All-Armenian National Movement (ANM) will surely take part in 2007
elections, Andranik HOVAKIMYAN, ANM board vice chairman told a debate
today. ANM will go to elections with new methods since "we see that
in classical sense the preparedness of a political party does not
have effect on elections," he said.

He said they must find "the weak points of authorities" as part of
their new methods. The reporters asked if Levon Ter-Petrossyan is
going to come out in the image of Young Mher and speak to public when
something serious happens. To that question Hovakimyan answered "Levon
Ter-Petrossyan will come out publicly when he decides himslef. No
one can have influence on him."

Forests and green zones continue to burn due to hot weather. Rescue
services report that during the last three days 35 cases of fire were
reported with 14 serious ones.

On June 17 and 18 fire started in grape yards near military policy
on Isakov Avenue in Yerevan, in the forest near Nork-Marash 17
street, biological part, areas close to Malatia Sebastia community
administration office and Erebuni museum and in Dalma parks.

On June 18, at 22.05 fired started near the TV tower in Yerevan. A
rescue team left for the place of emergency followed by two other
fire brigades.

Crime Court sentenced Binali Mamedaliyev to 12 and Shahriyar Islamov,
Shamhal Agajamalov and Parviz Gabibov to 11 years in jail for high
treason. The soldiers were charged with spying for Armenia.

Mystery surrounds the whereabouts of six foreigners who entered the
country on the same night the two Armenian brothers caused a scene
at Jomo Kenyatta International Airport.

The six were part of the entourage that caused a security scare at
the airport. But they were overlooked in the commotion that followed
when the Artur brothers defied orders to open luggage for inspection.

The six were driven to the five star Grand Regency Hotel together
with a businessman who had figured in the Goldenberg affair.

They were in the same convoy as the Artur brothers, Sargsyan and
Margaryan, who were later deported together with two other Armenians.

Four of the six were booked in at the Grand Regency but checked out the
following day after news broke of the brothers’ arrest and deportation.

The four, who were originally booked to stay at the hotel until June
28, have since disappeared – and the whereabouts of the other two
foreigners could not be established either.

Police said last night they did not know what had happened to the
six, explaining they had been focusing their attentions on the Artur
brothers and the two other Armenians deported with them.

The six foreigners who had arrived from Dubai and were received by
the Artur brothers at JKIA last Thursday night were whisked away to
the Grand Regency after the Armenians and their bodyguards grabbed
their bags and escorted them to a convoy of cars. They left the
airport with about seven other people.

The bags and their contents were left in five rooms reserved for the
associates of the businessman.

When the foreigners checked out after spending just one night,
their bill – around Sh25,000 each – was marked for payment by the
same businessman.

According to documents shown to the Nation, the four guests were
booked into the hotel at about 8:30 pm.

The next morning, a manager instructed some of the hotel staff to
check them out.

Hotel records show three of the four foreigners gave fictitious
addresses in the United Arab Emirates, while the fourth gave a New
Delhi address that is not consistent with the city’s postal system.

Sources revealed the Armenian brothers and the businessman who paid
their bills were scheduled to open a new casino at the Grand Regency
on the night they were deported.

The casino was opened in spite of the brothers’ absence under the
watchful eye of the businessman and the Armenians’ associates.

Close circuit television cameras seized at the brothers’ Runda home
were to have been be installed at the casino.

Meanwhile, members of the commission of inquiry named by President
Kibaki to investigate the security violations at JKIA were sworn in
by Chief Justice Evan Gicheru, with the promise that their hearings
will be in public.

Commission chairman Shedrach Kiruki promised fairness and openness and
a thorough job, as he pleaded for patience from members of the public.

Mr Margaryan, who moved to Dubai when the brothers were deported from
Kenya, expressed his willingness to give evidence to the commission.

He also threatened to sue the Government.

And Catholic bishops yesterday expressed concern at Thursday’s security
breach at JKIA, saying it had raised great concern regarding security
in Kenya.

"At stake is the safety of Kenyans within our borders as well as our
pride as a sovereign state," the 28 bishops said in a statement signed
by the chairman of the Kenya Episcopal Conference, Bishop John Njue.

Internal Security minister John Michuki yesterday ordered journalists
out of his office when the outgoing US ambassador to Kenya, Mr William
Bellamy, paid him a courtesy call.

Mr Michuki told the journalists – who had been invited by his office to
cover the meeting -to get out because the courtesy call was personal.

He declined to allow journalists to ask the ambassador any questions
even after Mr Bellamy had started talking about his tenure in Kenya.

The minister asked the reporters to remove their microphones soon
after they entered his office, saying he only wanted pictures of him
and Mr Bellamy taken as there were no discussions.

As the microphones were placed on the table, he asked: "What are this
for? I don’t think we need this… Just take pictures and leave.

There are no discussions here."

Attempts to persuade the minister to change his mind were rebuffed.

Mr Bellamy watched in bewilderment, at times smiling as Mr Michuki
asked his aides to remove the journalists.

He accused the media of going to cover the function because they
wanted to follow up a story from Parliament where MPs had earlier
said the minister should be sacked over the security breach at the
airport involving the Artur brothers.

The MPs had demanded that Mr Michuki and his Immigration counterpart,
Mr Gideon Konchellah, be sacked for allowing Mr Margaryan and Artur
Sargsyan to compromise the security of the country.

The two brothers stormed the airport brandishing pistols and seizing
luggage that they refused to be checked. They were later found to
have guns and bullets in their Runda estate home.

Instead of being charged in court, the Armenians were deported and
the Opposition accused the Government of trying to cover up the saga.

Mr Michuki said: "You have come here because of what happened in
Parliament…not because of the ambassador. I have nothing to say."

Mr Michuki – speaking mainly in Kiswahili – refused to answer questions
on whether or not he was going to resign. Instead he said: "You are
now being disrespectful… We have asked you to leave."

At that point, his aides started pushing journalists out of the
minister’s office.

In his brief remarks, Mr Bellamy said Kenya was a good country and
he would return in a different capacity and encourage Americans to
visit the country.

He said: "I will certainly be returning. I have been very fortunate
to make many friends. This is a very big country…I am going to
encourage other Americans to come."

Many soccer players have a habit of routinely crossing themselves as
they emerge onto the field for a World Cup match.

But Anderanik Teymourian is different.

His simple gesture has amazed television viewers around the world
because Teymourian plays on the national team of Iran, one of most
thoroughly Islamic nations in the world.

Teymourian is a member of Iran’s tiny Armenian minority, part of
an Orthodox Christian presence dating back to biblical times. About
200,000 Armenians currently live in Iran, mostly in Tehran and other
towns of the northwest.

Although Iran is an Islamic theocratic state, Christianity and other
non-Muslim religions are not banned as in other strictly fundamentalist
states such as Saudi Arabia.

"I’m the first Christian Iranian player in the World Cup since 1978,"
Teymourian said.

The last non-Muslim player on the national team was defender Andranik
Eskandarian in 1978. He now lives in the United States.

The gangly, 22-year old midfielder, who is seen as one of the great
hopes of Iranian soccer, plays for the Aboo Muslim club from Tehran.

He also has played for Iran at every youth level so far before being
drafted to the national squad by coach Branko Ivankovic.

"He is a wonderful player. Very serious, very committed, I can rely
on him to fulfill any task," Ivankovic said. "He will definitely play
a big role on the national team for many years to come."

Teymourian says he gets along very well with his teammates, and that
religious differences don’t affect their relations on the field or
on a personal level.

"I am very happy that as a Christian I am playing for a Muslim team,"
he said. "I will put all my abilities at the disposal of the nation
and the team."

He said that normally he regularly attends church in Tehran.

"But it’s been impossible to get out of the camp in Germany because
of security, so I haven’t been able to do so here."

Armenian Parliamentary Speaker Received IMF Permanent Representative

Yerevan, June 13. ArmInfo. Chairman of the Armenian National Assembly
Tigran Torosyan received Permanent Representative of the International
Monetary Fund James Mchugh, Tuesday.

The Armenian parliamentary press-service told ArmInfo the sides
discussed the cooperation of the Armenian parliament and the IMF. J.

McHugh congratulated T. Torosyan on his election to the responsible
post and expressed confidence that the Armenian NA-IMF cooperation
enters a new stage. He stressed the importance of the parliamentary
control over all the stages of the Poverty Reduction Strategic Program
in Armenia as well as over the functions of the legislative power
in all those programs IMF implements jointly with the government and
the Central Bank of Armenia.

T. Torosyan said the post-Soviet transformation can be divided into
two stages: at first, economic issues are brought to foreground;
at second, political problems are settled, and democracy is developed.

The economic development in Armenia for the last five years was more
intensive than democratic processes: formation of civil society,
overcoming corruption, public polarization. The Armenian speaker said
a full success in development in the country is possible only subject
to combining the economic and political break-through, which will lead
Armenia to a proper position in the world community. T. Torosyan said
the cooperation of Armenia and IMF is a crucial factor for achievement
of this goal as IMF combines economic and political components in
its activity despite being a financial organization.

The sides pointed out the necessity of raising the public awareness.

They stated that a detailed presentation of the processes aims to give
a positive impetus to the public. The source reports the parties also
discussed the reduction of US dollar rate.

In his first news conference Levon Mkrtichyan, the minister of
education and culture, proposed and called for changing the attitude
towards the sphere of education.

Minister Levon Mkrtichyan proposes several steps. First, “stop
approaching our ministry and sphere as a mere system intended for
organizing different examinations because the problems we are facing
are much more important and serious and are related to much more
vital interests than the entrance or graduation exams of our children.”

Levon Mkrtichyan suggests using the term “upgrading” instead of
“educational reform.” Especially that the education of Soviet Armenia
complied with the standards of the time. “The quality of our education
was very high,” he said. Simply in today’s changing world education
has also changed, and the problem of upgrading has emerged “to comply
with the international standards in this sphere.” We have to upgrade
to comply with the European education, states Levon Mkrtichyan, adding
that the quality of education in Armenia has declined. If formerly we
were on the same level with the European educational system, at least
with the countries of Eastern Europe, currently we are compared with
Turkey, Costa Rica and Central Asia.

Knowing that there are members of different political parties in the
ministry, Levon Mkrtichyan, ARF, reminds that this sphere “will operate
as an integrated professional system.” The minister would not like his
children or everyone else’s children to attend a Republican, ARF or
Orinats Yerkir school. “It would ruin us,” said Levon Mkrtichyan. Levon
Mkrtichyan’s call was addressed to all the workers of education,
“if the directors of schools support some ideas but they do not want
to affiliate with the party, let them not to in order not to appear
in such a stupid situation.” However, quite recently the Republican
Party has launched a campaign of involving teachers in the party,
and only three days ago the Bargavach Hayastan Party used the Last
Bell ceremony at schools for political advertisement. In answer to
this remark Levon Mkrtichyan added that his call against partisanship
in education is addressed to statesmen and political parties as well.

The reports suggesting that the chairman of Milli Majlis (parliament)
Ogtay Asadov has congratulated Tigran Torasian on his election as a
new speaker of the Armenian parliament are false, the Azerbaijani
parliament spokesman, Akif Nasirov, said in an interview with
AssA-Irada.

Armenian media reported Thursday that the Azeri speaker’s message of
congratulation was read out by a member of the Azerbaijani delegation
in the Parliamentary Assembly of the Black Sea Economic Cooperation
Organization (BSEC), Asaf Hajiyev, at a plenary session of the Assembly
in Yerevan.

Nasirov called these reports a “white lie” and another provocation
by Armenians, saying such a letter was never presented. He added that
the Azeri MPs who attended the session had made no statements to that
end either.

Foreign Minister Micheline Calmy-Rey will be in Yerevan to meet with
Armenian President Robert Kocharian and Prime Minister Andranik
Margaryan and Foreign Minister Vartan Oskanian. The Armenian FM and
Micheline Calmy-Rey will sign the Convention on Exclusion of Double
Taxation on Income and Property. The Swiss Foreign Minister will also
pay a visit the Mission Armenia office and the Armenian Development
Agency. Micheline Calmy-Rey is expected to attend the memorial to the
Armenian Genocide victims, reported the RA MFA press office.
