The Armenian government should make a political assessment of the
former regime, says Member of Parliament Alvard Petrosyan. "It hasn’t
been done, and now we are witnessing unacceptable phenomena. They
treat people as if they have lost their memory and they think we
have forgotten all the injustice and difficulty we went through,"
Alvard Petrosyan told reporters today.

She says if the representatives of the former government had been
punished for their mistakes, no polarization would take place,
oligarchy and corruption would not occur.

"The former government thinks people have forgotten everything and
they can return quietly but the Armenian people are wise and will
not allow that," Ms. Petrosyan said.

The Green Party has worked out a program "25 steps towards the
resolution of Garabagh dispute".

Party chairman Mais Gulaliyev told Day.Az that the party currently
considers issues raised by the representatives of world Green
Parties. The national problem of Garabagh occupies a special place
among them.

"The Green Party has a different point of view on this issue. We have
worked out a program "25 steps towards the resolution of Garabagh
dispute", which differs from the proposals of the powers or the
opposition. According to paragraphs 11 and 12 of the program, we
offer to distribute oil revenues among people. Step 25 states that
it is necessary to hold a referendum in Garabagh, as this problem
can not be settled by force.

The government had a chance to settle the conflict, yet it did not
use it. First, it was possible to settle the dispute until 1991. The
second time was on September 20 of 1994 while signing the Contract
of the Century.

There were chances in 2003 when the Baku-Tbilisi-Ceyhan pipeline was
inaugurated. But we did not use them. Therefore, we have to reckon
on our own powers". Gulaliyev announced.

YEREVAN, JANUARY 31, NOYAN TAPAN. Seid Ali Saghaian, the newly
appointed Ambassador of the Islamic Republic of Iran, on January 29,
handed his credentials to RA President Robert Kocharian. Congratulating
the diplomat on the occasion of assuming his post, the RA President
estimated Armenian-Iranian relations as excellent and said that
the newly appointed Ambassador has received a very good heritage in
that respect.

According to R. Kocharian, the bilateral cooperation was efficient
especially in the past years and is developing dynamically. Emphasizing
Armenia’s resolution to strengthen and deepen the bilateral contacts
with Iran for even more, the RA President expressed confidence that
the newly outlined cooperation programs will be also implemented
successfully.

According to the report provided to Noyan Tapan by the RA President’s
Press Office, the IRI Ambassador also expressed satisfaction with the
active cooperation between Armenia and Iran. He assured that he will
spare no efforts to expand the bilateral contacts.

One year ago, Hrant Dink, a courageous Turkish-Armenian newspaper
editor, journalist, and human rights defender was silenced forever. He
sought open debate, dialogue, and cooperation between all ethnic and
religious communities in Turkey and across the political spectrum. On
January 19, 2007, he was shot dead outside his office in Istanbul in
an apparently politically and ethnically motivated killing.

Dink was identified by his murderers as an Armenian who had been
convicted in court for "insulting Turkishness." In the 18 months
prior to his murder he had been the subject of three prosecutions
for speech-related offenses. For an article in which he discussed
Armenian identity, in July 2006 he received a six-month suspended
sentence under Article 301, a provision of the Turkish penal code
that criminalizes "publicly insulting Turkishness."

On the one-year anniversary of his death, the human rights community
mourns the loss of a writer and activist deeply committed to
democratization and human rights in Turkey.

At 3 p.m. on January 19, 2008, a vigil organized by the friends of
Hrant Dink will be held at the spot where he was killed, outside the
offices of Agos ("ploughed furrow"), the bilingual Turkish-Armenian
newspaper he founded and edited, and for which he wrote a column.

Human Rights Watch has joined Turkish and international groups in
demanding justice for Dink. A representative of Human Rights Watch will
be present outside the courtroom on February 11 for the third hearing
of the trial of 19 defendants in the Dink murder. They include the
then 17-year-old gunman and leaders of a gang that allegedly appointed
him to carry out the killing.

Human Rights Watch continues to urge the Turkish government to conduct
an independent, thorough and transparent investigation into concerns
that members of the security forces failed to act on reported threats
to kill Dink and allegedly obstructed justice during the investigation.

Turkey’s long struggle to build a liberal society is one of many baby
steps forward and back. So it was Monday.

First, one backward. Atilla Yayla was convicted and given a 15-month
suspended sentence yesterday for daring to suggest that the one-party
secular regime imposed by "this man" — Mustafa Kemal Ataturk —
wasn’t "progressive." For expressing himself, Mr. Yayla fell afoul of
a little-known 1951 statute against insulting the long-dead founder
of modern Turkey.

Prime Minister Recep Tayyip Erdogan’s government promises to clean
up Turkey’s statute books. The 1951 law is one of about three dozen
that restrict free speech, among them the infamous Article 301, which
broadly forbids insults against "Turkishness." Parliament yesterday
was expected to begin amending 301, until the ruling Justice and
Development Party (or AKP) announced the latest "delay" in two years.

The government says this tactical retreat was necessary in order to
lift the ban on wearing Islamic headscarves in public universities.

This particular limit on free expression is one of the most contentious
issues in Turkey, pitting an AKP rooted in Islam against the secular
establishment in the civil service and military. Last year their
dispute nearly brought on a military coup, only to get resolved by
early elections that the AKP won in a rout. In a welcome change,
the AKP is finalizing a compromise on the headscarf with the secular
opposition MHP party. Pushing an amendment to Article 301 now, the
AKP says, could put this deal in jeopardy.

To achieve his stated goal of opening up Turkey, however, Mr. Erdogan
will have to stand up to the ultranationalists who use Article 301 and
other means, sometimes violent, to stifle free speech. His government
last week did take a brave and important step forward by arresting 13
ultranationalists who allegedly were plotting to incite armed revolt
and murder the Nobel-laureate novelist Orhan Pamuk. (Two years ago,
Mr. Pamuk was charged under Article 301.) Police are also investigating
whether the group was behind the 2006 murders of Armenian-Turkish
journalist Hrant Dink and an Italian Catholic priest.

Like Kurdish and ultranationalist terrorists, al Qaeda can’t stand the
thought of a democratic and liberal Turkey able to reconcile itself
with Islam and modernity. Prosecutors yesterday began interrogating
25 suspected al Qaeda fighters who were captured last week while
allegedly plotting bomb attacks across Turkey.

Mr. Erdogan has his work cut out for him, and yesterday shows that
progress won’t always be smooth. Should the Prime Minister take
the necessary steps to make Turkey a truly free society, he might
yet have an ally in Mr. Yayla. The professor leads the Association
for Liberal Thinking in Turkey. Its goal is to find a middle ground
between Islamism and Ataturk’s state-imposed nationalism.

Western Caribbean- Despite time changes and the beautiful sunny
weather, over 200 Armenian Heritage Cruise attendees, including
Ambassador John and Donna Evans were present at the 3rd annual ANCA
Eastern Region lecture entitled A Year of Firsts: Reflecting on
2007 and Future Hai Tahd Activities. The lecture, presented by
ANCA ER Executive Director Karine Birazian, helped to educate
participants on the current issues the ANCA is working on as well
as exploring future Hai Tahd activities

"It is always a wonderful opportunity to update interested
activists on Armenian issues. This past year I met people from all
over the world that commended the great work that the Armenian
National Committee does," commented Birazian.

During the 90 minute presentation, Birazian highlighted activities
during 2007 including the withdrawal of Ambassador Hoagland’s
nomination, the Armenian Genocide Resolution, updates on the Anti-
Defamation League (ADL), further advancements with our lobbying
efforts in Washington, DC, as well as recapping the ANCA Eastern
Region’s first annual banquet held in New York City. Participants
were also shown the effectiveness of the initiatives taken on by
the ANCA and how to further their involvement with the
organization.

Following the lecture, Birazian was joined by ANC Western Region
Executive Director Antranig Kzirian and ANCA Legislative Director
Raffi Karakashian for questions and answers. Karakashian also had
letters for activists to sign as well as passed around a recent
copy of media articles organized by the ANCA, which was distributed
to every Member of Congress on Capitol Hill.

Following the lecture, ANC of PA activists Phil Nigon commented: "
I found the lecture to be very informative and well organized. It
helped me gain a tighter grip on what the ANCA is currently doing
as well as the status of H. Res 106 and the plans for 2008."

Caribbean: At World’s End" was feted as Russia’s top grossing movie
of 2007 at Monday’s 11th Blockbuster awards ceremony.

The Buena Vista/Sony Pictures Russia release grossed $30.85 million
in Russia and former Soviet territories during another record-breaking
year when regional box office topped $565 million.

More than 300 of Russia’s producers and distributors lauded another
boom year at the only local awards based purely on the commercial
business a film does.

"Pirates" didn’t beat last year’s top hitter, Russian sci-fi thriller
"Day Watch" (Dnevnoi Dozor), which took more than $34 million. But
that failed to dampen the mood of industry executives in a market
where the annual B.O is expected to be near $1 billion by 2010.

Distributor of the year was UPI, which accounted for just under $96
million of the 2007 B.O., representing almost $1 out of every $5 spent
at the ticket turnstile in Russia, Ukraine, Kazakhstan and other CIS
former Soviet territories.

Top grossing Hollywood studio in Russia was Paramount/DreamWorks with
$65.4 million ticket sales; Paramount international theatrical boss
Andrew Cripps relayed his thanks to the execs who put in the leg work
to help achieve that figure in a video link screened at the awards,
hosted at the Renaissance Moscow Hotel.

Producer of the year was Ruben Dishdishian, the Armenian-born
founder of Moscow production, sales and distribution shingle Central
Partnership.

Founded ten years ago, Central Partnership’s fantasy adventure epic
"Wolfhound" directed by Nikolai Lebedev was the biggest-grossing
Russian-made film last year, taking just over $20 million.

Dishdishian produced "Mermaid," directed by Anna Melikyan, who won
best dramatic director for the pic at Sundance.

In home entertainment sales Universal Pictures Intl. took top honors
for DVD sales of Zack Snyder’s Greek Spartan battle spectacular "300"
and also scooped the best DVD distributor award.

Alexander Semenov, publisher of Russian Film Business Today and
founder of the awards said: "Russian box office is growing because
more people are going to see films not once or twice but three or four
times. Box office this year could reach between $750 million and $800
million but everything depends on the quality of films on release,
particularly those from the Hollywood majors."

Leonid Melamed to Mediamax, January 2008)

– In the fall of 2007, MTS acquired 80% of VivaCell shares and
concluded an option agreement for the purchase of the remaining 20%
share. What have you learnt about your Armenian acquisition in the
course of these few months?

– First of all, I would like to use this opportunity to congratulate
the residents of Armenia on the New Year and Christmas, wish them
health, happiness and well-being. We are glad that in 2007 VivaCell
became a part of MTS Group. In the course of the recent few months, we
made certain that the Company has well-debugged business-processes and
executive discipline. There is a very competent management in VivaCell,
which knows the market and is fully ready for competition.

– According to you, what is the `strength’ of VivaCell and what, on the
contrary, needs to be improved?

– The strength of the Company, as I have already mentioned, is its
management. We will be improving the technical infrastructure of the
operator, including the billing systems. We also plan to extend the
line of tariff plans, since today it is quite modest. For example,
there are no accumulating tariffs, which provide for the decrease of
cost of conversations after a certain volume of conversation minutes.
In 2008, we will first of all implement such tariff plans.

We believe that it is also necessary to define the marketing strategy
of VivaCell, which would answer the question, where the Company is
moving in 2008 and where it sees itself in the course of the following
few years. In the nearest future, the management of VivaCell and the
specialists from the corporative center of MTS will conclude the
elaboration of such a long-term marketing strategy of VivaCell.

– Does this mean that VivaCell will continue managing using the local
personnel and you will not be sending specialists from Moscow to
Yerevan?

– We are not planning to make any fundamental changes in the leadership
of the Company. For now, we are only planning to strengthen the
marketing team of VivaCell, including a professional team of MTS. In
our group, programs of experience exchange between subdivisions and
countries are arranged well. We are planning to attract technical
specialists from Moscow for the work on individual projects in
VivaCell. In their turn, their Armenian colleagues will regularly visit
the Moscow educational centers to increase their qualification.

– During a news conference in Yerevan you noted that by the end of the
year VivaCell will be working, basing on the existing marketing plans
and the corrections will be initiated starting from 2008. Should we
expect any `revolutionary’ changes in the marketing policy of VivaCell?

– The year of 2008 will be rich in marketing initiatives. As expected
from the leader of the market, we will actively introduce new tariff
plans and additional services to the market. I believe that we are
going to have an interesting and rich year in marketing actions.

– Within the framework of agreements, the signature of which was
announced in September, the sides agreed that MTS would provide
VivaCell with a loan at the sum of 140mln euro for repaying the
existing debts and funding the investment program. What are the
priority directions for investments in Armenia?

– As we made it clear while announcing the acquisition, a part of the
provided loan will be directed to repay the existing debts of VivaCell.
This year, the investments in Armenia will make tens of millions of
dollars. In the first place, the investments will be directed to the
development of infrastructure, modernization of billing, improvement of
the connection quality and development of Internet access services,
basing on GPRS/EDGE. Besides, investments are planned in the
construction of the 3G network and the own fiber-optic transport
network.

– If possible, can you tell us about the plans of provision of
broadband Internet access services in detail?

– In October, we gained a frequency range for 3G network, and now we
are elaborating in detail a business plan for the launch of the third
generation network. We examine where the most demand in the services of
high-speed Internet access is. This will condition where exactly we
will be first of all developing the services, based on 3G ` in the
capital or in other regions. Besides, we examine what services exactly
will be in demand ` transmission of voice, video-calls or data
transmission. The preliminary term for putting 3G networks into
operation is the fall of 2008. However, the final decision on the
format of services will be made very soon.

– In September, you said that MTS would study the issue of carrying out
a re-branding of VivaCell. Have you already realized a research on the
given issue? When can we expect the final decision?

– VivaCell has a very strong brand, one of the best national brands,
which requires that we make very careful and weighted decisions. We
should clearly realize that MTS brand will become a push for business
growth in Armenia, as it happened, for example, in Uzbekistan, Ukraine
or in Belarus. On the other hand, we want to be sure that the
re-branding, if it is necessary, will not be just a change of a
signboard or a logotype, but will also create additional opportunities
for our subscribers, for example, privileged international calls for
MTS subscribers in all the countries of presence, privileged roaming in
the MTS network, etc. At present, we are realizing a research on the
expediency of re-branding of VivaCell, and by mid 2008, we will voice
our plans.

– The owner of `ArmenTel’ is the Russian `VimpelCom’ operator, which is
considered the `number one’ rival of MTS in Russia. Does this fact add
certain acuteness in your competition with `ArmenTel’ in Armenia?

– `VimpelCom’ is present in many markets, where we work: in Russia,
Ukraine and in Uzbekistan. In all the markets, we are successfully
competing.

– Despite the fact that the number of subscribers of VivaCell is twice
more than the number of `ArmenTel’ subscribers, the ARPU index of
`ArmenTel’ is higher than the one of VivaCell. What is the reason?

– I cannot comment on these numbers, since the methods of ARPU
estimation may be different. Nevertheless, the monthly income per one
subscriber in `ArmenTel’ is not much higher. For example, following the
results of the third quarter, in VivaCell the given index made $15,7,
and in `ArmenTel’ – $17,6. This is first of all conditioned by
historical reasons: since `ArmenTel’ entered the market of mobile
communication almost 10 years ago, and VivaCell worked in Armenia a
little longer than two years, this is reflected in the structure of the
subscriber base. We are elaborating such product offers, which would
attract the subscribers, stimulate new connections and promote the
increase of the service use by the existing customers.

– About a year ago, `Comstar’ company, which is included in AFK
`Sistema’, purchased the Armenian `Cornet’ internet provider, which
announces its intentions to develop WiMAX technology in Armenia. Is a
certain convergence of VivaCell and `Cornet’ services possible?

– Realization of convergent projects is possible, we are ready to
consider proposals on realization of such services and assess their
expediency, including the possible joint projects with `Comstar-OTS’.

– VivaCell traditionally allocates large financial means for charity,
supporting not only particularly social projects, but also, for
example, participates in reestablishment of social-economic
infrastructures in the regions of Armenia. What is the attitude of MTS
for such activity of Vivacell?

– Due to volume national projects, VivaCell became one of the leaders
in the sphere of corporate social responsibility. In medium-term
prospect, we will be supporting the projects, which are already
initiated and are in the process of realization. At that, we would like
the activities of VivaCell in this direction correspond to the single
platform of MTS in the sphere of corporate social responsibility. And
we will be studying with pleasure and using the experience of our
Armenian colleagues, jointly elaborating new directions and projects in
the sphere of CSR.

– What main tasks do you set for VivaCell for 2008?

– VivaCell faces the tasks of further consolidation of the business `
growth of the number of subscribers, preservation of the share in the
market and the increase of consumable services.

– What is your assessment of the potential of the Armenian market?
Following the results of the third quarter of 2007, it was announced

– Despite the fact that the penetration in Armenia has already exceeded
50%, the potential of growth of mobile connection market is not
sufficiently high yet. Firstly, the use of services yet remains at a
low level. If in Uzbekistan the subscribers on average talk 565 minutes
on the cell phone per month, in Belarus ` 430 minutes, in Turkmenistan
` 299 minutes, in Armenia ` it is less than 200 minutes.

Secondly, there are great opportunities in Armenia for the development
of value added services. Today the offer of the given services is
limited, and we work to enlarge the line of such products. For example,
we plan in the nearest future to implement the services GOOD’OK, when
the person calling hears music instead of the hooter. Therefore, even
after reaching high level of penetration of mobile connection,
additional services may become a locomotive for growth. But there is a
long way, by the highest standards, before the satiation of the market
in Armenia takes place. For example, in Russia, the penetration of
mobile connection exceeded 100% long time ago, but the market continues
growing, including the growth at the expense of increase of service
use.

genocide claims in their campaigns. After Obama, Hillary Clinton
promised to recognize the genocide if she is elected.

Armenian claim made its mark on the state elimination voting in the
US. Democrat party’s ambitious presidential nominee senator Hillary
Clinton used the same tactic as her competitor Barack Obama. Clinton
said: "If I am elected president, I will officially recognize
Armenian genocide claims." Clinton sent declaration to Armenian
institutions after Obama’s statement on the issue and said: "Among
the presidential candidates, I am the one who supports Armenian bills
the most." Clinton added that the US has to recognize the genocide as
a human rights defender. Clinton had approved the Armenian bills
submitted to the Senate.
