ARF NOMINATES VAHAN HOVHANNISIAN FOR PRESIDENT

YEREVAN (YERKIR) – The Armenian Revolutionary Federation’s Armenia
organization convention, held in Yerevan on November 30, nominated
Armenian parliament deputy speaker Vahan Hovhannisian as the party’s
candidate in the presidential election.

In a secret ballot, Vahan Hovhannisian received 60 votes, and Armen
Rustamian gained 16, with three ballots deemed invalid.

Armenian Prime Minister Serzh Sargsyan and other officials were present
at the convention. ARF Supreme Body of Armenia said in his speech
that 288, 697 people have participated in a public vote organized
by the party beginning November 24. Hovhannisian received 53 percent
and Rustamian 47 percent.

Rustamian said that while the public vote results were non-binding
but the people’s opinion was important.

"We are sure that people today do not trust a regime change that leads
only to change of individuals. The people are also tired of keeping
the power as an end in itself that leads to merger of a party and the
government or the government and the rulers, Rustamian said. "People
do not want either, because the choice would be between the bad and
the worse."

He was followed by ARF Bureau member Vahan Hovhannisian. "We have
been waiting for this election for years and decades," he said. "We
have fought for the day that we can fight as a nation and society."

He pointed to the importance of the rule of law in any country. He
said that this balance has been breached and it was not breached
today, it never existed, neither in the past, nor during the Soviet
rule or the rule of the Armenian Pan-National Movement. He said it is
important to form a political struggle because only that can help to
have a government based on the rule of law and morality. And this is
why the ARF is participating in the presidential election with its
own candidate.

"We are not alone in our determination. There are political forces
and individuals who adhere to those principles. Together we can reach
our goals," Hovhannisian said.

YEREVAN, NOVEMBER 30, NOYAN TAPAN. About 475 children from Armenia took
part in the International Drawing Compettition for Children declared in
spring of 2007 by the United Nations Department of Economic and Social
Affairs, of Public Information and the UN Postal Administration. The
aim of the competition was to choose 6 drawings with the "We can
put an end to poverty" subject for designing the stamp of the United
Nations. The work of the 13 year-old Mariam Sarukhanian from Armenia
is among the drawings recognized as winners. In addition to this,
the works of two Armenian children were awarded diplomas of Talented
Children the one and of Memorability the other one, and six more
children with Participant latters of congratulation.

That competition in Armenia was organized by the Office of the United
Nations Department of Public Information in Yerevan and the United
Nations Armenian Association. As Karen Asatrian, the Chairman of the
Association, mentioned during the event organized in the UN Office
in Armenia on November 29, more than 12 thousand children from the
whole world took part in the drawing competition. The drawings were
exhibited in New York during the celebration of the International Day
for the Eradication of Poverty on October 17. It was also mentioned
that the highest participation was shown by Norway, the United States
of America, Portugal, Holland, Armenia, India, and Indonesia.

Although, having made a decision to unite with the Armenian
Liberal Democratic (Ramkavar) Party, SAMVEL BABAYAN promised to give
the name of his favored presidential candidate and bring specific
facts to substantiate his attitude towards the rest only after the
January session, he, nonetheless, answered some questions of `Hayots
Ashkharh’.
`Mr. Babayan when will you make a decision regarding your favored
candidate?’
`Let’s wait till the nominations and registration are over, and
then we’ll say everything. As to the analyses made in the press with
regard to the political arena, they mainly they do not, mainly,
correspond to reality. I believe, many people make haste in their
assessments. Processes may develop after the registrations as well.’
`Do you think some of the registered candidates will withdraw
their candidacies?’
`Yes, I do. During the joint session with the members of
`Ramkavar’ party our attitudes will already be clear. We will say
what faction and what candidate we are going to support, and we will
substantiate our attitude.’
`What about the ex-President’s statements regarding Artsakh and
the fight for freedom? Do you consider them dangerous?’
`Yes. If a person who used to be the country’s top figure had
realized that he was also publicizing state secrets, he wouldn’t have
spouted blasphemy in the address of the large crowd. For 17 years
they have spoken and written whatever they wanted to speak and write
about me. And I never made any response. But now they are threatening
to publicize state secrets. They are trying to intimidate the people
through blackmail and forcing them to be in their camp. They are also
speculating my name; therefore, I am obliged to speak.
Some media disseminate false information as though Samvel Babayan
has said that the people of Armenia haven’t fought. There is no
problem in terms of being an inhabitant of Karabakh or Armenia. The
people of Armenia fought even better than those of Karabakh.
Everybody knows that the whole Armenian nation has fought. But there
are questions that do not have to be discussed now. We’ll have time
for that as well.
`Why was Serge Sargsyan invited to Armenia for work?’
`Vazgen Manoukyan resigned from the post of Defense Minister in
May. They could appoint only someone who would also be acceptable for
the political opposition and who wouldn’t be vulnerable. It was
impossible not to consider the effective work in Artsakh, so they
appointed Serge Sargsyan.
The reason is very clear, and there’s nothing to speculate or fail
to understand. We had made a decision in Karabakh and requested that
our proposal be approved, since we had to create a rear support and
ensure that we’d get no stab on the back. This is the truth.’
`What are your comments on Safar Abiev’s statements that there is
100 per cent likelihood for war?’
`Let him say whatever he wants. We have taught Abiev a good lesson
several times. We’ll repeat it once more…’

The early presidential election, declared by President Mikhail
Saakashvili in a dramatic turn of events on 8 November, will be held
in Georgia on 5 January 2008. This announcement took place the day
following the most important political confrontation the country has
known since the 2003 Rose Revolution. The state of emergency,
declared after the opposition demonstrators were dispersed, was
lifted on 16 November: now the electoral campaign can go into full
swing. However, the campaign will be without Imedi, businessman
candidate Badri Patarkatsishvili’s television channel, which was the
opposition’s main media platform until it was shut down by public
order forces on 7 November. On 17 November, while the other
opposition channel, Kavkasia TV, was re-established, the National
Georgian Communication Commission stripped Imedi of its broadcasting
rights for a period of 3 months.

In accordance to the constitution, Saakashvili resigned 40 days
before the date of the elections, whereas those who wished to stand
in the elections had until 27 November to register. 22 candidates bid
for the presidential election.

Mikhail Saakashvili: the outgoing president

Elected 25 January 2004 by 96% of votes on the day after the Rose
Revolution, of which he was the charismatic leader, the current
president will be 40 years old on 21 December. He is also the author
of and sets the pace for these early elections. He made a strong
campaign entrance by changing the government, which should institute
popular measures, including increases in retirements and salaries in
diverse branches. Mikhail Saakashvili finishes this troubled fall
season with his head held high, as his authority is affirmed by the 7
November demonstration of force, and because the earliness of the
presidential elections may manage to refute the anti-democracy
accusations, while following the president’s, and not the
opposition’s, strategy.

A fivefold State budget, economic indicators on the upswing,
reconstructed roads, diminished corruption and armed forces beyond
comparison to those of the Shevardnadze period, Saakashvili’s mandate
will be an end to the country’s failure to act. However, the regime
also sparked criticism due to the restructuring of various sectors,
which affected some of the dispensable and underpaid personnel,
notably in the education field. The lack of transparency accompanying
an ultra-liberal political policy of privatisations and attraction of
capital has also drawn criticism. It is also blamed for the slowness,
even the absence, of progress in certain fields that affect the
functioning even of democracy, and which figured nevertheless among
his stated objectives, firstly the independence of the judiciary and
respect of human rights.

Saakashvili enjoyed an enormous media advantage at the campaign
debut, while the opposition’s main television channel is not
authorized. He also and above all has a powerful party, the National
Movement, behind him, which holds all the power’s leverage devices,
and which is established perfectly in the regions. The opposition, on
the other hand, is predominantly in a position to make its voice
heard in Tbilisi.

Levan Gachechiladze: the compromise of the bloc of 9 opposition
parties

Hitherto little known by the general public, Levan Gachechiladze, 43
year-old independent jurist, is the candidate for the union of 9
opposition parties that constitute the bloc that led the November
demonstrations: the Republican Party, the Conservative Party,
`Liberty’ on the far-right led by Konstantine Gamsakhurdia, Salome
Zurabishvili’s party `A Way for Georgia’, the party of Abkhazian
refugees `On our Own’, the `National Forum’ led by Kakha Chartava,
the `Movement for a United Georgia’ which is the militarist party of
the former minister of defence Irakli Okruashvili, the `Georgian
Troup’ Party and Koba Davitashvili’s People’s Party.

Gachechiladze, the man, is the candidate as a result of a compromise
within a politically heterogeneous alliance, in which he does not
belong to a single party. He is one of the founders of the
organization `Georgian Wines and Liqueurs’, a viticulture company and
competitor of `Telani Valley’, which is affiliated with the regime.
In terms of politics, he was one of the founders of the New Rights
Party, which he separated from in 2003 due to the party’s
unwillingness to support the Rose Revolution. The deputy of Vake, a
rich district in Tbilisi, he appeared during the course of 2007 in a
report by Imedi conducted on the viticulture farmers who were
suffering on account of poor economic relations with Russia.

Gachechiladze is the bearer of the institutional change wanted by the
opposition, stating that he will resign and introduce a parliamentary
regime once in power. Although this `anti-program’ may be
counter-productive in the measure that the candidate is calling to be
elected to a post that he will immediately abolish, he is able to
sweep up the confidence of all those who feel the current regime is
deviating towards authoritarianism. His possibilities in terms of
communication are limited, since Imedi television is banned, and he
will have to prolong the wave of discontent triggered at the
beginning of November until January.

Badri Patarkatsishvili the oligarch: declared enemy of the
authorities

One of the richest men in Georgia, this businessman of Jewish origin
is 55 years old. He made his fortune in the 1990s in Russia as the
partner of the oligarch Boris Berezovsky. Director of several media
organizations in Russia, he established himself in Georgia in 2000
after the Kremlin had launched its anti-oligarch policy. He founded
the Imedi media organization and became the owner of a large group of
port infrastructures on the Black Sea. In 2007 his relations with the
governmental team deteriorated notably. He claimed to have been
persecuted throughout the year by the authorities, which accused him
of treason and of collaboration with Russia.

While the confrontation between the opposition and the authorities
consolidated itself in the autumn of 2007, he made a forceful
re-entry into politics, by financially supporting the opposition and
by making Imedi television more anti-governmental than ever. The
opposition bloc did not acclaim his candidacy announcement from
Israel; the opposition wished to present its own candidate. While the
tone of the government has softened towards other opponents, the
authorities remain very hostile towards the oligarch and accuse him
of having wanted to start a military coup with the help of Russia.

His campaign slogan is `A Georgia without Saakashvili and a Georgia
without terror’. The billionaire, now in politics, no longer has a
media platform and risks being arrested if he were to return to
Georgia. He enjoyed a certain popularity, which he acquired through
numerous actions of charity and patronage during the course of the
preceding years.

David Gamkrelidze: the New Rights and the Industrialists

Anti-Soviet militant turned entrepreneur aged 43 (he founded the
first Georgian insurance company `Aldagi’), Gamkrelidze has been the
leader of the Georgian liberal right since the beginning of the 2000s
and can rely on an electorate which seems loyal, as well as on his
image of political honesty. The New Rights, just as the
Industrialists of `Industry will Save Georgia’, which supports the
candidate, did not participate in the November demonstrations,
claiming to be opposed to using revolutionary methods to change
power, while themselves conforming to the democratic scheme. They
didn’t participate in the Rose Revolution either, but they are the
only non-revolutionary party to have surpassed the 7% mark in the
2004 elections.

Chalva Natelashvili from the Labour Party: a pardoned `putschist’

The leader of the Georgian far-left at 49 years of age, Natelashvili
is an opposition veteran in Georgia. His Labour Party, founded in
1995 to incessantly denounced populist undertones, was the first
opposition party under Shevardnadze. The most virulent among the
demonstrators, he was with the far right of Gamsakhurdia, the first
target of the government’s angry response the day following 7
November 2007. The authorities published sound and video documents in
which he is apparently plotting with Russian diplomats. The police
occupied the party’s general district and Natelashvili went missing.
Saakashvili said a few days later that he had telephoned the Workers’
leader, hidden in a basement, had pardoned him and had authorized him
to participate in the elections. The electoral record of the Labour
Party was 5.8% in March 2004.

Candidates from the small parties

Besides the preferred candidates and those from the liberal right and
the far-left, we must still count on the traditional candidacy of the
leaders of the small parties.

The Green Party, having hitherto obtained very modest scores, stated
that its candidate Giorgi (Gia) Gachechiladze, homonym of but
unrelated to Levan, will run.

The economist Gia Maisashvili, a former ally of Saakashvili, founded,
in August 2007, his `Party of the Future’, independent and of liberal
national orientation, and has since then announced his candidacy and
maintained it to the day before the announcement of the early
elections.

Irina Sarishvili leads the IMEDI Party (Hope, not to be confused with
the media organisation), affiliated with the former chief of security
Igor Giorgadze. Giorgadze is a refugee in Russia and the Georgian
authorities accuse him of being an agent for the Kremlin’s circles.
IMEDI participated in the November demonstrations, but did not take
part in the opposition bloc, remaining independent, anti-Western and
pro-Russian.

The party `Forward Georgia’ (Tsin Sakartvelo), also a participant in
the opposition demonstrations, regroups former collaborators of the
previous president Edward Shevardnadze and presents its own
candidate, Temur Shashiashvili.

Independent bids

Other members of the former `Shevardnadze’ Clan will also run the
election: Giorgi Shervashidze, the commander of interior troops in
Shevardnadze’s government and Avtandil Margiani, who served as the
deputy prime minister in the early 90s under Shevardnadze.

Kartlos Garibashvili, a lawyer who also participated in previous
presidential elections, will run the election as an independent
candidate.

The 10 other candidates are politically unknown. Their list includes
Giorgi Korganashvili, Levan Kidzinadze, Tamaz Bibiluri, Shalva
Kuprashvili, Shalva Tsertsvadze, Giorgi Gakhokidze, Gia Chkhikvadze,
Archil Ioseliani, Avtandil Pilauri and Fazil Aliyev, an ethnic Azeri
from Georgia who runs the election in order to represent his
community. No other member of an ethnic minority such as Armenians,
Russians or Kurds, will run for the Georgia presidency, whereas an
ethnic Armenian and an ethnic Russian were running the 2004
presidential poll.

Soltanieh Dome A gravestone written with Armenian script was discovered
by CHTO near Soltanieh dome.

CHN Foreign Desk- 3 December 2007- Hassan Zohouri- Discovery of an
Armenian written gravestone within the sphere of Soltanieh dome lead
to the discovery of a graveyard of Armenians from the Mongolian era
by experts of CHTO and Armenian archeologists.

"Mohammad Reza Ghorban Zadeh" operational manager of CHTO station at
the Soltanieh dome explained: following the discovery of an Armenian
written gravestone two years ago within this area, we asked for the
help of Armenian archeologists and experts to read the script.

The result of researches revealed the fact that this gravestone is
related to Mongolian time, and there is a strong existence possibility
of a graveyard near the mentioned sphere.

According to Ghorban Zadeh, discovery of this Armenian graveyard near
Abbas Abaad can help to discover the true history of Soltanieh dome.

The history has got the record of Armenian migration from Tabriz
to Soltanieh.

Soltanieh dome is the 7th registered national heritage of Iran in
UNESCO, which is regarded as the tallest brick-made monument of
the world.

Armenian President Robert Kocharyan expressed his surprise about
pro-Turkish orientation of several political forces in the country,
APA reports quoting "Novosti Armeniya".

"It is wonderful. It was clear that some forces in Armenia think that
either Turkey or Azerbaijan should be the main political partner
of the country. I did not even expect it from Armenian National
Movement. If there are people, political figures or parties who share
this political opinion, they can unite. But they should explain how

Bulgarian Prime Minister Sergei Stanishev told a news conference

"As an EU member, Bulgaria is ready to support Armenia’s integration
in European structures. 11 thousand Armenians live in our country. They
moved to Bulgaria and became full-fledged members of the society. I am
proud of the contribution the Armenian community makes in Bulgaria’s
political and public life," Mr Stanishev said.

He also informed that 17% of the Bulgarian GDP is assigned as
assistance to the states beyond the European zone. "We are thinking
how to assist your country. It will certainly be assistance in
implementation of reforms, education and cultural projects. Days of
Bulgarian culture will be held in Armenia next year. We have also
signed an agreement on agricultural cooperation. There are some 40
bilateral valid agreements and we hope for progress," the Bulgarian
Prime Minister said.

Bako Sahakian, has been in the USA, for participating in organizing
works of "Hayastan" pan-Armenian Fund’s yearly telethon. On
November 10th in New York the NKR President met with a group of
american-armenian businessmen by the head of Hrach Gabrielian. At
the meeting the questions concerning economic situation of Artsakh,
the process of various investment programs realized here have
been discussed. In their turn, American-armenian businessmen have
expressed readiness to realize a number of projects of social and
economic character in Artsakh. The same day B.Sahakian met with
american-armenian well-known benefactress Luis Simon Manoukian. The
interlocuters discussed the perspectives of realization of various
programs in Artsakh. In his turn, the NKR President , estimating
highly the assistance rendered to Artsakh by Mrs Manoukian, on behalf
of authorities and people of the republic expressed gratitude for

The Armenian parliament launched debates on the budget bill for 2008.

In this connection, Prime Minister Serge Sargsyan addressed the
parliament. According to him, the budget for 2008 is ambitious.

"Today we should focus on the vision of future, we should not waste
our abilities in a discourse on mistakes and shortcomings of the
past. Let us cooperate and discuss the problems which concern future.

The developments in the world show that the governments are
gradually replacing the tools of obligatory government by new tools
of cooperation and solidarity. The principle of cooperation between
the state and the private sector is the imperative of the modern world.

The global economy, according to the international organizations,
is going through a stage of turbulence. The situation on the U.S.

mortgage-backed security market, the dropping interest rates, the
dropping exchange rate of the dollar, the suspended subsidizing of
agriculture by the EU, the unprecedented rise in the price of fuel
and food on the international market affect our economy as well,"
Serge Sargsyan says.

According to him, assets and labor have become highly mobile in the
world, thanks to which China and India have a long term competitive
advantage on the labor market. "In the past few years the steady growth
of real salaries in Armenia has made most industries uncompetitive,
bringing up the problem of boosting productivity. The international
assets flow to the countries with relative advantages.

The developed countries, unable to stand to the competition, close
down most industries, replacing them with modern branches based on
knowledge," the prime minister says.

With regard to the situation in the region, he says Azerbaijan is
emerging as a country of energy source, and the development of the
oil production has an essential influence on all the spheres of life
of the country. With a favorable geographic position, Georgia puts
forward ambitious economic and political development programs.

"I think it is obvious to everyone that the geopolitical and economic
reality is such that the core of development of Armenia is the human
resource. By saying human resource I mean the Armenians worldwide. It
is obvious that the Homeland is becoming the focus of the political
and economic interests of most Armenians all over the world. They
are truly interested in the development of Armenia, and in economics
terms, we must view them as residents of our financial and economic
systems. It means from now on every global program must be drawn up
with the consideration of their factor," Serge Sargsyan says.

According to him, our competitive advantage is the overall potential
of the Armenians worldwide. "The main precondition for the development
of our country is the spiritual unity of our society. It is highly
important to create a climate of respect, cooperation and confidence
for the effective activities of the government," Serge Sargsyan says.
