Armenia’s government has announced it has postponed the deadline
for completing the construction of a new section of the Iran-Armenia
natural gas pipeline meant to connect the Armenian towns of Kajaran
and Ararat from the end of 2008 to January 2009.

The section will allow to increase the pipeline’s capacity to 2.3
billion cubic meters per year from today’s 450 million cubic meters.

Iran has pledged to supply Armenia with 1.1 billion cubic meters
of gas a year beginning form 2009 and with up to 2.3 billion cubic
meters as from 2019. Armenia is to provide Iran with 3 kilowatt-hours
of electricity for each cubic meter of gas.

The Kajaran-Ararat section will be 197.4 kilometers long and, with
its security zones, occupy a total area of 987 hectares.

The ArmRosgazprom company is the general contractor for the section’s
construction.

On purpose of organizing and carring out up to the mark the elections
of the NKR local authorities, which will take place on October
14th,2007, the NKR Prime Minister Arayik Haroutyunian has signed a
corresponding assignment. According to the assignment 1. to the NKR
Ministry of Finance and Economics – corresponding to the schedule and
orders placed by the NKR CEC, to satisfy financing expenses connected
with preparation of the elections within the limits of means foreseen
for these purposes by the NKR state budget of 2007. 2. to the NKR
Police, National Security Service – to work out and realize a plan
directed to securing of public order during preparation and carring
out of the elections, securing of the buildings for vote, securing and
accompaning the means of tranports transfering electoral documents,
unembarrassed and natural activity of the members of the electoral
commissions. 3. to the NKR Police – by the passport subdivisions of the
territorial institutions together with the heads of the communities in
accordance with regulations of the NKR passport system, to regulate the
organization of accountings of voters. 4. to the NKR "Artsakhenergo"
closed joint-stock company – to realize concrete measures on the eve
of the elections and the day of the vote in the direction of unfailing
satisfaction of supplying the buildings of the electoral commissions
and polling stations with electricity.

5. to suggest the authority of "Karabakh Telekom" closed joit-stock
company to satisfy availability of telephone connection and
unfailing work in the polling stations and the residences of the
electoral commissions. 6. to suggest the NKR Procurator’s Office
and assign the NKR Ministry of Justice to satisfy the work of the
procurator’s office and courts on the day of elections. 7. to the NKR
corresponding Ministries and departments, leaders of the district
boards of administration, the mayor of Stepanakert – to work out
and realize on the day of the vote concrete measures for securing
cultural, medical, traffic and municipal-domestic services of voters
in the polling stations. 8. to the leaders of the district boards of
administration and mayor of Stepanakert – until October 10th,2007
to resolve the questions of disposing temporary means of transport
to the electoral commissions, to oversee the preparation of the
polling stations for the elections. 9. to the editorial stuff of
"Azat Artsakh" newspaper, executive management of"TV radio company"
closed joint-stock company, in accordance with the statutory order,
to elucidate the process of preparing and carring out the elections
of the local authorities. The assignment was signed on Septemeber 25th.

of some historical facts is rated to a crime. The motion initiator,
Speaker of the Russian Duma Boris Gryzlov said the measure will be
applied to those justifying the crimes of the Nazi during the years
of the Great Patriotic War.

In the opinion of Andrey Svetenko, a commentator of Mayak Radio,
the Armenian Genocide in the Ottoman Empire should be included in
the list of crimes.

"Passage of the Armenian Genocide bill by the French parliament can
serve as an example. The point is that Turks do not acknowledge the
fact of genocide. They insist it was a liquidation of parricides but
not an ethnic massacre. No matter that the number of these "parricides"
exceeded a million, including children and helpless old people. This
is a denial of denial.

It shouldn’t be. Gryzlov’s proposal is a right step.

Facts are stubborn. We should not tolerate when black is not named
black," Svetenko said.

HUMANITY-CREATION-GOD RELATIONSHIP"

I his keynote lecture at the Millennium Conference in Addis Ababa, 26
September 2007, His Holiness Aram I Catholicos of Cilicia said: "The issues
and challenges that appear on the agenda of this conference, such as
violence, pandemic disease, ecological crisis, development and economic
justice, are not mere socio-economic issues; they pertain to the essence of
Christian faith. Therefore, a theological-ethical perspective is imperative
in addressing these questions and challenges". Then he said: "The world is
sick; it is sick morally, spiritually, ecologically, economically,
politically. The crises the world is facing are fundamentally related to
humanity-creation-God relationship, and more specifically to human
responsibility. Created in the image of God, the human being has been given
a unique vocation as God’s co-worker to govern the creation. Stewardship
implies accountability, and accountability presupposes responsible freedom.
Here is the source of the greatness as well as the downfall, the joy and
suffering of humanity".

The Armenian Catholicos Aram I developd his reflections in four points.
Hereunder excerpts from the address of His Holiness.-

1) Humanity must use the God-given power responsibly

In a world dominated by the forces of militarism and terrorism, secularism
and materialism, injustice and oppression, the question of use of power has
become more than ever a matter of critical importance. In Christian
understanding, power is liberating, healing and transforming. Power must not
be used to overpower, but, rather, to empower the other; it must be used to
restore human dignity and quality of life; and justice must determine any
use of power. Power must not be based on force; it must be based on values.
It must not be used for personal interests, but for the well being of all.
It must not be an expression of authority, but one of love and service. The
misuse and abuse of power produces corruption, oppression and
dehumanization, trends which have become salient marks of many societies,
including Africa.

Indeed, the ‘might makes right’ claim prevails in all areas and on all
levels of public life. Religion is not an exception. Global governance is in
decay, due to the lack of moral criteria. Power requires moral direction;
otherwise it will become an instrument of evil.

Therefore, we need to challenge the arrogance of power and transform its
ambiguity. We need to question the sufficiency of power and affirm its
vulnerability. We need to oppose to the absoluteness of power and remind its
accountability. We need to transform the centralized power to shared and
participatory power. The Christian way is power of love and not love of
power. For Christianity powerlessness is a source of power, since it is
love-generating and life-sustaining.

2) Humanity must restore its right vocation within the creation

The unprecedented economic growth and industrial progress, accompanied by
unlimited exploitation of earth’s limited resources, has greatly jeopardized
the eco-life support system. According to scientists, the world is on the
edge of self-destruction. The Earth Summit of Rio de Janeiro in 1992 called
nations to search for a "sustainable future". And the meeting of ecologists
in Paris this year warned the world of enormous ecological disaster.

The ecological crisis is not of socio-economic or environmental nature. It
is essentially a theological-ethical one related to humanity’s role in the
creation. Therefore, political, ecological, economic and social analyses and
prescription will fall short unless they are solidly supported by a
theological-ethical perspective and vision. To deal efficiently with
ecological crises we must work for an ethically sustainable and responsible
society. And to achieve this goal we must develop an eco-ethics, based on
biblical teachings, that challenges the prevailing paradigms of
humanity-creation relations and protects the creation in its original
goodness and integrity, and restores the right place and true vocation of
humanity within it. What are the requirements of such eco-ethics?

a) Humanity must move from anthropocentric to theocentric perception of
creation. Creation is God’s gift to humanity; it belongs to God. The
ecological crises started when the first human being considered himself to
be the master of the creation, thereby misusing his free will and divine
command to "subdue the earth". Humanity and creation are interdependent
realities. Humanity’s survival is closely bound up with the future of
creation which is the household of humanity, and probably the only one.

b) Humanity must move from domination to stewardship. According to the
God-given mandate, the human being is the manager and steward of the
creation, not the lord of it. God gave human beings the right to use the
earth’s natural resources for their survival, not to exploit them for their
own pleasure and glory. The Christian ethics makes a clear distinction
between need and greed, use and exploitation. Human stewardship is not a
passive one; as God’s co-worker, the human being has the God-given mandate
to preserve, renew and enrich the creation with the profound sense of
responsibility and accountability.

Social injustice remains one of the evils of this world. The gap between
haves and have-nots is widening. Malnutrition, lack of minimum conditions of
living, spread of deadly diseases are threatening the lives of many people
particularly in Africa. According to the estimates, 20 million children are
said to die every year as a consequence of starvation and malnutrition.
Social justice must not be politicized. In the name of development Africa
must not be exploited by rich nations. Consumerism not only decreases the
earth’s natural resources, but it is at the root of economic injustice,
ecological disorder and human survival; it is fundamentally the denial of
sacredness and wholeness of life. Consumerism is a moral sin because it
generates poverty, alienation, violence and threatens life.

3) We must combat socio-economic injustice in all its forms.

The church must encourage sharing the resources of the earth in ways that
eliminate racial, class and gender discrimination, and build all-inclusive
communities of participation and equal opportunities. The church must
promote a life-centered culture that preserves the integrity of creation and
creates harmony between humanity and creation. It must take a firm position
against all attempts of impoverishing people, and support all initiatives
aimed at empowering, developing and democratizing societies. The Christian
ethics stands strongly for a participatory economy that protects human
dignity and value and the rights of people.

4) We must work together for a world of coherent and reconciled diversities

We are living at a period of human history in which intolerance and
fundamentalism in different forms and expressions have dominated our lives.
The emergence of new norms and paradigms, and collision of values have
created a volatile situation in many regions. The convergence on basic core
values that govern the life of societies should become the driving force of
all actions and processes aimed at community building.

Religion has an instrumental role to play. Religion must primarily overcome
its inner conflict. It must not be exploited for political and ideological
purposes. Religion is called to assume its prophetic vocation of serving,
challenging and reminding. It must become a moral voice reminding the
nations that neither military might nor economic progress can restore real
security, ensure real confidence and generate real hope unless our lives are
undergirded by moral values and our communities are built on mutual respect
and confidence.

We live in one world, have a common humanity, and share fundamental values.
We must strengthen our commonalities and reconcile our particularities
within one broader community.

Living together reshapes the image of the "other", who becomes not a
stranger, but a neighbor, not a rival, but a partner, not a person to be
either converted or rejected, but one who must be accepted and respected.
We are bound to live together in this world, which is getting smaller,
dangerous and confusing, day by day, as it wavers between two extremes:
reconstruction and destruction, integration and disintegration, unity and
division, reconciliation and polarization, drive for spirituality and
deepening of moral decay, quest for identity and alienation.

In this polarized world we need each other as partners to face common
problems and combat common evils.

Religions of the world are called to develop a vision of community, where
hate is transformed into respect, intolerance into acceptance, and isolation
into integration.

Living together as a community is God’s gift; it is also God’s command.
Irrespective of our differences, we are all integral part of God’s
household. We must keep God’s household morally, spiritually and
ecologically clean.

from developing its nuclear program, President Mahmoud Ahmadinejad
said Saturday.

Ahmadinejad comments come as discussions continue by the United States,
Russia, China and the European troika – France, Germany and the UK –
over a third round of UN Security Council’s sanctions against Iran
for its refusal to suspend uranium enrichment.

"Those who think, that by using such decayed methods as psychological
warfare and economic sanctions, they can stop the Iranian nation’s
progress are mistaken," he said at an annual military parade to
commemorate the 1980-88 Iran-Iraq war.

He also called on the U.S. and allies to withdraw troops from Iraq.

The UN Security Council has twice passed resolutions on imposing
sanctions on Iran over its continued failure to suspend its uranium
enrichment program.

The US representative to the UN, Zalmay Khalilzad said a draft
resolution providing for a more severe set of sanctions will be
introduced within several weeks, RIA Novosti reports.

Rowan Williams, archbishop of Canterbury and the Anglican spiritual
leader, spoke to reporters today in New Orleans.

NEW ORLEANS — Archbishop of Canterbury Rowan Williams said today that
the breakup of the Anglican Communion would mark an unacceptable
"failure" and that he believes compromise is possible between opposing
factions over gay rights.

After a tense morning of meetings, at which an Egyptian bishop said
some Anglicans now view the Episcopal Church as "a different
religion," Williams acknowledged that "temperatures are very high" in
the 77-million member global Anglican Communion. But he sought to tamp
down talk of an imminent schism, saying that "despite what has been
claimed, there is no ultimatum" facing the Episcopal Church.

Williams also urged unhappy conservative Episcopalians to try to stay
in the church and said that the recent trend of African Anglican
leaders consecrating American priests as African bishops constitutes
"foreign incursions" in the United States and "make it more difficult
to find solutions.”

Williams spoke to the media after a day and a half of talks with about
159 Episcopal bishops who have gathered here for their semi-annual
meeting. After the press conference and a lunch, Williams departed for
Armenia; he said that next week, after the Episcopal bishops wrap up
their meeting, he would review what actions they take in response to
criticism from conservatives before deciding how to proceed.

Interview with Shavarsh Kocharyan, Head of the National Democratic Party

"While the pro-Opposition parties are trying to consolidate as
usual, Dashnaktsutyun, which acts inside the pro-Governmental camp,
has re-affirmed that it is going to stand for the Presidential
elections with a candidate of its own. How do you estimate the
Opposition’s starting potentials in this context?"
"I think the problem is on a totally different plane. On the one
hand it is obvious that the Government has already been formed as a
result of the Parliamentary elections. There is a political majority
which has formed a Government, and that Government implements the
domestic policy of the state. The President, actually, has nothing to
do with that. The same Government elaborates and implements the
foreign policy in conjunction with the President.
That’s to say, the presidential elections can solve no problem in
terms of forming a Government, let alone changing it. The only problem
which is solved is the following: whether this will become a totally
autocratic government. Whether the Republican party representative or
the alternative candidate will be elected a President, and whether
that person will, to a certain extent, be capable of becoming a
counterbalance to that autocratic Government.
It is natural that under the amended Constitution the issue whether
the Opposition will manage to consolidate and stand for the
presidential elections in a more or less united team and ‘pass’ its
candidate is becoming extremely important."
"Do you have the answer to that question? To what extent are the
current processes inside the Opposition camp and the continuing
inter-party negotiations effective for reaching that maximum goal?"
"In my estimation, they aren’t effective yet. Why? First of all,
people to not seem to realize that the rules of the game have changed.
Or, perhaps, they don’t want to realize it, because it isn’t
advantageous to them. Anyway, they present the situation in such a
manner as though the conversation were about changing the Government.
Secondly, the effectiveness of the Opposition’s activities is, in
general, conditioned by the people’s trust and support. Whereas, we
are suffering a lack of trust: despite so many reasons for being
dissatisfied with the authorities, people do not trust any of the
pro-Opposition leaders. As a result, the major part of the Opposition
finds itself in a deadlock. Deep in his heart, each activist believes
that he should be the Opposition’s united candidate, and once he
becomes a united candidate, he will introduce his programs, and the
people will follow him without thinking long. I think this is really a
deadlock.
Up to day, the Opposition has managed to stand for presidential
elections in a united team only twice: in 1996 and in 2003. In both
cases one of the pro-Opposition activists significantly ran ‘ahead’ of
the others. That’s to say, it was obvious to everybody that Vazgen
Manoukyan in the former case and Stepan Demirtchyan in the latter case
enjoyed the people’s trust. Therefore, admitting their "advantage",
all the other political factions consolidated under their slogan. No
such outstanding reputation is obvious at present.
What is the result? On the one hand, the President does not have
his former competences and cannot impose his will on the Parliamentary
majority; on the other hand there is no person around whom all the
other pro-Opposition factions can unite. In such situation, the quests
for a united candidate remind of a storm in a cup of water; and if the
things go on like this, the water inside the cap will give rise to no
storm."
"Some political circles, including Vazgen Manoukyan, predict
another scenario of developments. According to such scenario, the
Governmental hierarchy will split up and the Parliamentary majority
will break apart in case the ‘alternative’ candidate is elected a
President. And, following the pattern of 1998, a new political
majority will be formed around the President."
"Let’s set aside the likelihood of such scenario. Let’s admit that
it is so. What does that mean? That means the same parliamentary
majority continues forming part of the Government, and only the person
supported by that majority is changed. Does that mean we are again
solving a problem of individuals, and the aim of the whole struggle is
whether Paul or Peter will support the majority’s interests?
If people are dissatisfied with the present-day situation, I don’t
think the matter should go so far as to discuss the personality of the
one who leads that majority. This testifies to one thing: those who
declare of returning the Government to the people have, actually,
tuned their eyes off the people and are just trying to solve personal
problems."

"THE NEXT MUST BE NAKHIJEVAN"

An exclusive interview with Jirair Sefilian

– "Jarangutyun" party recently put into circulation the draft law of
recognition of Nagorno Karabakh independence. What can you say on this
occasion?

– If the issue is settled only with the recognition of NKR
independence, I am against it. I will agree with it, if it has a
logical continuation, mainly, if after it NKR unites the Republic of
Armenia turning into two or more provinces of it. Besides, parallel
with this we must correct our mistake of 1988 and lay claim to joining
Nakhijevan to Armenia. If it is not logical continuation of the
proposal of "Jarangutyun", then I am against it. Without the mentioned
steps it seems that NKR becomes independent not from Azerbaijan, but
Armenia, and it will do a big harm to our national unity. Before that
proposal, the authorities of NKR took seriously the "fact" of being
independent. By the way, it is one of the main reasons of
contradictions between the citizens of Armenia and Karabakh, when
Armenians being citizens of different states forget that Artsakh is
part of Armenia. The creators of NKR at that time thought that they
would have chances to maneuver in international political sphere. In
reality, we lie to ourselves, while the so-called international
society continues to regard it as an Armenian-Azerbaijani issue and
does not see Artsakh as a separate side of the conflict. We must stop
this clownery and organize a new referendum to unite NKR with Armenia.

– Nevertheless, according to recent Gall polls 2/3 of the questioned
are for the independence of NKR.

– I don’t think that Gall polls show the real picture. The Gall polls
are not for the clarification of the people’s approaches, but for the
compulsion of other viewpoints. The results of that Gall poll are not
only incorrect, but also very dangerous because of the advocating
effect.

– Do you think that it’s the correct time to speak of not only the
joining of NKR and Armenia, but also to raise the issue of Nakhijevan
parallel?

– Until today, it’s not understandable for me why the Karabakh
movement didn’t demand for joining Nakhijevan. Didn’t the members of
Karabakh committee know that Nakhijevan was banished at the same time
with Artsakh? Didn’t they know that if Garegin Njdeh did not organize
the resistance of Syunik, it would also have the same fate? I have
heard many explanations, which remind me justifications. But now the
most important thing is not to know the real reasons of it, and not to
blame the political figures of that time, but to correct the mistake,
and it’s the real time and even late. The issue of Artsakh we may
consider as settled by 80 percent. Nevertheless, we must not forget of
the rest 20 percent: the regions of Shahumian and Getashen. We must
also start the process of Nakhijevan today, though we are pretty late
to start it. The moment was served two years ago by the scream of Nor
Jugha’s crossstones. The Azerbaijani army’s leaders of Nakhijevan must
answer for that barbaric crime. Nakhijevan must become the main issue
of RA foreign policy. Diaspora must also buckle down to it, having it
in the foreground instead of the recognition of the Armenian genocide.

– But Armenians were majority in Artsakh, while the Azerbaijani live
in Nakhijevan.

– We are not going to force the population of Nakhijevan, Tatars by
origin, to leave their homes. They must understand that they are new
comers. I am sure that the population living there is very
dissatisfied with its barrack-like form of life. Armenians are ready
to live in peace with them, not to be rancorous. Armenia must
recommend their security and provide educational, cultural and
economic freedom, and roads, but the Armenian authorities must rule
the region. The necessity of joining Nakhijevan to Armenia is not
conditioned only with the rehabilitation of historical justice. It has
also geopolitical and economic importance for nowadays Armenia’s
strategy. The Azerbaijani army must leave that region, but the
Armenian armed forces will not allocate there, as Nakhijevan will
become an anti-military region creating the best conditions for the
free market between Armenia and Iran.

– Don’t you think that it will bring to a new war, a new instability
and economic collapse?

– The means of pretension must be legal, diplomatic, public,
scientific-cultural, etc. All those means must serve the only goal –
manifestation of the national will to re-possess Nakhijevan. The
authorities of the provinces of Syunik, Vayots Dzor and Ararat must
have contact in connection with it. It doesn’t mean that we rouse a
war. If our enemy wants a war and is ready for it, it will not ask our
opinion. It’s a well-known truth that only the week are attacked. Iran
may be a good means to settle the issue and not to re-start the war,
as it is a highly respected country for both sides.

– What about the economy, I am sure that the main reason that impedes
the progress of the Armenian economy is the present infirm regime of
Armenia, and not the Karabakh conflict.

– The transport network, which has a big role in the economy, is
insufficiently developed in Armenia. With the help of Nakhijevan we
could recover the railway communication with Syunik and Artsakh, and
also make a railway connection with Iran, which has a strategic
importance for Armenia. The gas and oil pipelines could easily go to
North within the territory of Nakhijevan. It would be also possible to
create an oil refining industry. Being the continuation of the Ararat
valley and a significant granary of wheat, Nakhijevan could transfer
Armenia from an importer of wheat to an exporter of it, and to
multiply the export of other agronomical cultures. A new opportunity
would be given to build a hydroelectric power station on Arax
River. The benefits are evident also in the sphere of defense: instead
of 150 km we would protect only 8 km border after the join of
Nakhijevan. With this, we would make more invulnerable "the Armenian
wedge" and will protect and develop the Northern-Southern strategy of
our country.

– Do you think that it is realistic to carry out this program?

– Unfortunately, it’s not possible to carry out national programs of
strategic importance under the present-day regime. Nevertheless, I
think that it’s time to speak and discuss these kind of programs, in
order to realize it without delay under the future national
government.
