Today RA President Robert Kocharyan met members of the Presidential
Commission on Local Self-Government Affairs.

The discussions focused on the state territorial policy, the future
activities of local self-government bodies and community development.

`Communities are the initial links of contact with the people, they
are best aware of the people’s problems, and to ignore this ling will
be short-sightedness,’ the President noted.

Robert Kocharyan considers that the major issue today is that the
Institute of the Council of Elders is not developed.

Summing up the meeting, the President underlined that the development
of local self-government bodies is an important factor of the
stability of the state.’ Without even and multilateral development of
communities, the integral development of the country is nearly
impossible,’ he underlined.

The representatives of opposition parties say don’t worrying at all
about agents who pursuit them.

The leader of `New Times’ party made sensational revelations about
agents found in the `New Times’ after the operation towards the leader
of that party and his bodyguards by the RA NSS. We should remind the
A. Karapetian declared on 21 of April that there were 14 agents of
power structures in his party, two of which were dismissed for their
bad behavior. A. Karapetian didn’t give names at that time but
elucidated that «nicknames of some of them were said to their
bosses» and he didn’t exclude that the warm attitude of power
structures had connection with it. Whether «NT» is the
only party in the opposition where the power structures have their
agents.

The leader of «Republic» party Aram Sargsian answered to
this question; «In my opinion, the RA National Security Service
has been engaged in inter political and economic problems for about
5-6 years for solving own problems. And more, it is much possible that
the NSS tries to have its agents in the parties. As regards the
«Republic», I belong to those politicians who don’t deal
with the persons if they suspect them. I don’t think there are such
persons in our party. But I’m sure; everything is recorded in our
party. And they try to involve persons in new-formed parties for
disparting parties and putting some ideas. Our party has its
prehistory. People who passed a long way with Vazgen and each other
gather here, irrespective of the circumstance whether they have been
party members or not. But nobody is guaranteed from such things. The
authorities want to control everyone, especially the
oppositionists. But in my opinion such kind of agents are in the
authority more where people in their offices speak frightened than we
do, knowing that we are listened. Let them listen to us, we have
nothing to hide».

The PPA press speaker Ruzan Khachatrian repeated this thought;
«I consider possible the involvement of those agents. But it
isn’t understandable for me the mechanism by which the
«NT» has found them. But everything is possible. By the
way that practice is not only used by the power structures. Other
agents from other parties are involved in another parties who are
members of a party but work in favor of another. I mean the political
field in general. If there are some mechanisms of detecting agents,
let’s ask Mr. Karapetian to publish those methods».

Whether the PPA is insured against the NSS activities, or example
pursuit of party members, listening the offices. `We aren’t only
insured but also sure that it is listened. We don’t have certain
facts, but we are sure that phones can be listened as that practice is
used in Armenia. As regards the pursuit, I have felt for some times
that I’m pursued. It was after 27 of October. As regards the party
leaders, I’m sure, each their step is pursued by microscope.

ARMENIAN GOVERNMENT MAKES DECISION TO PROVIDE STATE PERPETUAL COUPON BONDS TO CBA

YEREVAN, APRIL 27, NOYAN TAPAN. Pursuant to provisions of the RA
Law on the Central Bank of Armenia (CBA), the Armenian governmnt
on April 27 made a decision to provide, for the purpose of making
investments in the CBA capital, the CBA with RA state (treasury)
perpetual coupon bonds of 12 bln 734 mln 237 thousand 325 drams in
the amount exceeding the total of the bank’s reserves in order to
compensate for the losses in the CBA balance in 2005. NT was informed
about it from the RA Government Information and PR Department. The
RA Ministry of Finance and Economy was assigned to ensure the issue
of the RA state (treasury) perpetual coupon bonds by the indicated
decision and to provide these bonds to the CBA. Under the law, in case
the total of reserves is exceeded in the financial year, with the
aim of compensating for the losses in the CBA balance, the Armenian
government provides the CBA with state perpetual bonds in the amount
of exceeded sum at the market interest rate, as an investment in the
CBA capital, within 30 days after the balance has been published.

According to Azerbaijani mass media, secretary of the Israeli Football
Federation, Naim Simmer, sent a letter to his Azerbaijani counterpart
Ramiz Mirzoyev suggesting to hold the European Championship qualifying
matches between Armenian and Azerbaijani teams in Israel. In Mirzoyev’s
words, he also received such suggestions from football federations
of Luxemburg, Belarus, Bulgaria, Latvia, Moldova and Holland.

Matthew Sprangers, member of the UEFA executive board, said from Baku
that the pitch for the qualifier matches will be chosen after the
meeting in Lyon on May 12. The get-together will draw 3 representatives
of each national football federation and 3 participants from the UEFA.

Stepanakert, April 24. ArmInfo. The Nagorno Karabakh Republic is
commemorating the 91st anniversary of the Armenian Genocide today.

NKR President Arkady Ghoukassyan, MPs, officers, clergymen and
intelligentsia came to the Armenian Genocide Memorial in the morning to
pay tribute to the memory of the victims of the tragic events of 1915.

“2006 must be the year of the international recognition of the Armenian
Genocide. Today this is one of the key goals of our nation, and I am
sure that we will attain it,” Ghoukassyan said.

Speaker of the NKR Parliament Ashot Gulyan said that all available
parliamentary ties must be used for attaining the international
recognition of the Armenian Genocide and the NKR authorities must
make their contribution to this cause.

NKR Defence Minister Seyran Ohanyan said that commemorating our
compatriots today we must realize the necessity of our national
unity. “We must learn a lesson from our past mistakes and must chose
the right way to lead our nation to prosperity,” Ohanyan said. He
noted that by recognizing the Genocide Turkey will improve its
relations with its neighbors and will be recognized in the world as
a democratic state.

[Presenter] Armenian people and their friends commemorate genocide
victims on 24 April every year. People in many countries of the world
are paying tribute to the memory of genocide victims. The Armenian
leadership and officials visited Tsitsernakaberd [memorial] today.

President Robert Kocharyan, Prime Minister Andranik Markaryan,
Catholicos of All Armenians Garegin II, members of the government
and other officials laid flowers at the monument.

Addressing people, the Armenian president noted that Ottoman Turkey
and its successor are responsible for the Armenian genocide. The
entire subsequent history of the Armenian people who experienced
genocide has carried the dire consequences of this crime.

Robert Kocharyan noted that the pain is even stronger as we have to
struggle for the recognition and condemnation of this black page
in history. The Republic of Armenia, which expresses the national
interests of Armenians scattered all over the world, will continue the
struggle. We are grateful to those countries and organizations that
back us. Awareness gets stronger by the year that this is a task for
entire mankind and the most efficient way to prevent similar crimes
[Kocharyan said].

The struggle of the Armenian people is void of the subtext of
revengefulness. We are looking ahead because strong statehood,
prosperity and progress of Armenia will be our best response to those
who deny the Armenian genocide, Robert Kocharyan noted.

YEREVAN, April 24. /ARKA/. Armenian Genocide fact denial by Turkey
is a temporary phenomenon, Armenian Deputy Defense Minister Arthur
Aghabekyan told journalist on Monday.

“Sooner of later the fact must be admitted” Aghabekyan said.

He is convinced that Armenia pursued a right policy in a bid to obtain
international recognition of the genocide fact.

He thinks the international community must know that Armenia will be
steadfast in its efforts to obtain the worldwide official condemnation
of this horrible conspiracy against Armenians.

The 1915-1923 Armenian Genocide orchestrated by Ottoman Turkey’s
leadership is the first genocide of XX century. Half a million
Armenians were slain in Western Armenia, which was a part of Turkey
then.

The fact of Armenian Genocide has been officially admitted by
Uruguay, Russia, France, Lower House of Italian Parliament, many of
the U.S.A. states, parliaments of Greece, Cyprus, Argentina, Belgium,
Wales, Switzerland’s National Committee Canadian Parliament’s Community
Chamber and Polish Seim.

1,500 torches and 300 candles were lighted on April 23 in the
Armenian capital of Yerevan from the Turkish state flag, set on
fire earlier. Nikol Agbalyan Student Union of Dashnaktsutiun Armenian
Revolution Federation (ARFD) initiated here start of annual torch-light
procession to Tsitsernakaberd Memorial Place of Victims of Armenians
Genocide, a REGNUM correspondent informs. Chairman of ARFD youth wing
Ishkhan Sagatelyan is quoted by the REGNUM correspondent as saying,
that more than 3,000 representatives of youth from Armenia and abroad
participated in the meeting. “Active youth gathered here today to show
the whole world, that Genocide is and will be kept in memory of all
Armenian people,” stated Ishkhan Sagatelyan. It should be reminded,
on April 24, the 91st anniversary of the Armenian Genocide in Ottoman
Turkey s commemorated.

Addressing the meeting, Member of ARFD Supreme Body, Head of External
Relations Committee of Armenian Parliament Armen Rustamyan stated
that Armenia had not still achieved victory in its struggle, because
“Turkey continues to falsify history, trying to position itself
as a victim.” “However, the struggle to recognize the Genocide
internationally turned out to be most effective this year; Armenians
demonstrated for the whole world that the Genocide recognition is
not an Armenian internal question; our example is demonstrative
for many countries, and our struggle finds understanding,” stated
the member of ARFD supreme body. Also, Armen Rustamyan informed,
on April 24, Memorial Place of the Armenian Genocide will open in
Marseille (France). “It will be small Tsitsernakaberd,” he stressed,
expressing his assurance, that Armenians’ struggle will necessarily
reach its result: “The Genocide will be recognized.”

At present time, several thousands young people with torches are going
through Yerevan downtown to Tsisternakaberd Memorial Place. The action
participants are holding 30-meter Armenian tricolor flag, hundreds of
flags with national symbols, scanning ‘recognition’ word and singing
patriotic songs. Representatives of Armenian Apostolic Church head
the procession, holding a huge cross.

The traditional procession is peculiar appeal to world to recognize
and to condemn criminal actions of Turkish government in 1915, headed
by Ittikhat ve Terraki (Uniting and Progress) Party. As a result of
ethnical clearance, planned at state level, at least 1.5 millions of
Armenians were killed, and several hundreds of thousands were forced
to leave their historical motherland, looking for shelter. On the
same day, Armenians will be silent for a minute in memory of Genocide
victims in the whole world; all churches and monasteries of Armenian
Apostolic Church will ring bells.

It should be stressed, such countries as Russia, France, Canada,
Lebanon, Uruguay, Cyprus, Argentine, Greece, Belgium, Sweden, Slovakia,
Netherlands, Switzerland, Vatican, Italy, Germany, Lithuania, Poland
recognized Genocide of Armenians. Separate documents are adopted
by more then 30 US states. European Parliament condemned the crime
too. In some countries, denial of the Genocide is considered as crime.

SB Students Remember Armenian Genocide

Roughly 120 people went to I.V. Theater last night for an Armenian
Students Association-sponsored commemoration of the Armenian Genocide
– a massacre, many attendees said, that the responsible parties hope
to forget.

The event commemorated the 1.5 million Armenians who died during the
Armenian Genocide, which occurred between 1915 and 1918 and then
again from 1920 to1923 in Turkey, when it was under the control of
the Ottoman Empire. Several governments, including those of Turkey
and the United States, do not officially recognize the genocide.

Global Studies Dept. professor Richard Falk, who was the event’s
keynote speaker, was featured among cultural dancers, a musical
performance and a video presentation focusing on mass murders
throughout the 20th century. Falk spoke mostly about the refusal of
the Turkish government to recognize the genocide.

“I think there’s beginning to be cracks in the Turkish culture of
denial, and those cracks need to be widened,” Falk said.

ASA External Coordinator and second-year political science major Greg
Mirza-Avakyan said many ASA members have family who were victims in
the genocide.

“Basically, our people’s historical homeland was invaded and
conquered before the genocide,” Mirza-Avakyan said. “April 24 was the
day the whole thing began. Intellectuals and prominent people were
shot and burned, and it was orchestrated by the government. That’s
why it’s a big deal.”

Mirza-Avakyan said some people believe the great number of Armenians
who died were victims of the clashes of World War I, rather than a
planned mass murder. But testimony from Mirza-Avakyan’s family proves
otherwise: Mirza-Avakyan’s great-grandfather lived through the
genocide, but five of his seven brothers and sisters starved to
death, and his father was murdered.

Both former President Bill Clinton and President George W. Bush
promised to recognize the Armenian Genocide during their terms in
office, Mirza-Avakyan said, but both have failed to do so.
Mirza-Avakyan said he thinks both presidents’ reluctance to
officially recognize the genocide stems from fear that doing so would
harm U.S. relations with Turkey.

“America has military bases in Turkey,” Mirza-Avakyan said.

ASA President and fourth-year business and economics major Hermine
Barseghian said both of her great-grandparents survived the genocide.

“My great-grandmother on my mother’s side survived by going into an
orphanage,” Barseghian said. “Her parents were killed. Most of the
survivors were forced to flee the country.”

Barseghian said many survivors migrated to different countries in the
Middle East, such as Lebanon, and others went to the U.S.

Barseghian said her great-grandmother’s father was a doctor in a
village who was informed about the impending danger. He dressed up as
a woman and attempted to flee but was caught and killed on the spot.

“We grew up learning and hearing about these stories,” Barseghian
said.

April 24 is the official commemoration day of the Armenian Genocide,
but Mirza-Avakyan said there will be a big march in Los Angeles on
that day, and ASA wanted to hold the event on April 20 so ASA members
could attend.

“A lot of Armenians will be [in Los Angeles], including a lot of our
members,” Mirza-Avakyan said. “Last year there were over 30,000
people.”

Mirza-Avakyan said the march will start on Hollywood Boulevard where
a few blocks of L.A. known as Little Armenia will be blocked off. He
said everyone will wear black and carry flags and signs that say,
“Recognize the Genocide.”

RA NA SPEAKER PRESENTS MAIN AMENDMENTS IN ELECTORAL CODE TO OSCE MEMBER-STATES’ AMBASSADORS

YEREVAN, APRIL 19, NOYAN TAPAN. It is the first time when all
political forces reached agreement about the draft Electoral Code. RA
NA Speaker Artur Baghdasarian declared this at the April 19 meeting
with Ambassadors of OSCE members-states accredited in Armenia and
representatives of international structures. The thoroughly presented
the main amendments informing that the draft has been already sent
to the Venice Commission and to OSCE for the expertise. Artur
Baghdasarian, answering the Ambassadors’ questions, mentioned
that the visit of OSCE and Venice Commission joint expert group to
Armenia is expected in June, during which discussions around the new
Electoral Code and around issues connected with administration will
be organized. Issues of advisory, technical and expert assistance
were also touched upon at the meeting. U.S. Ambassador John Evans,
OSCE Yerevan Office Head Vladimir Pryakhin, Ambassador of Italy
Marco Clemente, UN Resident Coordinator Consuelo Vidal, mentioning
inclusion of the proposals of the international structures in the
draft Electoral Code, attached importance to provision of legislative
bases and manifestation of political will for holding the 2007-2008
state elections in correspondence with the international standards
and expressed readiness to render assistance in this issue. As Noyan
Tapan was informed from RA NA Public Relations Department, at the
end of the meeting they came to agreement to continue the discussions
around the draft Electoral Code.
