A senior member of the opposition Armenian National Congress (ANC),
Vladimir Karapetyan, has criticised President Serzh Sargsyan’s
statement on the possibility of withdrawal from some of the Azerbaijani
territory captured in the early 1990s.

The statement was "evidence of Sargsyan’s defeatist policy, because
Armenia had never been in such a weakened position and no Armenian
official had ever made such a hopeless statement", Karapetyan said. He
added that Sargsyan’s current position on Karabakh is a step back
from his election manifesto, which said Armenia should not only have
a corridor with Nagornyy Karabakh but also a common border.

It was first time in the past 10 years that an Armenian official openly
spoke about returning the territory to Azerbaijan, the pro-opposition
Haykakan Zhamanak said.

The author of the report, Lusine Barseghyan, says she was unable to
contact the spokesman of the ruling Republican Party of Armenia (RPA),
Eduard Sharmazanov, on 23 March for comment on Sargsyan’s statement.

Rafik Petrosyan, a member of parliament from the RPA, said he did
not believe that Sargsyan might have made such a statement.

That the coalition Prosperous Armenia faction has not reacted to
Sargsyan’s statement either. Barseghyan says it is noteworthy that
former Armenian President Robert Kocharyan has appeared "all of a
sudden" after President Sargsyan’s statement and gave an interview to
the Mediamax news agency and criticized the economic policy of the
current government. The author of the report says that Kocharyan is
trying to return to power in Armenia but has been refused the post
of prime minister by Sargsyan and the Russian authorities. Barseghyan
believes that recent discord between the ruling RPA and the coalition
Prosperous Armenia party are linked to attempts by Kocharyan’s team
to come to power, and that President Sargsyan is currently making
rearrangements in the government to thwart these attempts.

On March 30, the EU-Armenia Parliamentary Cooperation Committee
convened its next meeting headed by the Secretary General of Armenia’s
National Security Council, Arthur Baghdasaryan.

The session summed up the process of implementing steps that secure
the implementation of the EU-Armenia Action Plan.

Baghdasaryan mentioned that within the framework of EU-Armenia
cooperation, some changes are set to be made in 190 areas which
include 277 activities. In 2009, the Committee created about 40
inter-institutional working groups and developed 10 concepts,
1 strategy and 4 national programs. Thirty three per cent of the
above-mentioned activities have either been implemented completely
or are in their final stage. The rest of the work will be implemented
from 2010-2011.

Deputy Foreign Ministry Karine Ghazinyan presented the work carried
out toward the signing of the EU-Armenia Partnership and Cooperation
Agreement.

In her words, this agreement to be signed with the EU in the
framework of the Eastern Partnership Program is aimed at deepening the
political cooperation and boosting the economic integration of Eastern
Partnership participant countries with the EU to secure markets for
each other.

Also planned for discussion is the European Commissioner for
Enlargement and European Neighbourhood fan Fule’s visit to Armenia to
discuss the issue of Armenia’s mandate to negotiate over the agreement
to be granted to Armenia at the end of April.

directors is headed by Ruben Vardanian. Its CEO is Artak Hanesian.

LONG WAY TO GO FOR ARMENIA’S WOMEN

Slow progress towards equality in public life.

Although three-quarters of women in Armenia have been through higher
education, there have only been four female ministers since the
country became independent in 1991.

Only one woman` in Shirak in 2007 ` has ever been named as a regional
governor.

The figures reveal the extent of the gender divide in the former
Soviet country where, despite formal equality of the sexes in law,
women still battle to achieve the goals open to men.

The highest post a woman has ever held in the country is that of
deputy speaker. Arevik Petrosyan, a member of parliament from
Prosperous Armenia, part of the ruling coalition, was elected to the
post in September 2007.

She is one of only 12 women in the 131-member assembly. This may look
like a depressing proportion for equality activists, but it is a step
forward of sorts, since only seven women held seats in the previous
parliament.

A similar rise ` albeit from a low base ` is visible at lower levels
of the state. In 2005, only 16 of the country’s 866 village
administrations were headed by women. Now there are 23.

But activists still point out that women are absent from all the top
positions in the country.

`It’s true that they are now more tolerant towards women, but the top
positions are still inaccessible,’ said Jemma Hasratyan, founder and
president of the Association of Women with a Higher Education.

She has several explanations for why women remain excluded from the elite.

According to a sociological survey conducted in 2006, more than 30 per
cent of people think women miss out on top positions because of male
chauvinism in society. Another 15 per cent blame corruption for their
absence.

Curiously, however, the survey also showed that 60 per cent of men and
83 per cent of women said they supported greater female participation
in politics, which was a significant increase on five years
previously.

Lilit Zaqaryan, vice-president of the Association of Women, said the
roots of discrimination went so deep that it was hard to isolate them.

`The problem lies in the depths of the subconscious. In a survey, many
people will support having a woman in the cabinet, then during an
election they will automatically choose a man. This is because at the
deepest level of the subconscious, only a man is thought of as a
politician or leader,’ she said.

This was confirmed by Alvard Petrosyan, a woman who has been elected
to parliament three times. `Women trust men mainly out of habit, which
to a greater or lesser extent affects everyone,’ she said.

Another explanation put forward for why women miss out on top
positions is that they spend time with their families, thus harming
their careers. This is contradicted, however, by two mothers elected
to parliament ` one from the ruling party, one from the opposition.

`Of course it was not easy, but you need resolve and hard work to get
ahead,’ said Hermine Naghdalyan, who has five children and represents
the president’s party in parliament. Her large family has not stopped
her being elected four times.

The 50-year-old first entered parliament in 1995, seeing off
challenges from 19 rivals in the election.

`It was hard. As a rule, the political game is aggressive, and
normally it’s a fight without rules. But a woman can dictate her own
rules, which are more humane and more successful,’ said Naghdalyan,
adding that her family’s support had been very important for her to
overthrow traditional stereotypes.

Sociologists say women are also excluded from the political arena
because positions are gained through back-room deals ` something women
are often excluded from.

Armine Ghazaryan, an expert from the Armenian Centre for Strategic and
National Investigations who has looked into the reasons for the gender
divide, said this `unique culture for resolving matters’ blocks women
from advancing.

`Various circles, spheres and groups are an inalienable part of a
state like ours ` corruption, powerful shadowy figures, the police,
the organised criminals, the oligarchs. It is specifically this way of
solving problems that rules out the possibility of women taking part,’
he said.

Anait Bakhshyan of the opposition Heritage party picked up on these allegations.

`Men know well that in most cases, women are not going to take part in
dirty deals and will not take part in business outside the law,’ he
said.

Aharon Adibekyan, a researcher from the think tank Sociometr, said
such explanations were too complicated, and that the real reason for
women’s exclusion from public life was the fact that traditional roles
persisted in most families. Women cook and raise families while men go
out to earn money.

`You cannot speak of serious progress when in 67 per cent of cases
there is psychological pressure in families, which normally means that
women are not able to work,’ he said.

The Heritage party ` which counts three women among its seven members
of parliament, compared with just two among the 64 deputies of the
ruling Republican Party ` is determined to change this.

`Women are the majority of the population, and they must be given a
chance to be heard,’ said Raffi Hovhannisyan, leader of the Heritage
party. `Without this, democracy is impossible.’

OSCE head proposes holding meeting of Azeri, Armenian leaders in Astana

Kazakhstan will make the most of its current OSCE chairmanship to
promote the settling conflicts on former Soviet soil, Kazakh Foreign
Minister and OSCE Chairman-in-Office Kanat Saudabayev said.

"Kazakhstan seeks to make its own feasible contribution to the
settlement of protracted conflicts," Saudabayev said at a session of
foreign ministers from the member states of the Collective Security
Treaty Organization (CSTO) in Moscow on Friday.

The Kazakh foreign minister said that during his working visits to the
South Caucasus countries in February he "saw the actual situation in
the conflict zone and learned each sides’ current position." "As for a
peaceful solution to the Nagorno-Karabakh conflict inline with the
Madrid principles, we will be ready to provide all the necessary
assistance to the OSCE Minsk Group and will be ready to hold a meeting
between the presidents of Azerbaijan and Armenia in Astana in 2010,"
he said.

During its OSCE chairmanship, Kazakhstan will take "all necessary
efforts to consistently promote positive tendencies" in the settlement
of such conflicts, Saudabayev said.

however didn’t give the opportunity for our chess player to improve

work with the U.S. Congressmen and Senators. AAE head Ashot Grigoryan
got a regular letter from the Senator of Colorado Mr. Michael Bennett.

The senator in particular stated in his letter that day by day always
more American recognize the Armenian genocide. At the same time he
understand the anger of AAE head when certain people want to hide
the reliaty presenting it as war actions. He said sure the U.S. will
be able to play an important role in shaping mutual respect between
Armenian and Turkish nations.

BEIRUT- Change and Reform bloc MP Hagop Pakradounian said on Monday
in an interview with An-Nour radio station that some allies do not
respect the feelings of Armenian in Lebanon by visiting Turkey,
a possible reference to Speaker Nabih Berri.

The speaker traveled to Ankara on Monday for a state visit and met
with the Turkish president, prime minister and speaker.

"Lebanon should boycott the upcoming Arab League Summit in Libya", he
said. Several Senior Shia figures, including Speaker Nabih Berri, have
voiced their objection to Lebanon attending the summit, blaming Libya
for Shia leader Imam Moussa Sadr’s disappearance over 30 years ago.

Pakradounian also said that he does not have a problem with postponing
the municipal elections scheduled for June for two months in order
to implement the reforms proposed by the draft municipal electoral
approved by the cabinet.

ArmInfo. The opposition Republican People’s Party (RPP) of Turkey
demands a plenary session of the parliament to discuss "the strategy on
fighting Armenian ideas" and assess the Protocols signed with Armenia.

CNNturk reported that RPP vice presidents have already applied to the
Directorate of the Grand National Assembly of Turkey with relevant
proposal.

The proposal, in particular, says that government by Justice and
Development Party, maintenance of the Armenian-Turkish Protocols in the
parliament and creation of an impression that they may be ratified is
the strategy related to the annual speech of the US President on April
24. However, it is quite a dangerous position. After the US Congress
Committee for Foreign Affairs affirmed the resolution on Armenian
Genocide, further circulation of the Protocols in the parliament will
create a false impression that their ratification process has been
started and will provoke pressure on Turkey, the document says.

the national budget in January 2010, exceeding last year’s index of
the same period by AMD 4.6 billion. 344 major taxpayers secured 52.6%
of the national budget revenue.

At that, products to the amount of AMD 58.8 billion were imported,
boosting customs duties by AMD 10.9 billion (49.3%).
