Aydin Mirzazade MP Aydin Mirzazade has commented on the reports of
the Turkish press.

"I consider that publications in the Turkish press saying Turkey will
increase its troops in Afghanistan in exchange for the solution of the
Karabakh problem, are journalistic version. Turkey is a serious state
and I do not think that Prime Minister Recep Tayyip Erdogan will hold
talks with U.S. President Barack Obama this way. Afghanistan and the
Karabakh problem are different themes, deputy of Milli Majlis and
political scientist Aydin Mirzazade told, commenting on reports in
Turkish press today that Turkey will increase its armed presence in
Afghanistan if the US helps solve the Karabakh problem.

"Positive dynamics is currently observed in the Karabakh problem and
Azerbaijan continues its diplomatic activity in this direction. Of
course, we are grateful to Turkey as our strategic partner in
supporting our position on this issue, but I think it is not correct
to bind Afghans to the Karabakh problem. These are different processes
", -said the deputy.

As for possible increase of Azerbaijan’s military presence in
Afghanistan, Mirzazade replied: "If Afghan government appeals to us
with the request, I think we can consider this question. Afghans treat
Azerbaijani armed forces well, and we are always ready to help that
country to establish peace and stability. The number of Azerbaijani
military personnel has recently been increased 4-fold – from 25 to
100 people – at the request of the Afghan government.

NON-STIPULATED LEGAL CONSEQUENCES FOR PROCESS FAILURE -A MINUS IN PROTOCOLS

/PanARMENIAN.Net/ Non-stipulated legal consequences for failure to
comply with Armenia-Turkey Protocol stipulations is a serious minus
in the document.

"Nothing will prevent Turkey from closing the border the following
day," Richard Giragosian , the Director of Armenian Center for National
and International Studies (ACNIS) told a news conference in Yerevan.

"Turkey is given 60 days to open the border upon Protocols’
ratification, with no legal responsibilities entailed in case of
non-fulfillment. Non-compliance will spell the loss of Armenia’s and
international community’s trust," he noted.

As ACNIS Director emphasized, Armenia will have to reconsider its
position on normalization of ties without preconditions, should Ankara
block the process.

Still, the rapprochement will not resolve internal political problems
in Armenia, he stated.

Edward Nalbandian: I Told The Truth

EDWARD NALBANDIAN: I TOLD THE TRUTH

Armenia

After Armenian and Azerbaijani Foreign Ministers, Edward Nalbandian
and Elmar Mammadyarov, made speeches at the conference of the OSCE
Foreign Ministers’ Council, the RA Foreign Minister answered Armenian
journalists’ questions, reported Radio Liberty.

Responding to a remark that both the Ministers made strongly worded
statements while speaking at the conference, Nalbandian said: "I
told the truth. A country violating the agreements reached by the
OSCE in the region and making bellicose statements calls its real
intentions in question. I stated that they are trying to misrepresent
the essence of both the Nagorno-Karabakh conflict and that of the
negotiations. It is true… What we have been stating has never run
counter to the mediators’ statements.

"Over months we have been stating that we are conducting negotiations
on the basis of the Madrid Principles, Azerbaijan has been claiming
that such a document has never existed… Finally, the existence
of the document was proved, and the fact was confirmed in both the
Moscow and the Helsinki statements," Nalbandian said. The statements
made at the Helsinki ministerial conference played an important role
in further negotiations, as we welcomed them. First of all, it was
a statement by the ministers of 56 states with the participation of
Armenia and Azerbaijan. They did not exercise their right of veto,
but immediately afterwards turned the statement upside down and
began making statements running counter to the Helsinki statement. A
statement by the Foreign Ministers of the three Co-Chairing countries
in a similar vein was approved there as well. The European Union’s
statement was in a similar vein as well. The three statements proved to
be landmarks in the negotiations. In the statements approved yesterday
and today Azerbaijan has for the first time confirmed the principle
of nations’ right to self-determination and the principle of non-use
of force and of no menace," the RA Foreign Minister stated.

As to whether it is time for decisions, Nalbandian said: "It is
high time for moving forward. The fact is that we are now discussing
only some of the numerous Madrid principles. There exist particular
approaches to particular points. I would say that they do not even
constitute a third of the principles incorporated in the document. It
is a long way to pass. We are determined to follow it, continue the
negotiations and maintain the positive dynamics of the recent period
due to the two Presidents’ meetings."

Responding to a question about agreements on further negotiations,
the RA Foreign Minister stated that no specific agreements have yet
been reached. The OSCE Minsk Group Co-Chairs may arrive in the region
in the immediate future.

"At each meeting we underline the need for Nagorno-Karabakh’s
immediate involvement in the negotiations, as any agreement is
impossible to reach without Nagorno-Karabakh involvement. It is the
problem of Nagorno-Karabakh and Azerbaijan, while Armenia is trying to
facilitate the process and held find a solution," stated the Armenian
Foreign Minister.

Nalbandian also said that the Nagorno-Karabakh problem was not
discussed at his meeting with the Turkish Foreign Minister. "Any
attempts to link the two processes, the Nagorno-Karabakh peace process
and the Armenia-Turkey normalization process, will only be to the
detriment of both."

Commenting on the joint statement of the Heads of Delegation of the
OSCE Minsk Group, Foreign Minister of the Russian Federation Sergei
Lavrov, Foreign Minister of France Bernard Kouchner, and Deputy
Secretary of State of the United States James Steinberg, Armenian
Foreign Minister Edward Nalbandian characterized the reference to
the principles of the Helsinki Final Act as one of the greatest
achievements of Armenian diplomacy.

Nalbandian said that it was the first time that the OSCE Ministerial
Council had adopted a written statement pointing out the need to
observe the following three principles of international law: the
non-use of force, the right of a nation to self-determination and
territorial integrity. Nalbandian hoped that the foreign ministers
of the 56 OSCE member states would make a statement confirming the
above-mentioned principles.

"When we come to an agreement on the Madrid Principles, negotiations
on drawing up an agreement will start, and Nagorno-Karabakh should by
all means participate in the negotiations," Armenian Foreign Minister
Edward Nalbandian told journalists in Athens.

"Agreement on the basic principles will pave the way for the signing
of a peace agreement. This can be seen from the statement of the
foreign ministers of the co-chair countries. I assess the meeting
this way. There is a wish to intensify the negotiations and it has
to be welcomed," Azerbaijani Foreign Minister Elmar Mammadyarov told
journalists in Athens.

He said a rapprochement in positions is needed for agreement to be
reached on the basic principles. The minister said this would pave
the way to the signing of a comprehensive peace agreement.

/PanARMENIAN.Net/ Turkey’s Informational Technology Watchdog today
announced its intentions to give an e-mail address to each of its 70
million citizens. The project, called Anaposta, has reportedly already
been developed and tested and will allocate a 10GB storage quota to
its entire population, with ambitions to build an email network to
match its current mobile network.

"Every child will have an email address written on his/her identity
card since birth" said Tayfun Acarer, chairman of Turkey’s Information
Technologies and Communications Authority Board.

It is part of a broader project that involves developing an internet
search engine that is scheduled to be launched in 2010.

"I believe that our search engine will be popular in Turkic countries
and Muslim countries and I am confident that these countries will
trust our search engine," Acarer said.

RA Prime Minister’s Joining RPA Quite Natural

RA PRIME MINISTER’S JOINING RPA QUITE NATURAL

/PanARMENIAN.Net/ Rumors are afloat that the ruling Republican Party
of Armenia offered the Prime Minister to join the party.

"For about a year the Republican Party has advocated the view that
the Prime Minister cannot be a member of any political party. Now
it assumed a different position," Stepan Safaryan, head of Heritage
parliamentary group, told a news conference in Yerevan.

MP from the Republican Party Karen Avagyan, for his part, denied
reports that the Prime Minister’s move was prompted by the Republican
Party’s decision. "Everyone decides for himself which party to join,"
he stressed.

According to him, Tigran Sargsyan’s decision was quite natural.
