Since July the NKR Ministry of Education, Culture and Sport has done
considerable work for conservation and study of the historical and
cultural monuments of Artsakh. The government provided 37 million
drams for cleaning the 7 Armenian cemeteries of Shushi. Since the
end of July, within a month the second cemetery of Shushi occupying
5 hectares of land was cleared of bushes, grass, trees clinging to
the tombs, the gravestones damaged by the Azerbaijanis were returned
to their places. Only the walnut trees and other fruit trees which
do not damage the tombs were kept. According to the head of the
department for conservation and study of monuments Slava Sarghissian,
the staff of the department often organizes expeditions. Recently
they have visited the valley of the Badara River, particularly the
village of Lesnoy which used to be inhabited by Azerbaijanis in the
Soviet years. “We registered over 80 Armenian monuments around this
settlement (church, monastery, cemeteries with khachkar gravestones),”
said S. Sarghissian and added that the studies in Badara are going
on and over 200 monuments are still to be registered. According to
him, one of the picturesque sites in Artsakh the valley is should be
turned into a conservation area. “Recently we considered the issue of
creating historical and cultural conservation areas of “Khachen”,
“Dizak” and “Shushi”. We also need to consider the question of
creating a similar conservation area in the valley of the Badara,
allowing to preserve valuable historical and cultural monuments and
to conserve nature and animals which are ruthlessly destroyed and
killed,” said S. Sarghissian. “The pheasant which was widely spread
around settlements is now rarely found. The hare and the deer have
become almost extinct, let alone the bear. In some rivers they fish
using illegal methods, in the months when fishing is not allowed,”
said Slava Sarghissian. According to S. Sarghissian, this spring
they travelled in the region of Hadrut and studied monuments which
had not been studied before, as well as registered new valuable
historical and cultural objects. Near the source located to the
West of Gtchavank a small khachkar with an inscription was found in
April. Unfortunately, it has disappeared. Visiting the same place
with a group of specialists from Armenia, they discovered that the
khachkar had been replaced with another, smaller and less valuable
one. “Unfortunately, these replacements are now very frequent. And
the worst thing about it is that this business tempts not only people
who do not understand anything in this, but also men of the church,”
he said. The department studied a number of monuments in the region
of Kashatagh, in the valleys of the rivers Aghavno and Ghochaz where
they discovered that a Niva car had driven by the historical bridge
built at a height of 7 meters across the Ghochaz and damaged part of
it. “There are two historical bridges in this part. One of them is
damaged and cannot be used, the other may collapse after the mentioned
happening. This is a real crime. If the bridge collapses, people will
not be able to cross the river at this part,” said Slava Sarghissian.

AYF, ANC Collect Over 700 Signatures on Letter to Hastert at System of
a Down Concert ROSEMONT, Ill.? System of a Down’s (SOAD) quest for
genocide recognition continues while Armenian Youth Federation (AYF)
members and alums in Chicago educated the band’s fans on the ongoing
battle for recognition of the Armenian genocide.

Thousands of fans attending the concert on September 30 were met by
Armenian National Committee (ANC) and AYF activists Karine Birazian,
Sona Birazian and Nairee Hagopian, working to collect petitions
addressed to Speaker of the House, Rep. Dennis Hastert urging him to
“do the right thing” and bring the Genocide resolution to the House
floor for a vote.

Many fans are already aware of the resolution-thanks to System of a
Down’s Web site and the September 27 rally held in front of
Rep. Hastert’s office -commented that “Armenians deserve justice and
genocide recognition.” Several fans came up to the table looking for
more information on the Genocide, while others stated that they
already sent a Web fax to Rep. Hastert through System of a Down’s Web
site.

Within three hours, over 700 petitions were signed and collected at
the concert in support of the resolution. The activists did not work
alone however; Armenians from the community and several SOAD fans
dedicated time that evening to help collect signatures as well.

“Being a part of this event was incredible. I was shocked that so many
people were already aware about the resolution,” said Chicago AYF
member Karine Birazian. “We are so grateful that System of a Down has
given us and other Armenians the opportunity to volunteer at their
concerts and promote genocide recognition. I truly believe that
recognition of the Armenian genocide is in our reach and will be
achieved in our lifetime,” she said.

At the closing of the concert, lead singer Serj Tankian announced on
stage that he promised his 97-year-old grandfather that he will
continue working for genocide recognition. Loud cheers came from the
crowds and Armenian flags could be seen waving high.

Many of the Armenian activists and SOAD fans present at the concert
were also at the successful rally held in front of Rep. Hastert’s
office in Batavia, Ill., on September 27. The two hour rally, led by
band members Tankian and John Dolmayan, called upon Hastert to bring
the Genocide resolution to a vote.

Founded in 1933, the Armenian Youth Federation (AYF) serves as the
youth organization of the Armenian Revolutionary Federation
(YOARF). The AYF stands on five pillars that guide its activities:
education, political awareness, fellowship, athletics and
culture. Moreover, the AYF promotes a fraternal attitude of respect
for the diversity of ideas and individuals amongst its
membership. Unity and cooperation are essential traits that allow
members of the organization to work together and realize its
objectives.

Chairman of Democratic Reforms Party, deputy Asim Mollazade met with
President of Parliamentary Assembly of Council of Europe Rene Van
Der Linden yesterday.

APA was informed from the press service of Democratic Reforms Party.

The sides discussed the political situation in Byelorussia and
pre-election situation in Azerbaijan. Asim Mollazade informed the PACE
President about the latest processes ongoing in Byelorussia in detail.

He also informed Rene Van Der Linden about the pre-election situation
in Azerbaijan, authority-opposition relations, problems related
with the election process. PACE President stated that, he hopes the
elections scheduled to 6 November will be democratic.

“We are trying to send more observers from PACE, taking into
considerations the concerns and a number of requirements in
Azerbaijan. PACE will send a number of observers to Azerbaijan for
ensuring transparent, fair and democratic elections”.

The issues concerning the cooperation between the Azerbaijani and
Latvian delegations to PACE and cooperation between the parliaments
of these countries were discussed in Strasburg yesyerday. The sides
signed document on cooperation. It must be noted that, a meeting
will be held between Azerbaijani and Armenian delegations with the
participation of head of PACE subcommittee on Garabagh Lord Rassel
Johnston in Strasbourg today.

The discussions will focus on the issues concerning the resolution
of the conflict. The Azerbaijani delegation will be represented by
Asim Mollazade and Samad Seyidov.

Armenia and Turkey-EU Relations

Kemalettin SUKOCA (YEREVAN and ANKARA) – Armenian Foreign Minister
Vartan Oskanian said that “If Turkey wants to join the EU it should
become like the other member states: settle problems with the
neighbors and reconcile with its past”.

Speaking about the European Parliament’s (EP) resolution on Armenian
allegations, Vartan Oskanian said that discussion of “Armenian issues
will have positive impact on improvement of Armenia-Turkish
relations”. “If Turkey wants to join the EU it should become like the
other member states: settle problems with the neighbors and reconcile
with its past”, the foreign minister said labeling the resolution
“positive and natural as it should have been”.

Ironically Armenia has thorny relations with its all neighbors except
Iran. And Armenia is the only European country who occupies another
European countries territories. The experts on Caucasus say that the
Armenian irredentism threat Georgian territorial integrity. Armenia
does not recognise neighboring Turkey’s and Azerbaijan’s national
borders. Armenia has only good relations with Iran and Russia in the
region.

`TURKISH MEMBERSHIP IS GOOD FOR THE ARMENIANS TOO

Davut Sahiner told the JTW that a EU member Turkey would be very
beneficial for the Caucasus including Armenia. Armenian economy would
be integrated into the European markets. Moreover a EU member Turkey
will contribute to solve the Armenian problem, including the
allegations regarding the 1915 events’. Turkey Armenians strongly
have supported Turkey’s EU membership with the Greek minority in
Turkey. The Leader of the Armenian Church in Turkey urged the EU
leaders to support Turkey’s EU membership. Mesrob II also said that a
failure in Turkey’s membership process would harm regional stability.
Mesrob II also wrote a letter to the 25 EU foreign ministers, who
will hold an emergency meeting Sunday.

Similarly Dr. Sedat Laciner said that Turkey’s EU membership will
guarantee Armenia’s security in the region. `Armenians does not feel
themselves in a secure region. This is a perception. In fact no state
plans to attack Yerevan. However as a result of this perception,
Armenia has always been a conflict environment. No investor likes to
make investment to such a country. Moreover Armenia spends a lot to
militarization while Turkey and Azerbaijan has lured great foreign
investment. If Turkey becomes EU member, Armenia, Georgia and
Azerbaijan will be neighbor to the European Union. Possibly all these
three countries will follow Turkey in near future. The Turkish people
expected that the Armenians would be the first nation to support
Turkey’s EU membership. Armenians in Turkey did actually. However the
Diaspora Armenians have made anything possible to undermine Turkish
EU bid. I think they cannot see what is good for Armenia and
Armenians, or they intentionally try to prevent Turkey’s membership,
because if Turkey enters the EU, the nature of the Armenian problem
would change a lot. The Diaspora institutions could not abuse the
problems. And finally a solution to Armenian issue will make many
poor in diaspora `Armenian Issue industry’.

Davud Danesh-Jafari and Vardan Khachatryan had a meeting in the lobby of the
annual session of IMF and WB Group in Washington, D.C. The parties discussed
bilateral cooperation matters within the framework of the Iranian-Armenian
Intergovernmental Commission on Trade and Economic Cooperation. The
Ministers also discussed Iranian-Armenian cooperation in various fields, as
well as issues referring to Iranian investments to the economy of Armenia
and Iranian companies’ activities in the country. Davud Danesh-Jafari and
Vardan Khachatryan were satisfied with the course of development of the
bilateral economic cooperation, specifically the rate of development of
partnership in cargo transportation between Iran and Armenia, reported Irna.

ANKARA: Are We Confronting The Past?

ARE WE CONFRONTING THE PAST?

Recently we have been experiencing two examples of events, expressed
rhetorically as, “confronting the past” or “reconciling with our
history.” Exhibitions, panels, and several articles were prepared
for the 50 th anniversary of the September 6-7 riots.

This week we will be witnessing a conference titled “Ottoman Armenians
during the Decline of the Empire: Issues of Scientific Responsibility
and Democracy” at Bogazici University. In my opinion, such events
are indexed more towards today than the past and reactions derive
because they are based on current events.

Confrontation or reconciliation (or any other word to describe
“confronting the past”) is not in the past; it is in our present day.

The goal is to confront people alive today and to create a kind of
common ground between them. Past events were either kept alive in
a national compartmentalization within the framework of a “national
history” or left to be forgotten for several decades. However, such
interpretations were not validated outside the national framework.

The plan at the domestic level did not match the plan of the outside
world. As a result, Turkey has undergone an alienation process despite
her extended environment and has remained far from her friends. These
historical interpretations that do not match with Turkey’s environment
have turned into a daily problem for some citizens.

But this problem did not become everyone’s problem. Those, who did
not feel the paradox deep inside, did not move their pens, organize
any panels or exhibitions, nor watch any such events. In fact, some
did not remain objective and expressed their reactions gradually in
line with their problem free minds. Finally, some conveyed these
“confrontation” events were untimely, while others made harsher
provocations. When the spectrum of all these reactions is analyzed,
a better understanding is portrayed about whether the situation is
more related to anxiety or tranquility of adjusting to a larger milieu.

If we make an inventory analysis of the conflicting sides throughout
history, today we can see that they have formed two groups; those
perceiving the European Union (EU) with confidence and those
with no confidence. This is weird. Those, who are enthusiastic
about “reconciling with history” and those who appeared recently
as enthusiastic and confident in the EU, are the same people. The
people, who remain objective regarding confrontation with the past
and who specifically react against the conferences, panels or other
activities on this issue, are either pessimistic about the EU process
or close to the groups that absolutely reject the EU, or they are in
fact members of that group.

I do not argue that discussions on history are political. Rather, I
argue there is an identity problem and an identity problem directly
affects political preferences. I try to show that our willing or
unwillingness, as well as, our confidence or lack of confidence to be
“in accordance” on history is related to the definition of “us.” Some
search for their identity in a huge area and try to find the one
“close to us,” and others do the same in a rather limited national
framework. Thus, while some try to reconcile different perspectives,
“adjust” to the world and provide general recognition, they do not
highlight what the “other” says, they give credit only to his/her
own interpretation of history, and do not allow any criticisms for
a “perfect and superior” past. They never want their history (or we
might say a perfect story), upon which they have built their identity,
to be questioned, shaken, and above all to be denied.

I think I agree with those who say the first group, who seeks a
common ground with the world, has in fact more doubts and complexes
and is ashamed of its identity; therefore, it is makes concessions
to “foreigners”. Perhaps, such people also exist in this camp. But,
one can look at these two groups from a different perspective as well.

Those, who do not seek accordance with the broader environment and
do not believe it is required, do not feel this way because of their
self-confidence. On the contrary, this behavior might stem from
their lack of confidence in their neighbor or the “other”. Perhaps,
there are such people as well in the second group. I do not give the
final word on this but, I myself favor accordance with the larger
environment. A narrow and local consensus reminds me of a xenophobic
confidence of an introvert society: Something like a belief, which
is easily provided inside but not much valid outside our borders.

Relationship between reconciliation and nationalization

I will also touch upon the importance of a consensus. Disputes
during nationalization processes were encountered in every
society. But “reconciliation” is not a preference; it is the equal
of nationalization. It is one of the basic outlooks and process
mechanisms of being a nation. Nations were provided by societies,
who actually express willingness to co-exist. Those, who did not or
could not apply this to practice, are the societies that are still
in search. That is to say, the ironical side of the event is that
the attacks and intolerances deriving from the anxiety of those,
who insist on nationalization, are in fact opposite to the concept
of a nation and its function. Those, who see enemies and traitors
everywhere, are the ones making nationalization more difficult. From
this point of view, I believe that those favoring “accordance” and
analysis of the covered past within the framework of dialogue, are
in fact more close to a nation model and a more contemporary society.

The search for this accordance within a boarder framework, on the
other side, is another expression of this contemporaneousness.

It is generally forgotten that identity searches are not limited
to Turkey and similar situations occur in all countries across the
world. Searches for a broader consensus outside a narrow environment
extend to ancient times. But people tend to blame those, who do not
think in the same way, with disloyalty and ignorance. However, I
suppose the majority of those, who bring these issues to the agenda,
in other words, those wiling or unwilling to confront history and
those anticipating a conspiracy in this mechanism, are sincere in
their intentions. They are not malevolent in their demands. Both sides
pursue an attitude favoring the side called “us”. While one side tries
to pursue such an attitude by not allowing any criticisms against its
past within its narrow environment, the other side carefully acts to
carry out this manner in accordance “with the world” thanks to their
“self-critical” discourse and through achieving a satisfactory share
from the overall society.

May be in the future we will understand that this conflict over
“history” is unnecessary jut like other old fraternal fights and if
patience is kept and dialogue is not prevented, both parties will
benefit in terms of their national projects.

Russian energy giant to run Armenian power networks

RUSSIAN ENERGY GIANT TO RUN ARMENIAN POWER NETWORKS

Yerevan, 23 September: The government of Armenia has decided to hand
over 100% of the shares of the closed-type joint-stock company
Electricity Networks of Armenia [ENA] to Russia’s Interenergo B.V.
company, a member of the Unified Energy System of Russia joint-stock
company, Armenian Energy Minister Armen Movsisyan said in Yerevan
today.

The minister stressed that the Unified Energy System of Russia is
taking all the commitments of the previous owner of ENA, [Britain’s]
Midland Resources Holding Ltd, Mediamax reports. Movsisyan said that
about two weeks ago, Midland Resources asked the Armenian government
to hand over 100% of the shares of the closed-type joint-stock
company Electricity Networks of Armenia to the Russian company.

The minister denied the assumptions that after completing the deal,
the Unified Energy System of Russia will become a monopolist on
Armenia’s energy market and noted that only 10% of power generation
in Armenia falls to the share of the Russian giant.

AN ARMENIAN DELEGATION AT THE HEAD OF THE RA MINISTER OF FINANCE AND
ECONOMY TO LEAVE FOR WASHINGTON ON SEPTEMBER 24-27

YEREVAN, September 23. /ARKA/. On September 24-27 an Armenian
delegation at the head of the RA Minister of Finance and Economy
Vardan Khachatryan will leave for Washington to participate in the
11th session of the Armenian-American Commission on Economic
Cooperation. The delegation will participate in the annual session of
the WB and IMF, meet the administration of the Millennium Challenges
Corporation, according to the RA Ministry of Finance and Economy
Press Service Department. According to the press release, on Sep
24-25 the delegation will take part in the annual forum of the WB and
IMF, hold meetings with top representatives of these organizations.
In the course of the meeting it’s expected to discuss the programs
implemented in the financial sphere as well as the prospects of
further development. The 11th meeting of the work group of the
Armenia-American Commission on Economic Cooperation will take place
on Sep 26. It’s expected to discuss various issues of bilateral
economic cooperation as well as prospects to ensure higher indicators
of economic growth, investments, improve the business atmosphere,
develop power engineering and infrastructures, and issue related to
tax and customs. On Sep 27 a meeting of the Armenian delegation with
the representatives of Millennium Challenges Corporation will take
place, in the course of which the application submitted by the RA
Government to the Corporation will be discussed.
The official delegation includes the RA President’s Councilor in
economic affairs Vahram Nersisyants, Chairman of CBA Tigran Sargsyan,
Minister of Trade and Economic Development Karen Chshmarityan,
Minister of Agriculture David Lokyan, the RA Ambassador to the USA

Turkey Has Not Changed and Cannot Enter European Union

TURKEY HAS NOT CHANGED AND CANNOT ENTER EUROPEAN UNION

The conference on the theme “December 2004 – October 2005; Has Turkey
changed?” in the European Parliament in Brussels on September 21 organized
by the European Armenian Federation For Justice and Democracy (EAFJ) and by
the support of European Parliament vice-president Ingo Friedrich gave an
unambiguous “no” to Turkey’s EU accession bid saying that it not only has
not changed a bit but also has no desire to change.

Hence, no accession talks should be started with this country. Almost none
of the participants spoke in favor of Turkey’s membership but Pierre Mirel
who argued that the start of the negotiation does not mean that Turkey is
ready to join the EU nor that it will join it.

Contrary to this opinion, deputies representing Cyprus, Juanis Kasoulidis
and Kirakos Triantofilidis, pointed out that Turkey by no means can join EU
unless it recognizes the Republic of Cyprus.

Italian deputy, Francesco Enrico Speroni, emphasized on his part that by not
recognizing Cyprus Turkey, in fact, does not recognize part of the EU.
“Turkey has first of all to liberate part of the EU only after that we may
begin negotiating with it”, Speroni said.

Founder of Info-Turk Fund, acclaimed publicist Dogan Ozgugen, spoke about
human rights violation in Turkey underscoring that his country really has to
change and live up to the principles of Copenhagen.

The participants did not sidestep the Armenian Genocide issue either.
Chairman of European Hye Dat, Hilda Chobanian, and deputy chairman of
Armenian Parliament, Vahan Hovhanissian, spoke more detailed on this issue.

Talking to media, Mrs. Chobanian said that they work now include the
Armenian issue in the European Parliament’s resolution on Turkey coming next
week. Apparently, the resolution will be on launching accession talks with
Turkey. Vice speaker of EU-Turkey delegation, deputy from Germany, Mrs.
Renata Somer closed the conference with words: “Turkey has not changed in
the period from December 2004 to October of the current year. There is no
visible progress. The army is still a major factor in the country. No steps
were taken towards recognition of the Armenian Genocide and the Republic of
Cyprus. Therefore, Turkey cannot have a future without remembering and
acknowledging its past”.
