Turkey’s Bad Export, Damaged Good: The ITF

It is necessary, at various stages, to re-examine and analyze the
principles, policies and tactics of a political party or movement and
to consolidate and refresh the ideas of basic cadres and its leaders.

But this only holds true if the political party in question is a
genuine, bona fide, and most importantly independent entity.

In the light of the very poor showing at the polls – some might even
say heavy defeat – by the Turkey’s front, the Iraqi Turkoman Front,
ITF, and the shock this has caused to its members after seeing how
unpopular their front is among Turkoman electorates, this seems to be
a suitable time to re-examine some of its basic conceptions and
misconception, regarding its position within Iraq and South
Kurdistan.

To the real Turkoman voters, or those who have not voted and other
Turkoman groups, the problem is posed in the simplest terms: the
policy pursued by Turkey’s proxy have betrayed the Turkomans,
therefore an independent new party free of Turkish influence must be
immediately built on ashes of the front.

Turkey and its front did not take into account the historical
development and momentum which post-Saddam era has ushered in South
Kurdistan and Iraq as a whole.

Without flexible tactics it is impossible to win or gain the trust of
Turkoman community who understand well the suffering of the Kurds and
the real history of Kirkuk, a city that has always been part of
Kurdistan region.

Then again, wooing Turkoman votes can’t be attained by waging a hate
campaign, incitement to violence against Kurds and by recruiting the
service of every self-serving racist Arab and Turkish writers or
indeed by importing Turkey’s unique product, Kurdophobia.

Turkey’s ready made export package of hate and racism towards
non-Turkic ethnic groups, which was enthusiastically exported and
successfully adopted in Azerbaijan[2], has failed to produce same
result among patriotic Turkomans.

The century old racist practice by Turkey against Kurds in North
Kurdistan and Armenians, which still gripping Turkish establishments
and civil institutions, and sadly academic circles, has been despised
by the Turkoman community who lived in solidarity with Kurds for
centuries.

The self-declared custodian of the rights of Turkomans in South
Kurdistan imposed itself on the true will of Turkomans and did not
proceed in a straight line or had a clear objective other than
permeating MIT[3] sole wish and desire that is to hamper the orderly
and natural process of Kurds mastering their own destiny.

Indeed, the lack of vision and tact by members of Turkey’s front, who
seem to be quite conversant with reciting anti-Kurdish Ba’thist
slogans than making a single campaign pledge, has done little in
serving the real interests of the Turkoman community.

Thus, the degeneration of the front and the subsequent disloyalty of
Turkomans to Turkey’s ill designs had as its consequence that the
anti-Kurds elements disorientated.

Perhaps this was the reason behind one of other interfering Turkish
directive to its fallen comrades which was to join the Shiite
Alliance in the hope to salvage and repair its damaged good.

However, the victory of Kurdistan Alliance list in Iraq and
Brotherhood list in Kirkuk and the failure of Turkey and its front to
learn the lessons of the tumultuous events in Iraq and Kurdistan
marked the end of this bad Turkish export.

The sudden false rise and quick demise of Turkey’s front in Iraq is a
window of opportunity for the Turkomans to join the real democratic
political process along with original Arabs and Kurds in Kirkuk, in
order work together to achieve their rights within the federalist
state of South Kurdistan.

1. Musa Antar, was assassinated by Turkish secret service in Amed,
North Kurdistan 1992 as part of Turkey’s the then clandestine
campaign to wipe out Kurdish intelligentsia.

2. In a few months leading to the liberation of Iraq and while the
world was gripped by news about the war, Azerbaijan, acting on
Turkish advice, arrested and put in prison hundreds of Kurds
including men, women and children, who were earlier expelled from
Armenia because they were Muslims, on unfounded pretext of being
members of the PKK.

3. MIT, a Turkish acronym stands for Millet Istihbarat Teskilati,
which in fact is made of three Arabic words, literally means: The
Association of People’s Intelligence.

Mediamax agency informed that last week the ambassadors of 36
countries to Turkey visited Kars, as well as the ruins of Ani, the
ancient Armenian capital, by the invitation of Naif Alibeyoghli, mayor
of Kars.

The ambassadors of Bosnia and Herzegovina, Lithuania, Finland, Norway,
Mexico, Greece, Algeria, Croatia, Bangladesh, Thailand, Brazil, the
Great Britain, Australia, Libya, Belgium, Venezuela, Spain, Israel,
Argentina, Chili, Sweden, New Zeeland, Romania, Russia, Denmark,
Slovenia, Estonia, Switzerland, Kyrgyzia, Kazakhstan, Slovakia,
Lebanon, Georgia, Macedonia and Albania visited Kars.

THIS is the all-star (and almost all-American) group that roared
triumphantly around Britain on a Contemporary Music Network tour last
March, and if you’re wondering how a nightclub’s PA system could
harness such skull-rattling power, the answer is only just. The legs
of my table were buzzing slightly as Gary Husband, Leeds’s
doublytalented maestro of drums and keyboards, cranked his mighty
ensemble into stadium-sized life.

The overall ambience recalled lateperiod Miles Davis, with Jim
Beard’s brooding synth chords and Randy Brecker’s wah-wah-enhanced
trumpet solos bubbling over Matthew Garrison’s five-string Fender
bass, Husband’s sizzling stickwork and the chattering congaskins of
Armenian percussion wizard Arto Tuncboyacian.

Sharing the front line with Brecker was the vocalised electric-violin
sound of former Mahavishnu Orchestra star Jerry Goodman and Elliot
Mason, equally fluent on slide trombone and valve-articulated
basstrumpet. Husband’s sketches showed how to orchestrate for maximum
impact without saxophones or guitar, but raw power was only part of
the group’s colourful agenda.

Their opening set presented portraits of three original musicians —
Burt Bacharach, Bjvrk and John McLaughlin — and each piece contained
moments of quiet reflection and delicate interplay, as when Goodman’s
violin made feathery embellishments to Beard’s church-organlike drone
or when Husband’s piano exchanged phrases with Tuncboyacian, his
fingers drumming against an enamel bowl, half-filled with water.

It was absorbing music, as wild and unpredictable as the weather,
with the measured simplicity of Christine Tobin’s voice an ideal
contrast opposite. Expertly backed by guitarist Phil Robson’s trio,
she sang with feeling, as ever relishing the saddest ones. Billie
Holiday’s God Bless the Child, was followed by Leonard Cohen’s
similar dirge, Everybody Knows (the Dice is Loaded). But don’t call
the Samaritans. Offstage, she’s the most cheerful, upbeat person you
could meet.

The first Baku oil will reach the Ceyhan terminal of Turkey on October
1. The construction and installation operations on the Baku-Tbilisi-Ceyhan
(BTC) main export oil pipeline are over 95% complete in Azerbaijan,
Georgia and Turkey, says a source from BTC Co., which is building the
pipeline.

The annual transportation capacity of the BTC pipe will exceed 50
million tons of oil.

German Christian Democrats Union leader Angela Merkel, who could not
prevent Turkey from taking a date for EU entry talks, is presenting
an Armenian motion to parliament this time. The motion claims that
Turkey killed 1.5 million Armenians but not confess it.
”This rejective attitude contradicts EU’s view of peace and
forgiveness,” claims the motion.

YEREVAN (YERKIR) – Speaking at a news conference in Yerevan on
Thursday, Robert Simmons, Special Advisor on Central Asia and the
Caucasus to NATO’s Secretary-General, said he was satisfied with his
meetings with the Armenian leadership.

When asked whether the NATO was planning to deploy peacekeepers to the
liberated territories of Karabakh, Simmons said: “The Nagorno Karabakh
conflict should be discussed and settled in the OSCE Minsk Group but
we are interested in a final settlement. We have no intention to get
involved with the issue.” Besides, he noted, deployment of
peacekeepers is only possible if both sides agree to it, and there is
no such agreement at this point.

Referring to the NATO’s stance to the relations between Armenia and
Russia, he indicated that NATO is for good relations between all
countries, and that his organization does not seek a competition in
this area. He also mentioned that NATO will continue to pay attention
to the South Caucasus, adding that “NATO’s doors are open” for the
countries which recognize “our values.”

Simmons also said that there is an ongoing cooperation between the
organization and Armenia, noting that a group of advisors will visit
Armenia next month to work with the Armenian Ministry of Defense. In
response to a reporter’s comment that NATO never expressed its
position over the murder of an Armenian military officer murdered by
an Azerbaijani colleague during a NATO-sponsored course in Hungary,
Simmons said that NATOhad offered its regret about the dire
incident. He, however, added that “today,we should look to the future
and discuss joint projects.”

ICAO REVISERS GIVE HIGH ASSESSMENT OF AVIATION SAFETY SPHERE IN ARMENIA

YEREVAN, FEBRUARY 23. ARMINFO. The aviation safety in Armenia meets
ICAO standards, mainly. Such was the conclusion of the experts of the
Commission of the International Civil Aviation Organization and the
Conference of European Civil Aviation after inspections at relevant
structures in Armenia.

Talking to ARMINFO, Press Secretary of the Head Department of Civil
Aviation Serge Manukyan says that as a result of two-week inspections
the experts gave a high assessment of the contractual basis and the
measures taken at the airport “Zvartnots” regulating the flight safety
sphere. The experts also expressed satisfaction with the equipment of
the airport’s security services.

It should be noted that SCJSC “Armaeronavigation” works on the
up-to-date French equipment with dispatchers having rather high
qualification. “Armaeronavigation” plans service of flights at the
airport “Shirak” and “Stepanavan” to bring it to European
standards. “Armaeronavigation” serves some 20 flights daily at the
airport “Zvartnots.” Armenia has become a member of ICAO in 1992.

NEW JUSTICE COMPOUND INAUGURATED IN YEREVAN

YEREVAN, FEBRUARY 23, ARMENPRESS: A five-storey compound that will
house a court of review and Armenian economic court was inaugurated
today. The compound has 23 court rooms and six pre-trial rooms for
suspects. The building was built as part of an extensive reform of
Armenian judiciary, funded by a World Bank credit. Some $1.418
million were spent to build the new compound.
It conforms to all internationally accepted standards and is
divided into three security zones: an open zone for public, a
restricted zone for judges and court personnel and a prohibited zone
for suspects and indicted persons.
Speaking at the ceremony justice minister David Harutunian said:
“Today the Armenian society has the right to fair justice
administration and the new compound is a component to ensure the
independence of judiciary from executive power and there is a
political will to do it.”
World Bank Resident Representatives, Roger Robinson, said the
compound is the biggest building in Armenia, build on the Bank’s
funds. “The main objective of the judiciary reform is to make it
transparent and effective,” he said.

Yerevan, 18 February: The number of crimes registered in Armenia
was 10,083 in 2004, down by 990 (or 8.9 per cent) in comparison with
2003. Meanwhile, 84.7 per cent of the crimes were solved, as compared
with 82.7 per cent in 2003. These figures were announced by a collegial
session of the Armenian Prosecutor-General’s Office today.

Compared with the previous year, the number of apartment burglaries
has decreased. However, the number of thefts of personal property has
gone up. At the same time, the number of crimes against individuals
was down by 35 cases (1,644 – 1,609). The number of murders decreased
by one (76 – 75), and so did the number of rapes and rape attempts.

As research shows, the most widespread crimes are theft of private
or state property and crimes against individuals, whereas cases of
draft dodging account for 20 per cent of all crimes.

Twelve cases of murder and six attempted murders, as well as 33 cases
of grievous bodily harm remain unsolved.

In general, the year 2004 saw a better situation regarding the rate
of solving economic crimes; 265 such crimes were registered, up by
107 from the equivalent figure in 2003. Of the crimes related to tax
evasion, 86.2 per cent were solved. In all, 29 criminal proceedings
have been instituted over failure to pay taxes.

Meanwhile, Armenia’s courts of first instance looked into 3,330
criminal cases against 4,256 people, which is 21 cases and 164 people
more than in 2003.

reforming the CIS before the summit of CIS leaders scheduled for
August 2005, Armenian news agency ARKA announced citing information
released by the foreign ministry. Russian foreign minister Sergey
Lavrov held a meeting with his Armenian counterpart Vardan Oskanian,
where the two parties reached a compromise on the issue. They discussed
bilateral cooperation within the framework of international and
regional institutions.
