results from this meeting", OSCE MG French Co-chair Bernard Fassier
told APA. He said that the meeting, the ministers would hold tomorrow
on the eve of 118th session of the Council of Europe’s Committee of
Ministers, would show how the parties were ready to continue the
negotiations. "We perceive that both sides intend to develop peace
process". He said the co-chairs would not make any different proposals
in the meeting. "We will discuss the date of our visit to region and
meeting between the presidents of Azerbaijan and Armenia. There are
several proposals for the venue and date of this meeting and one of
them is a meeting within the framework of 12th international energy
forum in St- Petersburg, Russia on June 6-8.

Russia’s president on Wednesday, pledging to bolster
the country’s economic development and civil rights.

Medvedev took the oath of office in the Kremlin’s
golden-hued Andreyevsky Hall, bringing to an end
Vladimir Putin’s eight years as president.

Medvedev has pledged to continue the policies pursued
by Putin. In his inaugural address, Medvedev said his
most important tasks would be the development of civil
and economic freedom.

Medvedev’s six-minute inaugural address referred to
civil rights issues several times, a possible
indication that his presidency would take a different
course than that of the man who groomed him for the
job and used his considerable influence to ensure his
election.

`Human rights and freedoms … are deemed of the
highest value for our society and they determine the
meaning and content of all state activity,’ he said.

The 42-year-old, formerly a first deputy prime
minister and chairman of the state-controlled natural
gas giant Gazprom, also pledged to fight endemic
corruption.

`I’m going to pay special attention to the fundamental
role of the law. We must achieve a true respect in
law, overcome the legal nihilism which is hampering
modern development,’ Medvedev said.

He pledged to help make life `comfortable, confident
and secure’ for Russians and to modernize industry and
agriculture, encourage the development of new
technologies and attract investment, the AP reports.

Recently agreement was reached with the rector of the Agrarian Academy
of Armenia to set up a branch of the academy in Stepanakert. As part of
the agreement, the department of agriculture at Artsakh State
University should be closed.

`The branch will operate from September on the basis of the agrarian
college,’ said the NKR minister of education and science Vladik
Khachatryan.

`If the branch of the Agrarian Academy is successful, we will start
thinking about opening a branch of the University of Architecture in
Stepanakert,’ said Prime Minister Ara Harutiunyan.

RA Prime Minister Tigran Sargsyan received the Ambassador Extraordinary
and Plenipotentiary of the Islamic Republic of Iran Seid Ali Saghaian.

Issued related to expanding the Armenian-Iranian cooperation in
different spheres, implementation of new programs were discussed.

`The Islamic Republic of Iran fully supports the newly elected
President of Armenia and the Government led by you in all the
directions that have been proclaimed a priority in the new Government
Program,’ Seid Ali Aaghaian underlined.

The parties attached importance to encouraging investments,
intensification of communication between businessmen, ensuring a
favorable environment for their activity.

The Armenian Prime Minister and the Iranian Ambassador stressed the
importance of founding Consulates in Tabriz and Kapan, an agreement on
which has already been reached.

The interlocutors turned to the issue of preparing the recurrent
sitting of the Armenian-Iranian Intergovernmental Cooperation
Commission to be held in summer of the current year.

`We are interested in and will do our best to deepen the economic
cooperation with neighboring Iran and to raise it to a qualitatively
new level, which derives from the interests of our peoples. On one
hand, it will increase the security of our countries and peoples, on
the other hand, it will encourage economic growth,’ Tigran Sargsyan
said.

Member of the `Republican’ Parliamentary Faction Artak Davtyan answers
the questions of the correspondent of `Hayots Ashkharh’ daily.

`The day before, when from the NA tribune you were expressing the
standpoints of your fraction regarding the government’s action plan you
stressed the importance of refusing party-addiction. Does this mean;
the beautiful words about the supremacy of the state interests are
veils to move forward the party-affectations?’

`If we consider secondary the interests of the state, and the national,
state programs underlined in the coalition cooperation and be guided by
narrow party interests, we will unequivocally jeopardize the
implementation of the government’s action plan.

Of course personal skin is closer, but it is high time to unite our
people, and why not the protestant electorate as well, those who voted
for the extra-parliamentary powers, around the state problems. This is
the very principle, the Republican Party has always been guided by: to
be based on the idea of national solidarity while forming the
government.

That is why I quoted Garegin Njdeh: saying that party-addiction is a
great evil; he was exhorting to refuse that mode of action. The
Republican Party has well prepared cadres. That’s why we can nominate
several worthy candidates for different positions. The President of the
Republic, possesses the whole human resource bank of the party, and in
my view, everyone knows that we don’t have any problem linked with the
human resource potential.

We have started the process of uprooting party-addiction from
ourselves. That is why we give ourselves the right to voice this from
NA tribune.

`In your estimation does the government’s action plan answer the
purpose of overcoming the internal and external challenges faced by the
country?’

`In my view it is a balanced program. It is possible to include the
impossible in one document: to represent the mechanisms of the solution
of all the issues, the succession of all the steps and the exact
schedule. The most important thing is that the government’s action plan
clearly enshrines the key targets and priorities, the implementation of
which will lead us to a qualitatively new country in 2012.

Particularly the conversation is about the formation of the middle
class, because the high economic growth recorded during the recent
years is far not satisfactory to mitigate the social polarization. In
different countries in Latin America, for many years they ensured high
economic growth, in conditions of emphasized social polarization. This
implies estrangement of the different layers of society, which usually
turns into enmity and hatred.

In such conditions it is senseless to speak about social agreement and
building civil society. That is why in my statement I brought the
attention of the government on the fact that in parallel with the high
tempo of economic growth, by every year we must try to improve Jin
Coefficient of the income distribution, so that rich people won’t
become richer and the poor ` poorer. Otherwise the second-generation
reforms will be an end in itself.’

`What is the difference between this government program and the
previous one?’

`Firstly I must record that this program is based on the fundamental
clauses of the previous one. It is not right to say that the
conversation is about revolutionary changes. Of course there are
certain new accentuations, taking into account the new coalition format
and the priorities enshrined in Serge Sargsyan’s pre-election program.

After all one year has passed after the parliamentary elections, new
problems have appeared during this period of time, the expectations of
the society have changed and many issues have become priorities. The
conversation is mainly about the atmosphere of trust between the
authorities and the society. This is the fundamental pledge, due to
which the government can overcome the challenges faced by the country.

It is also essential, that the digital index of the economic growth is
based on not the nominal but the real growth of the GDP. This means the
real increase of prices and the deflator of the GDP is neutralized by
the growth of income.

By giving vote of confidence to the government, during the coming
months we must implement a serious legislative activity. If we fail to
ensure corresponding legislative field we will not be able to realize
all this. The parliament and the government must coordinate their work,
to be able to implement the reforms, enshrined in the government’s
action plan.

I must mention that there is something common between the action plans
of the ruling and the former governments: both are based on the concept
of the national security. Which means we must bring our legislation in
conformity with the strategy of the national security.’

ARMENIA AND TERRORISM ACCORDING TO US DEPARTMENT OF STATE

On May 1 the US Department of State published its annual report on
terrorism. In these reports, published regularly since 2004, are being
figured out the statistics for anti-terror actions in the world and US
cooperation with other states. Naturally, we are first of all
interested in the statistics about struggle against terrorism in
Armenia and its neighbors, Azerbaijan and Georgia.

Comparing the conclusions about Armenia and Azerbaijan, at once we
noticed that a great number of people were arrested in Azerbaijan
under suspicion of being involved in terrorist organizations. The
report says that 15 civilians, calling themselves "North Army of
Mahdee" were detained and accused for being in contact with the
Iranian Revolution Guardians’ Corpse. Another terrorist group, lead
by some Arab, Abu Jafar, was caught in Sumgayit. 11 people were
arrested in September. It is said they were preparing a terrorist
attack against the US Embassy in Baku.

However, the report on Azerbaijan, so rich with arrests and terrorist
organizations, lacks the most important part – the conclusion. It is
uncertain, whether the United States are concerned with the large
number of terrorists in Azerbaijan, or not.

On the contrary, the report on Armenia, where not a single incident
however linked with terrorism was recorded, is full of conclusions of
the American "experts". It turns out that the USA is troubled with the
intensive Armenian-Iranian relations. The "experts" elaborated in
details, how last year the President and the Defense Minister of Iran
visited Armenia and how close the diplomatic relations between Yerevan
and Teheran are. By the way, the President and the Defense Minister of
Iran also visited Azerbaijan in 2007, but nothing is said about that
in the report.

At the same time Department of State report says that although Armenia
cooperates with the USA the in struggle against terrorism, the
corruption in the Government, shadow economy and high level of
criminal may permit illegal transfer of arms, terrorists and money
through the territory of Armenia.

Our conclusion is simple and obvious: the Department of State had
nothing to write about Armenia and all the absurd was written in order
to write just something. The report on Armenia has no legal or
juristic grounding and is only aimed at stating that there are
"certain criminal elements" in Armenia, which may possibly cooperate
with terrorist financial structures. This sounds absurd, when at the
very same time there are dozens of such criminals in Azerbaijan, which
are already cooperating both with financial and militant terrorist
structures. The report clearly shows that the United States, having
nothing to say against Armenia, but minding to equalize Armenia and
Azerbaijan, invented inconsistent and fake "accusations" (if this word
is suitable here).

RA Prime Minister Tigran Sargsyan today received the President of
the Armenian General Benevolent Union Perch Sedrakian.

Congratulating Tigran Sargsyan on appointment, Mr. Sedrakian noted he
is impressed by the last meeting with him as Chairman of the Central
Bank and wished the Armenian Government to register success under
his leadership.

Perch Sedrakian underlined that the AGBU launches activity in many
countries of the world for the benefit of our compatriots of Diaspora
and our Motherland.

Prime Minister Tigran Sargsyan also noted that he is inspired with the
previous meeting with the AGBU President, stressing the importance
of the programs discussed during that meeting. The Prime Minister
assured that the Armenian Government is ready to do its utmost to
promote the implementation of AGBU programs, use the potential of the
Diaspora and the opportunities provided, underlining that we have no
right to drop behind our neighbors.

Tigran Sargsyan stressed the importance of accomplishment of
pan-Armenian programs, expressing confidence that doing business in
Armenia should be easy for every Armenian to be able to say anywhere
that it is easier to do business in Armenia than in the country
of his residence. "We have a number of ambitious programs, which,
we hope to implement with your support, as well. We have a young
generation that must see all this and be proud.

People are tired of words, it’s time to prove the words with deeds,"
the Prime Minister said.

YEREVAN, APRIL 28, NOYAN TAPAN. The municipality of Yerevan will
celebrate the 2790th anniversary of the foundation of Yerevan with
a great solemnity this year. As Kamo Movsisian, the Head of the
Department of Youth Culture and Sports of the municipality of Yerevan,
stated at the press conference held on April 28, the events envisaged
within the frameworks of the "Erebuni-Yerevan" celebration will be
held in October.

According to him, the discussion of the presented scenarios
is currently underway. In the words of Kamo Movsisian, the
preparatory-organization work of the events will probably start in
two months. "As we are celebrating the 2790th anniversary of the
foundation of Yerevan this year, we should so that the events of this
year differ from the previous ones," Kamo Movsisian said.

It was also mentioned that delegations from different countries of
the world will arrive in Yerevan for the purpose of taking part in

93rd anniversary of Armenian Genocide, a group of Armenians organized
an action of protest in front of the Embassy of Turkey in London.

As the Cihan agency reported, at that moment a group of Turks with
Turkey’s flag in their hands approached the Embassy. The Police
interfered at that moment and in order to avoid incidents took Turks
away from Embassy’s territory.

It was also mentioned that London-based Armenians intended to organize

YEREVAN, 28.04.08. DE FACTO. On Thursday, April 17, representatives
from the Armenian Assembly of America (The Assembly) attended a hearing
entitled, "Armenia after the Election," held by the Commission on
Security and Cooperation in Europe, on Capitol Hill.

To note, the Commission on Security and Cooperation in Europe, also
known as the U.S. Helsinki Commission, is a U.S. Government agency
that monitors progress in the implementation of the provisions of the
1975 Helsinki Accords. The Commission consists of nine members from
the United States Senate, nine from the House of Representatives, and
one member each from the Departments of State, Defense and Commerce.

Testifying on behalf of the Bush Administration, Matthew Bryza,
Deputy Assistant Secretary of State for European and Eurasian
Affairs, told Members of Congress that "what happens in Armenia
matters to the United States." He added that Washington had a vested
interest in Armenia’s security, regional economic integration, and
the freedom of the Armenian people to exercise their internationally
recognized human rights to shape their own future. He also reiterated
Washington’s commitment to working with President Serge Sargsyan to
restore Armenia’s democratic momentum and create peace and stability
in the region.

The hearing also focused on the ongoing Organization for Security
and Cooperation in Europe (OSCE) negotiations on Nagorno Karabakh
and Armenia’s qualifications for assistance from the Millennium
Challenge Account.

Deputy Assistant Secretary of State Bryza, speaking in his capacity
as OSCE Minsk Group Co-Chair, said the most important step toward
bolstering peace and prosperity in Armenia and Azerbaijan would
be a peaceful, just and lasting settlement of the Nagorno Karabakh
conflict. Speaking about economic assistance to Armenia, Bryza noted
that the five-year, $235 million compact between Armenia and the
Millennium Challenge Corporation was a testament that Armenia had
been moving in the right direction. "We have helped Armenia reduce
rural poverty and achieve double-digit rates of economic growth."

Chairman of the U.S. Helsinki Commission Rep. Alcee L. Hastings (D-FL),
noted that a substantial effort had been made, and would continue to
be made, to assist the Armenian government in democracy-building and
full economic development.
