On July 27, Nagorno Karabakh Republic Foreign Minister Georgy
Petrossian received the delegation led by Vice Speaker of the British
Parliament House of Lords Baroness Caroline Cox.

On the request of the guests the Head of the NKR Foreign Office dwelt
upon the process of the Nagorno Karabakh conflict settlement in the
context of recent regional and world events. "The Nagorno Karabakh
conflict is a complicated one, as a great number of interests are
coming into collision here, which acquire a special urgency from the
standpoint of the recent events in the region and in the world on
the whole," Georgy Petrossian said.

The Minister noted that the existing format of the negotiations on the
Karabakh conflict settlement did not reflect the core of the conflict.

"Unfortunately, today, the mediators focused their attention not on
the essence of the conflict but on the liquidation of the conflicts’
consequences. We emphasize once more that without the participation
of Nagorno Karabakh – the most suffered party to the conflict,
the achievement and realization of any agreements are impossible,"
Georgy Petrossian said.

Tigran Torosian Believes Quantity of Arms and Money Can’t Always Be

TIGRAN TOROSIAN BELIEVES QUANTITY OF ARMS AND MONEY CAN’T ALWAYS BE DECISIVE FACTORS IN WAR

AZG Armenian Daily #140, 27/07/2006

Opinion

Azerbaijan had many opportunities to make sure that the end of the
war isn’t always conditioned by the quantity of arms or money. Tigran
Torosian, Speaker of RA National Assembly, said this at today’s
meeting with the representatives of the Armenian youth. He emphasized
that in 90-ies, in the course of the military actions in the Nagorno
Karabakh conflict zone, Azerbaijan was stronger thanks to its military
capacity, but only the people who fought a war for the sake of their
homeland took the victory. He added that since the end of 20th the
political situation is quite changed and there are international
game rules that one should take into account. As for the militant
statements of Azerbaijan, Torosian conditioned them by the lack of
Baku’s will to recognize the independence of NKR. "But Baku realizes
that there are no preconditions or prospects for resumption of the
war," he emphasized. He also focused the attention to the fact that
the international community more frequently gives preference to the
people’s right for self-determination. He underscored that NKR people
achieved their independence in accordance with the international law
and the legislation of USSR.

Lragir.am
26 July 06

A new proposal on the talks over the Karabakh conflict was extended to
the president of Armenia Robert Kocharyan. The author of the proposal
is the civil society network Refugees and the International Law. The
network circulated an open letter to the president of Armenia on July
26, proposing to include the issue of 500 thousand Armenian refugees
on the agenda of the talks over the Karabakh issue.

"A settlement which does not include protection of rights of hundreds
of thousands of our compatriots cannot be sufficient and acceptable.

The problems of the Armenian refugees are divided into three groups:

1. Return of the homeland;

2. Recovery of material and moral damage caused during displacement
from Soviet Azerbaijan and Nakhidjevan;

3. Recovery of indirect damage caused during displacement from Soviet
Azerbaijan and Nakhidjevan," runs the open letter addressed to Robert
Kocharyan.

The civil network society Refugees and the International Law mentions
that it applied to the U.S. Embassy to Armenia proposing to organize
a meeting with the U.S. co-chair of the OSCE Minsk Group during his
visit to Yerevan in late July. During this meeting the message to
the OSCE Minsk Group co-chairs will be extended to Mathew Bryza,
and the problems of Armenian refugees will be discussed.

Armenian minister urges Azerbaijan to agree to mediators’ recent proposal

Yerevan, 24 July: The Armenian side hopes that during his upcoming
visit to the region the US co-chair of the OSCE Minsk Group, Matthew
Bryza, can persuade Azerbaijan to return to the talks on the basis
of the mediators’ recent proposal, Armenian Foreign Minister Vardan
Oskanyan told a joint news conference with the European Union special
representative for the South Caucasus, Peter Semneby, in Yerevan today.

"We have more than once said that we are ready to continue the talks
based on the mediators’ proposal. If Azerbaijan agrees to return to
the talks we will have a chance to start a new negotiation stage,"
Vardan Oskanyan said. "It will be a pity to lose a proposal which
has been the outcome of long negotiations." At the same time, Vardan
Oskanyan said: "If Baku turns down this proposal this will complicate
the situation."

The Armenian foreign minister recalled that in recent years Azerbaijan
had declined two proposals of the mediators – the proposal of a
"common state" and the settlement formula discussed by the presidents
of Armenia and Azerbaijan in Key West in 2001.

Commenting on whether Matthew Bryza would put forward new ideas,
Vardan Oskanyan said that "new ideas do not emerge out of the blue". He
admitted that the US mediator might propose some new formulas regarding
nuances in the framework agreement, noting at the same time that he
did not expect issues concerning the fundamental principles of the
peace agreement to be changed.

/PanARMENIAN.Net/ The European Union regrets over the failure
to reach agreement on the Nagorno Karabakh conflict within the
framework of the G8 summit, EU Envoy for the South Caucasus Peter
Semneby stated at a news conference in Yerevan. In his words, the
talks should go on and the sides should exert every effort for the
soonest settlement. "Next year the borders of the European Union
will closely approach the region. That is why the EU attaches such
importance to the Karabakh conflict resolution," Semneby remarked.

He also underscored that the EU doesn’t immediately take part in the
talks but is ready to assist in establishing trust between the states,
what is possible within the European Neighborhood Policy. At that
the Finnish diplomat said there is no reason for changing the format
of the talks. "We are not going to substitute the OSCE MG. That is
why I am not speaking of any new proposals or ways of settlement,"
the EU Special Representative said.
