Delegations from Georgia, Lithuania, Greece, Canada and Belarus will
participate in the funeral of RA Prime Minister Andranik Margaryan.

Acting Press Secretary of RA MFA Vladimir Karapetyan told Armenpress
that the funeral will be attended by Prime Minister Zurab Noghaideli
of Georgia, Minister of Environmental Protection of Lithuania Arunos
Kungrotos and Lithuanian Ambassador to Armenia Limanras Shilauskos,
Deputy Ambassador of Canada John Morison, Chairman of the House of
Representatives of the National Assembly of Belarus Vladimir Konoplyov
and the Deputy Foreign Minister of Greece.

Turkey – Call for action against suspected masterminds of
journalist’s murder

MONTREAL, March 27 /CNW Telbec/ – Reporters Without Borders today
appealed to the government to act against those who ordered the 19
January killing of Turkish-Armenian journalist Hrant Dink as five
people, some of them extreme rightists, were arrested on suspicion of
involvement in the murder.

"We are alarmed at the possible political implications of the case,
whose outcome is very important for Turkey’s future," the worldwide
press freedom organisation said. "Those who carried out the murder
must not be the only ones to be punished. Many things point to them
being supported by various prominent groups and figures. The
authorities must put a stop to these machinations," it
said.

Five people were arrested yesterday in Trabzon and taken to Istanbul
for questioning, including the head of the Trabzon branch of the
extreme-rightwing Great Unity Party (BBP), Yasar Cihan, and a member
of the branch committee, Halis Egemen. Cihan was picked up after a
photo was found of him with the BBP leader and Erhan Tuncel, one of
the suspected masterminds of the killing and an police informer.

An interior ministry report on the murder investigation by national
security chiefs which was leaked to the media accuses Istanbul police
chief Celalettin Cerrah of failing to protect editor Dink, who was
shot dead outside the offices of his weekly newspaper Agos, even
though Trabzon police has warned their Istanbul colleagues of a plot
to kill Dink. The all-news TV station NTV said Tuncel had warned
Trabzon police 17 times about the plot before they passed the message
on to Istanbul. The record of the interrogation of one of the
suspects, Tuncay Uzundal, was also reportedly forged by Trabzon
police.

OSCE mission concludes dry and hot weather caused fire in contact

`The fires occurred along the contact line around Nagorno Karabakh
and other regions from June till September of 2006. Heavy rainfalls
in winter followed by dry and hot weather caused fires.

Fires caused economic-ecological damage and posed threat to people’s
safety and health. Sometimes lack of corresponding equipment and
practice on fire fighting did not allow local people and fire
fighting services’ localizing fires. Subterranean mines and
unexploded ordnances as well as length of the contact line caused
difficulties,’ reads the report drawn up by the OSCE mission,
coordinator of OSCE Economic and Environmental Activities Bernard
Snoy told the APA.
The mission’s mandate was determined on the consensus of Azerbaijan
and Armenia on September 25, 2006 was approved after the letter
exchange between the Foreign Minister of the two countries and OSCE
Chairman-in-Office Karel de Gucht. The mission is to estimate
long-term and short-term ecological consequences of fires, prepare
recommendations on preventing negative results of fires and on
carrying out ecological operation envisaged in the UN General
Assembly’s resolution # 60/285. The UN resolution stresses the
importance of carrying out extraordinary ecological operation for
extinguishing fires and removing heavy consequences. The Assembly
called on the relevant bodies and programs of the UN to assist OSCE
in this sphere. The resolution says that OSCE Chairman-in-Office is
to submit a report on this problem by April 30, 2007. /APA/

Ankara fears that Turkey will stop existing as a State
as soon as it recognizes the Genocide

Turkey has unleashed a fierce war against the Genocide
recognition in all directions, starting with State
Department and ending with congressmen.

Presently Turkey is going through the hardest times in its modern
history. Even in its worst nightmare Turkey wouldn’t think that the
Resolution about the Armenian Genocide would be proposed to the US
Congress, and moreover, that there would be a possibility for this
Resolution to pass. The struggle against the recognition of the
Armenian Genocide is more fierce than ever and denying the Armenian
Genocide has become Turkey’s first prerequisite.

/PanARMENIAN.Net/ Ankara is taking all measures against Genocide
recognition. In the given situation the Jewish lobby, which enjoys
rather heavy weight in the USA, also has its significant role in the
matter. Besides political and military-strategic factors there are
also financial factors, which sometimes work even more efficiently in
the USA than the others. For instance, because of the probable
adoption of the Resolution N 106 the military-industrial complex of
the USA, which by the way is the initiator of the Iraqi War, will lose
about $15 billion. This is the sum the USA hopes to sell Turkey the
armament for, to be used in `re-equipment of the army and struggle
against the Kurdish radicals in the north of Iraq.’ Nobody knows how
much the closing of `Incirlik’ will cost, but this is already the
political aspect of the issue.

The Turks themselves do not regret any money which can somehow support
the denial of the Armenian Genocide. According to some sources Turkey
spends $1 billion per year on anti-Genocide propaganda. Only $10
million per year is spent on the USA and Canada. It’s obvious that
this is the money spent officially, one may only guess the sum of the
money spent unofficially, and the matter is not in bribery only, which
is considered a penal act in the USA. Everything is much easier;
Turkey buys armament, although it might be bought from other countries
too, for instance Russia, or France, though after the law on the
denial of the Armenian Genocide was adopted there, it will be rather
difficult for Turkey itself to get armament in France.

During the latest meeting of the diplomatic officials, accredited in
different countries, Turkey’s Minister of Foreign Affairs Abdullah
Gyul warned the Ambassadors that in case the Resolution is passed in
the USA or in other countries, the Turkish Ministry of Foreign Affairs
will consider that the Ambassadors weren’t able to accomplish their
mission. In the ceremony to the memory of the death of the Turkish
diplomats abroad, Gyul once again announced that they had become
`victims of the Armenian terrorists.’ However, the case with `the
Armenian terrorism’ doesn’t work out any more. The whole world already
knows that the assassinations of the Turkish diplomats pursued one
main aim only, which was achieved – the world learned about the 1st
Genocide of the XX century.

Turkey is not alone in the denial of the recognition of the Armenian
Genocide and enjoys strong support from Azerbaijan, which realizes
very well that it doesn’t and in the nearest future will not have any
other alley than Turkey.

How far will Turkey go in this matter and whether or not Turkey will
be able to prove that there was no Armenian Genocide, is just a matter
of time and money. This is at least what Ankara thinks. In fact
everything is much more complicated. Modern Turkish Republic itself is
the offspring of the Genocide just like the Armenian Diaspora
is. According to ARF `Dashnaktsutiun’, Ankara is well aware of the
fact that if the Armenian, as well as the Greek and Assyrian Genocides
are recognized, Turkey will stop existing as a State. Perhaps this is
the reason of Ankara’s sudden unwillingness to change the 301st
Article in the Turkish Criminal Code, which is the only method to keep
the Turkish scientists and intellectuals like Taner Akçam and Orhan
Pamuk under control.

ARMENIAN REPUBLICAN PARTY CONTINUES RECEIVING
CONDOLENCES

YEREVAN, MARCH 25, ARMENPRESS: The office of the
Armenian Republican Party continues receiving
condolences on the death of the Armenian Prime
Minister Andranik Margarian.
Eduard Sharmazanov, the head of the public
relations department of the party, told Armenpress
that they have received condolences from the ARF,
Armenian National Movement party and other political
forces. Members of the government, Armenian parliament
and just common citizens visit the office and express
their condolences. Till late night people continued
going to the office.
According to Sharmazanov, the death of the prime
minister was unexpected for all. Only yesterday he was
giving interviews to the public TV and "Armenia" TV
channel.
Sharmazanov said that at present the day and place
of funerals have not been decided yet. With the task
of the president a commission has been set up which
will conduct its first session tomorrow early in the
morning.

A total of 28 members of the Armenian community have been killed in
Iraq as a result of military operations carried out by the USA and
another 28 taken captive, the Armnifo news agency said on 23 March.

The agency quoted the chairman of the Armenian community in Iraq,
Paruyr Hakopyan, as saying that 25 captives were released after the
community paid the ransom. Hakopyan also said that 3,000 Armenians had
left Iraq over the past four years. The refugees have mainly moved to
Armenia, Lebanon, Syria and Jordan.

The development of Armenia’s Financial sector needs new approach and
implementation of high technologies, RA President Robert Kocharyan
said at the traditional annual meeting with the bankers. He noted
that, despite the high rates of the banking system development, much
is to be done still in the financial sphere, including the services
spectrum enlargement.

As the RA Presidential press-service told ArmInfo, the issues of
development of the hypothec crediting market, the insurance system,
the pension reformation were considered during the meeting. The bankers
underlined that attraction of the inner republican financial resources
to the banking system is a primary task to increase the investment
banking degree, that requires a maximum increase of trust to the
banks. The bankers also noted the imperfection of laws on taxation
of the pledge assurance and financial operations.

The meeting participants also discussed the activity of the Union of
Banks of Armenia (UBA), the chairman of which Stepan Gishian said that
19 commercial banks are presently the UBA members. According to him,
the UBA has recently become the associated member of the Union of
European Banks that contributes to the deepening of cooperation with
the European banking system and the implementation of new methods in
the Armenian banks.

Robert Kocharyan emphasized that the banks should maintain the
development rates, assure the implementation of high technologies
and use the new approaches in their activities. Having touched
on the insurance system, RA President underlined the necessity of
implementing the compulsory kinds insurance. In his opinion, the
recently adopted laws on insurance and pension reformation will allow
the hypothec market to become more intensive and the insurance market –
to develop dynamically.

The first phase of the joint Iran-Armenia gas pipeline was opened
Monday, state-television IRIB reported.

The pipeline was officially opened at the Armenian border town of
Meghri by Iranian President Mahmoud Ahmadinejad and his Armenian host

President Robert Kocharian.

In the first phase, the 40-kilometre pipeline will provide Armenia
with 300 to 400 million cubic meters of gas per year.

In the second phase, another 70 kilometres would be added to the
pipeline and increase the gas export volume to over one billion cubic

meters, with the annual volume eventually reaching 2.5 billion cubic
meters by the year 2019.

The Nagorno-Karabakh conflict will be solved in favour of Azerbaijan,
Azerbaijani President Ilkham Aliyev said at the festivities on the
occasion of Novruz Bayrami, traditional New Year and spring holiday.

"Our country’s positions are strengthening," he said. "World’s leading
countries and international organisations recognize its territorial
integrity."

Aliyev stressed that "Azerbaijan should rely only on its own force."

"We must be strong, we must strengthen our economy and Armed Forces.

We should do our utmost so that at any moment we could somehow free
the occupied territories of Azerbaijan," he said.

Aliyev blamed Armenia for drawn-out negotiations and unproductive
position.

"But they must know time is on our side," he said.

"Azerbaijan’s economy surpasses Armenian economy by a factor
of seven. Keeping in mind that we are still at the beginning of
large-scale oil projects, in two to three years from now we’ll enjoy
absolute supremacy over Armenia," Aliyev said.

"In that case, Azerbaijan will easily solve any problem it will face,"

Heavy metal has long been saddled with a reputation for attracting
admirers more interested in decibels than Descartes. New research,
however, promises to rescue the genre from the mosh pit of intellectual
obscurity.

A study has revealed that death metal and thrash bands such as
Slayer and Slipknot produce the music of choice for today’s brightest
youngsters.

A survey which was carried out among students at the National Academy
for Gifted and Talented Youth, a cohort drawn from the top 5 per
cent of the nation’s youngsters, drew praise for metal’s "visceral
brutality" with more than a third rating it among their favourite
styles. Researchers admitted they were surprised to find that
"intelligent" genres traditionally associated with the precociously
bright, such as classical and jazz, were the least popular.

What they discovered instead was that youngsters liked to let off
steam to hardcore sounds, particularly if it had an emotionally
charged or overtly political message behind it. One respondent said:
"You can’t really jump your anger into the floor and listen to music
at the same time with other types of music."

Stuart Cadwallader of the University of Warwick, which conducted the
survey, said heavy metal was found to provide a form of "catharsis",
particularly for those with low self-esteem.

They found the aggressive music a useful conduit for their
frustrations and anger, according to the findings revealed at the
British Psychological Society conference in York yesterday.

Mr Cadwallader said this intellectual elite often found themselves
facing situations and issues not encountered by less able students.

"Perhaps the pressure associated with being gifted and talented can
be temporarily forgotten with the aid of music," he said.

While other musical forms such as rock, pop and R& B were rated as the
most popular, students said they felt particularly attracted to the
"thrashiness" of heavy metal.

Answering questions in an online survey, one student said Systems
of a Down’s anti-war track, "Bring Your Own Bombs" particularly
appealed. Another track, "Aenima" by Tool, was praised for its subject
matter – "the stupidity of the celebrity culture".

Another praised "the visceral brutality offered by metal bands like
Slipknot and Machine Head." The student added: "The cathartic release
offered by heavy music played loud, either by my hi-fi or myself on
guitar, is a wonderful thing when it’s needed."

However, many of the students disagreed over what constituted a heavy
metal fan and argued that they liked to pick and choose from different
styles according to the way they were feeling.

One student concluded: "As with most music, it depends heavily on the
person’s mood at the time. So while there probably is your ‘average
metalhead fan’, there will also be a lot of other fans who just feel
‘met-alheady’ every so often. Which I guess goes some way to justify
my playlists being named ’emotions’."
