PROTEST ACTION IN FRONT OF PRESIDENTIAL RESIDENCE

Family members of the "Yak-40" plane crew, who died in a 2001 air
accident over northern Iran, today staged a protest action in front of
the Presidential Residence with posters: "We demand that you meet the
relatives of the perished YAK crew," "Relatives demand the compensation
foreseen by law."

The protesters demanded from Mr. Sargsyan the financial compensation
that they had been receiving and which was stopped in 2007. The money
was to be compensated by Armenian Airlines Company which was announced
bankrupt in 2004. The company was bound to pay the salaries of the
dead pilots to their families for ten years but it failed to meet
its obligations.

Before taking their protest to the Presidential Residence, the
relatives had been gathering in front of the government building.

The protesters will continue to gather before the residence every
day at 11 a.m.

YEREVAN, January 28, /ARKA/. A deputy Armenian transport and
communications minister said Wednesday the Asian Development Bank (ADB)
will announce an international tender in April to choose a company
to develop a feasibility project for construction of Armenia-Iran
railway. He was speaking at a second meeting of a trilateral force
task, including Armenian, Iranian and Russian experts, who met in
Yerevan, to discuss the ambitious project.

Last year the ADB released a $1 million grant to Armenia for conduction
of a preliminary feasibility study of the project, which was assigned
to an Austrian company. The deputy minister said talks were underway
with ADB and World Bank.

Iranian deputy road and transport minister Madjid Asadi said the
Iranian side has accomplished a preliminary study of the Iranian
60-km section of the proposed road.

According to some estimates, construction of the 470-kilometer rail
link, the bulk of it passing through Armenian territory, will take at
least three years and cost up to $2 billion. Armenia and Iran hope
to attract much of the required funding from the World Bank and the
Asian Development Bank (ADB).

Sarkisian Warns Azerbaijan On Armenian Army Day

YEREVAN (Combined Sources)-In a thinly veiled warning to Azerbaijan,
President Serzh Sarkisian said on Thursday that a military assault on
Armenia and Nagorno-Karabakh would trigger "serious counterattacks"
with strong elements of surprise.

Sarkisian and his leading political opponents praised the Armenian
Armed Forces as the country marked the 18th anniversary of their
official establishment. They visited the Yerablur military cemetery
in Yerevan to pay their respects to Armenians killed in the 1991-1994
Karabakh liberation struggle.

"Today the Armenian army is the iron guarantee that ensures our
survival and development and is a sobering deterrent against any
hot-headed adventure," Sarkisian said in a written address to the
nation dedicated to what is a public holiday called Army Day.

"The author of any provocation must definitely expect serious
counterattacks and big surprises from the Armenian army," he said.

"Failure to realize that is at least naivety."

Defense Minister Seyran Ohanian, who is a prominent war veteran,
issued a similar warning earlier this week. He said Armenian forces
have significantly beefed up defense fortifications around Karabakh
in recent years and are prepared for renewed fighting regularly
threatened by Azerbaijan.

Sarkisian visited Yerablur together with other Armenian leaders to
lay a wreath at the tomb of Armenia’s first defense minister, the
late Vazgen Sarkisian. He also used the occasion to decorate and
promote several senior army officers.

"Today you are awarded for your achievements, and it’s thanks to
your achievements that our country becomes stronger both politically
and psychologically," he said during the award ceremony. "With
these awards our country and people express their appreciation and
gratitude to those, who devotedly serve the Republic of Armenia, who
have devoted their lives to the mission of defending and maintaining
peace in our country."

In his written remarks, Sarkisian had underscored the army’s pivotal
role in maintaining the balance of peace in the region. "The prevention
of war is the greatest victory for any normal country that respects the
rights of nations and states, and the Armenian officers and soldiers
are doing it effectively," he said.

Prime Minister, Tigran Sargsyan, echoed the president’s sentiments.

"Each of us is visiting Yerablur with pride because we have a
victorious army," he said. "We must do everything to have a strong
army that is a reliable guarantor of the security of our state and
the Armenian people."

"The borders of our Motherland are peaceful today, and our people
create their free life in Armenia and Artsakh thanks to the devoted
service of our brave soldiers and commanders," he said, praising the
army as the "pride of our people."

His Holiness Karekin I, Catholicos of All Armenians, issued his own
statement on the occasion, blessing "the officers and soldiers of
the Armenian Armed Forces and all Armenians throughout the world on
the occasion of Army Day."

"We ask the Almighty to grant success to the brave and amiable officers
and soldiers in their service to our country," Echmiadzin said. "May
the Lord bless and strengthen our army, grant peace and reconciliation
to our native land and to all the Armenians throughout the world. "

300 major Armenian taxpayers. ArmRosgazprom topped the list, having
played AMD 18 billion 414 million worth of taxes in 2009, exceeding
2008 index by 3%.

ArmRosGazprom is followed by Alex-Grig, which contributed AMD 16
billion 120 million to the state budget. In 2008, the company paid
AMD 12 billion 535 million.

Last year’s leader, K-Telecom (Viva-Cell-Ð~ТС) came third in the
list, with AMD 15 billion 916 million paid to the state budget.

YEREVAN, JANUARY 26, ARMENPRESS: Armenian Transport and Communication
Minister Gurgen Sargsyan received today the delegation headed by the
deputy economic development minister Paulo Romani.

Press secretary of the Armenian minister Susanna Tonoyan told
Armenpress that greeting the guests G. Sargsyan expressed hope that
applying the successful experience of Italy in Armenia will promote
the development of the country’s economy.

During the meeting, which took place with the participation of
the Economy Minister Nerses Yeritsyan, a number of issues of
mutual interest have been discussed, which particularly refer to
digitalization of TV and radio, Internet availability, railway,
road construction.

P. Romani noted that all conditions are ensured for displaying
assistance to Armenia. The deputy minister said that their country is
known with the existence of big companies in road construction sphere
and expressed hope that they will participate in the international

Armenia’s President Serge Sarkisian signed a decree on January 25
on awarding First Deputy Chief Inspector of President of Armenia,
Major-General Leonid Martirosov, with title of Lieutenant-General,
a spokesperson to Presidential Cabinet said.

By the same day’s decree Director of the General Staff Administration
for Operational Affairs, Artak Davtian, was awarded with title of
Major-General.

Besides, by presidential decree, in occasion of Armenian Army’s Day,
dozens of member of the armed forces and veteran volunteers were
awarded with medals for service for fatherland and bravery.

The basement of Ss. Cyril and Methody Eastern Orthodox Church was
bustling on a recent Sunday afternoon in Granite City.

Father Andrew Moulton sat at a table with Vicki Siers and a young
parishioner. Norma Asadorian stood near the back and watched as
visitors signed in and took seats.

"Please, help yourself," Norma said, pointing out the dessert table
in a corner. There was water and coffee, too.

"We’d hoped to have three generations here," said Norma of the baking
demonstration the Lincoln Place Heritage Association held at the
Macedonian church. Unfortunately, the star, Annid Nighohossian, 87,
wasn’t able to make it.

Instead, the two younger generations, sons, Greg and Leo Nighohossian,
and granddaughter, Julie Nighohossian, set out baking ingredients
and equipment on a long row of tables set up on coffee cans at the
front of the fellowship hall.

They would demonstrate how to make pakhlava, the Armenian name for
the flaky phyllo dough dessert with a sweet nutty filling.

Most bakers and dessert lovers know it by its the Greek name, baklava.

"The only difference I know is that we make it with sugar water and
the Greeks make it with honey," said Julie.

Greg was 5 when he first started helping his mother.

"That was 52 years ago and she taught me everything," he said.

Greg and Leo said they can picture their mother and her friends in
the kitchen rolling out paper-thin sheets of dough by hand.

"Back then, she was making phyllo dough," Greg said."It took all day."

"It was so labor intensive," Leo added. While it was a social event
when the ladies got together to bake, making pakhlava required several
sets of hands.

Nowadays, most home bakers use store-bought frozen dough, cutting
down considerably on the expertise and time required.

Still, it took the trio more than an hour to separate and layer 20
sheets of phyllo into a pan, each one carefully buttered, with the
filling added halfway into the process.

"Two people can do it more easily," said Julie. "One to pull (the
sheets) apart and the other to lay them in the pan and butter."

About 20 food lovers showed up for the class, a good turnout, said
Norma, who is president of the association that was founded in 2001.

Lincoln Place is a historic ethnic neighborhood in Granite City that
sprung up in the early 1900s near the big steel mills and factories.

"It started out being called ‘Hungry Hollow’ because of the Hungarians
who lived there," said Vicky. Armenians, Bulgarians, Croatians
and Macedonians followed, looking for work, relief from religious
oppression and a stable and safe place to raise a family.

"They all got along quite well," she added. In 1916, the name was
officially changed to Lincoln Place, to honor President Lincoln,
who represented opportunity and freedom to these immigrants.

In a neighborhood just four blocks by six blocks, where everyone
walked to work, school, the store and church, residents shared many
customs, including making pakhlava, said Norma, who is Armenian. Like
the Nighohossians, she grew up there. So did Vicki, whose father was
Macedonian and Bulgarian, while her mother was Hungarian.

"We didn’t stray far," Norma said.

Julie, who lives in Edwardsville, said the tradition of making pakhlava
continues for more reasons than just that the dessert is delicious.

"People are helping each other, but it’s a social event, too. It’s
a reason to gather around the table."

Here is the recipe made by the Nighohossians.

Pakhlava

1 package frozen phyllo dough (there are two in a box), thawed*

1 pound unsalted butter, melted

1 1/2 pounds walnuts, finely chopped

1/4 to 1/2 cup sugar, to taste

Sugar water mixture:

2 cups sugar

1 cup water

Preheat oven to 350 degrees. Combine sugar and walnuts; set aside.

Brush butter on bottom of jelly-roll or other baking pan with a lip.

Separate and count out phyllo sheets from one package. Set aside half
of the sheets, puting them under a damp kitchen towel, including the
most intact dough sheet (not torn or tattered) that will be used as
the final top sheet on the pakhlava.

Place one sheet in pan and baste with butter. Repeat until about 10
layers, or half the package is gone.

Do not sprinkle top layer when you reach halfway mark.

Spread walnuts with sugar evenly over entire surface of top phyllo
sheet.

Retrieve other half of phyllo sheets and begin process again: Lay down
a sheet on top of walnut mixture and butter. Repeat until last layer —
this should be the best-looking one — is placed on top. Do not butter.

Cut with a sharp knife into diamond shapes. To do this, make four or
five straight cuts lengthwise. Then, make diagonal cuts crosswise.

After cutting, use remaining melted butter to cover top layer of dough.

Bake 20 to 45 minutes, depending on oven. Pakhlava is done when
golden brown.

Let stand and cool 20 to 30 minutes; recut.

Meanwhile, make sugar water by boiling ingredients until syrup.

(Mixture should bead up on a fingernail.)

When completely cool, pour sugar water over top, to taste.

*The Ziyad brand of frozen phyllo dough is recommended. The sheets
are bigger, don’t stick together and aren’t as likely to tear. You
can buy it at Global Market of Jay’s International in St. Louis.

Other brands sold at local supermarkets will work, too, but you may
need to be extra careful when separating the smaller sheets.

American expert: Hate toward Turkey is ‘glue keeping Armenian diaspora
together’

The Armenian Diaspora does not wish to normalize Armenian-Turkish
relations. The diaspora’s hate for Turkey keeps them together, U.S.
expert and Turkish Coalition of America resident scholar Bruce Fein
said.

"The rich Armenia diaspora influence over the Armenian Parliament’s
ratification of the protocols through its remittances to Yerevan," he
told Trend News today. "The diaspora covets the shipwreck of
normalized relations between Turkey and Armenia, because bitter
antagonism towards Turkey is the only glue that keeps the diaspora
from splintering."

Turkish and Armenian foreign ministers Ahmet Davutoglu and Edward
Nalbandian signed the Ankara-Yerevan protocols in Zurich Oct. 10.

Diplomatic relations between Armenia and Turkey have been broken due
to Armenia’s claims of an alleged genocide, and its occupation of
Azerbaijani lands. The border between them has been broken since 1993.

According to the expert, Armenia’s strict compliance with
international law should be demanded.

"Concessions to Armenia, despite its illegal war and occupation of the
Nagorno-Karabakh, will only embolden it to more outlandish ambitions,"
he added.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

Armenia has not yet implemented the U.N. General Assembly’s
resolutions on the liberation of the Nagorno-Karabakh region and the
occupied territories.

tariff, in some marzes – also in the drinking water tariff, is
expected this year, Chairman of the State Water Industry Committee
Andranik Andreasian announced at January 22 meeting with reporters.

In his words, the tariff per one cubic meter of irrigation water will
become 11 drams. He underlined that the state currently subsidizes the
irrigation water system. As for drinking water tariffs, according to
him, water and wastewater companies of Lori, Shirak and Armavir will
soon submit bids for tariff review to the RA Public Services
Regulatory Commission. The commission will examine the bids to decide
how much to raise water tariffs in the settlements serviced by these
companies. A. Andreasian said that the necessity to review tariffs is
conditioned by considerble investments in the system and by financial
difficulties of these companies.
