OSHR observers praise Armenian electoral campaign

Observers of the OSCE Office for Democratic Institutions and Human
Rights (OSHR) have in general hailed the Armenian electoral campaign
in an interim report on Friday.

The campaigns of candidates for the presidency are covered by the
Armenian media "in a positive and neutral manner, () the candidates’
total coverage time was more equitable than in the previous reporting
period," the interim report from January 27 throughout February 9
says.

According to the report, "the coverage of [former President] Levon
Ter-Petrosian contained many critical remarks in various broadcast
media."

Moreover, "unrest occurred at two of Ter-Petrosian’s events [campaign
rallies]," the report says.

The OSHR is aware of "five incidents in which party or candidate
premises have been damaged either through vandalism, shooting or
possible arson," the document says.

The OSHR electoral monitoring mission in Armenia consists of 40
short-range and 260 long-rang observers.

Harutyunyan’s interview with Lusine Barseghyan

[Barseghyan] Mr Harutyunyan, the document that envisaged transfer of
Meghri to Azerbaijan was made public recently [in Haykakan Zhamanak
on 9 February]. However, Foreign Minister Vardan Oskanyan tried to
deny yesterday that such a document existed. Was such a document
discussed in 1999, when you were the defence minister of Armenia?

[Harutyunyan] I carefully listened to Oskanyan. He in fact confirmed
it and confirmed in the following wording that such an issue was
discussed for a very short time and was rejected. That is Oskanyan
confirmed what was announced [by former President] Levon
Ter-Petrosyan in regard to this document. As defence minister, I took
part in the discussion of this document. Vazgen Sargsyan [former
Armenian prime minister, assassinated in 1999 terrorist attack in
Armenian parliament] was the first to tell me about the option of
transferring Meghri. Afterwards the Azerbaijani defence minister
spoke about it during a meeting between [then Azerbaijani President
Heydar] Aliyev, [Armenian President Robert] Kocharyan, [Azerbaijani
Defence Minister Safar] Abiyev and I in Sadarak [a partly
Armenian-controlled district in Azerbaijan’s Naxcivan; the meeting
took place on the Armenian-Azerbaijani border]. Afterwards Robert
Kocharyan presented this option to me and said that it was a good
solution.

Then I met the [OSCE] Minsk Group chairpersons, who discussed the
approaches presented in this document and described in your
newspaper. The document about transferring Meghri was in circulation
before Aram Sargsyan [brother of Vazgen Sargsyan, who was appointed
prime minister after Vazgen Sargsyan’s death] and I were dismissed.
Aram Sargsyan also had a meeting with the [OSCE Minsk Group]
co-chairpersons concerning this document. Now on the air of Shant TV
Oskanyan has said clearly that such a meeting took place. However,
Kocharyan’s spokesperson said earlier that such a thing did not
happen. I do not know. This issue is being discussed in the whole
world. Everyone knows that it took place. But the [Armenian] foreign
minister and other officials do not know that it happened? Moreover,
former [Azerbaijani] chief of presidential secretariat [Eldar]
Namazov, [former Azerbaijani] Foreign Minister Tofiq Zulfuqarov and
[former Azerbaijani] presidential foreign policy adviser Vafa
Quluzada resigned in 1999 over the Meghri option. And the press wrote
about this. That is, it is a fact that transferring Meghri was an
option.

[Barseghyan] Mr Harutyunyan, in your opinion, what would be the
consequences for Armenia of transferring Meghri?

[Harutyunyan] Transferring Meghri is not an issue of territory. This
is a geopolitical issue, which solves a military-political issue for
Turkey. Turkey does not have border with Azerbaijan. In 1921, Turkey
exchanged territories with Iran. In order to have an 11-kilometre
border with Naxcivan [a region in Azerbaijan], it gave Iran a piece
of territory 10-times bigger. This is the whole meaning. It is a
geopolitical issue, which solves a military-political issue for
Turkey. In this way, Turkey also gains access to Central Asia.
Armenia’s weight in this case is Meghri. Meghri is your power. You
are in control. Turkey was the stakeholder most interested in
implementation of this project. Those who have geopolitical knowledge
understand the value of Meghri. If this document had been signed,
Armenia would have been cut off from Iran, and blockaded by Turkey
and Azerbaijan. Only Georgia would have remained, and there would be
no alternative route. I, naturally, announced that I was against this
option, because it does not ensure Armenia’s security. Afterwards the
co-chairmen came again and suggested another option, according to
which Armenia would be left with one half of Meghri and the other –
[would be given] to Azerbaijan. In order that Armenia would have a
border with Iran, a zero point would be left, which would be
controlled by Azerbaijan. Understanding that these options were not
accepted, that there was opposition, this was continued in Key West
[talks between Heydar Aliyev and Robert Kocharyan in the USA] in
2001. An air bridge was suggested.

[Barseghyan] Which Armenian forces, in your opinion, would benefit
from this option? And why did Kocharyan go for this step?

[Harutyunyan] To tell the truth, I have no explanation. In general,
this option should not have been discussed, and I said this at once.
If you speak about transferring Meghri, it means you accept that it
is possible to solve the Karabakh issue at the expense of Armenia.
Secondly, the interests of different superpowers clash here. Russian
border-guards are located in Meghri. This option is not beneficial
for Iran, not to speak of Armenia, which loses a border with a
friendly state – Iran.

[Barseghyan] So how was this option prevented? Why wasn’t this
agreement signed?

[Harutyunyan] There was opposition to it. The opposition came from
Aram Sargsyan and me. Aram Sargsyan also said a categorical no during
the meeting with the co-chairmen. It had also become obvious that
this option would not be accepted in Armenia either by political
forces or by society.

PACE TO OBSERVE PRESIDENTIAL ELECTION IN ARMENIA

A 27-member delegation of the Parliamentary Assembly of the Council
of Europe (PACE), headed by John Prescott (United Kingdom, SOC), will
visit Armenia from 18 to 20 February 2008 to observe the presidential
election together with observers from the OSCE Parliamentary Assembly,
the Office for Democratic Institutions and Human Rights (OSCE/ODIHR)
and the European Parliament.

The delegation members will meet the candidates in the election,
the Chairman of the Central Election Commission and representatives
of NGOs and the media; they will then travel to various parts of the
country to observe the conduct of the poll on 19 February.

A PACE pre-election delegation which visited Yerevan from 29 to 31
January 2008 said that it was "heartened by the clearly expressed
will of the authorities to hold fully democratic elections in line
with Armenia’s commitments to the Council of Europe". But it felt
that continued efforts were needed in organising the elections so as
to ensure public confidence in the electoral process.

The observers will present their conclusions at a joint press
conference at on Wednesday 20 February.

THE APPEAL OF SUPREME SPIRITUAL COUNCIL ON THE ARMENIAN PRESIDENTIAL
ELECTION

On February 14 the Supreme Spiritual Council met at Holy See St.
Echmiadzin. The Council discussed the Armenian presidential election
and appealed to people.

The presidential election of February 19 is a crucial event in the
life of our country and people.

17 years ago our people took the track for freedom and independence.
The restoration of the Armenian statehood launched a new process
directed at building a fair and united society. It is the fair
anticipation of our people that the election of a new president will
guarantee stability in the country, promote unity and movement toward
progress.

YEREVAN, February 13. /ARKA/. Dramalization process in Armenia
continued in January 2008, the Central Bank of Armenia (CBA) reports.

The Armenian dram (AMD) supply and dram investments increased by 67.3%
and 75.6% respectively and the money supply and monetary base increased
by 44.3% and 37.7% respectively in the reporting period.

As a result of dram revaluation, foreign currency investments in dram
terms decreased by 8.6% in a year, while foreign currency investments
in dollar terms increased by 8.3% in the same period, according to CBA.

Economy crediting growth rates were high in January, the annual
increase of economy crediting being 77.4% in the reporting period.

The specific weight of dram credits reached the notch of 60.8%
in January.

As regards financial market development, in conditions of liquidity in
January and seasonal slump in money demand, CBA avoided considerable
reduction of interest in the interbank market. REPO interest reduced
by 0.2pct-0.3pct and did not exceed the CBA refinancing limit.

According to CBA, the current interest rates in the interbank market
help toughen the money-and-credit policy adopted in the second half
of 2007 to stem inflation and maintain it within the planned level.

CBA increased the refinancing rate by 0.25pct to 6% annually. The
interest rate of deposits and collateral loans was 3% and 9%
respectively.

YEREVAN, February 13. /ARKA/. Yuzhnokavkazskaya Zheleznaya Doroga
(South Caucasus Railway) CJSC will consider Armenian railway
infrastructure modernization among top-priority focuses, Vladimir
Yakunin, president of the Russian Railways public corporation, said
Wednesday in Yerevan.

He told journalists that South Caucasus Railway’s directorial board
would hold session soon consider the business plan for embarking on
carrying out contractual obligations.

He said that the major attention will be paid to the infrastructure
modernization, since without it nothing can operate.

"This is a joint opinion that worked out by Russian and Armenian
railways’ authorities and will be taken as top priority in our activity
in Armenia, especially at the first stage", Yakunin said.

He said that at least three or four electric trains will be brought
to South Caucasus Railway for commuter traffic in Armenia.

"We also intend to improve Caucasus ferry way’s work, to build up
cargo exchange between Armenia and Russia as well as other nearby
countries", he said and expressed hope for Armenian people’s and
authorities’ support.

Armenian Transport and Communication Minister Andranik Manukyan
pledged support saying Armenian people are happy about Armenian Railway
handover to Russian railways and adding that he sees no problems.

The agreement on Armenian Railway handover to Russian Railways for
concession administration was signed on February 13 in Yerevan.

Russian Railways expressed willingness to invest $570 million in
Armenian Railway. The Russians said 230 million of this amount would
be invested within five years.

They said the investments will grow to $610 million, if railway
communication with Turkey opens, to $1.8 billion if the same happens
with Azerbaijan and $2.2 billion in the event of Abkhazian section
launch.

The Russian entrepreneurs’ activity in Armenia is expected to start
at the first half of 2008. Armenian Railway possesses 805 kilometers
of Armenia’s 1125 km railways.

The company started gaining stable profit in 2001.3 million tons of
cargo was carried through the railway in 2007 against 2.7mln in 2006.

The company’s profit totaled AMD 12 billion in 2007 against 11 billion
in the previous year. ($1 = AMD 309.82).

Russian-Armenian relations during past eight years, said Nikolay
Ryzhkov, member of the RF Federation Council, co-chair of the
Russian-Armenian commission for interparliamentary cooperation.

"Frequent presidential visits as well as conduction of the Year
of Russia in Armenia and the Year of Armenia in Russia helped the
relationship, he said.

"Russia and Armenia enjoy good political relations.

Undoubtedly, the atmosphere is created by our leaders.

There are possibilities to fortify our military base in Gyumri,
to develop economic and humanitarian contacts," Mr Ryzhkov said.

"At the moment we are all awaiting the February 19 presidential
election. The shift of power in our countries will take place almost
simultaneously and I am hopeful that the policy of past eight years
formed owing to activities of Presidents Kocharian and Putin will
undergo no changes," he went on.

"When I was Prime Minister I treated all of three South Caucasian
republics equally. Now, the situation is different. Armenia is Russia’s
only strategic ally in the South Caucasus. I am confident that the
RF leadership will not allow losing such a partner," Mr Ryzhkov said
in an interview with RIA Novosti.

`Fabulous’ woman called in to assist troubled family

A psychotherapist who believed there’s no place like home to treat
the mentally ill was fatally stabbed in the back during a house call
to a troubled North Andover teen after she allegedly failed to
persuade him to give up a knife, police said.

Thomas Belanger, 19, allegedly slit his own throat in his basement –
and in front of his 16-year-old sister – after the grisly Wednesday
night slaying of social worker Diruhi Mattian, authorities said.

Mattian, 53, of Wilmington, was a recently divorced Armenian
immigrant with two grown daughters of her own. A family friend
interviewed at Mattian’s Wilmington home declined to give her name
but said the social worker was such an `absolutely fabulous human
being’ that she probably `forgave (Thomas) before she died.’

Yesterday, Thomas Belanger was committed to Bridgewater State
Hospital for a 20-day psychological evaluation. Essex prosecutor John
Dawley said Belanger has not yet been arraigned on a charge of
murder. He will be held without bail until it’s determined whether
he’s competent to stand trial.

The Belanger family appeared to have been under a great deal of
stress, the Herald has learned. Thomas Belanger’s single mother
Elaine, 47, a cosmetologist, filed a plea last June in U.S.
Bankruptcy Court to be forgiven $76,500 in student loans after she
was diagnosed with thyroid cancer. Her financial crisis and her
illness, she claimed in court documents, `adversely affected the
lives and health of’ her two children.

According to a North Andover police report, Elaine Belanger was in
the hospital Wednesday night when Mattian made her house call. Thomas
Belanger and his sister Cassandra were quarreling, so the social
worker called their aunt Jean Putnam to come and stay with them.
Putnam showed up hours later, only to tell Mattian she was going to
leave with Cassandra because she `did not feel safe staying in the
apartment’ with Thomas, police said.

In September 2002, a law enforcement source told the Herald, Thomas
Belanger, then 14, was involved in an episode that led to multiple
charges of assault with a knife and a fire extinguisher, as well as
assault on a public official. The charges, part of a sealed juvenile
record, were later dismissed, the source said.

Ed King, 51, a stunned neighbor, said he watched football games with
Thomas Belanger, whom he described as a `lonely, gentle kid.’

`I was pretty shocked when I heard the news,’ King said. `I didn’t
think he was capable of it.’

Since 2001, Mattian had been program director of Family Continuity’s
Department of Mental Health-funded Lawrence FLEX, a program designed
to keep children with chronic mental illness at home and out of
hospitals and group programs.

Family Continuity’s executive director Earl Stuck said his staff was
`devastated.’

`Anyone who knew (Mattian) knew what a strong and dedicated person
she was,’ Stuck said.

In a statement, DMH called the tragedy `a very rare occurrence’
adding, `Research shows that individuals with mental illnesses are
more likely to be victims of violence rather than perpetrators.’
