YEREVAN, APRIL 11, NOYAN TAPAN. According to studies of the RA State
Commission on Protection of Economic Competition, ungrounded prices
were used in the gasoline sale market by Flash company in February
and December 2006 and by City Petrol Service company in March of the
same year.

According to spkeswoman for the commission Armine Udumian, prices of
gasoline purchase by Flash company declined by 8.13% in December on
November 2006, its expenses – by 4.88% but gasoline was sold at a
price which was higher by 3.6%, as a result of which the company’s
profit grew by 110% in the indicated period.

By the law, a sale price is considered as ungrounded if after its
increase the profit of the economic entity grows by more than 5%.

Ungrounded increase of prices will be considered a punishable action
after the law on making additions and amendments to the RA Law on
Protection of Economic Competition will take effect in the coming days.

YEREVAN, April 11 (RIA Novosti) – Russia’s first deputy prime minister
said Wednesday a war against Iran would lead to a catastrophe.

The Islamic Republic is under UN sanctions over failure to halt uranium
enrichment, and Washington has refused to rule out a military operation
against Iran as a way of forcing its compliance with the demands of
the global community, which fears Tehran is seeking nuclear weapons.

"The Iranian problem needs to be resolved in a political and diplomatic
way, as a threat of war is a road to nowhere, or to a catastrophe,"
Sergei Ivanov, Russia’s former defense minister, said in the Armenian
capital, Yerevan.

The United States has reportedly been building up its Air Force and
Navy contingent near the oil-rich Middle East nation, while Russian
military officials have suggested that the U.S. could launch strikes
on Iran’s underground nuclear sites.

The latest United Nations resolution on the defiant regime highlights a
focus on diplomacy, but accepts the possibility of a military solution
to the crisis.

Ivanov admitted Tehran’s "nuclear dossier" was controversial, but
said the nation had the right to pursue civilian nuclear energy. He
said uranium enrichment activities should be controlled by the UN
nuclear watchdog, the International Atomic Energy Agency (IAEA).

He said Russia, which is building Iran’s first nuclear power
plant, has offered to provide the Islamic Republic with nuclear
fuel for electricity generation and to accept spent fuel back for
reprocessing. Tehran has neither accepted nor rejected the proposal.

Iran, which insists its nuclear program is peaceful, said Monday it
had begun producing nuclear fuel on an industrial scale, and reiterated
plans to continue enlarging its nuclear fuel production capacity.

Russia said it considered to announcement doubtful, with Foreign
Minister Sergei Lavrov saying the claim was still unsubstantiated.

Volunteers are to help to fight poverty in Armenia

YEREVAN, ARMENIA – Paint brushes, trowels and hammers will swing into
action this week, as Habitat for Humanity begins to lift 37 families
from poverty housing in Armenia. The second annual Habitat for Humanity
"Catholicos Karekin II Work Project" kicks off in Armenia today.

Volunteers from around the globe will descend upon Armenia to build
homes side by side with homeowner families, local sponsors, volunteers,
dignitaries and monks from the Armenian Apostolic Church.

"The Armenian Apostolic Church is delighted to launch this event once
again with Habitat for Humanity. It’s not only a celebration of people
coming together to help families in need, but it’s also an important
step toward removing the blight of poverty housing in Armenia,"
says Archbishop Vicken Aykazian of the Armenian Apostolic Church.

During building events around the country from April through October,
37 homes built in partnership with families in need will be completed
in Armenia, symbolizing 36 worldwide dioceses, plus the Holy See.

His Holiness, Karekin II, Catholicos of all Armenians, is expected
to bless the event’s official opening at the Etchmiadzin Gevorgyan
seminary on April 10.

Churches and individuals are challenged to fully sponsor or to
contribute to a home. The Catholicos Project Family Sponsorship Cost
(FSC) for 2007 will be $7,360, which is an average for the cost of
renovations, half-build homes and new construction.

The first building event kicks off with a volunteer team coming from
the United States. The Habitat volunteers will be completing homes
that were abandoned and left unfinished after the economic collapse
in the early 1990s in Armenia where nearly half of the country still
lives in poverty conditions.

The Haroyan family of the Khor Virap village is the first selected
among the 37 families. Sahak, 43, and his wife Piruza, 36, are
vegetable farmers currently residing in a neighbor’s basement with
their three children, ages 18, 16 and 14. Economic strife forced
the family to live in the basement for seven years, as they have
been unable to raise enough funds to complete their own home. Piruza
suffers rheumatism in her legs due to the humidity. "If you help us,
we will finish and move to our new house by the next winter," Piruza
said to a visiting Habitat team.

The Armenian Church signed a historic partnership with Habitat for
Humanity in April 2006, aimed to combat poverty housing in Armenia
and worldwide. The first "Catholicos Karekin II Work Project" was held
in Gavar, Armenia, where a building was renovated in partnership with
24 families, with an additional 13 homes built around the country.

In Michigan in 2005, the Catholicos participated in Habitat’s annual
home blitz build, the Jimmy Carter Work Project, where he met with
President Carter. Following that, the Catholicos gave his blessing
for a home-building event to be created and held in Armenia.

Armenia is a country of 3 million nestled in the southern Caucasus.

Over the past decade, a devastating earthquake, conflict, the Soviet
Union’s collapse and a newfound independence have led to economic
crisis. Thousands still live in metal "domiks," iron containers used
for temporary earthquake relief, which act like refrigerators in the
winter and boilers in the summer. Habitat for Humanity Armenia has
been working with families in need since 2000 and provided homes in
partnership with more than 1,000 people.

Department on April 7 received a call from Avag Ghazarian, resident
of Vagharshapat, who informed the police that at about 3 pm on the
same day, deputy of the RA National Assembly Hakob Hakobian kidnapped
his father Sahak Ghazarian by committing violence against him.

Policemen revealed that deputy H. Hakobian together with his driver
and a certian Haykaz forced S. Ghazarian to get into his black BMW,
then they drove to 4th cottage of the Zvartnots Restaurant Complex in
Zvartnots district. In the words of S. Ghazarian, H. Hakobian promised
to give him 5 thousand dollars, if his son Vanik Ghazarian does not
attend the sitting of the court of first instance of Armavir marz on
the same day and testify against H. Hakobian.

NT was informed from the RA Prosecutor General’s Office that in
connection with the incident, the prosecutor’s office of Armavir marz
opened a criminal case by Article 131 of the RA Criminal Code. An
investigation is being conducted to discover all circumstances of
the case.

Turkey Suspends Talks With Gaz De France

Turkey has suspended talks with Gaz de France over a key gas pipeline,
in protest at a French bill about the killing of Armenians in World
War I.

The planned pipeline would carry natural gas from the Middle East
and Central Asia to Austria through Turkey.

The French Parliament is considering a law that would make it
an offence to deny that Ottoman Turks committed genocide against
Armenians.

The 4.6bn euro ($6.1bn; £3.1bn) Nabucco pipeline project is supposed
to reduce the European Union’s reliance on Russian gas.

It also passes through Bulgaria, Romania and Hungary, which have
already reached agreement with Gaz de France.

Armenian President Introduces New PM To Government

YEREVAN, April 5. /ARKA/. Armenia’s President Robert Kocharyan during
the Government’s meeting introduced new Prime Minister – ex-Minister
of Defense – Serge Sargsyan to the government members, said the RA
President’s Public Relations’ Department.

"I think there is no need to introduce Serge Sargsyan, I will just
remind that he has been a government member since 1993 and worked
in the President’s administration only 6 months. Over 8 years Serge
Sargsyan was the Defense Minister and headed the army that we all are
proud of, and, of course, it is difficult to estimate his contribution
to army’s formation," Kocharyan said.

He said that he knows Sargsyan as a diligent, worthy and consistent
person. The President expressed confidence that during the pre-election
period new premier will be able to head the government.

At the same time he called upon the ministers during the pre-election
stage to organize the government’s activity in a way not to derange
the Ministries’ natural work.

Armenian previous Prime Minister, Chairman of the Republican Party
Andranik Margaryan died from heart attack at the age of 56 on March
25. Margaryan has led the Government since 2000.

On Monday, March 26, Armenia’s President Robert Kocharyan resigned
after the Prime Minister’s sudden death. According to the result of
President’s consultations with the representatives of parliament’s
majority it was agreed that the PM’s post is reserved to the RPA.

On April 2, Council of the Republican Party of Armenia unanimously
approved Sargsyan’s candidacy to PM’s office.

Two visiting Russians are giving the historic art of the quick-change
costume act an update, writes Katie Lau

It sounds like a model’s dream come true: being able to slip
effortlessly into one glamorous outfit after another in seconds.

Visiting quick-change artists Sos and Victoria Petrosyan have updated
the traditional performance art by combining fashion, stage- craft and
sleight-of-hand in a display that has dazzled audiences the world over.

In a series of performances over the Easter weekend, the Russian
couple will showcase a collection of evening wear that they whisk on
and off at lighting speed.

A hectic schedule has meant the Petrosyans have to start rehearsals
at a crowded shopping mall immediately after their long flight from
Athens, where they attended a convention alongside top international
magicians such as Ed Alonzo and Juliana Chen. Yet the pair show no
signs of fatigue. Within minutes they’ve cajoled a passer-by into
assisting in their act.

As Victoria is tied up with ropes, the helper is asked to stand in
front of her. Sos raises a piece of cloth to hide them from view.

Within 20 seconds, it’s whipped away to reveal Victoria wearing the
man’s jacket – under the ropes.

Afterwards, the volunteer says: "It’s incredible. They took my jacket
off and I couldn’t see what she did … I’ve never seen anything
quite like it."

Quick-change is to the west what bian lian (face change, which
originated in Sichuan opera) is to China. The art began in Italy in
the 1600s and has since been adopted by comedians, circus performers
and magicians across Europe and incorporated into theatre forms such
as commedia dell’arte.

Styled as "the new generation of quick-change", the Petrosyans
revitalised the form by pumping it up with fashion, modern dance moves
and upbeat music. Their shows feature an assortment of couture gowns
fitted with quick-change devices. Although some artists are keen
to show as many characters as possible, quantity does not interest
the Petrosyans.

"We don’t want to just show how quickly we can do the changes. We
want to tell a story with a combination of movement, dance and magic
tricks. It’s important to make it interesting for the public," says
Sos, a former ballet dancer.

Although the art has hundreds of years of history, he says there’s
plenty of room for innovation. "There’s been big interest in the
genre over the past five years … It has many possibilities we should
explore," he says.

But the 35-year-old is saddened by widespread plagiarism among
quick-change entertainers. "I can’t believe it. They don’t just
imitate our style but also our website, photos and video clips. We
challenge them to not copy each other … Innovation and creativity
is uppermost."

The Petrosyans’ mastery of the craft is as much in their wardrobe
techniques as their agility and timing. The pair spends hundreds
of hours adjusting their costumes to ensure the switches are
super-smooth. "I have to make sure it looks good," Sos says. "We pay
attention to the details. A thousand small things have to be changed
so they all work well in sequence."

Each costume is discarded after six to seven months to keep their
presentation fresh.

With the high turnover of costumes, the Petrosyans have become
proficient designers and tailors. "We’re always shopping for good
fabrics … we travel with a sewing machine," Victoria says.

But the work also means they can’t spend as much time with their two
sons, aged 11 and seven, as they would like. "My elder son said,
‘I want to see my mum not sewing a costume’. You see sometimes it
takes up too much of our time," Sos says.

But the youngsters seem to have inherited their parents’ interest
and talent. Both aspire to be magicians and have already won a number
of competitions.

Sos, who was born in Armenia, learned juggling and quick-change from
his father, a circus performer. It gave them something in common,
he says.

But Sos only found his calling after seeing Russian artists Liubov and
Anatoli Sudarchikovi present a quick-change act with quality fashion.

"[Quick-change] is about doing everything in sequence and it’s the
interesting part of magic," Sos says. "They inspired me to do something
new with the genre."

He was determined to create a total quick-change experience complete
with choreography, lighting and special effects. "It’s not just an
act," he says.

Sos made his debut as a quick-change artist in 1991. Five years later,
his act became a double act when he met Victoria and the couple fell
in love. "I got interested because of him," says Victoria, who was
pursuing a law degree at the time and knew little about magic acts.

Now based in Germany, the Petrosyans have performed in more than 28
countries. When they’re not performing, they attend prestigious magic
festivals and competitions. The pair have won top prizes at events
such as World Magic Championship and the Paris Magic Festival.

collaboration with rap artist 50 Cent. "I want to show this to the
young generation," Sos says.

For all their experience and practice, he admits things occasionally
go wrong.

"Mistakes are common. One time my wife’s costume was supposed to change
from black to red, but she was in blue instead. It was magic for me,"
Sos says with a laugh.

Such crises demand quick wits and improvisation. But it takes more
than that to stay in the business, he says. "You have to love it. If
you don’t and only treat it as a job, it won’t get you anywhere. I
know couples who are in this for money and I look at them 10 years
later. It’s all the same – the only difference is they’re getting
older.

"As in anything you do, you have to have passion. If I’m tired of it,
I’ll stop doing it," he says. "I won’t do it just for money."

Sos and Victoria Petrosyan are at the Atrium, 1/F New Town Plaza,

Washing of the Feet Service in Holy Etchmiadzin

On Holy Thursday, April 5, the major services of Holy Week began in the
Mother See of Holy Etchmiadzin.  Following Morning Services, a solemn Divine
Liturgy was celebrated in the Mother Cathedral by Rev. Fr. Hovhannes
Mayilian, in remembrance of our Lord Jesus Christ’s Last Supper and the
establishment of the sacrament of Holy Communion.

In the afternoon, His Holiness Karekin II, Supreme Patriarch and Catholicos
of All Armenians offered the Washing of the Feet service, which commemorates
the act of great humility by Jesus Christ in washing the feet of his
disciples.

As the service commenced, readings from the Holy Bible and the singing of
hymns prepared the men who were chosen to represent the twelve disciples, as
well as all of the faithful in attendance.

His Holiness then blessed the oil that is later distributed to the faithful,
which is taken home and combined with the oil used for cooking the Easter
meal.  Afterwards, following the example of the Lord, the Catholicos of All
Armenians kneeled down before the twelve men and washed their feet and
anointed them with oil.  This year, the men were selected from among the
bishops, priests, deacons and seminarians of Holy Etchmiadzin.

Sarkisian Poised To Be Named Armenian PM

President Robert Kocharian looked set on Tuesday to appoint Defense
Minister Serzh Sarkisian as Armenia’s new prime minister after the
latter was formally nominated for the post by his governing Republican
Party (HHK).

The HHK’s board unanimously approved the nomination at a meeting late
on Monday. A party spokesman said the next day that a presidential
decree naming Sarkisian prime minister as a forgone conclusion.

The official, Eduard Sharmazanov, pointed to an agreement reportedly
reached by Kocharian and leaders of the HHK and two other parties
represented in his government the day after the May 25 death of Prime
Minister Andranik Markarian. "On March 26 President Kocharian held a
meeting with representatives of the political majority, during which
it was decided that the Republican Party will continue to control
post of prime minister and that its board will nominate a relevant
candidacy," he said.

"The Republican Party has a number of ministers in the government, but
I believe the most suitable person for this post is Serzh Sarkisian,"
Tigran Torosian, the parliament speaker and a senior HHK member,
told reporters after the board meeting. Sarkisian’s candidacy is also
supported by the two other governing parties, he said.

Kocharian’s consultations with his top political allies coincided
with the collective resignation of Armenia’s entire cabinet of
ministers. Under the Armenian constitution, Kocharian must pick
Markarian’s replacement on Wednesday at the latest.

Some observers he is trying to delay the appointment as much as
possible in order to make sure that it is not discussed and approved by
Armenia’s outgoing and largely moribund parliament. The constitution
gives the newly appointed prime minister 20 days to form a cabinet,
which will have another 20 days to submit its program to the National
Assembly. That means the current assembly will be unable to debate
and vote on that program before the May 12 parliamentary elections.

The new premier and his cabinet must step down immediately after the
elections in any case.

ANKARA: High Crime Rates In Trabzon

A recent study has revealed that crime rates in Trabzon have increased
by 34.5 percent since 2004; the most reported crime after theft in
Trabzon is violence.

In recent years Trabzon has witnessed a series of crimes, including the
bombing of a McDonald’s, the murder of Catholic priest Andrea Santoro
and the attempted lynching of students, and has more recently been
associated with the murder of Turkish-Armenian journalist Hrant Dink.

The Trabzon Crime Analysis report also showed that results obtained
from investigations dropped by 9 percent in 2004 when compared
to previous years. In 2004 assaults increased by 20.8 percent and
acts by unknown perpetrators by 16.7 percent. The biggest increase
in acts by unknown perpetrators was experienced in 2003 with a 250
percent increased.

Trabzon has a rate of 61 percent in theft, fraud, murder, injury,
threat, prostitution and car theft. According to the report the
Ýskenderpaþa neighborhood had the highest crime rate, with 8.8 percent,
followed by the Degirmendere, Comlekci and Ýnonu neighborhoods. Between
2000 and 2003, the rate of injuries caused by fights increased by 31
percent in Trabzon, whereas this figure was 19 percent nationwide. In
2004, car theft increased by 50 percent and home theft increased by
12.5 percent.
