YEREVAN, AUGUST 12, ARMENPRESS; Armenian weightlifter in Beijing
Olympic Games 20-year old Tigran Martirosian (69 kg) from Beijing
won bronze medal. This is the second bronze medal won by Armenian
athlete. Armenian Greco-Roman style wrestler Roman Amoyan (55 kg)
also won bronze medal.

The winner of the gold medal was Chinese Lyao Chim, the silver was
taken by Marcelas Dabayan from France.

London: Britain on Sunday advised its citizens to leave Georgia unless
it is necessary that they stay, while the Foreign Office advised
against non-essential travel to the conflict-torn country.

"If you or your family have no urgent need to remain in Georgia you
should leave as soon as possible. It is wise to do so while some air
services are still available and the border remains open," the Foreign
Office said in a statement.

The office said that visas for Armenia can be obtained at the border
and entry into Azerbaijan is only possible with a visa.

The office advised against travel to separatist regions of South
Ossetia, Abkhazia and also the upper Kodori Valley, also known as
upper Abkhazia.

Armenia-based Russian military not involved bombing Georgia, defence

Yerevan, 9 August: The Armenian Defence Ministry has categorically
denied reports that air raids on Georgia’s air bases are being
implemented from the Russian military base in Armenia. Such reports do
not correspond to reality, Defence Ministry spokesman Seyran
Shakhsuvaryan told Arminfo.

"There are no bombers at the Russian military base in Armenia," he
said.

According to information available, light fighter-interceptor jets are
deployed at the base and they cannot carry out bombing missions.

Some Georgian and Azerbaijani media outlets reported yesterday that
Russian aircraft that were bombing Georgian air bases were taking off
from the [Russian] base in Armenia.

Fresh military action may erupt between Azerbaijan and Armenia over
the Upper (Nagorno) Garabagh region, a Russian analyst has said.

"The resumption of hostilities is possible, although I don`t think
it would be a large-scale operation," said Mikhail Aleksandrov, who
heads the department on the Caucasus of the Institute for CIS States.

Aleksandrov claimed that Azerbaijan will try to take action of local
scale that is needed for President Ilham Aliyev to conduct his campaign
for the October election.

The analyst maintained that in the course of all-out military action,
Baku would not win and will have to retreat. He said President Aliyev
was striving to resolve the Garabagh problem, otherwise, he would be
blamed for failing to do enough to settle the long-standing dispute.

"But I believe that the conflict will not see a solution in the near
future. There will be no concessions of principle from the Armenian
authorities in this respect. The Garabagh conflict will retain the
status quo for a long time.

"Global processes propelled by the economic crisis that will possibly
bring about US withdrawal from Iraq and a NATO collapse are currently
under way in the world. All these changes will lead to a change in
the geo-political layout in the region," Aleksandrov said.

Aleksandrov said the West-backed Baku-Tbilisi-Ceyhan export oil
pipeline was the only factor that could make Baku "think twice"
or divert it from launching military action.

"Let`s assume that the hostilities in Upper Garabagh have started. The
Armenian side has a full right to deal blows on communications
while acting in self-defense, and the West knows it all too well,"
Aleksandrov alleged.

Commenting on the statement, Azerbaijani former state adviser Vafa
Guluzada said Russia was looking to see things spinning out of control
in the Caucasus.

"I am referring to the Upper Garabagh [conflict] in Azerbaijan and
Abkhazia and South Ossetia in Georgia. Thus, a blow would be dealt
upon Western interests in the region and existing communication lines
would collapse. Clinging to Azerbaijan`s belligerent statements,
subversion would be staged, and in the long run, Azerbaijan would be
blamed. But I don`t think they will dare to do so."

The conflict between the two South Caucasus republics reared up
in the late 1980s due to Armenia`s territorial claims. Armenia has
been occupying over 20% of Azerbaijan`s internationally-recognized
territory since the early 1990s. Years of peace talks have brought
little tangible result. Azerbaijani officials have repeatedly warned
against Armenia`s policy of aggression, saying the country`s land
will be freed at any cost.

Guluzada said such statements as Aleksandrov`s were provocative. "The
allegations that President Aliyev will use the `Garabagh card`
during the election campaign are ridiculous, as the main thing the
Azerbaijani government needs ahead of the elections is stability."

As for the allegations on the United States` weakening position in
the region and the NATO collapse, the analyst said: "The process of
NATO`s strengthening is ongoing around the world. In the backdrop
of the USSR collapse and Russia`s faltering, the US is turning into
a hegemonic state, while Russia is losing its positions in Europe,
Asia, etc., in short, in regions the world over."

YEREVAN, August 4. /ARKA/. Salaries of Armenian Police staff will
be raised by 50 percent in 2009, Police Chief, Mayor General Alik
Sargsyan said.

Sargsyan said very low salaries are paid to Armenian policemen now. In
Estonia, for example, policemen get $1.500, in Russia -$800, and in
Georgia – $500, while in Armenia they get in average $200.

According to Sargsyan, Police and National Security Service personnel
are paid even lower salaries than teachers and civil servants.

Kevorkian Facing Two Opponents For 9th District Seat

BIRMINGHAM, Mich. — Dr. Jack Kevorkian will hold a community
roundtable Friday evening to help kick off his campaign for Congress.

The event begins at 7 p.m. at the Birmingham Community House, at 380
South Bates Street.

Kevorkian is running as an independent in the 9th Congressional
District against Rep. Joe Knollenberg, R-Mich., and Gary Peters,
D-Mich.

Before his run for Congress, Kevorkian admitted to participating in
more than 130 assisted suicides in the 1990s, and served more than
eight years in prison before being released last June.

Foreign Ministers of Armenia and Azerbaijan Edward Nalbandyan and Elmar
Mamedyarov will meet in Moscow on August 1, said Foreign Minister of
Armenia Edward Nalbandyan at a press conference Wednesday.

"The meeting is organized by the OSCE Minsk Group co-chairs. Both
meetings of the Foreign ministers with the three co-chairs and
private meetings of the two Ministers will be held in Moscow",
informed the Minister.

According to him, during the meetings the sides will discuss Madrid
proposals of the co-chairs on the basis of which the Presidents of
Armenia and Azerbaijan confirmed readiness to continue talks on the
resolution of Nagorno Karabakh conflict.

Nalbandyan assured that Armenia is ready to continue talks on the
basis of the so-called Madrid proposals.

"It is a way which will promote the conflict resolution", assured
the Armenian diplomat.

The previous meeting of the two Ministers was held on June 6 during
an informal summit of the CIS Presidents in Saint-Petersburg.

AGBU-UN Group Raises Awareness & Funds for Youth Career Trail Program
in Armenia

Working in cooperation with the United Nations Development Program
(UNDP), The AGBU-United Nations Special Interest Group hosted its
first benefit reception on July 24, 2008 at the UN headquarters in New
York. The reception raised funds for the UNDP Youth Career Trail
Project, which seeks to mitigate youth unemployment in Armenia by
partnering recent college graduates with leading host organizations
through a six-month paid internship program. More than one hundred
guests, including AGBU and UN dignitaries, attended the reception.

The benefit reception included remarks by His Excellency Armen
Martirosyan, Ambassador Extraordinary and Plenipotentiary, Permanent
Representative of Armenia to the United Nations, Arda Haratunian,
Member of AGBU Central Board of Directors, and Consuelo Vidal, UNDP
Resident Representative to Armenia, as well as a video presentation
featuring interviews with recent Youth Career Trail project
interns. Hors d’oeuvres and live jazz music also accompanied the
evening.

Although uninterrupted economic growth has been documented in Armenia
since 1994, economic recovery has not resulted in a real expansion for
employment so unemployment is one of Armenia’s key social and economic
problems. Young people are especially affected by this trend, with
youth unemployment in Armenia reaching a critical level of almost 50%.

Within the framework of the UN Global Compact initiative, the Youth
Career Trail Project is a joint effort between UNDP, the private
sector, and non-governmental organizations, such as AGBU, to alleviate
youth unemployment rates in Armenia. Easing the transition from
college to the workforce, participants in Yerevan and the outer
regions earn valuable on-the-job experience relevant to their
education.

Participants in the Youth Career Trail Project also refine necessary
career skills through the program’s capacity-building seminars. In
addition to partaking in a six-month paid internship, participants
attend seminars which offer help in presentation skills and
interviewing, as well as guidance in writing an effective résumé. Host
companies are encouraged to hire successful candidates upon completion
of the internship period, and over 50% of the first Youth Career Trail
class has found long-term employment.

The AGBU-UN Special Interest Group is proud to help sponsor the third
class of interns. Kim Yacoubian, AGBU’s Main Representative to the UN,
stated, "After nearly a year, our work has culminated in this evening,
the first of many initiatives to come, bringing us together to support
the next group of interns this coming August." AGBU-UN SIG’s benefit
reception raised $6,000, which will cover the internship stipends of
ten upcoming Youth Career Trail Project participants.

Prosecutor General of Armenia Aghvan Hovsepyan decreed Tuesday that
the measure of restraint on Ararat Zurabyan, Chairman of the Armenian
Pan-National Movement Board, is changed. Special Investigator of the
Special Investigation Service Vahagn Haroutiunyan said at Tuesday
meeting of the Parliamentary Interim Committee to Investigate the
Incidents of March 1-2 in Yerevan.

Chairman of the Interim Committee Samvel Nikoyan said, for his part,
that the Committee applied to Aghvan Hovsepyan Monday with a petition
for change of the measure of restraint on Zurabyan because of the
latter’s serious heart problems. On July 25 S. Nikoyan visited
A. Zrabyan in the hospital he was taken to earlier.

The Armenian Defense Ministry confirmed that soldier Gor Manasaryan
was killed at the Armenian-Azeri armed forces’ contact line.

An investigation is underway, RA Defense Minister’s spokesman,
col. Seyran Shahsuvaryan told PanARMENIAN.Net, adding that the
serviceman was without helmet, bullet-proof vest or some special
devices.

"Several days ago Manasaryan lost his way and was killed after
crossing the Azeri border accidentally. Manasaryan was not a member
of "subversive group that penetrated into the Azeri territory,"
col. Shahsuvaryan said.

On July 19, Azeri media with a reference to the Azerbaijani Defense
Ministry reported that "Armenian subversives tried to cross the
Armenian-Azeri border. One of them was killed in a skirmish. His body
and weapon were left on the Azerbaijani territory."
