CIVIL SERVICEMEN’S BASE SALARY TO RISE 5.5 THOUSAND DRAMS FROM EARLY
NEXT YEAR

YEREVAN, AUGUST 11, NOYAN TAPAN. The RA Government acknowledged at the
August 10 sitting the annual report presented by the RA Ministry of
Labour and Social Issues concerning the size of civil servicemen’s
base salary and the payment system. Noyan Tapan was informed about it
by the RA Government’s Information and Public Relations Department. It
is mentioned in the report that in the civil service system, according
to professions, the average salary was 2.1 times lower in 2006
compared with the same index existing in the private sector. To reduce
the difference existing among sizes of salaries of the state and
non-state sectra as well as to reduce the inequality existing among
sizes of salaries at civil sevice system bodies, it is proposed in the
report to raise civil servicemen’s base salary by 5500 drams, starting
from January 1, 2007, fixing it 35500 drams (about 85 U.S. dollars)
what is also envisaged by the RA State Program on Medium-Term
Expenses.

YEREVAN, AUGUST 10, NOYAN TAPAN. High air temperature will be in
Armenia till August 15. Up to 41 degree warmth will be fixed in
those days. As the Noyan Tapan correspondent was informed by Gagik
Surenian, the senior specialist of the “Haypethydromet” (Armenian
State Hydro-Meteorogical Station) Meteorogical Department, at present
the air temperature in the republic is 3-8 degrees higher of the
norm. It was also mentioned that the highest temperature, +41.8,
during the last 100 years was fixed on August 9 in the territory of
the “Zvartnots” airport.

held in Yerevan today.
The RA National Academy of Science reported that during the event

Reports of specialists from the USAID, RA Consulting Group company,
RA Ministry of Ecology, Eurasia Foundation, “Regional Ecology Centers –
Caucasus” organization were presented during the conference.

An Azerbaijani soldier has been killed by fire from ethnic Armenian
forces near the disputed Nagorno Karabakh region, the defense ministry
in Baku said Friday.
The 20-year-old, Babek Mirzaliyev, died Thursday on the Azerbaijani
side of a ceasefire line that has been in place since a temporary
accord was reached between Baku and Yerevan over the disputed region
in 1994.
Armenia and Azerbaijan fought a six-year war over the Armenian-majority
enclave of Nagorno Karabakh, which seceded from Soviet Azerbaijan in
the early 1980s.
The conflict claimed 25,000 lives and displaced hundreds of thousands
of people, ending in the 1994 ceasefire.
Tensions have remained high and incidents occur regularly, with the
Armenian-controlled region’s status still unresolved.

"Kilikia" Armenian Sailing Ship To Arrive At Nizhni Novgorod Today

Yerevan, August 3. ArmInfo. The “Kilikia” Armenian sailing ship will
arrive at Nizhni Novgorod today. As the “New Region ” informs, the
yacht will moor to the foot of Chkalovsk stairs at 1:00 PM.
To be reminded, the sailing ship was built in 2004 by the participants
of “Ayas” Yerevan club of sea investigations based upon ancient
manuscripts and miniatures and using medieval technologies. The
yacht carried out its first voyage the same year, having sailed by
Mediterranean Sea. In 2006, the yacht has sailed by Venice-Amsterdam
route, passing Spain and France.

The United Nations has called it the greatest humanitarian crisis in
the world. The United States calls it genocide. For the first time
in world history, the term “genocide” is being applied to an ongoing
tragedy rather than an event in our history books.
More than two and a half years into the crisis, the western Sudanese
region of Darfur is acknowledged to be a humanitarian and human rights
crisis of the first order with as many as 500 people – overwhelmingly
civilians – dying every month. The situation continues to deteriorate
as the international community fails to protect innocent civilians
or influence the Sudanese government to do so themselves.
The need for action has never been greater. It is estimated that since
the beginning of the conflict up to 400,000 people have been killed
and 2.5 million have been displaced from their homes by the government
militia, the “janjaweed”. Currently, 25% of Sudanese children do not
live past the age of five.
Since being placed on the “Terror Watch” list by the Clinton
Administration, the Sudanese government has been supplying us with
information on terrorist activity within their own country, despite
the fact that this information is often outdated and “cherry-picked”
for minimal importance. It is because of these ties that we continue
to avoid confronting Sudan on the issue of genocide. How can President
Bush say that “we cannot ignore” their suffering and then feed the
very beast responsible for their destruction? How can he allow these
fruitless ties to the Sudan take precedent over the lives of the
millions suffering in Darfur? Because steps are not being taken on
the federal level, California must take a lead to prevent this tragedy
from escalating any further.
This year, I, along with Assemblymember Paul Koretz, have introduced
a bill in the State Assembly, AB 2941 (Koretz), to address this
atrocity. This bill would require two of the nation’s biggest pension
systems, CalPERS and CalSTRS, to begin a targeted divestment of
holdings in companies that continue to do business with a government
that slaughters, rapes, starves and displaces their own people. One
would think that after the Holocaust and the genocides in Armenia,
Rwanda, and that of California’s Indian population, we would not
stand idly by while people suffer from such inhumane treatment.
AB 2941 will affect the revenue that the Khartoum government
receives. The Khartoum government has used the funds it receives to
purchase Russian MIGs which have been used in the attacks in Darfur
and to arm the brutal Janjaweed militia. The Darfurians receive no
benefits from the central government, but more significantly, their
destruction is enabled by the wealth of the Khartoum government.
AB 2941 will be heard on Tuesday, August 8th in the Senate Judiciary
Committee. That same day the Sacramento Committee on Conscience
will be holding its 2nd Annual Call to Conscience: Darfur, a rally
in support of the bill. Speakers will include myself, Assemblyman
Jerome Horton, and Assemblymembers Paul Koretz and Joe Coto, as well
as representatives from groups sponsoring the bill, including the
California State Conference of the NAACP.
We in California are in a unique position to affect the direction of
the entire country on yet another important social goal. Although other
states have chosen to divest, none of these states have the holdings
in Sudan that we do, and consequently none of these states could
have an impact as powerful as ours could be. The federal government
is wrestling with the question of how to act, but they have been
reluctant to act due to foreign policy allegiances. It is up to the
states themselves to lead the charge, and while it may be too late
to begin the divestment charge, it is not too late for us to lead it.

YEREVAN, AUGUST 1, ARMENPRESS: About 136 Armenians were flown today
early in the morning to Yerevan from Aleppo. Eighty nine of them
were transported yesterday by buses from Beirut to Aleppo where 47
Armenians living in Syria joined them and flew to Yerevan.
Armenian deputy foreign minister Gegham Gharibjanian told Armenpress
that the number of Armenians who want to leave Lebanon decreases. He
said at present 30 Armenians, who are not in a hurry to leave the
country, are registered at the Armenian embassy in Lebanon.
Since the beginning of military actions 778 Armenians have been
transported to Armenia from Lebanon. The next regular flight from
Aleppo to Yerevan will be implemented August 3.
The Armenian borough in Lebanon is far from the war zone and has not
been destroyed. There are no victims among the Armenians.
Around 54 Armenians – 49 citizens of Israel and 5 citizens of Armenia –
have so far been transported to Armenia from Israel.

The military operation in the Kodori valley is just a political PR
campaign launched by Mikhail Saakashvili, head of the International
Relations Department at the Institute of the Political and Military
Analysis Sergey Markedonov stated (APA).
In his words, neither Georgians nor Abkhazians control the territory
where the operations started. `This operation gives Georgians the
opportunity to hold talks with the `other state structure’ of
Abkhazia bypassing official Sukhumi. However, this territory is too
small to talk about it seriously,’ Markedonov said.
The political scientist underlined that Azerbaijan’s wish to follow
Georgia’s example and launch hostilities against Nagorno Garabagh is
just unsound. `The operation in Kodori is just a walk while incursion
into Garabagh is a lingering and bloody war Azerbaijan can lose.
Garabagh’s security zone is a deeply echeloned defence while the
Defence Army of Garabagh cannot be compared to a group of Georgian
`guerrillas’ led by Emzar Kvitsiani. The territory of Nagorno
Garabagh is really controlled what cannot be said about the Kodori
valley. There is one more nuance: late Heydar Aliyev has created an
image of a victim for Azerbaijan in the West. Now, if military
operations start in the Nagorno Garabagh conflict region this image
will immediately crack. Moreover, Europe, the U.S. and of course
Russia will be against Azerbaijan’s aggression. Thus, adding the
factor of the Baku-Tbilisi-Ceyhan oil pipeline Azerbaijan will not

RA GOVERNMENT COMMISSION APPROVES 12 CHARITY PROGRAMS
The regular sitting of the Commission for Charity Programs at RA
Government took place today. The press service of RA Government
informed that 12 charity programs were approved in the sitting. In
particular, the commission approved the program on the assistance of
the scientific infrastructures carried out by the National Fund for
Science and Leading Technologies in 2006-2008, “Synopsis for Armenia”
charity program, “Medical Aid and Development” program of the French
International NGO, as well as the charity programs of “The Armenian
Evangelical Union” and “Arashavir and Paytsar Abrahamian” Benevolence
Fund. The commission also discussed the projects of the “Haystan” All
Armenian Fund. The Benevolance Organization of the Armenian Doctors of
America was allowed to built a gas pile line for the anti-tuberculosis
center in Dilijan.

Azerbaijan is concerned at the pollution of the River Kur by Armenia
and Georgia because it uses water resource of this river for drinking
needs, the Azerbaijani Ministry of Ecology and Natural Resources said
in statement on 27 July, Zerkalo newspaper reported.

Arif Isgandarov, head of the department for the protection of nature
and ecology of the ministry, said that water samples from the river
showed that it was unsuitable for drinking.

The director of the centre for ecological forecasting, Telman
Zeynalov, does not think the ministry’s statement contains something
new. He thinks water in the River Kur has never conformed to
international standards. “The River Kur is polluted with sewage water,
wastes of different industrial enterprises on the territory of the two
states,” the expert said.

He believes that drinking water must go through seven phases of
purification, but this amounts to four stages in our country and the
last phase is chlorine treatment from which the developed countries
have renounced long ago, the paper reported.
