According to the deputy the Prime Minister and the President both
are new by their conditions. Though Serzh Sargsyan has been always
occupying serious positions, he is a president for not so long time.

"The position he is authorized to handle is new for him, hence we
should wait," she said.

According to A. Petrosyan both the President and Prime Minister are
short of time to sit and measure local situation as they have to
persist the international pressure.

The managing director of the Electricity Company of East Azarbayjan
Province has said that if people save at least 10 per cent of the
electricity they consume, we will not have power cuts.

Pointing out the shortage of power generation at hydroelectric
power plants due to low rainfall, Baharivand said that the export of
electricity will be stopped and we will start importing electricity
from Armenia and the Azerbaijani Republic.

[Baharivand] East Azarbayjan Province has around 1.1m subscribers and
peak consumption in East Azarbayjan is 1,140 MW. This means that if
one subscriber turns off one 100 W lamp at the peak time, we will
not have power cuts. Because only one 100W lamp, because of power
cuts – the peak is 110 MW [as heard]. If our dear customers really
show respect, we will not have power cuts.

[Correspondent] Apparently, import [of electricity] is being discussed
right now. Could you please explain?

[Baharivand] I have to say that we swap energy with several
countries. One of them is Armenia, one is Naxcivan, one is Azerbaijan –
Imisli [District] of Azerbaijan – and another one is Turkey. The peak
time in these countries is different from our peak time, as their
peak time is in winter and our peak time is in summer. This means
that we give them electricity in winter and they [give us electricity]
in summer.

At this moment, our daily import from Armenia is approaching 170 MW,
but right now we import over 180 MW [from Armenia].

We import around 100 MW from Imisli [District] of Azerbaijan. This
means that we import from 280 to 300 MW of energy daily. Although the
public says that we export [electricity], at the moment we import
energy – around 300 MW. Our exchange with Turkey is zero and we do
not swap [energy].

YEREVAN, JUNE 18, NOYAN TAPAN. It will be proposed to specially discuss
the issue regarding activity of democratic institutions in Armenia
at the PACE June 23-27 summer session to be convened in Strasbourg
only in case the co-reporters come to the conclusion as a result
of the visit to Armenia on June 16-17 that the Armenian authorities
have not ensured sufficient progress in the direction of fulfilment
of PACE requirements. This was mentioned in the report placed on the
Council of Europe official website.

It should be mentioned that Resolution N 1609 adopted during the PACE
spring session stipulates that unless the requirements are fulfilled,
the reliability of Armenia as a member-state of the Council of Europe
will be questioned, therefore during the opening of the June session
PACE should consider the possibility of suspending the right of vote
of the Armenian delegation in PACE.

According to the Council of Europe report, the urgent discussion of
the issue on activity of democratic institutions in Turkey is among
the most important program provisions of the session. Turkish Foreign
Minister Ali Babacan has been invited to the discussion. According
to the initial version of the draft agenda to be approved on the day
of session’s opening, discussions of the issue regarding activity of
democratic institutions in Azerbaijan are scheduled for June 24

It should be mentioned that Armenia’s delegation will participate
in PACE’s work with a partially changed staff. Naira Zohrabian,
a member of the National Assembly Bargavach Hayastan (Prosperous
Armenia) faction, and Artashes Avoyan, a member of the Orinats Yerkir
(Country of Law) faction, will leave for Strasbourg as members of the
delegation for the first time, instead of Vahe Hovhannisian and Mher
Shahgeldian, who have stopped their powers ahead of the schedule.

Prosecutor General Publishes Injuries of 10 Persons Killed March 1-2

PROSECUTOR GENERAL’S OFFICE PUBLISHES INFORMATION ON INJURIES OF 10
PERSONS KILLED DURING MARCH 1-2 EVENTS

YEREVAN, JUNE 13, NOYAN TAPAN. The RA prosecutor general’s office on
June 13 published information on the injuries of the persons who were
killed during the mass disorder in Yerevan on March 1 and 2.

According to the press service of the RA prosecutor general’s office,
Davit Petrosian, 33, received a bullet wound in the right side of the
chest, a 9 mm bullet (ricochet) was extracted from his body. He was
injured at house No 2 in Paronian Street.

Grigor Gevorgian, 28, received a perforating bullet wound in the skull.
He was injured at the crossroads of Paronian and Leo Streets.

Tigran Khachatrian, 23, had an open craniocerebral injury, foreign
bodies in the skull cavity, a piece of metal was extracted from his
skull ("cheryomukha" – ricochet). He was injured at the crossroads of
Paronian and Leo Streets.

Armen Farmanian, 34 (two previous convictions) had an open
craniocerebral wound, a foreign body was extracted from his skull
("cheryomukha" – ricochet). He was wounded at house No 24 in Paronian
Street.

Gor Kloyan, 29, received a missile wound in the left side of the groin,
pieces of metal were extracted from his body ("cheryomukha" –
ricochet). He was wounded on the bridge at the crossroads of Grigor
Lusavorich Street and Mashtots Avenue.

Hovhannes Hovhannisian, 47, received a bullet wound in the left side of
the chest, a 5.45 mm bullet was extracted from his body. He was wounded
on the bridge at the crossroads of Mashtots Avenue and Grigor
Lusavorich Street.

Zakar Hovhannisian, 31, received a bullet wound in the abdomen, a 9 mm
bullet was extracted from his body. He was wounded near the market in
Mashtots Avenue, taken to hospital No 3 where he died on the same day.

Samvel Harutyunian, 29, received an open penetrating craniocerebral
injury, had a skull fracture. He was wounded on the bridge at the
crossroads of Mashtots Avenue and G. Lusavorich Street, taken to the
"Armenia" medical center where he died on April 11, not having gained
consciousness.

Hamlet Tadevosian, 32, commander of a police troops company, received a
missile wound in the inferiour limbs. He was wounded at the crossroads
of Mashtots Avenue and G. Lusavorich Street, in front of house No 17.

Tigran Abgarian, 19, serviceman of military unit N of the police
troops, received a perforating bullet wound in the neck, fractures of
6th and 7th neck-bones. He was wounded near "Svin" hunter shop in Leo
Street, died in Yerevan’s Mikaelian Hospital on April 11, not having
gained consciousness.

According to the press service of the prosecutor general’s office, all
the necessary steps are being taken to reveal the circumstances of the
indicated persons’ deaths, including the questioning of policemen on
duty on the scene of the incident. Expert examinations will be made.

Yesterday The Government Set Up A Republic Commission For Preparing
For The Harvest In 2008, Which Is Led By The Vice Prime Minister,
The Minister Of Agriculture Armo Tsatryan.

It was noted in the meeting of government that from June 10
mobile camps will be set up for fire safety with 24-hour duty. The
organizations which buy wheat will also work 24 hours. The government
will allocate 18 million drams from the reserve fund for these
activities.

There is a risk that if Barack Obama becomes president, he might use
the word "genocide" for the events of 1915 within his first year,
said the director of a prominent think tank.

Sedat Laciner, director of the International Strategic Research
Organization, or USAK, warned that if Democratic presidential candidate
Obama wins the election, he will become the first U.S. president to
classify the events as "genocide."

He pointed out the strength of the Armenian lobby and that the greatest
support for American-Armenians came from the Democratic Party.

"If Turkish-American relations are going well, the Armenian issue
is just a tangent, it can be easily stopped. But if there is so much
as a small problem in our relations then the Armenian issue will act
like gas thrown on a fire," said Laciner.

Laciner also warned of American involvement in the region: Turkey
should not leave developments in the Middle East to America whim,
said Laciner adding that he did not feel that either Obama or McCain
were "problem solvers."

"We will face a new United States. This will greatly increase
risks. This sort of change might increase the uncertainties in
America’s plans in the Middle East, but it will also give more
maneuverable space for local forces," he said.

Laciner added that Turkey must plant its feet more firmly on the
ground, "It must create solutions in the Middle East, sometimes
assisting the U.S., and sometimes taking the initiative and using
incentives to for regional projects, politics and solutions."

President Bako Sahakian received the representatives of Shen Company
Hayk Minasian and Emil Abramian.

Upon completion of the meeting the plenipotentiary representative of
Shen Company Hayk Minasian stated that the issues referring to the
organization’s current programs and further plans had been discussed
at the meeting. "We have realized the programs on granting computers
to rural communities’ schools. In 2005 we also indicated a credit
program on vineyard’s planting", Hayk Minasian said.

Speaking of the future programs Hayk Minasian noted that Shen Company
also intended to plant pomegranate gardens in Artsakh. "We’ll expand
development programs and we’ll cooperate not only with Martuni
region, but also with the communities of Askeran and Martakert",
the organization’s plenipotentiary representative said.

As for the organization’s passive activity for the last years
Hayk Minasian said, "At one time we realized only humanitarian
programs. Today we have changed our activity’s direction and work on
development programs. Such work is sluggish, our passiveness must be
conditioned by this fact".

Family Joy – But Days Later Daniel Was Dead

THEY are the smiles of a happy and devoted family. Daniel Sookasian,
14, is pictured with his sisters Hannah and Anoush.

Yet about a week later Daniel – ‘a great brother’ – was dead after
falling through the roof of a derelict shop.

Now his heartbroken family has paid tribute to him.

Daniel suffered a serious head injury after falling from the
third-storey roof of the derelict United Carpets store in Openshaw,
Manchester.

He had emergency surgery at Royal Manchester Children’s Hospital,
Pendlebury, but did not regain consciousness.

His family was at his bedside when he was pronounced dead by doctors
the next morning. Daniel, a pupil at Egerton Park Arts College in
Denton, was a keen amateur rugby player for the under-14s team at
Droylsden-based Aldwinians RUFC.

Dad Hamlet Sookasian, 50, originally from Armenia, said: "He was with
friends and they were just being kids, messing about and climbing in
the building.

"We’ve all done it when we were growing up, daring each other to do
things like this.

"Daniel was very active. You had to keep him busy and he loved sports,
especially rugby.

"He was such a caring boy and his time was cut short. He had really
turned a corner recently and was becoming a man.

"He was one of the kindest lads – he really thought about others and
made people smile.

"My son went to a rough school and had to have an aura of being a
tough guy. He’d been in bits of trouble but he had settled down and
since Christmas had really improved.

"All his teachers said he had improved and he wanted to win the prize
for most improved pupil."

Friends and family have left tributes to ‘Danny’ at the scene of the
tragic accident on Ashton Old Road. As well as flowers and cards,
there are Manchester United shirts, flags and scarves signed by his
friends, who have also written tribute messages on warning signs on
the ramshackle building.

Another teenage boy also fell from the roof of the building, which is
being demolished, in the same incident. He was treated for a suspected
broken wrist.

Daniel, who lived with his mum Susan Sale, 51, on Maple Avenue,
in Denton, had ambitions to be a pilot and attended St Gregory’s
Orthodox Church with his dad. He had picked up basic Dutch while
living in Holland and Armenian through his father. Susan said:
"He always had a kiss for me when he left in the morning. I can’t
believe this has happened.

"It’s difficult to find the words."

He has an older brother, Peter Sale, 26, and his two sisters, Anoush,
27, and Hannah, 23.

Anoush and Hannah said in a statement: "Daniel was a great brother."

Janet Schulman and Matthew Rayer of Bienvenidos Children’s Center Inc,
sold its foster-children’s home at 183-205 E Palm St. in Altadena,
CA to new owner-user Shahe Garabedian, principal of the Sahag-Mesrob
Armenian Christian School.

The property was built in 1994, spanning 2.72 acres over two
parcels. The sale includes a 3,084 SF single-family residence and
25,700 SF parcel that will serve as offices for administration for
the new owners.

The school was established in 1980 with a mission to provide the
students with Christ-centered education with an Armenian heritage
and cultural programs. Each student becomes acquainted with Christian
teaching and faith, the Armenian language and history and excellence
in learning under disciplined conditions.

Martin Cohan, Joshua Levy and Paul Brehme of Marcus & Millichap
represented the sellers. The buyers were represented in-house.
