1) Armenian Jet Crashes off Russia, 113 Killed

(Reuters/AP)All 113 passengers and crew on board an Armenian airliner were
killed on Wednesday when the plane crashed into the Black Sea off the Russian
coast as it tried to land in torrential rain.
Investigators blamed bad weather for bringing down the Airbus A-320, which
was
trying to land at Sochi, a popular holiday spot in southern Russia. Russian
Emergency Situations Ministry spokesman Viktor Beltsov said weather was
considered the likeliest cause. He said that the clouds were as low as 100
meters (330 feet) at the time of the crash.
Divers searched storm-churned waters off Russia’s coast for the remains of
the
113 passengers. A spokesman for the Russian emergencies ministry said rescue
workers had found baggage, life jackets, body parts, pieces of the shattered
plane, and a patch of oil floating on the surface of the sea at the crash
site.
“According to preliminary information, all people on board are dead,” a
ministry spokeswoman said.
Wreckage from the plane was found not far from the shoreline. Sergei Kudinov,
the head of the emergency ministry’s southern office, said the fuselage was
found at a depth of 400 meters (1,300 feet). Search and rescue teams had
pulled
47 bodies from the water so far, emergency officials said; none was wearing a
life jacket, indicating they did not have time to prepare for an emergency
landing.
Twenty-five boats, many carrying divers, were involved in the search, and a
deep-sea robot was to be used to try to recover the plane’s recorders, the
emergency ministry said. But Rudolf Teymurazov of Russia’s Intergovernmental
Aviation Committee, expressed doubt the recorders could be found because water
at the crash site is as deep as 2 kilometers (1.2 miles).
The plane broke up on impact and passengers’ personal belongings and plane
fragments were found scattered over an area spreading 1.5 kilometers (a mile)
from the crash site. Rough seas, driving rain, and low visibility were
hampering the search, Russian news agencies reported.
The plane, operated by Armavia, had been making a short flight of about an
hour from the Armenian capital Yerevan. Most of the passengers were Armenian
nationals. The airline organized a special flight to take relatives from
Yerevan to the site of the tragedy.
About 100 tearful relatives kept an anguished vigil in a waiting hall of the
Adler airport just outside Sochi, a resort town that became popular with
Russians in the Soviet era. One man became hysterical and had to be taken away
by ambulance. Sobbing women held handkerchiefs to their mouths, while men sat
silently, their heads in their hands.
Relatives also gathered at the airport in Yerevan. A list of passengers
showed
26 had Russian passports and almost all the rest were Armenians.
“I was waiting for a call from my mother that she had arrived okay. But she
did not phone, so I phoned myself and heard that this accident had happened,”
Hapet Tadevosyan, 32, said as he stood in the Yerevan airport building. “She
flew to Sochi to see her sisters, whom she hadn’t seen for 15 years,” he
said.
Gurgen Serobian, whose 23-year-old fiancee Lusine Gevorkian was an attendant
on the flight, wept as he waited at Yerevan airport for a charter flight that
was to take relatives of the crash victims to Adler.
Samvel Oganesian said his 23-year-old son Vram and his friend Hamlet Abgarian
had been heading to Sochi for vacation. “Why did he go?” Oganesian asked in
anguish, over and over again.
Beltsov said the plane vanished from radar screens at 2:15 AM Wednesday
(10:15
PM GMT Tuesday) near Sochi, which lies close to the Georgian border. The
emergencies ministry said the torrential rain had probably caused the crash
after the plane failed to land on its first attempt.
He said it went down while trying to make a second attempt at an emergency
landing. However, the Interfax news agency quoted the Russian air control
agency as saying that the plane’s crew had not declared any emergency.
“At the moment, we have absolutely no evidence pointing to the possibility of
a terrorist act on the plane,” Deputy General Prosecutor Nikolai Shepel told
Interfax news agency.
An Armavia official said the aircraft had initially been refused
permission to
land because of the storm, but the airport officials changed their minds. He
ruled out a technical failure. “The plane was in ideal technical condition,
the
crew was well qualified,” said Andrei Aghajanov, deputy commercial director of
the airline.
Aghajanov said that weather conditions were “certainly” the cause. The plane
was manufactured in 1995 and underwent full-scale servicing a year ago, he
said.
Armavia is the largest airline in ex-Soviet Armenia and has three Airbus 320s
of the kind that crashed. The plane was carrying at least five children and
eight crew members.

2) Kocharian Orders Plane Crash Inquiry, Declares National Mourning

YEREVAN (RFE/RL)–President Robert Kocharian rushed his influential Defense
Minister Serge Sargsian to southern Russia early Wednesday to investigate the
worst plane crash in Armenia’s history and declared a two-day period of
national mourning for its 113 victims.
Kocharian held an emergency meeting with Sargsian, Prime Minister Andranik
Markarian and senior Armenian officials immediately after news of the deadly
accident reached Yerevan. A statement by his press service said Sargsian was
instructed to clarify its “causes and circumstances on the spot.” The Armenian
Prosecutor-General’s Office has opened a criminal case in connection with the
crash, it added.
The Defense Minister was already in Sochi by early afternoon. He was due
to be
joined there by Russian Transport Minister Igor Levitin. The two men co-chair
the Russian-Armenian inter-governmental commission on economic cooperation.
Kocharian was also contacted by Russian President Vladimir Putin early in the
morning. A statement released by the Kremlin said Putin briefed him on the
“large-scale search and rescue operation conducted by the Russian side in the
disaster area and planned further actions.”
“Robert Kocharian expressed gratitude for the telephone call and the detailed
information,” the statement said. “Armenian specialists will join in the
operation very soon.”
Putin and Kocharian were also cited as describing the plane crash as a
“common
tragedy of the Armenian and Russian peoples.” Armenia will officially mourn
its
victims on Friday and Saturday. Friday will also be a day of national mourning
in Russia.
At least twenty-six of the 113 passengers and crew on board the Airbus A-320
of the Armenian national airline Armavia were Russian citizens. Most of them
were of Armenian descent.
Virtually all of the other victims are believed to be Armenian nationals.
Among them were Vyacheslav Yaralov, deputy director of Armavia and the former
head of Armenia’s civil aviation authority, Husik Harutiunian, a business
executive who used to head the Armenian branch of the Soviet KGB in the late
1980s, as well as the son of Karlos Petrosian, former head of the National
Security Service, the Armenian successor to KGB.
Kocharian formed a separate government commission tasked with repatriating
the
bodies of the Armenian victims and organizing their funerals in Armenia. The
commission will be headed by Minister for Local Government Hovik Abrahamian.
The Armenian parliament, meanwhile, observed a minute of silence in honor of
the dead before adjourning its regular session on Wednesday. Deputies also
decided to form a multi-party ad-hoc group that will take part in the
Russian-Armenian investigation of the crash.

The Armenian Revolutionary Federation (ARF) Western Region Central Committee
Wednesday learned with deep sorrow about the Armavia Armenian airline crash in
Sochi.
The ARF Central Committee offered its condolences and extended its sympathies
to all those who lost loved ones or were affected by this tragic accident.

4) Turkey Experiences Setbacks in Human Rights Reforms

In an interview with Aztag Daily, Professor Noam Chomsky said that although
Turkey has made slow progress in improving its Human Rights record since 2002,
lately the country has regressed in reforms.
According to Chomsky, the Turkish Armed Forces do not want to lose their hold
on Turkish society. He also said that the EU’s reluctance to admitting Turkey
into the Union has become apparent in Turkey. All these are reasons for the
setbacks in reforms, said Chomsky.
The entire interview, in which Chomsky also discusses US foreign policy,
issues relating to the Middle East, and the present geo-political situation
using historical examples, will appear in Aztag and the international press in
coming days.

Wednesday [3 May] expressed condolences to the government, people
and families of victims of an Armenian plane crash in the Black Sea.

According to reports, an Armenian Airbus A-320 carrying 113 passengers
and crew crashed in the Black Sea near the south Russian seaside
resort of Sochi in heavy rain on Wednesday killing all on board.

The plane took off from the Armenian capital Yerevan and had been on
flying for about an hour when it crashed. Most of the casualties were
Armenian nationals.

A spokesman for the Russian Emergencies Ministry said rescue workers
had found baggages, life jackets, body parts, shattered plane parts
and patches of oil floating on the surface of the sea at the crash
site. At least 16 bodies had been found by 04:25 gmt.

Asefi expressed the Iranian government’s and nation’s deepest sympathy
with the Armenian people, government and bereaved relatives of victims.

PARIS – Representatives from Armenian associations in France have
claimed that unidentified person or persons inscribed “there was no
genocide” on a monument that Armenians will erect in French city of
Lyons and the construction of which is actually underway.

Representatives alleged that some wrote “there was no genocide” and
“I’m Turkish and proud of it” (a motto by Mustafa Kemal Ataturk,
the Founder of the Republic of Turkey) on the monument and accused
Turks living in France of inscribing the motto.

On the other hand, Turkish citizens living in Lyons told A.A
correspondent that Armenian people in France might have written
these words on the monument to affect the court that will render its
verdict these days regarding a lawsuit filed to stop the construction
of the monument.

“There are tight security measures in the area where construction
efforts are under-way,” Turkish citizens said, noting that the area
was monitored by cameras for 24 hours a day.

Lyons court will render its verdict in the coming days on the fourth
suit filed by nongovernmental organizations in the city to stop the
erection of the monument.

Linden said. `Solving conflict is always difficult, however after my
visit to the region it was obvious to me that both parties have the
desire to settle the Nagorno Karabakh conflict. There are many people

Talking about the unity of Armenians, Aram I expressed
misunderstanding of the “centralization of Armenians” by the current
policy. “The Armenian diaspora is various and it is necessary to well
define the role of the Fatherland and Diaspora as sensible, romantic
and one-sided formulations in this issue are harmful. The Diaspora has
something to offer the Motherland but it has no right to interfere
with the state affairs of Armenia just as the Motherland has no right
to dictate to the Diaspora”, the Catholicos said. He also noted that
it is necessary to put an end to omissions between the Diaspora and
the Motherland by developing mechanisms of actions to serve for the
welfare of the Fatherland and strengthening of the Armenian Army, the

Commission for interparliamentary cooperation between the NKR and
Armenia was held very effectively, Chairman of the Commission for

told reporters in Stepanakert.

According to him, during two days a few questions were discussed
concerning the Nagorno-Karabakh conflict settlement, drafting of the
NKR constitution, bringing the NKR legislation in conformity with
the European standards and increase of effectiveness of cooperation
between the two country’s parliaments.

He also reported that the Commission’s sittings will be held twice
a year, and extraordinary sittings will be convened in case of
necessity.

Forged Document Group Busted In Russian Far East

Khabarovsk, 27 April: Members of a criminal group involved in the
production of forged documents for illegal immigrants have been
arrested by officers of the Federal Security Service’s directorate for
Khabarovsk Territory. Russian and Armenian nationals were among them,
the directorate’s press service told ITAR-TASS.

The operatives have found two underground printing shops.

Eighty-seven forged migration cards, over 30 Russian passports, several
police IDs, college graduation certificates, insurance policies and
letters of authority, as well as 250 forged stamps of various offices
and firms have been seized.

The security officials believe that “the forged documents have been
used to create channels for illegal immigration”. Criminal proceedings
into the case have been launched.

On April 21 the General Meeting of Yerevan Press Club was held. At the
Meeting the reports of the YPC Board (presented by YPC President Boris
Navasardian) and Auditing Commission (presented by the Chairman of the
Commission Mher Davoyan) were heard. The President, Vice-President, members
of the Board, Council, Auditing Commission and Commission on Professional
Ethics were elected; the Executive Director and the Editor of YPC Weekly
Newsletter were approved. The renewed composition of these structures can be
seen at YPC web-site in “Structure” section.

Among other issues, the Statutes of the YPC Annual Award was presented at
the Meeting. The Statutes had been approved by the YPC Board on April 4,
2006 (see “Award” section at ).

“PRESS-CLUB+”: “REPUBLIC” DISCUSSING NEW PARTIES AND RELATIONS BETWEEN
ARMENIA AND IRAN

On April 25 the seventh sixth talk show of “Press Club+” series went on the
evening air of “Yerkir-Media” TV company.

The invitees of the program host, the Chief Editor of “Aravot” daily Aram
Abrahamian were the leaders of “Republic” party as guests and NGO
representatives as experts. The TV discussion focused on formation of new
parties, their role in the Armenian political system; relations of Armenia
with Iran and other countries, the regimes of which are opposed by the West.

It is expected that at 21.00 next Tuesday (May 2) the third “Press Club”
show will be aired, where representatives of media and journalistic
associations of Armenia will present their opinions on the coverage of the
issues of the day.

FIRST RA OMBUDSMAN PRESENTED HER REPORT

On April 26 at “Yerevan” Hotel the first Human Rights Defender of Armenia
Larisa Alaverdian presented her annual report on the activities of the
Ombudsman and the violations of human rights and fundamental freedoms in
2005 to public. According to the amendments to the RA Constitution, adopted
at the referendum of November 27, 2005, the term of service of the first
Human Rights Defender ended on January 5, 2006. The activities of the
Ombudsman’s Office were stopped until the election of the new Defender by
the Parliament. Nevertheless, Larisa Alaverdian addressed the National
Assembly with request to present her report for 2005 at the spring session.
The report was included into the session agenda, but Larisa Alaverdian was
only given an opportunity to speak during the debate. The report itself was
read out to the deputies on April 13 by the newly elected Ombudsman Armen
Harutiunian. At the presentation of April 26 Larisa Alaverdian noted that
she would like to make a personal account to the public for her activities
as the Ombudsman, which is the reason for the event.

One of the sections of the report of the first RA Human Rights Defender
dealt with the freedom of expression and information. It listed the laws and
provisions, regulating the media system of the country. Generally, in the
opinion of the first Ombudsman, “if the existing laws are strictly followed,
the obstacles to the freedom of information can be overcome”. The report
lists specific cases of obstructing access to information, restrictions on
the free expression, violence against journalists and media in 2005. It is
emphasized, that the constitutional reform did not take into account most of
the proposals by journalistic associations and the Human Rights Defender. As
a result, the amended Constitution refers to only one body, regulating the
broadcasting sphere (instead of two); its mission, status and function are
not duly specified. Among other legislative shortcomings the report also
mentions the RA Law “On Fight against Terrorism” that “endangers the rights
of journalists, accessibility and dissemination of information on
terrorism”.

“While the number of violations of journalists’ rights, attacks on media
representatives in 2005 reduced, in the opinion of independent experts,
Armenia displays a trend towards deterioration in terms of freedom of
expression and access to information. This is witnessed by the assessments
of domestic and international journalistic associations”, the report of the
first RA Ombudsman notes. The results of the TV channel monitorings, made by
NGOs, show that “the broadcast sphere of Armenia is excessively influenced
and controlled by oligarchic groups, closely related to power structures”,
resulting “in the dependence of TV companies on the authorities and
penetration of censorship into Armenian TV air”. “Public Television of
Armenia does not comply with its direct function – to reflect the interests
of the public at large, provide impartial information to the population –
and is influenced by the higher authorities and related oligarchic groups”,
Larisa Alaverdian believes. As an objective parameter, proving the
dependence of the TV channels, the first RA Human Rights Defender refers to
the findings of media monitorings on constitutional referendum coverage,
made by NGOs, including Yerevan Press Club.

In the opinion of Larisa Alaverdian, the freedom of expression situation in
broadcast media (less so in print media) remains vulnerable. The main
reasons for that include the economic dependence of the media and the
mechanism for the formation of regulatory bodies – the Council of Public TV
and Radio Company, and the National Commission on Television and Radio. The
constitutional reform had much room for the improvement of the NCTR
formation procedures; however, the amendments adopted give little chance to
hope that the broadcast licensing process will become more objective and
professional, the section on freedom of expression and information of the
report of RA Human Rights Defender concludes.

PPA DEMANDS A REFUTATION

On April 26 at the court of primary jurisdiction of Center and Nork-Marash
communities of Yerevan hearing on the suit of Progressive Party of Armenia
versus “Pakagits” daily started. The plaintiff demands refutation of
information, published by “Pakagits” that damages the honor and reputation
of the party and its leaders, as well as a public apology.

The reason for the suit were three pieces of “Pakagits” of March 7, 8 and
11, 2006, in which the Progressive Party of Armenia (PPA) and its leader
Tigran Urikhanian were criticized and the financial capacities of the party
were questioned. The suit application informs that PPA had addressed the
editorial staff of “Pakagits” in writing, demanding to refute the
discrediting information, however, the daily refused to do so in the
subsequent article.

On April 25 the newspaper stated to the court that the suit lists “Pakagits”
daily as a respondent, while it is not a legal person. In this regard on the
session of April 26 the plaintiff filed a motion to replace the wrong party
and involve the daily founder “Agap-Hrat” LLC as the respondent. The motion
was secured.

The next session is to be held May 18.

TWO ISSUES OF “PAKAGITS” DID NOT REACH THE READER

On April 21 “Pakagits” daily reported that its two previous issues did not
reach the readers. As the newspaper writes, on April 19 the editorial office
started receiving phone calls that the “Haymamul” newspaper stalls did not
have the fresh “Pakagits” issue. It turned out later than the print run was
bought out from the stalls. The reason, in the opinion of “Pakagits”, was
the article published in the issue, “Andranik Maragarian’s Corruption
Risks”. The piece was dealing with the business, allegedly owned by the RA
Prime Minister and his family, and was accompanied by photographs.
“Pakagits” believes that the action of print run purchase was implemented by
people, close to the government and the Prime Minister. As YPC was told by
the Chief Editor of “Pakagits” Agapi Haykazuni, this very article was
repeatedly printed in the next newspaper issue, of April 20. However, the
print run “was stolen by unknown individuals from the editorial car”,
delivering the issues to the disseminating agencies. According to the Chief
Editor, this happened when the driver came into the editorial office to
leave 50 copies of the issue there.

The article above appeared again in “Pakagits” issue of April 21.

The news of “Pakagits” print run disappearance was published by “Azg” daily
on April 21. The next day, April 22, “Azg” published the response of the
Department of Information and Public Relations of the RA Prime Minister,
titled “Much Ado About Nothing”. The response of the Department noted in
particular that over the past few months “Pakagits” published a series of
articles about the Prime Minister “of humiliating and personally insulting
quality”, and this is why these stories “were never significant enough to
receive the attention” of the head of the government. In the opinion of the
Department, the loss of the print run is organized by “Pakagits” itself and
is “nothing but a trick to raise the interest to the newspaper at least a
little”. “Until this newspaper ensures due journalistic professionalism, it
will be neglected: no response will follow to any article about the Prime
Minister”, the response of the Department of Information and Public
Relations of the RA Prime Minister said.

GEORGIA, ARMENIA SIGN TRANSPORT AGREEMENT

Tbilisi, 25 April: Road transport entering Armenia from Georgia
will be exempt from paying [Armenian] road fund tax. An agreement to
that effect was signed in Tbilisi on Tuesday [25 April] by Georgian
Economic Development Minister Irakli Chogovadze and Armenian Transport
and Communications Minister Andranik Manukyan.

Chogovadze said that the agreement would allow both passenger and
freight carriers from the two countries operate between Georgia and
Armenia without any restrictions and extra costs.

Manukyan said that road fund tax exemption for Georgia was the Armenian
government’s response to the decision of the Georgian government,
which in 2005 abolished such a tax for vehicles from Armenia and all
other countries.

Under Armenian law, heavy vehicles carrying passengers and freight
pay between 200 and 280 dollars into the country’s road fund, while
cars are charged between 18 and 20 dollars.

The road fund tax exemption agreement between Armenia and Georgia
will come into force after ratification.
