ArmInfo.Armenian President Armen Sargsyan participated in the wreath-laying ceremony at the Warsaw Ghetto Uprising Memorial, authored by world-famous Jewish  sculptor and artist Nathan Rapport. ArmInfo was informed about this  in the press service of the RA President.

The wreath-laying ceremony was accompanied by music. Each of the  leaders who came to the event took a wreath from the stage and laid  it at the monument. The ceremony of laying wreaths was held in the  framework of the forum held in Jerusalem “We preserve the memory of  the Holocaust, we fight against anti-Semitism”.

The source also reports that on the sidelines of the forum in  Jerusalem, Sargsyan held talks with US Vice President Mike Pence,  Prince of the United Kingdom Charles, French President Emmanuel  Macron, President of the Federal Republic of Germany Frank-Walter  Steinmeier, Italian President Sergio Mattarella, Portuguese President  Marcel Rebelu de Souza, Speaker of the House of Representatives,  Nancy Pelosi, President of the European Parliament, David Sassoli.

Note that on January 23, the Fifth World Holocaust Remembrance Forum  was held in Jerusalem. It was attended by Israeli President Reuven  Rivlin, the head of the Israeli government Benjamin Netanyahu, as  well as the heads of state and government of about 50 countries,  including Russia and France. The forum was dedicated to the 75th  anniversary of the liberation of the Auschwitz death camp.

The forum was held in the memorial complex of the history of the  Holocaust Yad Vashem, before its opening, Israeli leaders met with  foreign guests as part of bilateral and multilateral meetings.   Speaking at the Forum, Russian President Vladimir Putin recalled that  among 40% of Jewish victims of the Holocaust were citizens of the  USSR. He also noted that before the trip , descriptions of the camps, made by Soviet officers. And  that the Soviet command is not allowed revenge in the liberated  territories.

Separately, he dwelt on the complicity of the local population in  countries where mass extermination of Jews took place, citing the  number of those killed in Ukraine, Lithuania and Latvia.

Israeli Prime Minister Benjamin Netanyahu in his speech recalled that  anti-Semitism is growing in some European countries today and quoted  the words of the head of the French Republic, Emmanuel Macron, that  “anti-Zionism” is a new form of anti-Semitism. He also recalled that  Iran, whose leaders seek to destroy Israel, is currently the main  threat, and called for a fight against this threat. These words were  met with applause, from which, nevertheless, President Putin  refrained. US Vice President Michael Pence, who spoke after Vladimir  Putin, also spoke about the need to deal with the Iranian threat. He  said he was proud that the United States has always supported Israel  since the rise of the Jewish state. Michael Pence said the end of his  speech in Hebrew.

In 2019, the office of the Ombudsman increased the number of complaints regarding domestic violence

ArmInfo.In 2019, the number of complaints about domestic violence increased in the office of the Ombudsman of Armenia. This was reported by the press service of the  Ombudsman.

According to the source, in 2019, about 100 complaints were received,  which is twice as practical as in 2018. Typically, these complaints  relate to violence by men against their wives.

Employees of the Office of the Human Rights Defender of Armenia  believe that the increase in complaints is related to the campaign  conducted by the Ombudsman’s office to inform about the legal  possibilities of protection against domestic violence.

It should be noted that speaking in December to students of the  Russian-Armenian (Slavic) University regarding the ratification of  the Istanbul Convention by the Parliament, Armenian Ombudsman Arman  Tatoyan expressed the idea that the problem of domestic violence in  the country will be difficult to solve, since it is related to the  traditions and way of life of the people, and as long as the country  is in such difficult socio-economic conditions, domestic violence  will not disappear. – he noted.

According to police statistics, in the 10 months of 2019, 2756 cases  of domestic violence were registered in Armenia, however, among the  1760 registered rapists, 10% are women. 

Sports: Armenian weightlifter wins gold at European C’ships

Armenia’s Karen Avagyan (89 kg) won gold at the European Junior and U23 Weightlifting Championships taking place in Bucharest, Romania.

The Armenian athlete lifted a total of 364 kg (170kg+194kg) to win the champion’s title, the National Olympic Committee’s press service reported.

Avagyan also won small gold in the snatch and silver in the clean and jerk.

Another Armenian athlete Ara Aghanyan captured silver in the same weight class with a combined total of 358 kg. He also won small silver in the snatch and small gold in the clean and jerk.

Liana Gyurjyan (81 kg) had earlier won a medal in the women’s U20 competition, while Rafik Harutyunyan (81 kg) had taken bronze.

”For the first time in 20 years, at Yerevan-Kentron Penitentiary  Institution, I had an almost two-hour conversation with the head of  the terrorist group in the case of October 27, 1999, Nairi Hunanyan.  Along with numerous answers, many questions have arisen that need a  long analysis. However, the main beneficiaries of October 27, that  is, the leaders of the revenge-taking camps of the  counter-revolutionary forces, should always remember: there is no  forgiveness for the damage caused to the state and statehood of  Armenia by the brutal murder of Vazgen Sargsyan, Karen Demirchyan,  Yura Bakhshyan, Ruben Miroyan, Heinrich Abrahamyan, Armenak  Armenakyan, Leonard Petrosyan and Michael Kotanyan. No one will go  unpunished”, the MP noted.

On October 27, 1999, a group of terrorists burst into parliament and  shot and killed the Prime Minister of Armenia Vazgen Sargsyan, the  Speaker of the National Assembly of the Republic of Armenia, Karen  Demirchyan, Deputy Speakers Yuri Bakhshyan and Ruben Miroyan, the  Minister of Operational Affairs Leonard Petrosyan and MPs Armenak  Armenakyan, Mikael Kostanyan and Henrikh Abrahamyan..

The terrorist group included former journalist Nairi Hunanyan, who  worked for some time on television in Armenia, his brother Karen  Hunanyan, their uncle Vram Galstyan, as well as Derenik Bejanyan and  Ashot Knyazyan. Their trial began on February 15, 2001. On December  2, 2003, the Center-Nork-Marash trial court sentenced Nairi and Karen  Hunanyan brothers, Edik Grigoryan, Vram Galstyan (in 2004, according  to the official version, committed suicide), Derenik Bejanyan and  Ashot Knyazyan to life imprisonment.  Hamlet Stepanyan was sentenced  to 14 years in prison (in May 2010 his body was found in his bed at  the Nubarashen detention center). All seven were found guilty of  treason and terrorism. Nairi Hunanyan sentenced to life imprisonment.

It should be added that according to the statement of Arman  Babajanyan, a criminal case was instituted on the basis of usurpation  of power by a group of persons. The statement of Babajanyan concerns  the chairman of the Constitutional Court Hrayr Tovmasyan, whose  legality is disputed by the MP.

YEREVAN. – The most important thing in the Aurora Prize is recognition of genocide, Aurora Prize 2019 winner Mirza Dinnayi said during a press conference in Yerevan.

Dinnayi, Founder and Director of Luftbrücke Irak, emphasized that this is the first time that the Yazidi genocide was recognized, and he is really happy that it was done by the Armenians – grandchildren of genocide survivors.

“I would like to thank the land of holy Ararat, the land of holy of Garni, the land of coexistence and peace,” he said.

Trough establishment of this prize Armenia has become one of the greatest nations because the Armenians express solidary with the victims of genocide, he added.

Speaking about his humanitarian efforts, Mirza Dinnayi said once you become a member of humanitarian family you cannot stop.

“This platform can be one of the most important platforms for building peace and humanity, and I am proud to be a part of your family,” he added.

Dinnayi named three organizations that he will support after receiving the Prize. They are Air Bridge Iraq, SEED Foundation and Shai Fund.

Turkey bans scientific conference organized by Hrant Dink Foundation

Turkey has banned a scientific conference on “Social, Cultural and Economic History of Kayseri and the Region” set to take place at the Hrant Dink Foundation’s Havak Hall on October 18-19, the foundation said in a statement.

The conference had been initially planned to take place in Kayseri, yet was banned due to the interference of the Kayseri Governorship. Upon this development, the Board of the Directors of the foundation decided to move the conference in Istanbul.

At a time when all the preparations had been made, all speakers from Turkey and around the world had already arrived in Istanbul for the conference, the foundation received an official notice of ban by the Sisli District Governorship on Thursday, at around 5pm.

The foundation claims the notice does not mention any justification for the decision to ban the conference.

YEREVAN, OCTOBER 11, ARMENPRESS. Armenian President Armen Sarkissian received founder of the famous German company Schneider Group, Ulf Schneider, the President’s Office told Armenpress.

The company has an office in Yerevan which provides consultancy in the business development field to boost the flow of investments.

At the meeting Ulf Schneider introduced the President on the initiative called from Lisbon to Vladivostok, which aims at intensifying the economic ties and cooperation between the European Union (EU) and the Eurasian Economic Union (EAEU). He proposed to hold the conference of this initiative in Armenia next year.

“Armenia is a good bridge between the EU and the EAEU. I personally participated in the Armenian Summit of Minds this year in Dilijan, and I am inspired with the summit and believe that Armenia is a good place for hosting this event”, Ulf Schneider said. He informed that recently the meeting of the initiative group was held in Brussels attended by the representatives of the European Commission and the EAEU.

President Armen Sarkissian welcomed this initiative and stated that he is ready to assist to organize the event as much as possible.

Russia will not allow an unjust solution to the Nagorno-Karabakh conflict, said Deputy chair of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, Head of the Institute of CIS Countries Konstantin Zatulin at the conference “Cooperation for Justice and Peace” held in Stepanakert.

Recalling that over 2 million Armenians live in Russia, he added that this is an influential and respected part of the country’s population. According to Zatulin, on the path of formation, peoples and states pass through fire and water, and glory.

“I have been to Karabakh several times and visited without exception in all conflict zones of Europe and the post-Soviet space. The great impression is that, despite all the sacrifices and sufferings, the people of Artsakh demonstrate tremendous achievements in peaceful life. People in Artsakh live a full life, opposing any creeps,” he said.

According to him, we all expect and hope that good will and a sober approach to the settlement of the Karabakh conflict will prevail and peace will return to this land.

Russia promotes a peaceful solution and thwarts military attempts in every possible way. According to him, such an attempt was made in April 2016 and Russia did everything possible to halt and reduce the risk of explosion as soon as possible, he said.

“Russia as a state will not allow an unjust solution to the Karabakh conflict. Whoever the president or the prime minister is, the Russian people first of all value conscience and justice. And they are on your side,” he said.

YEREVAN, OCTOBER 5, ARMENPRESS. As part of the official visit to Serbia, Armenian President Armen Sarkissian and First Lady Nune Sarkissian visited the Monument to the Unknown Hero in Belgrade on October 5. They were accompanied by Serbian Minister of Defense Aleksandar Vulin.

The monument was built was built in 1938 on the place where an unknown Serbian World War I soldier was buried.

President Armen Sarkissian and First Lady Nune Sarkissian paid homage to the memory of the WWI soldiers in the memorial. Sarkissian then signed the guestbook: “At this historic moment we remember those who dedicated their lives to their fatherland”.

The president then visited the Belgrade Fortress and toured the 3rd century BC castle accompanied by the monument’s director Marija Reljić and Mayor of Belgrade Zoran Radojičić.

In the 16th-18th centuries many Armenian merchants settled in Serbia and founded an Armenian church. The church did not surviving throughout the centuries but the gravestones with Armenian writings were moved to the fortress’s territory and are preserved up to this day. Sarkissian laid flowers at these gravestones during the visit.

Belgrade Mayor Zoran Radojičić said: “The Serbian people know the Armenian people’s history and culture, value it and appreciate the Armenian president’s visit to this historic location where an Armenian trace also exists”.

He said they’d be happy if Belgrade and Yerevan were to become sister cities.

Armenia To Open Embassy In Israel

The Armenian government decided on Thursday to open an embassy in Israel, 
saying that it wants to improve Armenia’s uneasy relationship with the Jewish 
state.
“Israel is an important player in the Middle East,” Foreign Minister Zohrab 
Mnatsakanian said during a cabinet meeting in Yerevan. “The opening of the 
embassy will contribute to the deepening of bilateral relations and protection 
of Armenia’s interests in the region.”
The decision approved by Prime Minister Nikol Pashinian’s cabinet says that the 
embassy should be inaugurated in Tel Aviv by the beginning of next year. It 
will not only “give new impetus” to Israeli-Armenian relations but also help to 
secure the Armenian Apostolic Church’s continued strong presence in the Holy 
Land and Jerusalem in particular, said the government.
Israel hailed the decision later in the day, with Foreign Minister Israel Katz 
calling it a “significant step in the development of bilateral relations.”
“The opening of the embassy is a new and important chapter in bilateral 
relations, and we are confident that this will further strengthen the 
friendship between the two peoples and enhance cooperation between the states 
in all areas,” said Israeli Foreign Ministry spokesman Nizar Amer.
Armenia and Israel established diplomatic relations in 1992 but have had no 
embassies in each other’s capitals until now. Armenian ambassadors to Israel 
have been based in Paris, Cairo and even Yerevan.
Mnatsakanian indicated that the Armenian government would welcome the opening 
of an Israeli embassy in Yerevan. “That is on the agenda of our dialogue,” he 
said.
Armenian-Israeli relations have long been frosty, reflecting differing 
geopolitical priorities of the two states. Armenia has maintained a warm 
rapport with Iran, while Israel has pursued strategic cooperation with Turkey 
and Azerbaijan.
Armenian leaders have expressed concern over Israel’s large-scale arms deals 
with Azerbaijan which have reportedly totaled at least $2 billion since 2012. 
The Azerbaijani army used some of its Israeli-made weapons, notably 
sophisticated anti-tank rockets, during April 2016 hostilities in 
Nagorno-Karabakh.

Relations between the two countries seemingly began to warm up with a July 2017 
visit to Yerevan by Israel’s Minister of Regional Cooperation Tzachi Hanegbi. 
Hanegbi and then Armenian Foreign Minister Edward Nalbandian signed agreements 
on avoidance of double taxation and mutual lifting of visa requirements for 
holders of Armenian and Israeli diplomatic passports.
Nalbandian visited Israel and met with Prime Minister Benjamin Netanyahu in 
November 2017. “We'll strengthen relations between Israel and Armenia in tech, 
cyberspace and agriculture,” Netanyahu tweeted after the talks.
Netanyahu reaffirmed his government’s readiness for closer ties with Yerevan 
when he congratulated Pashinian on becoming prime minister in May 2018.
In a January 2019 interview with “The Jerusalem Post” newspaper, Mnatsakanian 
said the current Armenian leadership wants to “develop relations with Israel, 
including in the military field.” Asked about a possible negative reaction from 
Iran, he said: “Relations with one country won’t jeopardize our connections 
with others.”
Armenia, Karabakh To Hold ‘Strategic’ War Games

Armenia and Nagorno-Karabakh will start next week what Prime Minister Nikol 
Pashinian described on Thursday as unprecedented military exercises involving a 
large number of troops and army reservists.
The Armenian government discussed preparations for the 12-day “strategic 
exercises” and approved a Defense Ministry plan to ensure coordinated 
activities of government bodies that will also be involved in them. In 
particular, they were tasked with helping the military call up many reservists 
and providing it with additional transport equipment.
The government did not specify the number of soldiers and reservists that will 
take part in the war games to be held from September 24 to October 5. The 
Armenian Defense Ministry also gave few details when it officially announced 
the drills on September 9.
The office of Bako Sahakian, the Karabakh president, said on Wednesday that 
“strategic exercises” will be held in Karabakh as well. Sahakian met with other 
senior Karabakh officials to discuss final preparations for them.

“In accordance with the defense minister’s orders, there will be mobilization 
processes and I am calling on our fellow citizens to actively participate in 
those process because this is a very important event aimed at enhancing our 
country’s security and testing and increasing the combat-readiness of our armed 
forces,” Pashinian said during a cabinet meeting in Yerevan. “This is a 
planned, unprecedented and important event.”
Defense Minister Davit Tonoyan told Pashinian that the drills will be the most 
large-scale in Armenia’s history. Tonoyan said a large number of army reserve 
soldiers will be mobilized for that purpose. The vast majority of them will be 
called up for one day while the others will spend up to five days at various 
military bases, he said.
“All issues of transport and food provision have been solved,” added the 
minister.
The Azerbaijani military claims to have held several major exercises this year. 
The most recent of those drills began on Monday and will end on Friday. 
According to the Defense Ministry in Baku, about 10,000 soldiers are taking 
part in them.
Tsarukian’s Top Business Manager Prosecuted For Tax Fraud

An Armenian law-enforcement agency has moved to arrest the top manager of Gagik 
Tsarukian’s businesses after accusing him of fraud and tax evasion.
The accusations do not relate to any of the several dozen firms making up 
Tsarukian’s Multi Group and stem from separate economic activities of the 
holding company’s chief executive, Sedrak Arustamian.
The Investigative Committee claimed late on Wednesday that Arustamian helped 
Sinohydro Corporation, a Chinese construction company building a 56-kilometer 
highway in northwestern Armenia, evade 240 million drams ($503,000) in taxes. 
It said Sinohydro paid an Armenian firm owned by Arustamian and run by two 
other men 1.17 billion drams in fictitious consulting frees as part of the scam.
Both men were also indicted. One of them, Gurgen Sargsian, had served as 
Armenia’s transport minister from 2008-2010.
“Through his employees Sedrak Arustamian helped Chinese company executives to 
avoid paying a large amount of taxes,” a senior Investigative Committee 
official, Kamo Sahakian, told RFE/RL’s Armenian service on Thursday. He 
confirmed that the committee has asked an Armenian court to remand the three 
suspects in custody pending investigation.
Arustamian and his daughter Nora, who is a parliament deputy from Tsarukian’s 
Prosperous Armenia Party (BHK), could not be reached for comment. A senior BHK 
representative, Naira Zohrabian, said the opposition party will not comment on 
the criminal proceedings for now.
The accusations against Tsarukian’s right-hand man are part of an ongoing 
extensive investigation into serious financial abuses allegedly committed 
during the implementation of a multimillion-dollar project to rebuild Armenia’s 
key highways. They raised to 15 the total number of persons indicted in the 
probe.
According to Sahakian, five of them are currently on the run. Those include the 
executive director of the Spanish company Corsan Corviam Construccion which was 
contracted by the former Armenian government in 2012 to upgrade more than 90 
kilometers of roads.
The first two reconstructed highways connecting Yerevan to the towns of Ararat 
and Ashtarak were inaugurated in late 2015. Corsan never rebuilt the remaining 
40-kilometer-long road covered by the $250 million contract.
The Investigative Committee claimed earlier this month that Corsan’s Armenian 
subcontractors were chosen not by the Spanish firm but former President Serzh 
Sarkisian’s brother Levon. It said the latter arranged those contracts in 
return for hefty kickbacks from the subcontractors.
Levon Sarkisian, who fled Armenia last year, was charged with bribery and money 
laundering as a result. He denied the accusations through a lawyer.
Interim Heads Of Armenian Police, Security Service Named

Prime Minister Nikol Pashinian named the new, interim heads of Armenia’s Police 
and National Security Service (NSS) on Thursday.
President Armen Sarkissian formalized the appointments of Arman Sargsian as 
acting police chief and Eduard Martirosian as acting director of the NSS later 
in the day.
Both relatively young men are career officers who became deputy heads of their 
respective agencies shortly after last year’s “Velvet Revolution.”
The previous police and NSS chiefs, Valeri Osipian and Artur Vanetsian, were 
forced by Pashinian to resign earlier this week for still unclear reasons. 
Pashinian did not say who will replace them on a permanent basis when he 
announced the interim appointments at a cabinet meeting in Yerevan.
The premier stressed that both Sargsian and Martirosian are legally empowered 
to perform their new duties in full. “I want to congratulate our colleagues and 
wish them success,” he said.
Sargsian, 41, met with senior police staff later in the day, reportedly telling 
them that the Armenian police will undergo “institutional changes” soon and 
must “build on achievements” and “eliminate existing shortcomings” in the 
meantime. “It is essential that within a short period of time the public sees a 
new, more competent and professional police,” a police statement quoted him as 
saying.
Armenian law has until now required the heads of the police and the NSS to be 
high-ranking career officers. On Monday the Armenian parliament passed in the 
first reading legal amendments allowing political appointees to run the two 
law-enforcement agencies. This fuelled media speculation that Osipian’s and 
Vanetsian’s permanent replacements will be outsiders.
