Two New Forest Reserves To Open In Armenia

TWO NEW FOREST RESERVES TO OPEN IN ARMENIA

YEREVAN, MARCH 29.ARMINFO. “Arevik” new forest reserve will open
in Armenia for protection of bio-diversity of Zangezour, Meghri
and Bargoushat mountain ridges. Karen Manvelian, representative of
Caucasian Office of World Wildlife Fund.

He informed that it is envisaged to open “Arevik” forest reserve in
the South of Armenia. The scientists proved that these area is quite
suitable for habitation of pre-Asian leopards. At the same time, they
stated that the number of the Armenian moufflon and Bezoaryan goat
included in the Red Book has reduced. Manvelian said that there are
about 300 moufflons and 600 Besoaryan goats, as well as 10-12 leopards
in Armenia. The new forest reserve will help stop annihilation of these
animals. Besides, there are European otters, South Caucasus bears,
porcupines, forest cats, lynxes, black grouses, snowcocks, golden
eagles, vultures and several other species of animals included in the
Armenian Red Book in the area envisaged for the forest reserve. The
botanists registered that there are over 40 species of endemic plants
also included in the Armenian Red Book. The very ecological system of
the forest reserve’s territory is unique, as such mixture of climate
zones doesn’t occur in any other place of Europe.

It’s worth mentioning that the Critical Ecosystem Partnership Fund
allocated about $150 thousand for establishment of the forest
preserve. Manvelian stated that the same fund will also finance
establishment of another “Zangezour” forest preserve in the region
bordering on Nakhijevan.

Manvelian also said that the CEPF investments also include program
for alternative profit sources for the local villages neighboring
Shikahogh and the new forest reserves.

The website of EU Energy Commission highlights Nagorno Karabakh and
Nakhijevan as Armenian lands. According to AzeriPress agency, the
website’s “Gas” section depicts the gas pipelines passing through
Nagorno Karabakh and Nakhijevan that are included in the territory
of Armenia. The Azerbaijani embassy to Brussels has already sent a
letter of inquire to the EU.

Not long ago the European Parliament website also pictured Nagorno
Karabakh as a separate unit.

A bill was submitted to the U.S. Senate, barring the United States
assistance with the construction of the Kars-Akhalkalaki-Tbilisi-Baku
railroad. This information was provided to the news agency ARKA by
the Armenian Assembly of America. The authors of the bill are Senators
Rick Santorum and Robert Menendez. Rick Santorum stated that besides
hampering the long-term goals of the United States in the region the
construction of this railroad in the South Caucasus would cause the
isolation of Armenia. He added that the United States policy in the
South Caucasus is directed at fostering partnership and stability,
as well as opening of borders and transport corridors.

President of Armenia Robert Kocharyan still has not congratulated his
Byelorussian counterpart with victory at his third presidential race,
informs a REGNUM correspondent.

According to information of the Byelorussian Central Electoral
committee on presidential elections on March 19, Alexander Lukashenko
received 83% of votes. Main opponents, Milinkevich and Kozulin received
6.1% and 2.2% votes correspondingly.

Presidents of Russia, Iran, Cuba, Abkhazia, South Ossetia and several
other countries already congratulated Alexander Lukashenko with
his victory.

The US declines to recognize the results of Byelorussian elections,
because they took place “in the atmosphere of fear.” “The US does
not recognize the results of elections. We support the appeal for
the new elections,” stated on March 20 spokesman of the White House
Scott McClellan.

to accuse OSCE Minsk Group in Karabakh peace process monopolization
prompt perplexity, Irina Beglaryan, Chief of Nagorno-Karabakh Republic
Foreign Ministry’s unit in charge of politics, said Friday commenting
on the Group’s report published earlier this week on European Union
role in South Caucasus conflicts settlement.

“Minsk Group’s activity is run in accordance with OSCE mandate,
not to satisfy separate diplomats’ or countries’ whim”, she said.

Beglaryan also said that OSCE Minsk Group has gained certain experience
for 14 years of its peacekeeping activity resulted in maintaining
peace in the conflict-stricken region. In her opinion, the Group is
the most adequate format for Karabakh conflict settlement.

At the same time, she stressed that neither current format nor possible
involvement of European mediators in peacemaking process can compensate
Nagorno Karabakh absence from negotiations.

seems to be solved. Gazprom, as in case of Ukraine, will get its
price, while Armenia will not increase gas prices for the
population. What is the secret?», Neftegaz.ru writes. `Already March
22 Armenian PM Andranik Margaryan said the gas tariffs will not
change. `The price of $110 fixed in the bilateral agreement is a final
one and no changes should be expected,’ he said, adding the parties
are specifying opportunities and mechanisms of compensation. Armenia
tried to dissuade Gazprom from increasing the gas prices, stating it
can undermine Russia’s authority in the region, however the company
did not give up. At that Mr. Medvedev specially noted that political
alliances do not play any role in change of tariffs for gas being
supplied to Transcaucasia. Moscow, however, agreed to consider option
of compensation for increase of the gas prices, which would mitigate
the blow for the Armenian consumer. Earlier, Russia had suggested a
number of schemes that were to assist Armenia is overcoming the rise
of price. Moscow, specifically displayed interest in acquiring a large
share holding of ArmRosgazprom. In the Russian party’s opinion, the
money from the deal will be enough for Yerevan to support low price
for domestic consumers. The other option provided for passing
ownership of the fifth energy block of Hrazdan Thermal Plant, as well
as the entire gas and transport system of Armenia to Moscow.

However, judging from reports from Armenia, the matter did not come to
it and the parties accepted a compromise. «Commissioned by the
Armenian President I sent a letter to Gazprom’s head, making several
proposals. Friday we got the response from Miller. Before end of
March Gazprom is ready to sign corresponding documents, which will
allow the population and producers paying lower prices that expected
before,» Serge Sargsyan said.

The rescue mechanism was worked out in Moscow. Supplies of Russian
Arms to Armenia on preferential terms is the point. Moreover, part of
the contracts have even gratuitous basis. As the military budget of
Armenia is rather large, these benefits can overlap the increase of

Turkey itself, Greek Foreign Minister Dora Bakoyanni stated in an
interview with Greek media. In her words, Turkey has undertaken
certain commitments and should fulfill them. `It was a hard decision
for us to support Turkey’s aspiration to Europe,’ she added. Ms.
Bakoyanni considers the Turkish military doctrine to be `anachronism’.
According to Hurriyet newspaper, Turkey will perceive Greece’s
intention to set the border of its territorial waters in the distance
of 12 miles from the shore but not 6 miles as Turkey insists as casus
belli.

`I think this is anachronism. This position conflicts with the marine
right and is a matter directly connected with the European Union.
Proclamations of the kind do not help Turkey to come closer to
Europe,’ Bakoyanni said. She voiced hope that Turkey will respect the
status of Orthodox Constantinople Patriarchy and will allow to resume
the work of the theological school that was closed several dozens of
years ago.

YEREVAN, March 20. /ARKA/. The international community does not hold a
negative position concerning the construction of the Iran-Armenia gas
pipeline, Head of the Armenian Parliament’s Commission for Defense,
Internal Affairs and National Security Mher Shakhgeldyan told
reporters. “No country expressed a negative attitude toward this,”
he said.

According to him, Iran’s nuclear problem has nothing to do with the
construction of the gas pipeline”.

“This gas pipeline and the supply of gas to Armenia from Iran
will create conditions for securing the country’s bigger energy
independence,” Shakhgeldyan said.

“The recent rise in Russian gas price and explosion of the gas pipeline
in North Caucasus reveal absolute necessity in other sources of gas
supply to the country,” he said.

Armenia Aivars Vovers RA Parliament Speaker Artur Baghdassaryan
called upon the Latvian Saeima to recognize the Armenian Genocide
for the prevention of similar crimes in future, reported RA NA press
office. The parties discussed the interparliamentary cooperation
and noted the importance of Latvia’s experience for the process of
bringing the Armenian legislation up to the European standards. It
was also noted that in 2007 Armenia will be included in a program
of assistance in legislative issues to the new member states of the
European Neighborhood Policy. For his part Mr. Vovers briefed to Artur
Bahghdassaryan on the parliamentary election to be held in Latvia in
October 2006.

South African hamstrings, biceps and fingers are taking a beating at
the Commonwealth Games.

The republic’s rugby sevens scrumhalf Stefan Basson had a series-ending
hamstring tear in the quarterfinals Friday.

South African head gymnastics coach Miklos Szabos, meanwhile, will
also be heading home after rupturing his biceps tendon while trying to
catch Gerhard Swiegers, who fell during his routine on the horizontal
bars Thursday. Szabos will require surgery.

To add to the South African injury woes, netballer Martha Mosoahle
has a dislocated finger but is hoping to play.

WEIGHT LIFTED: _ Former Olympic silver medalist Yurik Sarkisian
retired from weightlifting on Friday after failing to win a medal at
the Commonwealth Games.

The 44-year-old Sarkisian, competing for Australia, failed in his
final attempt in the 69-kilogram class. He finished in seventh place,
after lifting a total of 255 kilograms, with Sri Lankan Chinthana
Vidanage winning the gold with a 271 total.

He took off his shoes on the platform to signal his retirement _
but it could be temporary.

“Today I am stopped, next year I don’t know,” Sarkisian said.

Four years ago in Manchester, he won three medals in the 62-kilogram
class.

“Too much pressure, I never feel this pressure before,” he said. “I
feel nervous, that never happened before too.”

Sarkisian, who was born in Armenia, won an Olympic silver medal for the
Soviet Union at the Moscow Olympics in 1980. He also competed at the
1996 and 2000 Olympics for Australia but finished out of the medals.

In his career, Sarkisian has won five world championships and held
23 world records.

NIGERIA, ZAMBIA ON CARDS?: _ If Nigeria or Zambia win the right to
host the Commonwealth Games in 2014 or 2018, it would be the first
time an African country has held the event.

At a press conference in Melbourne on Friday, a Kenyan journalist
asked Commonwealth Games Federation chief executive Mike Hooper when
the games would go to Africa.

“I can’t answer that. That is up to the delegates from the 71 nations
and territories to determine,” said Hooper. “As you know, Abuja in
Nigeria is one of the candidate cities vying for the right to host
the 2014 Games, and like the other cities, I wish them well.”

Abuja is the Nigerian capital. Lusaka, the Zambian capital, is
competing with Adelaide (Australia), Auckland and Karachi, Pakistan
to host the 2018 Games.

The Commonwealth Games has only been held twice outside Britain,
Australia, New Zealand or Canada since 1930. The Games were held in
Kingston, Jamaica in 1966 and in Kuala Lumpur, Malaysia, in 1998.

They will return to Asia in four years, when the Indian capital,
New Delhi, is the host.

SHOOTING STAR: Mick Gault equaled the record for most Commonwealth
Games medals won by an English shooter when he took bronze Friday
with Nick Baxter in the men’s 50-meter pistol pairs competition at
the Melbourne Games.

It was the 51-year-old Gault’s 12th Games medal, equaling Malcolm
Cooper’s haul between 1974 and 1990.

Swimmer Karen Pickering holds the overall English record for the most
Commonwealth medals with 13.

SEEING DOUBLE: _ Identical Scottish twins Helen and Carol Galashan
are having trouble getting together _ at least before they got to
the competition stage at the Commonwealth Games.

The 18-year-old gymnasts perform the same routines, train at the
same gym and are sharing a room together at the athletes village
in Melbourne.

But injury and limited spots on the Scottish team had denied the
twins the opportunity of competing alongside each other _ Helen on
the bars and beam and Carol in all four apparatus.

“It is the first time we have managed to get it together,” Carol
said. “It is much better with the other one here.”

The pint-sized duo claim they have never abused their situation by
pretending to be the other one.

Team officials struggle to tell them apart. The only difference is
that Carol is four centimeters (1 1/2 inches) taller.

Helen competed at the 2002 Commonwealth Games while Carol recovered
from an elbow injury. The reverse occurred at the 2004 Olympic Games
where Helen was forced to sit on the sidelines as Carol went through
her routine. But they competed Friday in the team event.

CONTROVERSY IN THE RING: _ Controversial boxer Soulan Pownceby will
make his first appearance for New Zealand’s Commonwealth Games team
on Sunday _ as captain.

Pownceby, 30, was jailed for four years in 1995 for the manslaughter
of his 5-month-old daughter and was convicted of four more assault
charges by 2000.

Since then, he has been under the tutelage and care of coach Paul
Fitzsimons at Christchurch’s Salvation Army boxing academy, where
the Australian Associated Press reports that he has become a sporting
idol to kids who know him as Soul Man.

Pownceby, because of his criminal record, was given a special entry
authority from the Australian government, despite Prime Minister John
Howard saying he should not be allowed to compete.

Before boxing competition started Friday, New Zealand team manager
Alan Dickey said Pownceby was a “tremendous team captain.”

“We’ve stayed away from the media,” said Dickey.

Pownceby, a light heavyweight, received a visa after Australian
Immigration Minister Amanda Vanstone confirmed he was “of good
character.” But letters to the editor of several newspapers criticized
the move, including one that said Pownceby’s selection was “an insult”
to the games.

Pownceby, who also competed at the Athens Olympics _ losing in the
third round _ fights Glenn Hunter of Canada on Sunday.
