Azerbaijan has an alternative to communicate with Nakhchivan through Iran via the Araks River, bypassing Armenia, Foreign Minister of Azerbaijan Ceyhun Bayramov told Turkish media.

He noted that Azerbaijan has begun construction of the first bridge across the Araks River in accordance with an agreement with Iran. By doing so, Azerbaijan has an alternative to connect with Nakhchivan through Iran via the Araks River, bypassing Armenia. “This will be implemented, whether Armenia wants it or not. This is a chance for Armenia not to be left out of regional development projects. It will make its own decision. If Yerevan does not make the right decision, it will do the most damage to itself,” Bayramov added.

Russia Accuses Azerbaijan Of Breaching Ceasefire In Karabakh; US ‘concerned’ Over Clashes

Russia accused the Azerbaijani Armed Forces of breaching the ceasefire in the mountainous zone of the Nagorno-Karabakh conflict. In the report on the activities of Russian peacekeepers in the separatist region, the Russian Defence Ministry said that Azerbaijan’s forces violated the ceasefire in the area of the height of Sarybaba. Earlier, clashes were reported between Armenia and Azerbaijan leaving at least three soldiers dead as the decades-old conflict reignited. 

Russian Defence Ministry said, “The situation in the zone of responsibility of the contingent is aggravated. In the area of the height of Sarybaba, the ceasefire regime was breached by the armed forces of Azerbaijan”, as per Sputnik.

“The command of the Russian peacekeeping contingent, together with representatives of the Azerbaijani and Armenian sides, is taking measures to stabilize the situation,” it added. 

The disputed region of Nagorno-Karabakh has been a flashpoint for about 30 years between Azerbaijan and Armenia. Nagorno-Karabakh lies within Azerbaijan but has been controlled by ethnic Armenian forces since the end of a war in 1994. In September 2020, Azerbaijan and Armenian forces fought a war over the mountainous region. At the time, Azerbaijan won back a part of the territory. Subsequently, a Russia-brokered ceasefire was also signed.

However, violence flared in recent days, and both sides have accused each other of breaching the ceasefire. On Wednesday, Azerbaijan’s Defence Ministry said that Armenia committed an act of sabotage and killed one of its soldiers breaching the agreement. Baku also said that it had to fight Armenia’s attempt of capturing a hill in the disputed zone. It further demanded the disarmament of “illegal Armenian formations”.

While Russia accused Azerbaijan of a ceasefire breach, the United States expressed deep concern over reports of intensive fighting around the Nagorno-Karabakh region. In a statement, US State Department spokesperson Ned Price said, “The United States is deeply concerned by and closely following reports of intensive fighting around Nagorno-Karabakh, including casualties and the loss of life.  We urge immediate steps to reduce tensions and avoid further escalation.”

“The recent increase in tensions underscores the need for a negotiated, comprehensive, and sustainable settlement of all remaining issues related to or resulting from the Nagorno-Karabakh conflict,” he added.

Meanwhile, Nare Melkumyan had won silver in the shooting competition, and Gagik Nikoghosyan won bronze.

More than 1300 athletes aged 13-16 from Armenia, Afghanistan, India, Kyrgyzstan, Russia, Mongolia, Turkmenistan, Uzbekistan, Iran, Thailand, Kazakhstan, Pakistan and Lebanon are participating in the championship.

YEREVAN, JULY 28, ARMENPRESS. The Ministry of Defense of Artsakh issued new details from the latest Azerbaijani ceasefire violation.

“On July 27 and 28, the Azerbaijani Armed Forces violated the ceasefire and opened fire from various caliber small arms in the direction of Artsakh Defense Army military positions located respectively in the section of Tonashen and Karmir Shuka, Taghavard. There are no casualties from the Armenian side. The command of the Russian peacekeeping contingent in the Republic of Artsakh was notified about the incident,” the Artsakh Ministry of Defense said.

Speaking in Romania, Orban said that the EU’s strategy should focus on achieving peace, and not defeating Russia in Ukraine, Interfax reported.

An exclusive interview from the detention center with detained member of the “Unification” movement Avetik Chalabyan conducted by Koryun Simonyan from Oragir News on July 13, 2022 and translated by Dr. Ara Nazarian.

Oragir News (O.N.): Mr. Chalabyan, the opposition movement, in which you also actively participated, is now limited to demonstrations once a week. According to many, it has died out. In your opinion, what mistakes did the opposition make during this time?

Avetik Chalabyan (A.C.): First, I would like to start with the fact that the opposition movement has recorded important achievements in all cases. First and perhaps most importantly, it brought our people out of the deep post-war depression into which the current government plunged them with its anti-national, defeatist propaganda, trying to present their orchestrated defeat of the 44-day war as proof of the collective incapacity of the Armenian people against the Turkish-Azerbaijani tandem. The majority of our people already realize that the defeat in the war is not a death sentence for the nation, as it straightens its back and is ready to defend its homeland, its dignity and legal rights. Secondly, the international players present in our region, as well as Turkey and Azerbaijan, realize that they are dealing not just with the puppet authorities in Armenia, ready to surrender any day, but have to reckon with an organized force that has the support of a significant, if not majority, of the population of Armenia and Artsakh. It is also expressed in the changes in their rhetoric and behavior, at least at the end of April when the opposition movement started, the enemies were no longer able to extract any open concessions from Armenia. At the same time, I do not think that the “Resistance” movement should be satisfied with what it has achieved. There are many years of confrontation with Turkey and Azerbaijan ahead, until more peace-loving and constructive regimes come to power in those countries, and we, Armenians, also need to have such a government that is capable of consistently protecting and advancing our national interests in such conditions. Therefore, we not only need to achieve the removal of the current government, but also to form a new government in its place, one that is much more competent, consistent, with military thinking and strategic thinking, capable of dealing effectively with the complex world around us. This is an issue for the next step of the struggle. 

O.N.: In your opinion, does the struggle have a new perspective on what needs to be done to restart with a new momentum?

A.C.: I think all this is not easy, but it is an imperative necessity to preserve the sovereignty of our country, to avoid the loss of our statehood. After all, we see how whole states are destroyed or become the theater of armed struggle for other large states in the world around us, which is heating up again as we are in a period of major military conflicts. This has happened in recent years in Libya, Syria, now in Ukraine, and today it threatens Armenia, which can become a small coin in the struggle between superpowers. We must prevent this, and this is possible only by forming a new quality government, which will base its activities on long-term national and state interests, will consistently deal with the modernization and strengthening of our country’s security system, and will be able to take advantage of the many available opportunities to strengthen our negotiating positions with Azerbaijan and Turkey. This requires the extreme mobilization of the political and organizational potential not only of Armenia, but also of all Armenians worldwide. This has been a fundamental failure by the current authorities based on their adventurous and dismissive actions; yet, its effective implementation today requires the creation and consolidation mechanisms and platforms for all those forces that, even if they have mutual differences in internal political issues, realize the dire nature of the external threats and are ready to cooperate to neutralize those dangers. In the coming months, this should be the main goal of the “Resistance” movement, especially to include the palette of forces included in it, such forces that previously did not actively participate in the movement due to the organizers, although they share the main agenda goals put forward by it. This, in turn, requires not a simple, mechanical meeting, but a series of public discussions in which different forces agree on the general agenda of the movement, the mechanisms for making tactical decisions, the logic of the movement’s actions, the principles of forming a new government in the future, etc. If this is done in an open, public and quality manner, it will in and of itself be an important stimulus for restoring the public’s interest in the movement and giving new momentum to the struggle. It is also very important to give clear answers to key questions that concern the public. For example, if you come to power, in the end, what will you do differently? What is the guarantee that you will achieve peace? At the expense of what factors? I think that we should now focus on clarifying those answers and delivering them to our citizens. That will be the main impetus to give new momentum to the struggle. 

O.N.: What are you doing that’s irritating Nikol Pashinyan to the point that he is detaining you for months?

A.C.: I think that this question should be posed to all those people who are illegally prosecuting me. Moreover, if it was not so obvious before, after the open court session on July 9-10, when the circumstances of the case were revealed to the public, and the judge made a decision clearly contrary to the letter of the law, I think there is no longer any doubt that the current government, abusing its control over the law enforcement system, is simply holding me hostage. My own opinion is that it has to do with two underlying factors. First, beginning in 2014 during the years when I was working abroad and in Armenia, we started carrying out public activities aimed at strengthening the army, and presumably I came under the attention of the special services of Azerbaijan. Back then, the government of Azerbaijan regularly wrote complaints to the international headquarters of our company demanding that I be removed from my position. From the moment I moved to Armenia, I devoted not only my public, but also my professional activities to the strengthening of the army and the defense system of Artsakh. My activities began to clearly annoy the leadership of Azerbaijan. Therefore, I do not rule out that there is a certain pressure on Armenia in this regard, and for the current government it is an opportunity to try to limit the part of my public activity which they really see as a direct threat to themselves. It is no secret that the government propaganda tries to justify its longevity by contrasting it with the previous ones and denigrating its various members, simultaneously trying to convince our public that the whole struggle is to keep what was looted in the past. Under these conditions, when new figures come to the public who were not directly involved in the activities of the previous authorities and are not responsible for their omissions in any way, they immediately begin to pose a significant threat to the existing authorities because they are capable of shattering the present-former dichotomy of convenience invented by them and and offer a quality, real and attractive alternative for our society. I think that in my case these two factors coincided, and perhaps that is why the current authorities are trying to pursue me with particular cruelty and cynicism. At the same time, I am sure that it will not bring the result they expected, and every illegal step taken against me will only increase the degree of responsibility of those who are guilty of it in the future.

Ara Nazarian is an associate professor of Orthopaedic Surgery at Harvard Medical School. He graduated from Tennessee Technological University with a degree in mechanical engineering, followed by graduate degrees from Boston University, Swiss Federal Institute of Technology and Harvard University. He has been involved in the Armenian community for over a decade, having served in a variety of capacities at the Hamazkayin Armenian Educational and Cultural Society, the Armenian Cultural and Educational Center, Armenian National Committee of America, St. Stephen’s Armenian Elementary School and the Armenian Revolutionary Federation.


Change of power in Armenia ruled out now – Stepan Danielyan

ArmInfo. A change of power in Armenia is ruled out at the present stage. It is only possible in case a new political force is formed that would be able to establish  horizontal relations with the incumbent authorities, political  scientist Stepan Danielyan said in an interview with ArmInfo. 

“The parliamentary opposition is splintered. The Armenia and With  Honor factions have disagreements over a number of issues. Parties  holding diametrically opposite views of the domestic political  situation are in the opposition camp as well. Among other things,  various control centers within the opposition are assessing the  situation in various ways, implementing different policies,” Mr  Danielyan said. 

In this context, he does not rule out some events in, for example,  the Armenia-Turkey normalization process could happen the opposition  is not ready to assume the responsibility for. So it is waiting until  the incumbent authorities themselves complete the processes, after  which the opposition will started working to change power in Armenia. 

The opposition will not restrict itself to rallies and street act of  disobedience. And the street actions must never become an end in  itself. It is the opposition’s political agenda and goals that are  much more important. Without that the opposition will not resolve the  problem of power by holding rallies alone. 

“I do not think Armenia has domestic political life now, to saying  nothing of rivaling ideas or anything like that. The same, however,  cannot be said of foreign policy. Serious processes are now going on  round our country, which accounts for Armenia’s further steps forced  on our state. And thee actual refusal of the Civil Contract faction  to unseat the opposition MPs is most probably is the result of  western influence – for the simple reason that such drastic steps  could be perceived as anti-democratic ones,” Mr Danielyan said.

YEREVAN, JULY 19, ARMENPRESS. The Secretary of the Security Council of Armenia Armen Grigoryan emphasizes that conscripts from Armenia will no longer be deployed to the Republic of Artsakh for military service.

Grigoryan added that conscripts in Artsakh will continue being conscripted to military service in the Artsakh Defense Army.

ARMENPRESS: Mr. Grigoryan, there’s been much criticism recently saying that the Republic of Armenia is withdrawing troops from Nagorno Karabakh, thus leaving Nagorno Karabakh undefended. How would you respond to this criticism?

Grigoryan: During the war a number of units from the Armed Forces of the Republic of Armenia went to help the Defense Army of NK. After the establishment of the ceasefire and the deployment of the peacekeeping contingent of the Russian Federation the withdrawal of the units of the Armed Forces of the Republic of Armenia from NK is logical.

ARMENPRESS: But doesn’t this mean that Nagorno Karabakh is indeed being left undefended?

Grigoryan: No, because in the past the function of ensuring the security of NK was again being fulfilled by the NK Defense Army. And nothing is being changed in this regard. Although, it should be noted for the record that the deployment of the Russian peacekeeping forces in Nagorno Karabakh should be a security guarantee.

ARMENPRESS: But the events in Parukh showed that this is not the case….

Grigoryan: The events in Parukh were a gross violation of the 2020 November 9 trilateral statement and applicable international law. The Azerbaijani Armed Forces invaded into the area of responsibility of the Russian peacekeeping forces in Nagorno Karabakh. The Russian Federation assured us that the invading Azerbaijani forces must withdraw, and we hope that the Russian peacekeeping forces will ensure the withdrawal of the Azerbaijani units that have illegally invaded into the area of responsibility of the Russian peacekeeping forces in Nagorno Karabakh. The presence of the Russian peacekeeping forces in itself shows Russia’s accepting the fact that there is a real existential threat for the population of NK and the peacekeeping forces have a key significance in guaranteeing the security of the Armenians of NK.

ARMENPRESS: Please clarify: Are the conscripted servicemen of the Armed Forces of Armenia in NK being replaced with contract (voluntary) servicemen or are the units of the Armed Forces of Armenia withdrawing from NK?

Grigoryan: Let me clarify to be clear. Due to the war, a number of units of the Armed Forces of Armenia entered NK to help the Defense Army. After the establishment of the ceasefire they are returning to the Republic of Armenia. This process is nearing completion and will end in September. Regarding the Defense Army: it has been and continues to be in Nagorno Karabakh.

ARMENPRESS: This means that no conscripted servicemen from Armenia will be deployed in NK from September?

Grigoryan: Yes. But according to information received from NK authorities the conscripts of Nagorno Karabakh will continue serving in the Defense Army just like before.

ARMENPRESS: What about contract (voluntary) servicemembers?

Grigoryan: According to information received from NK authorities, contract servicemen will continue serving in the Defense Army just like before.

ARMENPRESS: From Armenia also?

Grigoryan: Contract servicemembers from Armenia are not deployed to the NK Defense Army. Upon necessity, NK is organizing the involvement of contract servicemembers on spot.

Armenian film producer Armen Grigoryan dies

YEREVAN, JULY 15, ARMENPRESS. Film producer Armen Grigoryan has died, the Ambulance CJSC confirmed the news to Armenpress.

During a court hearing in Yerevan over the criminal case launched against him, Armen Grigoryan felt ill, lost consciousness. Ambulance was called, but they were unable to save his life.

Grigoryan has been detained on May 17, 2022, by the National Security Service.
