Hulusi Kilic: Turkey will always advocate Azerbaijan’s sovereignty and
territorial integrity

/PanARMENIAN.Net/ A new round of trilateral talks between Turkey,
Armenia and Azerbaijan will take place after the Azeri presidential
election, said Hulusi Kilic, Turkey’s Ambassador to Baku.

`Isolated Armenia will most benefit from normalization of relations
and I am hopeful that we will resolve all problems
jointly. Nevertheless, Turkey will always advocate Azerbaijan’s
sovereignty and territorial integrity,’ he said, Novosti Azerbaijan
reports.

Valley College had its first club day of the fall semester on
Wednesday. The area was tranquil except for some students walking
around with a clipboard asking, "Are you registered to vote?"

On the small piece of Monarch Square that isn’t under construction,
students set up their tables for others to learn about their
organization.

The Child Development department set the scene with a banner, flyers,
doughnuts and orange juice. The club is an advocate for parents and
children and also promotes early childhood education.

"We are not only representing our club," said Annalace Hillinger. "We
also are giving out flyers for the Family Resource Center."

The Lesbian,Gay, Bisexual, Transgender, Questioning Club gives students
the opportunity to come together and speak about current issues or
to simply meet others like themselves.

"We had a late start last year, but it’s getting better" said James
Hart, president of the club. "We got about three new people just
within this last hour."

Some clubs had food and refreshments for sale, giving students a great
opportunity to get an on-the-go breakfast or simply get hydrated on
what was a scorching day.

A student, sitting on a bench, watched the event while eating her
food. When finished, she walked over to the child development club
to purchase a cup of orange juice and then walked away.

The Armenian Student Association, which quickly had students showing
interest, put an emphasis on collecting donations for foster children
in Armenia.

The Movmiento Estudiantil Chicano/a de Aztlan (M.E.Ch.A) set up their
table a little late, but made sure they had salsa and chips out for
students. The club is working on a fundraiser to hold a state-wide
conference so they can touch basis on particular topics.

"A lot of people ask what it [M.E.Ch.A] stands for," said Dulce
Medina. "It’s a window shopping experience for people."

A day for clubs to promote themselves changed quite a bit this
year. With the election only a month away, many clubs were focused
on the task of getting students registered to vote. Within the first
hour, an Associated Student Union member reported having more than
fifty new voters.

"It’s been awesome collecting a lot of registrations," said student
Fernando Alvarez. "It feels great being active in voting."

At the end of the affair, the organizations came together and helped
one another get more registrations. If interested in a particular
club or would like more information, students may go to the ASU office
located in the Campus Center.

"The effectiveness of the activity of the Minsk Group depends on
Azerbaijan’s position", said presidential candidate and chairman of
Umid Party Iqbal Aghazade.

He noted that Azerbaijan must take a principal position in the
resolution of the Karabakh conflict for the OSCE Minsk group to take
real steps.

"This organization will not take negotiations, discussions or any other
concessions in the resolution of the Karabakh conflict in ordinary
situation. Azerbaijan must take its position for the OSCE Minsk Group
to follow it. Even if the co-chairs are replaced in the Minsk Group,
it will have no effect.

Azerbaijan must take definite steps for the progress in the conflict
resolution", noted he,

Aghazade said that such an attitude to the Minsk Group is reflected
in his election platform.

ArmInfo. Armenia ranks the 150th in the world by the index of paying
taxes, say the data of Doing Business-2009 ranking, Head of OSCE
Yerevan Office, Ambassador Sergey Kapinos told media Tuesday. As
regards tax reforms approved by the Government of Armenia, Ambassador
Kapinos said that unawareness of the small and medium-scale enterprises
in Armenia of tax legislation of Armenia makes the country vulnerable
against corruption risks. Just for this purpose, he said, OSCE Yerevan
Office jointly with the National Center for SME Development in Armenia
issued a guidebook on tax reforms for businessmen (20,000 copies). The
more businessmen will know the less space will remain for corruption
risks, the Ambassador said.

As regards Doing Business rating, S. Kapinos said the index of paying
taxes must be in the focus of attention since Armenia seriously yields
to other states. In general Armenia ranks the 44th but the low index of
paying taxes make seriously thinking over the necessity of improving
the tax administration. One of the key efficiency factors of the
latter is awareness of business-sectors of reforms, S. Kapinos said.

a Caucasus Stability and Cooperation Platform as well as all other
moves meant for regional stability and security, Russia’s Foreign
Minister said.

"Advancing the idea, Turkey did not have exact plans but just offered
the countries in the region to make common cause," Sergei Lavrov said
during a joint news conference with his Armenian counterpart Edward
Nalbadnian in Yerevan.

For his part, the Armenian Minister said official Yerevan welcomes
efforts for ensuring regional security. "Consultations are in
the initial stage and Armenia is ready to continue them," Edward
Nalbandian said.

Presently Armenia has the "historical opportunity" to establish
relations with Turkey and to advance the process of Nagorno-Karabakh
conflict settlement, the US Ambassador to Armenia Maria Yovanovich
stated.

Maria Yovanovich assured at her first press-conference in Yerevan
that she will make efforts to unblock the Armenian-Turkish border,
achieve settlement of the Nagorno-Karabakh conflict and further
development of the Armenian-American relations, Mediamax reports.

"Details of initiative are still not clear and it is hard to comment
them, but the United States were always welcoming the initiatives on
strengthening of regional stability, integration and cooperation,"
Maria Yovanovich said. She was commenting on the question about
the US attitude towards Turkey’s initiative on establishment of the
"Platform of stability and cooperation in the Caucasus"

Each conflict is unique and should be solved in its own way, the
US Ambassador said with respect to the perspectives of the Karabakh
settlement amid the US support of Azerbaijani territorial integrity.

"Besides the principle of territorial integrity, which is very
important, there are also the principles of non-use of force and
self-determination. In the Nagorno-Karabakh case the process is
running, it is advancing and we hope to positive development," Maria
Yovanovich said.

Armenia and Russia welcome any step targeted at ensuring security and
stability in the Caucasus region, the Foreign Ministers of Armenia
and Georgia Edward Nalbandian and Sergey Lavrov stated during a joint
press conference. According to eth Foreign Minister of Armenia,
the formation of an atmosphere of security, stability, trust and
cooperation lays in the basis of creation of the Caucasus Platform,
and no country can oppose that idea. However, issues of its functions,
mechanisms, the format of participants still need to be discussed.

According to Sergey Lavrov, Russia also backs the steps targeted
at maintaining a stable, calm and comfortable situation for the
cooperation in the economic, humanitarian and security spheres.

Turning to his the trilateral meeting between himself and his
Azerbaijani and Turkish counterparts, Edward Nalbandian noted that it
was positive just because it took place, but it was hard to expect
concrete results from the first meeting. During the meeting they
discussed the issue of the Caucasus Platform and expressed willingness
to continue the meetings in this and other formats.

This is a very strong statement for an intellectual who happens to be
a former French prime minister when almost 80 percent of his fellow
citizens say a definitive "no" to a possible Turkish membership.

Michel Rocard, former French prime minister (1988-1991) and now
a member of the European Parliament, strongly defends the case for
Turkey’s membership in his new book "Oui a la Turquie" (Yes to Turkey),
published at the beginning of September.

Fighting against the sentiments of his own people, Rocard seems
to be a real statesman with the vision to look beyond time limits,
where he sees the value of Turkey as a full member. In an exclusive
interview with Today’s Zaman in his office at the European Parliament
in Brussels, Rocard first encouraged his fellow Frenchmen and European
politicians to consider while formulating politics what is going on
around Europe and what will happen in the coming decades.

To him, Turkey is indispensable for Europe’s future; that is why he
thinks Turkey’s membership is Europe’s life insurance and that the
future of Europe passes through Turkey. "When I say Turkey’s membership
is the EU’s life insurance, I mean it in terms of peace in the region
and safe and permanent access to a very important part of the world,"
said Rocard. "The phrase is legally excessive, and in politics anything
can happen. But I use the phrase as it will be much easier for the EU
to have security in its southeast, much easier to reach energy regions
and to be involved in diplomatic problems through Turkey’s membership."

Rocard underlined that having Turkey as a member will boost EU
influence in the Middle East given Turkey’s good ties with both Israel
and the Palestinians. "Turkey is also next to the Caucasus, which
has large reserves of oil and natural gas. Providing oil and gas is
one of the priorities in terms of the EU’s strategic security. Turkey
as a member will mean the enlargement of this peaceful and commonly
managed zone, which would help draw the maps of pipelines and getting
closer to Caucasian resources," he said. Integrating Turkey, a country
with a Muslim population, into the EU will also be the best way to
show that Europe rejects "cultivating a suspicion toward the entire
Muslim world," according to the former French premier.

According to Rocard, Turkey’s membership will have huge ramifications
in the Muslim world. "Islam was a fantastic civilization in terms of
science and the life it offered for five centuries, i.e., tolerance,
which we did not have in those times. Since then Islam has given the
impression that it has been blocked and had some difficulty reforming
itself. That is why most Islamic countries apart from Turkey are
dictatorships. Turkey’s membership will call for a change in the
whole Islamic world, it is an enormous affair. Maybe it is against
the current regimes but a huge hope for the Islamic people on the
street. It will not be felt only in Turkey, it will be a basic hope
in most Arab countries, to live better lives, to have democracy,
the rule of law and freedom of thought. Membership in the EU would
be enormously helpful in this sense to help Turkey change and present
herself as a model to Muslims all over the world," he said.

French President Nicolas Sarkozy is a staunch opponent of Turkey’s
membership in the EU but Rocard said in the interview that the
conservative leader has become less vocal recently as he "is
discovering that accession talks have begun and there is a fair
majority in his Cabinet who support talks with Turkey. He also probably
discovered he is not in a capacity to change the minds of ministers."

According to Rocard, Sarkozy also faces limitations in opposing
Turkey. "I do not know if he will change his mind but I know the
objective conditions within which he can engage in politics. He
could stop accession talks but in the present affairs of the state,
he would not dare. Because then we will have an enormous crisis,
i.e., an internal disagreement within his government and a possible
paralysis of the EU," he explained.

Projected date for entry: 2023

Rocard appeared to welcome the idea of a privileged partnership, which
falls short of full membership, but provided that Turkey also accepts
it. "In a less emotive atmosphere it could be a solution. Maybe even
better for you but till now this idea received a strong rejection
by the Turkish elite and the government. I am ready for it but I
am not ready to support an idea Turks will disagree with strongly,
if not take as an insult," he said.

But the former premier said Turkey should be ready for a process of
deep change to achieve its membership goal since, in its current state,
it is not yet very similar to other EU member countries. He predicted
that 2023 would be an appropriate time for membership. "When I say
2023 I mean we shall not tackle this issue in a hurry, not consider
it an emergency. 2023 is also going to be the 100th anniversary of
the republic so that you can mobilize yourselves for the changes,"
he said. "It is for Turks to say whether 2023 is too distant or
not. You need to introduce huge reforms on human rights, a market
economy, women’s conditions, the treatment of the Armenian, Cypriot
and Kurdish issues. These are all possible but will take time."

He expressed confidence in President Abdullah Gul and Prime Minister
Recep Tayyip Erdogan and said the ruling Justice and Development Party
(AK Party) was "competent, serious and hard-working." He also rejected
suggestions that it has a hidden agenda to turn Turkey into an Islamic
state. "Had they had one, they would not have started accession talks
with the EU in the first place," he said.

YEREVAN, SEPTEMBER 29, NOYAN TAPAN. According to the preliminary
results of the September 28 elections of head of Yerevan’s Nor Nork
community, current prefect, RPA member David Petrosian has received
maximum votes. 16 913 voters have voted for him. The other candidate,
RPA member, currently unemployed Melik Gasparian has received 10
982 votes.

As Noyan Tapan correspondent was informed by district electoral
commission N 2, 29 395 out of 91 668 voters of the community took
part in the elections.

479 ballot-papers were invalidated. The number of inaccuracies is 56.

As of 10:40, September 29, district electoral commission N 2 had
received one application-complaint on the process of voting. The
deadline for submitting application-complaints was 14:00.

YEREVAN, September 26. /ARKA/. Yerevan’s Zvartnots Airport will give
effect to new rules from October 1, prohibiting passengers to carry
liquid in hand luggage, the press service of Armenia’s national air
carrier Armavia reports.

According to the new rules, drinks, water, gels and aerosols in hand
luggage must not exceed 100ml.

All the passengers of Zvartnots, including transit passengers, are
to show inspectors the liquid in their bags and send it as heavy
luggage.
