Tigran Torosyan, speaker of parliament, told a press conference today
that Council of European (CoE) Parliamentary Assembly (PA) monitoring
committee may submit a “good report” on constitutional changes and
legislative improvements in Armenia.
Summing up CoE PA fall session, Torosyan said the committee reported
on the visit to Armenia giving positive assessments to the legislative
improvements followed by constitutional changes. The committee made
an exception for Stepan Demirchyan from the opposition allowing him
to participate in the committee session.
Torosyan praised Resolution 1416 which says that Armenia and Azerbaijan
must not increase their military might. Torosyan said the international
community must be persistent in the implementation of this resolution
urging to impose pressures on sides.
“It may be a very important and prospective document,” Torosyan
said. The speaker also told reporters that Azerbaijani delegation
opposed the document saying, “Until Karabakh conflict settlement
they see no possibility of such document.” However, Torosyan said
Azerbaijan’s speech made no effect.

Rafael Huseinov, member of Milli Mejlis constant delegation to PACE
prepared new document. Issued on the third day of session work
document is called “Obstacles of dangerous precedent caused by
Armenia for future and integrity of Europe”.
R. Huseinov told about it in written letter addressed to Committee of
Ministers:
– Since 2001, when Azerbaijan became CE member, members of our
delegation prepared tens of documents exposing the essence of
Armenian aggressive policy against Azerbaijan. These documents not
only contain the facts of military occupation of Azerbaijani
territories by Armenia but also the facts of commitment of different
crimes on occupied territories, mass violation of human rights of our
compatriots.
Owing to basis provided by these documents, the report on
Nagorni-Garabagh problem was presented to PACE for discussion.
Resolution adopted in January 2005 stated that Armenia is
aggressor-country which committed ethnic cleaning against
Azerbaijanis, and Nagorni Garabagh regime is called separatist one.
However, unless conflict is not fairly regulated, our delegation will
continue its endeavors to expose lie of Armenians. Preliminary
document reflects activity of Armenia against Azerbaijan, which
contradicts to principles of Council of Europe. In near future
document will be discussed in Committee of Ministers which is result
itself. During all meetings of the Committee of Ministers we discuss
Armenia.
We succeeded in drawing attention to Armenia as the country violating
CE principles in the course of all meetings of Committee of
Ministers.
Documents presented to Committee of Ministers states:
– Armenia is the only CE state-member, officially recognized by this
structure as aggressor in its separate resolution. Having occupied
20% territories of neighbor member-state – Azerbaijan- resorting to
military intervention, it has been controlling it over 15 years.
Armenia is the only CE member-state which having evicted from its
territories different nations with the use of different pressures and
created mono-ethnic surrounding. CE officially confirmed the fact of
ethnic cleaning policy in its special resolution.
Armenia is the only CE member-state directly connected with terrorist
network pursuing terrorist policy at state level, supporting
terrorism, granting to criminals being world terrorist state awards,
harboring terrorists, allowing them free activity, making training
camps at occupied territories.
Armenia is the only EC member-state which committed and continues
committing genocide against humanity, purposefully making ecologic
provocations in order to destroy population of neighbor countries.
Armenia is the only CE member-state which uses thousands kilometers
of territories out of international control for drug planting and
trafficking, preservation, sale and delivery of illegal weapons to
other states, burring of nuclear wastes and making nuclear
researches.
Armenia is the only CE member-state which forcibly evicted 300000 of
its citizens from the country, and turned them into refugees, and
having occupied the territories of neighbor state Armenia turned
700000 citizens of neighbor country into internally displaced
persons. Armenia is the country which keeps over 3000-4000 hostages
and prisoners in its secret prisons and clinics. Extracting people’s
organs, Armenia is involved with active transplant trade within world
black market.
Armenia is the only CE state-member being involved with illegal
activity totally contradicting to CE, remains to be non-punishable.
Bearing in mind the mentioned above facts, Rafael Huseinov, asks
Committee of Ministers:
Doesn’t Armenian precedent of illegal activity contradicting to
standards of international law and CE charter, fundamental measures
of democracy and human rights, represent threat of chain reaction?
Doesn’t this non-punishable syndrome impede further development,
integrity of Europe, stability and progress in South Caucasus? Does
the Committee of Ministers intend to undertake steps to prevent
illegal acts of Armenia which should have forfeited its CE membership
long ago?
After discussion response to the above document will be made and
spread in English and French languages, complete text of the document
will be republished with the response of the Committee of Ministers.
Published text of the document will be sent to all CE members.

warned the European Union not to meddle in Turkish-Armenian bilateral
relations. “French President Jacques Chirac said that recognition
of the Armenian Genocide should be a precondition to Turkey’s
EU membership. An Armenian bill is being discussed in the French
Parliament introducing fines and prison terms for those who deny the
Armenian Genocide. It is not possible to accept such an attitude. This
is against the cultural atmosphere the EU is trying to create,” Sener
said. Stressing that Armenia is not a European and a third party for
the EU, Sener said “it is meaningless to bring this matter up as part
of Turkey’s EU membership process.” The Turkish State minister went
on with his warning, saying, “Whether it is an EU member or another
country, everybody who is trying to influence Armenia’s policy from
the outside should give up their endeavors. Chirac’s remarks are
insincere,” reports The New Anatolian.

After the Constitutional reforms when the citizens were given the right
to turn to the Constitutional Court a number of applications have been
registered. Today more than 300 citizens have turned to the Court.
11 cases have been accepted, and two of the individual applications
have already been considered.
“There are no problems in connection with individual applications as
the procedure is clearly defined”, President of the Constitutional
Court Gagik Haroutyunyan informed the journalists today. “The only
problem is that too many people apply to the Court”.
After the Constitutional amendments the deputies can turn to
the Constitutional Court collecting the signatures of 1/5 of the
Parliamentarians, instead of 1/3, as before. The Ombudsman too has
the right to turn to the Constitutional Court.

Azerbaijan’s Foreign Minister Elmar Mamedyarov and his Armenian
counterpart Vartan Oskanian will meet in Moscow on Friday to discuss
the dispute over Nagorno-Karabakh.
A diplomatic source in Moscow has said the meeting will take place
at the Russian Foreign Ministry, with the chief Russian diplomat,
Sergei Lavrov taking part.
“Moscow was chosen as the venue of the trilateral meeting for a good
reason. Russia has historically played a major role in Transcaucasia
and in efforts to resolve the Nagorno-Karabakh problem,” the source
said.
The co-chairman of the OSCE Minsk group for Nagorno-Karabakh, Yuri
Merzlyakov, earlier said the agreement on Armenian-Azerbaijani talks
in Moscow at the foreign minister level was achieved at negotiations
the Minsk group co-chairmen (Russia, France and the United States)
had held in Baku and Yerevan.

Saint Sarkis Armenian Church launches fall lecture series
The Saint Sarkis Cultural Committee will present an afternoon lecture
and art exhibit aptly named “Tribute to Aivazovsky” on Sunday October
15 at 1:00 PM, following church services.
The featured speaker will be Mr. Karnig Alajajian, who in addition to
his talent as actor with Hamazkain New York Theatrical Group, also is
a quite accomplished painter. And… he likes to paint …Aivazovsky,
and he does so masterfully.
Mr. Alajajian will speak about the life and work of the Armenian born
painter, and illustrate his lecture with some of his paintings.
Following are a few “juicy morsels” from the fascinating biography
of the artist, Hovhannes (Ivan) Aivazovsky, leaving the “main course”
to Mr. Alajajian.
Aivazovsky was born to an Armenian family in the city of Theodosia in
the Crimea (The Artist’s ancestors were called Aivazian. His father
called himself Haivazosky. The Artist and his brother decided to call
themselves Aivazian or Aivazovsky. Some of the Artist’s work bears
the signature Hovhannes Aivazian, in Armenian).
This is what the great Armenian painter Martiros Saryan had to say
about Aivazovsky:
Aivazovsky’s Art is the art of Man and Humanity; it is the denunciation
of oppression and despotism. He is the artist of the first for freedom,
and the true advocate of Mother Nature.
It will be a very informative and culturally satisfying afternoon
and there will be light refreshments.

OSCE Minsk Group co-chairs did not visit occupied Azerbaijan
territories, APA reports quoting to Mediamax agency. The visit was
cancelled because of bad weather.
The visit of OSCE MG co-chairs started at October 2. After the meeting
with Azerbaijan Foreign Minister Elmar Mammadyarov and the president
Ilham Aliyev the co-chairs visited Armenia. The only good result they
achieved was the agreement of the meeting of Azerbaijani and Armenian
Foreign Ministers. The meeting of the Foreign Ministers will take
place in Moscow tomorrow.

Discussions of the draft Constitution started at NKR National
Assembly today.
Chairman of the NA Standing Committee on Defense and Security Issues
Rudolf Martirosyan told MEDIAMAX agency that the draft Constitution
was first discussed by Parliamentary groups and factions, political
forces, and representatives of non-governmental organizations of NKR.
The results of the discussions were summed up at the joint sitting of
NA Standing Committees, featuring Head of the task group on elaboration
of the draft Constitution, NKR Attorney General Armen Zalinyan. Part
of the suggestions made during the preliminary discussion has been
included in the document presented for consideration of the National
Assembly.

YEREVAN, October 4. /ARKA/. Armenian Nuclear Power Plant ceased
operating on Sunday because of regular repair and refueling, Gagik
Markosyan, the plant general director, told ARKA News Agency on Monday.
In his words, the plant was stopped for 45 days. Fuel comes from
Russia. “The fuel price remains pegged”, Markosyan said without
mentioning it. He said this is a commercial secret.
He said that, within these 45 days, the plant authorities would take
certain measures in cooperation with TACIS EU program and U.S. Energy
Department to enhance its security.
Armenian Nuclear Power Plant was launched in January 1980. The second
407.5-megawatt block is operating now. Speacialists say the plant
can function until 2016.
In 2003, the control over plant’s financial means were handed over
to INTER RAO UES, whose parent company is RAO UES Russia (60%) and
Rosenergoatom (40%).

Josmer Altidore sat at his locker last Saturday night trying to keep
a phone conversation going as he finished getting dressed, oblivious
to the gathering media forming a semi-circle around him. After
pleading with the person on the other line to give him 10 minutes,
Altidore looked up, and with genuine astonishment, let out a ‘Wow’
at the throng of reporters.
It is a scene Altidore should get used to if he plans on continuing
to wow people with his goal-scoring exploits. There are few things
more exciting in soccer than the discovery of a pure goal scorer,
especially 16-year-old one. Altidore combines size, skill and speed
with an out-sized personality that screams confidence, not arrogance.
The Red Bulls, known then as the MetroStars, were fully aware of just
how lucky they were to be landing Altidore when he conveniently fell
to them at the 17th overall pick in the 2006 MLS Draft in January.
Word spread before the draft that Altidore would not be available to
play for whichever team drafted him until the 2007 because he still
had school commitments to fulfill. Then Metros coach Mo Johnston
offered a wry smile and a wink when told of the rumor and simply said,
“we’ll get him and he’ll be here way before that.”
Sure enough, only moments after being drafted by the Metros you could
hear Altidore talking about joining his new team as soon as possible.
It took him six months to earn playing time with the Red Bulls first
team but he has spent considerable time before that training with
the team and soaking in the professional environment.
The months of seasoning have taken a player who was already mature for
his age and made him a confident player who doesn’t look out of place
despite playing with teammates twice his age. Altidore doesn’t just
fit in, he exudes a self-confidence that is refreshing after years
of young players in MLS who were either too shy or too self-absorbed
to really rally behind.
When you consider Altidore’s skills and age you can’t help but want
to peek into a crystal ball and consider what the future may hold.
The Red Bulls see him as the type of prospect who could perfectly
complement the highly-paid mercenaries set to invade Red Bull Park
in the summer of 2008. Can you picture it now? Altidore, a Newark
native, starring as an 18-year-old striker in the team’s new stadium,
just a stone’s throw from where he was born?
The bigger role that awaits Altidore is that of U.S. national team star
of the future. U.S. goalkeeper Kasey Keller said it best during last
summer’s World Cup, that the perception of American players abroad
will really change when that dynamic young striker comes through the
system, that star goal-scorer capable of commanding an eight-figure
transfer fee.
Altidore is still a ways away from commanding a huge transfer fee but
his youth and skills generate hope that there might be a truly great
American goal scorer coming down the pipe, something U.S. fans need
after watching Eddie Johnson’s stock drop like Enron’s.
One person who won’t be looking into that crystal ball is Bruce
Arena, who will do his best to keep Altidore’s head on straight and
his progress as a player in tact. For all the head coaches who were
terrible at grooming talent to pass through MLS, Arena isn’t one of
them. He has helped mold the careers of some of the best players to
ever wear a U.S. national team uniform or MLS uniform.
That experience, as well as the presence of former standout players
turned assistant coaches John Harkes and Richie Williams, form the
type of coaching staff that is perfectly suited to molding young
talents such as Altidore and Marvell Wynne.
The lack of playing time during Altidore’s rookie season has helped him
adjust to the pro game without the pressure faced by Freddy Adu when
he came in as an over-hyped teenager. There has been no overbearing
media crush or talk of him being the league’s savior, at least not
yet. Let him keep scoring tough goals in important games, however,
and it won’t take long for Altidore to start feeling the pressure.
Don’t bet on it being too much for Altidore to handle. He hasn’t
flinched yet. Whether it has been coming on as a sub in a scoreless
match (as he did before scoring the game-winner against Columbus)
or playing well in his first career start (which produced Saturday’s
game-winner against Chicago), Altidore looks like he is ready to make
a career out of making people say wow.
Youri’s travels
What to do with Youri Djorkaeff? The Red Bulls have a 38-year-old World
Cup winner on the verge of retirement who asks to miss an important
league match in order to join French president Jacques Chirac at a
ceremony in Armenia to commemorate the strengthening of relations
between the nations.
The club decides to grant Djorkaeff permission to miss Saturday’s
crucial match against Chicago and wins without him. For Djorkaeff,
a French-born son of Armenian immigrants, the opportunity was clearly
an honor, but what does his absence from yet another match mean to
the Red Bulls?
Not much really. The club stood to gain nothing from saying no to
Djorkaeff’s request, other than to possibly expedite Djorkaeff’s
retirement, which wouldn’t really have helped the club’s playoff
push. As much of a slap in the face as his absence was to fans, the
Red Bulls didn’t have much of a choice but to let him go to Armenia.
What remains to be seen is just how much Djorkaeff has left. He has
struggled all year to have an impact, definitely not the impact he
had as the club’s best player last season.
If anything, his absence has served to motivate captain Amado Guevara,
who seems to save his best performances for when the Frenchman is
absent. This was the case yet again on Saturday as Guevara delivered
his best overall performance in months.
The thing about Djorkaeff is that his teammates like him and when he
is in the locker room he still has an impact. The question left for
Arena to answer is just what role Djorkaeff will play in the team’s
final two matches.
Does he use Djorkaeff in midfield and keep the forward tandem of
Altidore and John Wolyniec, or does he bring Djorkaeff off the bench?
Whatever his role is, Djorkaeff is still too skillful to push away
with two games remaining. Call it the cost of fielding a team that
just doesn’t have that much depth to spare.
Locals shine on college scene
Clifton graduate Teddy Niziolek and Wallington graduate Damien Serafin
delivered game-winning goals for their respective schools last week.
Niziolek, a senior midfielder at Seton Hall, scored an overtime
winner to lift the Pirates to a 2-1 victory against Georgetown last
Wednesday. Serafin, a junior midfielder for Kean University, delivered
the game-winning goal against Ramapo on Saturday.
Niziolek wasn’t the only Clifton graduate coming up big for his
college. Former Mustang standouts Konrad Kruczek and Anthony Tuesta
combined on Kruczek’s goal to help Kean salvage a 1-1 tie against
nationally-ranked New Jersey City University last Wednesday.
