YEREVAN, Armenia (AP) — Armenia’s president is lifting media
restrictions imposed in a state of emergency declared after last
month’s disputed presidential election.

A ban on public meetings and strikes remains in place. Political
parties already have been allowed to resume activities.

President Robert Kocharian’s new decree, expected to take effect
Friday, allows independent media to report on domestic political
issues and lifts restrictions on party campaigning.

After the Feb. 19 vote, Prime Minister Serge Sarkisian was declared
winner over opposition leader Levon Ter-Petrosian, who claimed fraud
and led days of protests. The government declared a 20-day state of
emergency March 1 after clashes between protesters and police killed
eight people.

Armenia turns over the page of its history

The final decision of the Constitutional Court regarding the February
19 presidential elections and the third interim report of the OSCE
Office for Democratic Institutions and Human Rights, coinciding with
the mitigation of the state of emergency declared in the capital city,
draw a specific kind of "red line" below the political developments
of the post-electoral period, creating a fundamentally new situation.

Examining the objections submitted by separate presidential candidates,
both the Constitutional Court and the international observation
missions have arrived at the conclusion that there are no relevant
legal bases for reviewing the results of the February 19 presidential
elections.

Thereafter, everything else, including the problem of overcoming
the flaws observed during the elections, is to be considered in the
process of preparing for the next electoral race.

In this period, both the legislative and executive powers of Armenia
and the Central Election Commission should draw relevant conclusions
and carry out certain activities.

But as they say, it’s a "different piece of music" because the further
improvement of the electoral process is one of the most important
tasks required for the modernization of the institutions of any
democratic state.

Actually, applying to the Constitutional Court, Ter-Petrosyan’s team
did not aim to appeal against the election results; all they did
was the speculation of the well-known incidents recorded in the pre-
and post-election periods, as well as on the voting day. And these
incidents were first of all caused by their own efforts. This once
again comes to prove that Ter-Petrosyan and his political team had,
from the outset, put their pledge not in the task of winning in
the February 19 elections, but rather, in the goal of provoking a
political instability and a revolution inside the country by using
the pre- and post-electoral processes. And when that goal fell flat,
they turned out to have no serious argument and absolutely nothing
to say with regard to the elections.

>From now on, the only "achievement" Ter-Petrosyan can be proud of
is the "bloody debauch" that took place on March 1-2. Nevertheless,
due to his activity, he did manage to cause a great harm to Armenia’s
reputation. And now he demands an international inquiry into the March
1 events, with the purpose of extorting political dividends from there.

There are clear-cut reasons for that: the country’s internal
political situation is stabilizing unflinchingly and the major
part of society have returned to their routine work as a result of
which a week after declaring a state of emergency there has started
a process of eliminating the temporary restrictions in the capital
city. In particular, the emergency state requirement for suspending
the activity of political parties is no longer in effect, and steps
are being undertaken towards eliminating the restrictions on the work
of the Mass Media.

The attempts of receiving the international community’s support with
the purpose of speculating the elections testify to the fact that
Ter-Petrosyan has nothing else to do in a country which is returning
to the normal course of its development. He has accomplished his
"minimum program" by playing with Armenia’s international rating and
reputation and is now trying to "export" all that and make Armenia
a subject of international-political speculations.

The presidential elections are no longer subject to discussions. There
are serious challenges in store for Armenia in the near future, and
tremendous work will be needed for overcoming them. All the political
forces and individuals concerned about Armenia’s future are being
involved in those activities by the country’s new leadership. Not
only the ruined streets and squares but also the mutual trust among
the people is being restored.

Thus, even though at the cost of certain losses, the Armenian
leadership and people find strength enough to overcome all the
difficulties we encountered in the course of the rapid post-electoral
developments.

Ostensibly, after the deputy ministers of defense Manvel Grigoryan and
Gagik Melkonyan have stated that they will not let the army interfere
with politics and have showed that together with the Yerkrapah Union of
Compatriots they are beside Levon Ter-Petrosyan, they will soon become
the target of the government propaganda. The television will probably
start displaying footages through which they will try to persuade how
bad the generals are, what things they have done. It is not ruled out
that they will voice doubt about the participation of Manvel Grigoryan
in the war in Karabakh and will recall that he used to be a truck
driver before the revolution.

However, in fact, it already does not matter what the government
propaganda says. The vivid evidence to it is that the permanent
negative reports about Levon Ter-Petrosyan and regular appearance of
the ghost of the past on television for three months were absolutely
helpless to prevent his popular rating from rising. Moreover, the
efforts of the government to denigrate Levon Ter-Petrosyan and his
supporters with a rude and disrespectful tone got his rating to rise.
In addition, in one of his rallies before the election Levon
Ter-Petrosyan confessed that he is thankful to God that he has such an
opponent government whose every action have his rating go up.

It is difficult to say what Levon Ter-Petrosyan’s rating would be if
the government did not try to blacken him, launch an attack of
one-sided propaganda, avoid displaying Ter-Petrosyan’s rallies, and
instead started a civilized, political, regular, peaceful debate with
him about the occurrence, development and solution of the problems in
the country. Certainly, it is beyond doubt that Levon Ter-Petrosyan’s
rating went up thanks to his actions, his tactics, his political moves,
and the mistakes of the government simply favored him, helped him
because Levon Ter-Petrosyan skillfully made use of them. Generally, the
`secret’ of Ter-Petrosyan’s political success is that at least so far
he has been able to display one of the most important features of a
political figure, if not the most important one ` to make utmost use of
even unfavorable circumstances.

In politics – since it exists, it is a dynamic process inside – there
are no unfavorable circumstances at all. There are simply
circumstances, and the shrewdness and ability to assess and analyze the
reality soberly makes them favorable or unfavorable, and subsequently
they either suffer or benefit. Those who do not realize this, who do
not have this shrewdness and in politics are led by the rules of
wholesale or retail trade, at best if they do not suffer from the
circumstances they become circumstances.

Most probably these perceptions become the cornerstone of the political
situation. Their deepness has become the main motivation of the present
reality. However, it is obvious from the reaction of the government and
the rest of the political sphere to Levon Ter-Petrosyan’s actions, it
already becomes absolutely inadequate. They continue to be driven by
the same perceptions. If before it used to be fair to some extent
because there were no landmarks, now the oldness of these perceptions
is not merely wrong for the political sphere but unforgivably wrong.
Perhaps the problem is not the oldness but the absence of political
perceptions. There are perceptions but calling them political would be
a compliment for our forces called political.

YEREVAN, FEBRUARY 6, NOYAN TAPAN. The agency "State Treasury of
Precious Metals and Stones" of the RA ministry of finance and economy
established higher prices for purchase and sale of precious metals on
February 4-10 than the prices in the period of January 28 – February 3.

According to information on the ministry’s website, the purchase price
of a 1-gram ingot of chemically pure gold corresponding to the state
standard was established at 8,399.47 drams (about 27.25 USD), while
the sale price – at 9,129.86 drams – against 8,070.08 drams (4.08162%
growth) and 9,129.86 drams (4.08159% growth) respectively last week.

The purchase price of a 1-gram ingot of silver was established at
152.54 drams, the sale price at 165.8 drams – against 145.55 drams
(4.80247% growth) and 158.21 drams (4.79742%) respectively last week.

The purchase price of 1 gram of platinum was established at 15,536.77
drams, the sale price – at 16,887.79 drams this week – against
14,292.59 drams (8.70507% growth) and 15,535.42 drams (8.70508%
growth) last week.

The purchase price of 1 gram of palladium was established at 3,534.69
drams, the sale price – at 3,842.05 drams this week – against 3,348.19
drams (5.57017% growth) and 3,639.34 drams (5.56997% growth) last week.

Officers’ Yashar Jafarli told Day.az he believes that the military
actions in Nagorny Karabakh will not be resumed within the coming 2-3
years.

Y. Jafarli said neither Azerbaijani nor Armenian party is interested in
war, first of all, for elections. Moreover, neither of the parties is
ready for war. Armed forces may be ready to fulfill their tasks.
However, it is the countries that wage war and all the state structures
must be ready to start military actions and public awareness of the
problem must be actively raised. In addition he believes the statements
by both countries’ leaderships on the possible war are just statements
and there are no real preparations for it. After all, none of the
parties have refused from commitments to peaceful settlement of the
conflict so far. At the same time, each party must be ready to any
extraordinary situation and possible resumption of war, Y. Jafarli
said.

future status of Kosovo at a final round of internationally-brokered
talks. Both sides stuck to their long-standing positions.

"There has been no agreement with Serbia," Kosovo’s ethnic Albanian
President Fatmir Sejdiu said in Vienna.

The UN had set a deadline for a negotiated settlement on Kosovo for
10 December, when "troika" of international mediators – Russia, EU and
U.S. – is to submit their report to UN Secretary General Ban Ki-moon.

The province’s ethnic Albanians demand independence from Serbia but
Belgrade has rejected this. The UN is eager to avoid fresh conflict
in the region.

Though technically part of Serbia, Kosovo has been administered by
the UN for the last eight years.

Belgrade’s security forces were driven out of Kosovo by a NATO invasion
in 1999, after being accused of the repression of the majority ethnic
Albanian population.

Thousands of UN troops have been deployed in the province to prevent
a return to violence. Kosovo’s ethnic Albanians want the province
to become independent but its Serb minority and the government in
Belgrade have opposed this.

Attempts to decide the final status of Kosovo through negotiations
have failed. Speaking after the breakdown of talks on Wednesday,
Serbian President Boris Tadic said Belgrade would "annul" any
unilateral declaration of independence by Kosovo.

Ethnic Albanian leaders had said they would declare independence
unilaterally if the UN’s 10 December deadline for negotiations passed
without agreement, BBC reports.

/PanARMENIAN.Net/ A mass rally is taking place in Tbilisi in support
of former Defense Minister, leader of the Movement for United Georgia
Irakli Okruashvili, who was arrested yesterday on accusation of
corruption. The demonstrators blocked traffic at Rustaveli Avenue. A
statement issued by the disgraced ex-minister was read for some 5
thousand people who gathered at the parliament building. Okruashvili
thanked his supporters called `not to be afraid of the authorities.’

Koki Guntsadze, one of the leaders of the Movement said they will
demand resignation of the President and dismissal of parliament.

Meanwhile, policemen with batons are rushing towards Rustaveli
Avenue. Several ambulances and fire engines have already arrived at
the site, Lenta.ru reports.

Irakli Okruashvili, who went into opposition to President Mikhael
Saakashvili, was detained in Tbilisi September 27. He is accused under
4 articles of the Georgian Penal Code: extortion, money laundering,
abuse of authority and office negligence.

Armenia plans to expand and develop economic relations with Iran,
Prime Minister Serzh Sarkisian told a news conference at Itar-Tass
on Tuesday.

"My country is determined to go ahead with a policy of advancing and
expanding relations with Iran," the Armenian deputy prime minister
said. "The gas pipeline linking our countries enhances by far Armenia’s
security. Our actions today are well-founded and geared to serve the
interests of the Armenian people."

The 141-kilometer-long 700-millimeter wide pipeline (40 kilometers of
it are in Armenia) linked the pipeline systems of Armenia and Iran
last March. Iran’s President Mahmoud Ahmadinejad and his Armenian
counterpart Robert Kocharian attended the inauguration ceremony.

The pipeline connects the Iranian city of Tabriz and the miners’
town of Kadzharan.

President Kocharian then said that he regarded the completion of that
project as "fresh evidence of friendship" between Teheran and Yerevan.

Under the fuel-for-kilowatts swap deal Iran will supply 36 billion
cubic meters of natural gas to Armenia for a period of 30 years to
get electricity in exchange.

July 23 Speaker of RA National Assembly Tigran Torosyan received
Tomaz Knotche, the Ambassador Extraordinary and Plenipotentiary of
Poland to Armenia.

Mr. Knotche conveyed to Tigran Torosyan the congratulations of the
Polish Senate Marshal Bogdan Borusevicz on the occasion of holding
brilliant parliamentary elections and handed an invitation to pay an
official visit to Poland.

NA Speaker Tigran Torosyan thanked for the congratulations and the
invitation and emphasized the importance of Mr. Borusevicz’s recent
visit to Armenia and the fair and balanced approach he demonstrated
after his visit to the region. The Armenian Parliament Speaker noted
that in September Deputy Friendship Groups will be established in
the forth National Assembly, and assured that a Friendship Group with
the Parliament of Poland will be established by all means.

Emphasizing the high level of interparliamentary ties with the
Parliament of Poland, Mr. Torosyan attached importance to the necessity
of deepening the relations, particularly the investigation of Poland’s
experience in the field of European integration and organization of
parliamentary life. The Parliament Speaker also attached importance
to the cooperation in the framework of international organizations
and European development programs.

The Ambassador said it is important to develop interparliamentary
relations through establishment of ties between parliamentary
committees, as well.

Other issues of bilateral importance were discussed during the meeting.
