Dr. Alina Dorian was appointed vice-chair of Los Angeles County Public Health Commission late last week.

Dorian was appointed to the commission by L.A. County Supervisor Kathryn Barger in August, 2018.

Dr. Dorian just completed a storied tenure as the principal of the Rose and Alex Pilibos Armenian School, where she served since 2011. She is currently the Associate Dean for Public Health Practice, and Equity, Diversity and Inclusion at UCLA.

In May, 2020, at the height of the coronavirus pandemic, California Governor Gavin Newsom appointed Dorian to lead a team at UCLA to advance contact tracing of COVID-19. The project was a partnership with UC San Francisco.

She is a trainer with various Public Health Departments. She has served as a professor at UCLA and a lecturer for the Loma Linda University. She received a Bachelor’s of Science degree from the University of California, Los Angeles, with an emphasis in Botanical Sciences and her Ph.D. from Johns Hopkins University School of Hygiene and Public Health in International Health, Health Systems Management.

Dr. Dorian has led projects and teams to Artsakh and Armenia to improve the public health infrastructure in the homeland.

The Public Health Commission examines the management of delivery of public health services to all cities and unincorporated areas in Los Angeles County as well as the management and response to emerging public health issues. This provides a necessary level of accountability and oversight for DPH, the Board of Supervisors, and the residents of Los Angeles County. Commission members are active in their respective roles in their communities, lending a voice to DPH’s work that supports the Department’s mission to protect health, prevent disease and promote the health and well-being of all persons in Los Angeles County.


Azerbaijani aggression is aimed at getting the so-called ‘corridor’ – Tigran Abrahamyan

Lawmaker from opposition “I have Honour” faction Tigran Abrahamyan commented on the recent actions of the Azerbaijani servicemen who had blocked the interstate road leading from Goris to Kapan in Armenia’s Syunik province. 

“I have no doubt that the main aim of the Azerbaijani aggression is to get a ‘corridor’ from Armenia and not only in one direction. In fact, Azerbaijan is in tactical tricks but its strategic goal is to get a pivot in the most southern part of Armenia. Meghri and Agarak are the key in terms of security with a lot of work and a need to revisit our previous approaches,” Abrahamyan wrote. 

 

Surrealist novel The Fleeting City takes down Armenia’s social taboos | Calvert Reads

Dubbed a “virtual movie-novella” for its vivid style, The Fleeting City is a part-absurdist, part-surrealist book following a group of friends as they journey across Armenia.

When protagonists Gagik and Grigor strike up an unlikely friendship with a Turkish traveller, writer Hovhannes Tekgyozyan unleashes a whirlwind narrative that encompasses both sexuality and the supernatural. Keen to expand beyond the traditional tales of political corruption and economic struggle that fill Armenia’s contemporary literary canon, Tekgyozyan focuses on social taboos.

By mining the cavernous stronghold of Armenia’s many forbidden subjects, he finds a cache of lively, honest humour, delivered through vivid, sensory storytelling. With a touch of magical realism, The Fleeting City subtly knocks down the “forbidden fruits” of Armenian society, which still dominate the lives of the country’s younger generations: including homosexuality, premarital relations, and gender fluidity.

Published in 2012, The Fleeting City was Tekgyozyan’s first book, following two collections of short stories — Wooden Shirt and Glass Sun — and a number of plays staged by independent theatres in Armenia. Currently, he resides in France, where he continues to write novels.

Artsakh’s Minister of Labor, Social and Migration Affairs to resign

STEPANAKERT, AUGUST 28, ARMENPRESS. Artsakh’s Minister of Labor, Social and Migration Affairs Mane Tandilyan has announced on social media that she is going to resign on September 1.

Mrs. Tandilyan informed that from September 1 she will continue her service to Artsakh within the frames of the activity of “Artsakh To Live” foundation which will implement numerous programs in Artsakh.

“Nearly 80% of the population of Artsakh has returned to live. This means that Artsakh is getting rid of the post-war social-psychological burden and stands on the development and strengthening path which became possible due to work and commitment. Now it’s the time for long-term programs and economic boost”, she said in a statement.

Tandilyan thanked all her colleagues in the government, the ministry staff for the joint work and for the opportunity to serve Artsakh.

According to nine NGOs, violation of territorial integrity and threat to security give the Armenian authorities grounds to appeal to the UN Security Council and OSCE.

The “Caucasian Knot” has reported that on July 28, local battles began at the border of the Gegarkunik Region of Armenia and Azerbaijan. According to the Ministry of Defence (MoD) of Armenia, the Azerbaijani armed forces captured a combat post, but were pushed back. There were wounded on both sides, and three Armenian soldiers were killed. The parties, mediated by Russia, agreed on a ceasefire. However, today, they have exchanged accusations of violating the ceasefire.

The US authorities called on the parties to the conflict to comply with the ceasefire regime. In turn, Armenian Prime Minister Nikol Pashinyan asked Russia to create military strongholds on the section of the border in question.

Authors of the appeal, including Transparency International and the Vanadzor office of the Helsinki Civil Assembly, call on to request the OSCE to send a special mission to Armenia to monitor the situation in the border zones.

According to the NGOs, the Azerbaijani aggression against Armenia has not stopped since November 2020, when a ceasefire was announced in Karabakh. The escalation of the border conflict was the result of a lack of proper response from the international community, the authors of the appeal suggest.

Armenian Ombudsman presents Azerbaijani war crimes to MEP Nathalie Loiseau

Human Rights Defender of Armenia Arman Tatoyan received Member of European Parliament representing France Nathalie Loiseau, who is also the Chairwoman of the Security and Defense Subcommittee of the EP Committee on Foreign Affairs and head of the Delegation of “La République en Marche” party in the European Parliament, the Armenian Ombudsman’s Office told Armenpress.

Ombudsman Tatoyan presented the facts of violations of rights of Armenia’s border residents by the Azerbaijani armed forces. In particular, he presented proofs that there shouldn’t be Azerbaijani servicemen, flags and banners near the villages of Armenia’s Syunik and Gegharkunik provinces, and on the roads between the communities of Syunik.

He said the Azerbaijani servicemen regularly obstruct the harvest of the border residents, steal their animals and threaten the locals.

Tatoyan noted that such criminal acts of the Azerbaijani servicemen are directed at depriving Armenia’s civilian population of the right to life, property and other vital rights.

He also touched upon the urgency of the return of Armenian captives from Azerbaijan, stating that presenting them as “terrorists” or “saboteurs” is grossly violating the international demands. Tatoyan said all servicemen and civilians of the Armenian side held in Azerbaijan have a status of captive, they must be immediately released and returned to homeland without any precondition. The Azerbaijani authorities artificially delay and politicize the process, by grossly violating the rights of the captives and their families, causing sufferings to them and tension among the public.

Arman Tatoyan has also presented the war crimes committed by the Azerbaijani forces during the recent war in Artsakh.

At the end of the meeting the sides agreed to cooperate in the field of human rights.

168.am reports on the judges of Armenia Constitutional Court who supported or were against decision on elections

Out of all the judges of the Constitutional Court of Armenia, only 3 were in favor of annulling the results of the elections [snap parliamentary elections], including Hrayr Tovmasyan, Arevik Petrosyan and Ashot Khachatryan [Ashot Khachatryan is the member of the Constitutional Court whom Speaker of the National Assembly Ararat Mirzoyan was trying to bribe and tempt to hold the temporary position of chairman of the Constitutional Court after forcing Hrayr Tovmasyan and illegally dismissing him from the position of chairman of the Constitutional Court]. In essence, in this case, the dire challenges facing Armenia and his responsibility to take part in solving the challenges were overriding in his conscience. This is what 168.am newspaper writes, adding the following:

“We were told that Judges Yervand Khundkaryan and Artur Vagharshyan would also vote against the decision of the Central Electoral Commission to leave the results of the elections unchanged, if it weren’t for the compromising information that the judges “earned” in the positions of Chairman of the Civil and Administrative Chamber of the Court of Cassation and Head of the Chair of Theory and History of State and Law of the Faculty of Law at Yerevan State University, respectively.

In reality, the authorities brought these two judges to the Constitutional Court for this very purpose since, in any case, they are controllable and won’t take drastic steps.

Everything is clear in Judge Edgar Shatiryan’s case — he has friendly ties with the elite, and it would be at least naïve to expect him to have a sense of responsibility. Besides, he has never stood out with courage at crucial moments. Judge Arayik Tunyan’s motives aren’t too clear.

So, yesterday’s decision had been made when the authorities destroyed the Constitutional Court and appointed controllable people to replace the dismissed judges.”

Yesterday the Constitutional Court left the decision of the Central Electoral Commission on the results of the snap parliamentary elections in effect, that is, it rejected the claims of four political parties to annul the results of the elections.

Lawyer insists there are sufficient grounds to overturn Armenia election results

There are sufficient grounds to overturn the official results of last month’s snap parliamentary elections in Armenia, lawyer, opposition Armenia bloc member Aram Vardevanyan insisted on Saturday.

Speaking at the Constitutional Court, he highlighted the outcome of the case as an important precedent in resolving the future electoral disputes.

“Yes, we insist that there are enough grounds for invalidating the election results. They are conditioned by the quantitative and qualitative electoral violations that we have outlined,” the lawyer said.

He pointed to a number of violations recorded by the Armenia bloc proxies on the election day, including those related to the voting of servicemen and invalid passports.

The lawyer asked the court to either announce runoff elections or provide a new procedure for the distribution of parliamentary mandates if the elections results are declared invalid.

The Constitutional Court opened hearings on the opposition demands to scrap the election results on Friday. It received separate appeals from the opposition Armenia bloc, I’m Honored bloc, Zartonk (Awakening) National Christian Party and Hayots Hayrenik (Armenian Homeland) Party last week and decided to examine them in a joint case. 

Asbarez: 15 POWs Return from Azerbaijani Captivity

Armenian government reported that 15 Armenian prisoners of war being held in Azerbaijan returned to Armenia on Saturday, through a mediation effort by Russia.

As a goodwill gesture, Armenia provided Azerbaijan with maps of minefields in the Fizuli and Zangelan regions.

The names of 15 Armenian captives who returned to the homeland are below:
