Azerbaijani parliamentarians believe that Armenia will retreat from
its non-constructive position on the Nagorno-Karabakh conflict.

"The negotiation process will force Armenia to abandon its
non-constructive position. Sooner or later, Armenia must release the
occupied Azerbaijani lands and recognize the territorial integrity
of Azerbaijan. It will happen soon," New Azerbaijan Party Political
Council member, MP Aydin Mirzazade told Trend News on Saturday.

The process of negotiations on the Karabakh settlement was once again
intensified.The Azerbaijani and Armenian Presidents, foreign ministers
of both countries have recently met several times.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Mirzazade said that current situation in the country will force the
Armenian leadership to withdraw from its positions.

"Armenian unconstructive position harms itself. The population left
the country. Its economy is not growing. The independence is under
doubt. The crisis promoted to reduce its budget from 3 to 2 billion
for the last three years. The real situation will force Armenia to
make this objective action," MP said.

The agreement on solving the Nagorno-Karabakh conflict will be
concluded till late May 2010, Azerbaijani Former Prime Minister,
Panah Huseynov, told Trend News.

"Azerbaijan wil face serious tests till May. They are also connected
with the adoption of protocols in the Turkish parliament. But,
whatever decision is made, the country will not yield its positions.

The Azerbaijani society must be intensified at the same time," MP said.

Turkish and Armenian foreign ministers Ahmet Davutoglu and Edward
Nalbandian signed the Ankara-Yerevan protocols in Zurich Oct. 10.

These protocols have not been ratified by the parliaments of both
sides yet.

enables to expand the Armenian-Polish military cooperation, Poland’s
Defense Minister Bogdan Klich told a news conference jointly held with
the Defense Minister of Armenia Seyran Ohanyan in Yerevan.

"We asked to develop and submit proposals for developing cooperation
in the spheres of military education, international peacekeeping,
military medicine," Polish Defense Minister said. During the visit,
the Polish minister also discussed prospects of cooperation in
military-industrial sphere.

Seiran Ohanyan expressed confidence that cooperation with Poland will
help Armenia to apply the Polish experience in many areas.

Armenia: CIS security chief against resumption of hostilities in Karabakh

Secretary-General of the Collective Security Treaty Organization
(CSTO) Nikolay Bordyuzha said he treats negatively statements on
possible resumption of the hostilities in Nagornyy Karabakh conflict,
Armenian Second TV Channel reported on 24 November.

Speaking at a session "Collective Security Treaty Organization as
factor of stability and security in the Caucasus Region" in Armenian
capital Yerevan on 24 November, Bordyuzha said: "How can I treat
statements on the possible start of a war – of course, negatively",
while commenting on the latest statement by the Azerbaijani president
that Azerbaijan may withdraw from the Karabakh talks if this stage of
the talks does not yield results, the TV reported.

The CIS security chief added in this regard: "The initiative of the
Russian president on the necessity of signing a legally binding
agreement on European security is very timely. It is an absolute truth
at present that we should have such an agreement that rules out any
solutions of any issues of political nature by force," Armenian Second
TV Channel reported.

Bordyuzha said he hopes very much that the Azerbaijani president’s
statement "was nothing but a statement targeted at boosting agreement
with Armenia on Karabakh", the TV reported. Bordyuzha told the session
that "intensity" of meetings between the Armenian and Azerbaijani
sides demonstrates "drive of the Armenian and Azerbaijani leadership
to reaching a mutually acceptable solution on this very complicated
issue. This process is going on and this is the most important thing",
Novosti-Armenia website reported on 24 November.

Bordyuzha told the session that drills of CSTO collective rapid
reaction force (KSOR) will be held in 2010 and that KSOR drills in
Russia will include the military component of the KSOR and also
antiterrorist subdivisions of security entities, ministry of emergency
situations and agencies of internal affairs, Novosti-Armenia website
reported on 24 November. The CSTO plans to hold complex drills in 2011
with all of the above components, the website quoted Bordyuzha as
saying in the same report.

Armenian President Serzh Sargsyan received Bordyuzha on the same day,
Armenian Second TV added in the same report. The sides discussed
cooperation between CSTO and Armenia; Sargsyan said he is content with
the rate of Armenia’s cooperation with the CSTO and praised the
activities of the organization – especially establishment of the KSOR
at the meeting, Armenian Second TV Channel reported.

The draft of the European Parliament progress report on Turkey calls
Ergenekon investigation an opportunity for Turkish democracy and rule
of law.

Written by Dutch Christian Democrat Ria Oomen-Ruijten, the draft calls
on the government to revamp the High Council of Judges and Prosecutors
(HSYK). The 8-pages report which bears the date of 26-11-2009 commends
the government’s initiative on the Democratic and Armenian initiatives
but at the same time criticizes the slow pace of implementation. The
parts of the draft on Cyprus seem to be hugely influenced by the
Greek Cypriot position.

The first debate of the draft report will take place on Dec. 2 in
Committee on Foreign Affairs (AFET). Following are some important
topics from the draft report.

Judicial Reform

By welcoming the government’s approval of the judiciary reform
strategy, the report also encourages the government to re-structure
the High Council of Judges and Prosecutors (HSYK) so as to ensure
its representative ness, objectiveness, impartiality and transparency.

It takes note of progress made on legislation limiting the jurisdiction
of military courts and regrets the lodging of an appeal before
the Constitutional Court seeking annulment of that legislation; is
concerned by the continuing involvement of the military in Turkish
politics and foreign policy, and reiterates that in a democratic
society the military must be fully subject to civilian oversight.

Ergenekon

The draft report is also concerned about the alleged magnitude of the
Ergenekon criminal network; urges the government and the judiciary
to ensure that all proceedings are fully in line with the due process
of law and that the rights of all defendants are respected.

Democratic initiatives

Welcomes the initiatives taken by the Turkish Government to bring
Turkish citizens together and enable every citizen, irrespective of
origin or religion, to enjoy equal rights and play an active role
in Turkish society. Welcomes the adoption of legislation removing
all restrictions on broadcasting in the Kurdish language by private
and public channels at the local and national levels as well as of
legislation on the use of the Kurdish language in prisons; urges
the government to take further measures ensuring real opportunities
to learn Kurdish within the public and private schooling system,
allowing for Kurdish to be used in political life and in access to
public services; calls on the Government to make sure that anti-terror
laws are not misused to restrict fundamental freedoms, and to abolish
the system of village guards in the south-east of Turkey.

Kurdistan Workers’ Party (PKK) terrorist organization

Condemns the continuing violence perpetrated by the PKK and other
terrorist groups on Turkish soil, and urges the PKK to respond to
the political initiative of the Turkish government by laying down
its arms and putting an end to violence;

Religious Minorities

Welcomes the dialogue entered into by the Turkish government with
non-Muslim religious communities and the Alevis; underlines, however,
that positive steps and gestures cannot mask the lack of real reform
of the legal framework, which must enable these religious communities
to function without undue constraints, in line with the ECHR and the
case-law of the European Court of Human Rights;

It also reiterates its concern about the obstacles faced by the
Ecumenical Patriarchate concerning its legal status, the training of
its clergy, and elections of the Ecumenical Patriarch.

Press Freedom

The report is concerned about continued restrictions on press freedom,
particularly following the imposition of an unprecedented fine on
a media group, as well as regarding frequent website bans; stresses
that the cultivation of press freedom is an important sign of political
culture in a pluralistic society; recommends that in this context, and
in light of the unhealthy links between media and business interests,
a new media law be adopted.

Cyprus

Calls on the Turkish government actively to support the ongoing
negotiations, and to contribute in concrete terms to the comprehensive
settlement of the Cyprus issue, based on a bi-zonal, bi-communal
federation, in line with the relevant UN Security Council resolutions
and the principles on which the EU is founded; calls on Turkey to
facilitate a suitable climate for negotiations by withdrawing its
forces;

Relations with neighbours

Commends the diplomatic efforts made to normalise relations with
Armenia, and urges the Turkish government to open the border with
Armenia; calls on the Turkish Parliament (TBMM) and the Parliament
of Armenia to ratify the relevant protocols without delay and without
setting any preconditions;

Takes note of the limited progress achieved in improving Turkish-Greek
bilateral relations; calls on the TBMM to withdraw its casus belli
threat, and expects the Turkish government to end the continued
violations of Greek airspace.

Welcomes the continued improvement of relations with Iraq and with
the Kurdish regional government; stresses once again its appeal to
the Turkish government to ensure that any anti-terrorist operation
that is conducted fully respects Iraq´s territorial integrity, human
rights and international law, and that civilian casualties are avoided.

Foreign Policy

Notes Turkey´s increasingly active foreign policy and appreciates
its efforts to contribute to solutions in various crisis regions;
calls on the Turkish government to intensify its foreign policy
coordination with the EU, in particular as regards Iran.

Aristomene Varoudakis, Head of the WB office in Yerevan believes
Armenia needs economic diversification. When the construction sector
ensures 30% of profit, and the mining industry ensures 40% of exports,
it means that economy is in danger. If Armenia is to return to the
two-digit growth, it has to diversify its economy.

It is not a mechanical process. Rather it needs improved
business environment and huge investments in the transport and IT
infrastructures, as well as highly skilled personnel, Varoudakis said
in an interview with Radio Liberty.

As to the gravity of the situation in Armenia in the context of
Armenia’s foreign debt, which is expected to reach U.S. $3bn by the end
of this year and U.S. $3.5bn by the end of 2010 (50% of Armenia’s GDP),
Varoudakis said that there is not a universal figure, 50% or 60%. Any
country has a number of factors allowing it to have a certain foreign
debt. The first factor is economic growth rates, which enable countries
to cover their debts due to tax revenues. Secondly it is diversified
and competitive economy, and, of course, efficient tax administration.

The general secretary of the Collective Security Treaty Organization on
Tuesday slammed a statement by Azerbaijan’s president that a possible
failure of talks between Azerbaijan and Armenia on the Nagorno-Karabakh
issue might lead to a new war.

"I take an extremely negative attitude to this statement. I was in
the military myself and I know what war is, with all the blood, I know
what will happen," Nikolai Bordyuzha told a news conference in Yerevan.

Earlier, Azeri President Ilham Aliyev said ahead of a meeting in
Munich with his Armenian counterpart, Serzh Sargsyan, that if the
meeting proved fruitless, war might break out in the region again.

"When I read Aliyev’s statement, I thought that the Russian president’s
initiative for signing a legally binding treaty on European security
is very timely, that we must have such a treaty, which would rule
out the possibility of military solutions to political problems,"
Bordyuzha said.

"I hope the aim of Aliyev’s statement was to stimulate reaching an
agreement with Armenia on Nagorno-Karabakh," he said.

Bordyuzha also said the Nagorno-Karabakh peace process had
intensified. "There have been six presidential meetings for the last
year and a half. This shows that the leaderships of Armenia and
Azerbaijan are seeking a solution to the conflict. The process is
there, and that is the main point," he said.

TEHRAN (FNA)- The sixth joint consulate meeting of Iran and Armenia
started its work here in Tehran on Tuesday to discuss ways of promotion
of consulate ties between the two neighboring countries.

Issues like passport, visa, student affairs, legal and social problems
and protocol issues are among agenda, the Iranian Foreign Ministry
Media Department announced in a statement.

Issues like more facilities for visa, less tariff of visa for visitors
of both countries, promotion of economic and academic relations,
increasing cooperation in the fields of law, exchanging convicted
persons, fight against drugs, bilateral police cooperation, and
developing border cooperation were among issues discussed on the
first day of the meeting.

The two sides are to sign a Memorandum of Understanding at the end
of the meeting.

Representatives of the Armenian Apostolic Church and members of youth
organizations today held a march from the Republic Square to the
Georgian Embassy in Armenia with signs reading "No to white genocide",
"Javakhk is our homeland" "Aren’t you a Christian nation?"

More than thousand demonstrators were accompanied by tens of policemen,
but there were no incidents.

The protesters gathered in front of the Georgian Embassy were raising
their voices on the occasion of the collapse of the St. Gevorg of
Mughnetsi Church which was built in 1356 in Tbilisi. They stood
in front of the embassy for an hour, screaming "Give us back our
churches", "Shame" and more.

"Our demand is that the Georgian church and authorities grant the
Georgian Armenian Diocese of the Armenian Apostolic Church a legal
status, return the Armenian churches, as well as respect and preserve
the cultural values of the Armenian people," as stated in the letter
to the Georgian Ambassador Extraordinary and Plenipotentiary.

"We are simply standing up for our rights. What is ours belongs to
the Armenian Church and we demand that the Georgian government accept
that and acknowledge our rights. There is lack of interest toward our
churches and the result of that was the destruction of our only church
in Georgia. This perhaps set an example for all Armenian Apostolic
Churches located in Georgia and there are worries that all churches
will have the same fate," Priest Yesaiah Artemyan told "A1+".

Some protesters were received by the Georgian Ambassador who promised
to transmit the letter to the highest Georgian authorities. He also
said that he was aware of the collapse of the church and that there
are agreements with the Ministry of Culture to restore the Armenian
Church early next year.

The youth left the Georgian Embassy with the promise to continue the
protests until their demands are met.

Armenia’s response to Azerbaijan’s Aliev’s military oriented statement
has been inadequate. "That was a sort of threat and President’s
speaker’s statement that if renewed war starts we’ll recognize the
independence of Nagorno-Karabakh was weak. We should declare that if
military activities are initiated we’ll encourage our people to get
united," Giro Manoyan, the director of ARF Cause Office Yerevan told
at news conference. It’s worth reminding that Azerbaijan’s President
threatened a renewed war to start if Munich presidential meeting
recorded no advancement. "Azerbaijan’s President’s military statements
just prove Azerbaijan’s deconstructive disposition. We should state
that Armenia has not recognized the independence of Nagorno-Karabakh
just leaving it to be resolved through peaceful negotiations. And if
peaceful negotiations are aborted nothing will keep Armenia from
recognizing NKR’s independence." ARF representative encourages
initiating strong activities to meet the challenge of the time.
