Serge Sargsyan will henceforth be the head of the RA Government and
the Defense Minster, verified sources report.

No other changes are expected in the government. Today the NA counters
one difficulty; to convene a sitting in order to affirm the program of
the newly-formed government. Eventually, no program will be drawn as
the government headed by Serge Sargsyan, will continue the
implementation of the coalition’s program. Nevertheless, the RA NA
must affirm the government’s program by May 1 under the RA
Constitution.

Thus, the problem of securing quorum becomes urgent on the eve of the
upcoming elections.

"Khor Virap" State Preserve To Be Founded in Marz of Ararat

"KHOR VIRAP" STATE PRESERVE TO BE FOUNDED IN MARZ OF ARARAT

YEREVAN, JANUARY 26, NOYAN TAPAN. According to the RA laws "On
Specially Preserved Territories of Nature" and "On State
Non-Governmental Organizations," the RA Government made a decision at
the January 25 sitting to found "Khor Virap" state preserve in the
50.28 hectares damp territory being the state property within the
administrative borders of the rural community of Pokr (Small) Vedi of
the marz of Ararat, by involving the preserve in the list of damp
territories of international importance of the convention "On Wetlands
of International Importance Especially as Waterfowl Habitat." According
to the information submitted to Noyan Tapan by the RA Government’s
Information and Public Relations Department, the decision was made to
secure keeping of the ecosystem, its components, types of flora and
fauna, normal development, reproduction and stable usage.

Today the Nagorno Karabakh Republic returned the Azerbaijani serviceman
Eldaniz Nuriev, born in 1976, to the Azeri side, President of the State
Commission on Captives of War and Missing Persons Viktor Kocharyan
told Armenpress.

Let us remind that Nuriev had crossed the Armenian-Azerbaijani border
on December 31, 2006, explaining his step by the fact that he was
oppressed in the Azeri Army and he no more wished to serve in the
Armed Forces of Azerbaijan.

Nevertheless, the captive expressed will to return to Azerbaijan and
with the agreement of both sides the International Committee of the
Red Cross organized his return.

It’s worth mentioning the Nuriev was the second Azeri soldier to
cross the Armenian-Azerbaijani border.

EU Special Representative for the South Caucasus Peter Semneby is
expected to visit the occupied Azerbaijani territories late January
and early February next year, Peter Semneby told the APA exclusively.

He said that the exact date of the visit in still unknown. Peter
Semneby also stressed this is not the first visit to the region by
EU. Heiki Talvitie during his activity visited the so-called "Nagorno
Karabakh". Special Representative also noted that his visit will be
coordinated with the Azerbaijani side. Commenting on his last visits
to Azerbaijan and Armenia Peter Semneby said that the settlement of
the conflict depends on the political will of both parties.

"I hope, compared with the last year, 2007 will be luckier for
negotiations," Peter Semneby said.

Armenia’s company is to carry out construction of 330-megawatt power
transmission line between Georgia and Armenia.
Energy Minister Nika Gilauri says Armenian company has won the tender
of Georgian Energy Ministry and the company is now negotiated around
the details.
The Armenian company will start construction of the transmission
line in the near future and allegedly, it will be over at the end of
this year.
330-megwatt-power transmission line will be stretched out 100
kilometers and it will cost GEL 20-24 million.

The mayor of a small town near Yerevan who was arrested late last
month after reportedly shooting dead a local rival has been reelected
for another three-year term, election officials said on Monday.
Official results of Sunday’s election showed Armen Keshishian winning
nearly 50 percent of the vote, against 41.5 percent polled by his
sole challenger for the post of Nor Hajn mayor. It is the first time
that a jailed person wins an election in post-Soviet Armenia.
“It can be said the election in Nor Hajn was the most peaceful in the
entire district,” the chairman of the district election commission,
Gnel Ghalumian, told RFE/RL. “I feared something bad might happened,
but everything was alright.” He said the commission has not received
any written complaints from the defeated candidate.
Keshishian has been under police custody since a September 24 bitter
argument with the head of the local power distribution network,
Ashot Mkhitarian, which resulted in the latter’s death. Witnesses,
among them two police officers, said the incumbent mayor fired several
gunshots at Mkhitarian from an almost point-bank range.
The killing took place in broad daylight at the site of what
law-enforcement authorities call “illegal construction” financed by the
victim. Keshishian was reportedly furious with his failure to obtain
permission for the construction. Keshishian is now facing a lengthy
prison sentence, charged with a “premeditated murder committed in a
way that endangered many peoples’ lives.”
The two men are said to have fallen out last year, leading Mkhitarian
to back the mayor’s election challenger who heads the local branch
of the Yerkrapah Union of the Nagorno-Karabakh war veterans. The
dead man was reputed to be a protege of Armenian “oligarch” Gagik
Tsarukian, while Keshishian was until now close to Prime Minister
Andranik Markarian’s Republican Party.
The outcome of the Nor Hajn election may have given Keshishian a
huge moral boost, but it is unlikely to prevent his trial and almost
certain imprisonment. Under Armenian law, criminal suspects can
contest any election before being found guilty by court. And unlike
parliament deputies, heads of local government do not enjoy immunity
from prosecution.
“I have no idea how he is to govern the town until the court verdict,”
said Ghalumian.
It has emerged that the handgun used in the Nor Hajn shooting had
been presented to Keshishian by Markarian. Newspaper reports have
said Markarian’s gift pistols have also been used in other crimes.
The embarrassed prime minister assured journalists last week that
the Armenian police will now screen prospective recipients of such
presents “more strictly.”
Sunday also saw local elections in 12 other towns and some 270 villages
across Armenia. The polls were effectively boycotted by the opposition.

Today the first militia figures of the commonwealth will discuss the
strategy of fighting one of the three main evils on the post-Soviet
territory- terrorism, corruption and illegal migration. (…) Russian
Interior Ministry Rashid Nurgaliev is fighting to the Council of
the Interior Ministers of the CIS. On the eve he gave an exclusive
interview to Rossijskaya Gazeta.
Question: How do the estimations of the common threatens of the
ministers coincide? What can militia set against extremism?
Rashid Nurgaliev: The Interior Minister of the every CIS country
quite understands, that the terrorist threat exists for every state.
(…)First and foremost local terrorist groups blend into a single
trans-national system, the forgotten ideas of “Islam caliphate” are
reviving now. (…) It is necessary to fix operational information
interchange. And to create within the framework of the CIS countries
special data bases on international terrorist organizations, on
fulfillers of acts of terrorism and their accomplices. We need to
“raise” terrorists’ contacts, follow established by them sequences,
detect and hew away their financing resources and material basis. Our
armory of modern means includes force operations, powerful computer
technologies and analysts research.
Question: Will you insert into the data base not only terrorist?
Rashid Nurgaliev: Beside counter-action terrorism, at the meeting
the ministers will define steps of fighting corruption and illegal
migration. What’s more, we plan to introduce changes to the instruction
on a single way of implementing interstate detection of people, and
also joint formation and employment of accounts of the Interstate
information bank, created and functioning on the basis of the Main
Information Analyst Center of the Russian Interior Ministry.
At the council we will discuss not only operational cooperation,
but also further development of a single legal field. There are also
moot points concerning reciprocal cooperation with the Armenian police.
They involve realization of the decisions, made on June 23, 2005 in
Krasnodar, about the cooperation on the suppression of activities of
organized criminal groups, and also detection and detainment of people,
being on the wanted list We will arrange this meeting of the United
Collegium of the Interior Ministers of our states in the summer 2006
in Yerevan, concerning cooperation on fighting illegal migration.
Question: Have you intention to form some new interstate structures?
Rashid Nurgaliev: I think, the Council of the Interior Ministers is
quite enough to solve tasks and coordinate activities. Our aim is
much more serious: we want to create powerful, single, anti-criminal
front=line. And you know, what encourages us most of all? Not only
pragmatic conscious of necessity to integrate. The main thing is
that all of us are old friends. Some of us have studied together,
other have worked together. (…)
The cooperation encompasses almost all directions of operational
service activities. Speaking about efficient cooperation- I’ll
enumerate only a few latest examples. The operation on detainment of
active members of the terrorist organization “Hizb-ut-Tahrir”, carried
out last year in Russia, Uzbekistan and Tajikistan. 12 people, being
on the international wanted list, were detained. There were charged
of terrorist acts, arms and drug trade, homicides, and pillages.
The Six-month operation “Shield-2”, carried out by the Russian
Interior Ministry officers assisted by the colleagues from the Interior
Ministries of Uzbekistan, Georgia, Azerbaijan, Kazakhstan, Moldova,
Tajikistan, Turkmenia and Ukraine. As a result they confiscated tons
of drugs, create common computer data base on drug-dealers, kinds
of packages, and labels of Afghan heroin, made the map of possible
drug-trafficking routes.
The operation “Search” was performed by the Interior Ministries of
Russia, Byelorussia, Kazakhstan, Tajikistan and Ukraine. 8,297 accused
were detained, 2,660 of whom were on the federal wanted list, and 176-
on the interstate wanted list, they found 3,361 missing people.
(…) Together with foreign colleagues we are forming the Interstate
information bank, are sharing information on the line of the National
Central bureau of the Interpol. (…) We help our colleagues to train
personnel. On the whole 461 militia men and police men form the CIS
countries study in educational centers of the Interior Ministry. We
plan to increase quotas on education. We borrow a good deal of useful
things from our neighbors. The Byelorussian special forces demonstrated
a few know-how’s, enabling to economize time while rescuing hostages,
during the joint exercises under Smolensk. And Kazakhstan has developed
a modern system of biometrical control “CIS-visit”, that has been
adjusted to our tasks and is being assimilated throughout the country.
Question: Do you have contacts only with Byelorussian special
subdivisions?
Rashid Nurgaliev: Not only. For example, in October in the Krasnodar
training ground training musters of special forces of Russia and
Armenia will take part. We can need cooperation at any moment. (…)
Question: (…) How will you fight drug-trafficking – financing
of terror?
Rashid Nurgaliev: (…) According to our data, up to 60% of finance,
that are at disposal of the world’s terrorism, are formed at the
expense of criminal offences. Groups, specialized in different kinds of
economic crimes, illegal turnover of weaponry, human trade and other
types of criminal activities play a great role there. And certainly
drug-trafficking, in which almost all terrorist organizations are
engaged
You know, that in our country the coordination of fighting
drug-business is relied on the Federal Service on control over
drug-turnover. In the Russian Interior Ministry system almost all
the services, in a varying degree, take part in this work. According
to the estimations of the experts, these days in Russia there are
4 millions of addicts. Officially 54,000 women are registered. The
real figure is seven or eight times as high as that. (…)
We can efficiently struggle drug crimes only by combining our
efforts. And we have foundation for it: only by the Interior Ministries
lines 48 agreements work, due to which last year more than twenty
international drug criminal groups were detected. We know exactly,
that several gangs in Chechnya have been deprived of supplying with
weaponry and ammunition, obtained on the drug-dealers money.

Gasparian: Armenian-Italian friendship days cultural and political

HAMLET GASPARIAN: ARMENIAN-ITALIAN FRIENDSHIP DAYS ARE NOT PURELY
SERIES OF CULTURAL EVENTS BUT A POLITICAL ACTION
YEREVAN, SEPTEMBER 30, NOYAN TAPAN – ARMENIANS TODAY. The holding of
the Armenian-Italian Friendship Days im Armenia is considered not
only as series of cultural events but also as a political action.
Hamlet Gasparian, RA Foreign Ministry’s Spokesperson, declared this
at the September 30 press conference. He mentioned that Armenia is
involved in the EU “New Neighborhood” program, which means that
Armenia with its history and civilization is included in the system
of European values, starting from ancient period up to this day.
According to Marco Clemente, Italian Ambassador Extraordinary and
Plenipotentiary to Armenia, the holding of Friendship Days is aimed
at mutual acquainting of the two peoples, and the “word “friendship”
in the title of the festival means friendship between the 2 cultures
which will develop seriously in the future.”
The Italian Ambassador is convinced that culture is able to correct
political relations, to establish economic contacts.
Ambassador Clemente reported that the Armenian-Italian Friendship
Days will start on October 5 by an exhibition under the title
“Treasures of St Lazaro Island” at the National Gallery of Armenia.
Representatives of Italian government, in particular, a delegation
led by the Minister of Trade and Economy will be present at the
ceremony of opening. An Armenian-Italian business forum will open on
October 6 at the “Congress” hotel with participation of 30 Italian
businessmen.
32 events will be held within a month – from October 1 through
October 31, some of them will repeat. All the events will be free in
order to be afordable for public. The Italian diplomat mentioned
several important events, in particular, the exhibition under the
title “Treasures of St Lazaro Island”, demonstration of 15 films of
Paolo and Vittorio Taviani Italian brothers.
Conferences, painting and photo exhibitions, film demonstrations,
evenings of Italian opera will be held during the month of
Armenian-Italian Friendship.

Belarus attends `Armenia EXPO 2005′ trade show in Yerevan
The national stand of Belarus is exhibited at the 5th regional
universal `Armenia 2005′ trade show in Yerevan September 14-17.
The embassy of Armenia in Belarus told BelTA that the trade show is
organized by the ministry of trade and economic development and
foreign ministry of Armenia, by the union of industrial workers and
entrepreneurs, and exhibition company LOGOS EXPO Center. More than
180 leading Belarusian, Russian, Ukrainian and Iranian firms are
taking part in the show. The Belarusian goods have been exhibited at
the show for the recent three years.
The Belarusian stand presents materials and exhibits of the
Belarusian economy captains (MTZ, MAZ, Horizont, Vityas, Atlant,
BelOMO, Mogotex), other companies of machine building, woodworking,
food and petrochemical branches. The Belarusian party presents its
new products in demand on the Armenian market.
The dealer of the Belarusian giants BelAZ and Belshyna `BelAZ
Caucuses Trans Service’ presented the products of these companies at
the show. The official distributor of the Minsk-Kristall exponents a
wide range of liquor beverages.
The largest exposition was organized by the company Galoper – a
dealer of Minsk Automobile Works and Smorgon Aggregate Works /SAZ/-
that delivers products of Minsk Tractor Works /MTZ/ and the JSC
Amkodor to Armenia. The territory near the sports-concert compound
n.a Demirchan was occupied with the booth and automobile equipment
MAZ, tractors MTZ and SAZ with agricultural equipment, excavator
machines Amkodor.
The Belarusian diplomatic mission underlined that exhibits presented
by the Republic of Belarus attracted great attention of the
exhibition’s visitors including heads of ministries and agencies,
unions of entrepreneurs, large Armenian and foreign companies.
