughout the state of Arizona and on a
national level," said Baltajian.

Because Arizona is one of the fastest growing states with respect to
population, its political power has grown considerably over the past
decade. Currently, the state has eight members in the U.S. House of
Representatives, several of whom have been supportive of Armenian
American issues pending in Congress thanks to the grassroots activism of
the ANC of Arizona. At present, Representatives Raul Grijalva (D), Ed
Pastor (D) and Rick Renzi (R) from Arizona have cosponsored H.Res.106,
the Armenian Genocide resolution.

The Arizona ANC is part of the Armenian National Committee of America,
the largest and most influential Armenian American grassroots political
organization. Working in coordination with a network of offices,
chapters, and supporters throughout the United States and affiliated
organizations around the world, the ANCA actively advances the concerns
