SERGE SARGSIAN: IN TWO YEARS ARMENIAN ARMY TO BE COMPLETELY RECRUITED
WITH OFFICERS WITH HIGHER EDUCATION

YEREVAN, JULY 4, NOYAN TAPAN. Other two years, and the army of Armenia
will completely be recruited with officers with higher education.

Serge Sargsian, the RA Defence Minister expressed such a confidence,
making a speech before graduaing students of the Military Institute
after Vazgen Sargsian on July 1. “We have dreamed of this for 15
years, and I believe that we are already reaching our aim,” Serge
Sargsian emphasized. The Minister attached importance to the
circumstance that the officers’ ranks of the Armenian army are
recruited with more than 400 young men on the account of this year
graduating students of the Military Institute having acted already for
few years. According to the Defence Minister, today there are two
difficult but soluble problems arisen before the Armenian army: the
first one is to keep and strengthen the fighting ability, “giving the
authorities of the country possibility to hold honourable negotiations
with our opponents and reach a beneficial solution of the Karabakh
issue for our people,” and the second is to yield to armies of
developed countries in nothing. Serge Sargsian mentioned that there is
a task to create such an army till 2015.

BBC Monitoring Service – United Kingdom;
Jul 04, 2005

The following is a selection of quotes from editorials and
commentaries published in 4 July editions of Turkish newspapers
available to BBC Monitoring

EU

Sabah (centrist) “Turkey will start the membership negotiation process
on 3 October 2005. Before now, this was a development regarded as an
unbelievable dream. If the social and political will is there for the
people of this country to become richer and freer, it [Turkey] has to
continue this process without mistakes. Long-term decisiveness is what
we need most because that is how we are going to succeed in this
process.” (Commentary by Mehmet Altan)

Kurdish issue

Tercuman (conservative) “Do all these latest bloody developments show
that the PKK [Kurdistan Workers Party] has been becoming stronger? Do
they show that ‘the environment of violence’ will once again spread
throughout the whole country? No. On the contrary, they show that the
PKK has been weakened and that it is in a state of ‘fatal
exhaustion’… What is important in this respect is the isolation of
PKK and the ‘facilitation of its inevitable end’. And in order to do
this, there should be no panic over the bloody news from the southeast
and or ‘escalation of the violence’ because this is exactly what the
PKK wants.” (Commentary by Cengiz Candar)

Regional ties

Milliyet (centrist) “Developments in that country [Iraq] continue to
be cause for great concern to Turkey. Developments in northern Iraq,
where the Kurds are continuing to increase their power mostly through
illegal ways, are especially remarkable… Ankara, which initially
showed antipathy even towards the idea of a ‘federal’ Iraq, but which
later consented to that, might soon be in a position to get used to
the idea of a ‘confederal’ Iraq. Moreover, if developments continue as
they are doing now, it might even be longing for a ‘confederal’ Iraq.”
(Commentary by Semih Idiz)

Vatan (centrist) “Turkey’s relations with Greece, which frequently
cool off, have reached new dimensions through developments in the
economic sphere. There is no real reason not to implement the same
policy towards Armenia and Kurdistan. This can be done definitely only
provided the leaders of those two countries have the same
understanding.” (Commentary by Okay Gonensin)

Iraq/USA

Zaman (moderate, pro-Islamic) “Bush, who made a speech last Tuesday at
Fort Bragg in North Carolina to win back declining public support,
said that the gains of the Iraq war were worth the sacrifices. But it
is hard for Bush to convince even the prominent leaders of his own
party, let alone public opinion. For example, according to Republican
Senator Chuck Hagel, ‘The White House is completely detached from
reality. ‘” (Commentary by Ali H Aslan)

Ties with USA

Milliyet (centrist) “Washington’s distrust of the AKP [ruling Justice
and Development Party] have caused some comments claiming that the USA
might ‘push the button’ on the [Turkish] government and move towards
scenarios including a ‘political role’ for the Turkish Armed Forces. I
disagree… On the contrary, the Bush administration wants Turkey to
continue on its path towards EUý” (Commentary by Yasemin Congar)

The National Press Club has initiated a series of discussions with
the topic “Yerevan today”. Today’s guest was chairman of the Union
of Architects Mkrtich Minasyan

He did not deny that during the soviet period some architects of the
union made Yerevan look a fright and complained that people cannot
apply any measures to prevent others to disfigure it now. “At that
time the administrative mechanism was extremely strong and there was
a problem of dwelling constructions. However to date it is impossible
to struggle against those who are building up the city”, he said.

To note, in his words, it is good when a cafe in vanguard style
looks nice near an old construction in Abovyan street. However it
is bad when Andranik Manukyan is building a hotel different from the
neighboring Wine Factory in style.

Minasyan explained the current situation by the fact that
the construction boom after the USSR collapse began very
unexpectedly. Besides, he called the construction of tall houses
dangerous. “We have forgotten about the consequences of the
earthquake”, he said.

At the end of the meeting the chief architect hardly recalled his
latest work. It turned out to be a small church in the suburbs. Another
church will be built in Russia.

IRAN’S POWERPLANT CAPACITY TO REACH 39,700 MW BY SEPT: OFFICIAL

Asia Pulse; Jun 28, 2005

BIRJAND, Khorassan prov, June 28 Asia Pulse – Iran’s Deputy Energy
Minister said here Monday that the nominal capacity of nations’
powerplants will reach 39,700 megawatts by the end of the Iranian
month of Shahrivar (September 22).

Mohammad Ahmadian said that since the Islamic Revolution in 1979
about 32,500 megawatts of powerplant capacity has been built. “Of
the sum 17,500 megawatts have come on stream in the past eight years.”

Because of growing electricity demand it is estimated that the
consumption will double in the next decade and therefore “we are
obliged to expedite our plans to raise the capacity of electricity
production, laying of transfer lines, and distribution network.”
Ahmadian also Managing Director of Power Production, Transmission
and Distribution Company (TAVANIR) said here in June that Iran’s
electricity import from neighboring countries is 500,000 kw/h more
than its exports.

Ahmadian said that Iran imports 1.2 million kw/h of electricity per
year but exports 700,000 kw/h.

“Iran sells electricity to Iraq, Afghanistan and Pakistan”, he said,
adding that the country is also engaged in seasonal power swamps with
Armenia and Azerbaijan.

The official said that more than 300 megawatts of electricity is
traded between Iran and Turkmenistan.

“Half of the cost of imported electricity is covered by export of
electrical equipment and related engineering and technical services
to that country.” Ahmadian added that Iran’s electricity production
is expected to increase by 3,000 megawatts in the current Iranian year
(started March 21, 2005).

“Once new projects become operational, the capacity to produce
electricity will rise significantly.” He said electricity consumption
reached a peak of 29,000 megawatts last summer (June 21-September 22).

Iran exports 950 million kw/h of electricity to Armenia and Azerbaijan
annually, he said, adding that the country imports 1.5 million kw/h
of electricity annually from other sources.

REVELATIONS OF ARSHAK SADOYAN

Arshak Sadoyan rendered a press conference today. He reconfirmed that the
Parliamentary elections in Artsakh were democratic, transparent and without
important violations. According to him, the violations were small ones and
he wishes there were suchlike elections in Armenia too.

One of the violations, according to Sadoyan, was that the people were not
informed about the proportional elections. «Very often they asked what the
second ballot was for if three names were written on it. We explained that
with this they elected the party, not an individual», said the NA deputy.

According to Arshak Sadoyan, the members of the Armenian Revolutionary
Federation Vahan Hovhannisyan and Kiro Manoyan had left for Artsakh and
demanded the local authorities to give room to their party. «And Arkadi
Ghoukasyan told them that if they could gain votes, it would be the only
variant to have room, and if they did not, they would do no violations»,
revealed the NA deputy Arshak Sadoyan at the end of the press conference.
