Armenian opposition marks anniversary of end of "autumn war" with protest rallies

At a rally in Yerevan, supporters of Robert Kocharyan, the second president of Armenia, accused the authorities of failures in all spheres of politics and economy.

The “Caucasian Knot” has reported that on November 10, 2020, the trilateral agreement signed by Russia, Azerbaijan, and Armenia on the cessation of hostilities in Nagorno-Karabakh came into force. On the same day, residents of Yerevan, dissatisfied with the signing of the peace agreement with Azerbaijan, broke into the building of the Armenian government and demanded the resignation of Nikol Pashinyan.

On November 9, in Yerevan, the “National Democratic Pole” (NDP) Movement organized a rally-march. The participants marched along streets of Yerevan with an appeal to take part in the rally in Freedom Square.

The rally-march was dedicated to the first anniversary of signing the trilateral agreement on Karabakh and began with a minute of silence in memory of those who perished in the 44-day-long Karabakh war.

A year has passed since the end of the war, but the Armenian party continues losing not only people’s lives, but also territories, the organizers of the rally have claimed, stating that their short-term goal is to overthrow the power of Nikol Pashinyan and prevent the signing of a new anti-Armenian document; after which an interim government should be formed.

At another rally held in Yerevan on November 8 by the ARF “Dashnaktsutyun”, oppositionists criticized the current authorities, accusing them of the defeat in Nagorno-Karabakh and a failed domestic policy in Armenia.

Robert Kocharyan, the second Armenian President, has blamed the incumbent government of beheading the army, persecuting heroes and failed diplomacy. He has added that authorities are guilty of the current situation in Armenia and Karabakh, of the rise in prices, immigration, appearance of new monopolists and oligarchs, etc. He has assured that the opposition “will expel the current authorities by any means – by barricades or elections.”

YEREVAN, NOVEMBER 6, ARMENPRESS. The number of the apparent food poisoning victims at a Yerevan pizzeria reached 98, the health ministry said Saturday.

15 patrons of the Tashir Pizza restaurant – which operates more than 20 pizza shops in Yerevan – sought medical attention for “gastrointestinal infection” on November 5. The number of the food poisoning victims then increased, prompting Tashir Pizza to shut down all restaurants until further notice.

On November 6, the health ministry said 53 people – including 13 children – are hospitalized at the National Center of Infectious Diseases. Another 32 – including 1 child – are being treated at the Armenia Republican Medical Center, and 11 more at the Mikayelyan Institute of Surgery, and 2 at the Martuni Medical Center. All patients were patrons at various locations of Tashir Pizza. 

Three patients are in moderate condition, while all others are stable. One of the victims was already discharged from hospital.

YEREVAN, NOVEMBER 8, ARMENPRESS. One more pregnant woman died from COVID-19 in Armenia, Minister of Healthcare Anahit Avanesyan said during the joint session of the parliamentary standing committees dedicated to the debate of the 2022 state budget draft.

“810 new cases have been confirmed yesterday, a total of 6220 tests were conducted, and we had 30 deaths. Unfortunately, we had a coronavirus-related death of a pregnant woman at night”, the minister said.

She informed that the Delta variant is very aggressive. Pregnant women are more in danger if they are infected with this strain. Currently more than 100 pregnant women are infected with COVID-19. “This figure is constantly being maintained, and almost half of these women have pneumonia of various degrees. Our doctors do the utmost to provide them with the best medical care”, the minister added.

Avanesyan said that the COVID-19 situation in Armenia remains tense. She said that the fall breaks in schools and the remote learning in universities of the past 2 weeks had a certain positive tendency at least in terms of the maintenance of the cases. “Avoiding the disease, the death cases is possible only thanks to vaccinations”, the minister said.

KURDISH leaders in northern Syria issued an appeal for talks with
Damascus today indicating a dramatic U-turn from its previous pivot
toward the United States.
Democratic Union Party (PYD) co-chair Aldar Khalil said talks should
take place in the Syrian capital however, without the need to travel
to Geneva.
“What is wrong with us sitting and deliberating as Syrians and
proposing possible solutions to reach a formula…to all issues in
Syria,” he said in an interview with Rojava TV.
The party, which dominates the Autonomous Administration of North East
Syria (AANES) as the Rojava government is formally known, insists that
the system operated under its control could be applied to the whole of
Syria.
Mr Khalil’s pronouncement comes days after Kurdistan Workers Party
(PKK) second-in-command Cemil Bayik pressed the case for Syrian unity,
saying that the future for Kurds lay with Damascus.
In an interview with the al-Nahar newspaper last week he said the
Syrian government’s demand for all occupying forces to leave the
country was “legitimate.”
And he welcomed President Bashar al-Assad’s plans for decentralisation
announced in April, saying it “opened the door to reconciliation.”
It was viewed by many as an attempt to distance the PKK from the
Kurdish-led administration in northern Syria and its strategy of
seeking recognition from the US and other imperialist powers.
But a tour by Syrian Democratic Council co-chair Ilham Ahmed received
a lukewarm response, with little in terms of concrete results for the
Kurdish administration.
The strategy was criticised by a number of sources close to the
movement who feared that what was initially badged as a short-term
military alliance to defeat Isis was developing into a longer-term
political alliance.
Ms Ahmed came under fire earlier this year for comments made at a
virtual meeting of the US-based Newlines Institute – a CIA cut-out
supporting US regime change operations across the world – in which she
called for the US to maintain its presence in northern Syria.
Kurdish officials have previously stated their desire for talks with
Damascus, insisting dialogue has stalled on a number of key issues.
Today’s about-turn comes as Kurdish forces fear an imminent invasion
by Turkey which has amassed hundreds of military vehicles and hardware
in areas under its occupation.
Turkish President Recep Tayyip Erdogan met US President Joe Biden at
the G20 in Rome on Sunday amid fears he was seeking the green light
for a new offensive.
Last week Damascus mobilised Syrian Arab Army units to the Syrian
Democratic Forces (SDF)-held Tel Rifaat in anticipation of an attack
by Ankara’s forces.
T-90 battle tanks and BMP-2 infantry vehicles bearing the Syrian flag
were positioned in south-eastern Aleppo as part of defensive build-up.

YEREVAN, NOVEMBER 5, ARMENPRESS. President of the Constitutional Court of Georgia Merab Turava visited today the Tsitsernakaberd Memorial in Yerevan to pay tribute to the memory of the victims of the 1915 Armenian Genocide.

He was accompanied by President of the Constitutional Court of Armenia Arman Dilanyan.

Merab Turava and his delegation arrived in Armenia on November 4 on an official visit at the invitation of Mr. Dilanyan. The purpose of the visit is to give a qualitatively new impetus to the further development of the bilateral relations, as well as contribute to the deepening of inter-court cooperation in bilateral and multilateral formats.

Sports: Armenia’s David Ovasapyan advances to final of U23 World Wrestling Championships

Armenian Greco-Roman wrester David Ovasapyan (130 kg) has reached the final of the U23 World Wrestling Championships, which began in Belgrade, Serbia from Monday.

He defeated his Hungarian opponent Dariusz Vitek 3-0 in the semifinal, the Wrestling Federation of Armenia reported.

Ovasapyan will face Amin Mirzazadeh of Iran in the final.

Armenia’s Hrachya Poghosyan (63 kg) will compete for the bronze medal at the championships.

Three other Armenian wrestlers – Ashot Mkhitaryan (55 kg), Samvel Grigoryan (77 kg) and Gevorg Tadevosyan (87 kg) – lost their fights and were left out of the competition.

Prosecutors Block Trial Of Former Armenian Officials

Armenian prosecutors have refused to pave the way for a trial of former Defense 
Minister Seyran Ohanian and four other men facing corruption charges, saying 
that a two-year criminal investigation conducted by another law-enforcement 
agency was flawed.
The criminal case stems from the 2010 privatization of a hydroelectric plant 
located in Armenia’s northern Lori province. It was sold to a private firm for 
for 3.6 billion drams ($7.5 million) nearly a decade after being handed over to 
the Armenian Defense Ministry.
The Special Investigative Service (SIS) said in May 2019 that the privatization 
caused “substantial damage” to the state because the DzoraHEK plant was in fact 
worth an estimated 8 billion drams ($16.8 million) in 2010. It subsequently 
indicted Ohanian, who served as defense minister from 2008 to 2016 and is now a 
leading member of the country’s main opposition alliance.
Ohanian has strongly denied any responsibility for the deal, saying that it was 
negotiated by the Armenian Energy Ministry and approved by the former government.
Last year the SIS also brought criminal charges against Robert Nazarian, a 
former chairman of the Public Services Regulatory Commission (PSRC), and three 
other former members of the body regulating utilities. It claimed that they 
abused their positions to let DzoraHEK’s new owner make extra profits.
An SIS statement issued in August 2020 implied that the 26-megawatt facility 
received privileged treatment from the PSRC because it was owned by “individuals 
linked to former President Serzh Sarkisian’s son-in-law Mikael Minasian.” 
DzoraHEK was sold to another private company, reportedly owned by 
Russian-Armenian billionaire Samvel Karapetian, in 2016.
Nazarian and the three other former utility regulators rejected the accusations 
before the law-enforcement agency concluded its investigation this spring.

A spokesman for the Office of the Prosecutor-General said on Friday that it has 
refused to endorse the results of the probe and has sent the case back to the 
SIS for further investigation. He said the SIS must shed more light on “a number 
of important circumstances” of the case but did not elaborate.
It also emerged that Borya Chilingarian, an SIS official leading the 
investigation, recently offered the five suspects to drop the charges on the 
grounds of a statute of limitations. They rejected the offer, however, demanding 
that the investigators formally recognize their innocence.
“[Chilingarian] wanted to hear our position about closing or not closing [the 
criminal case] because of the statute of limitations,” Ohanian’s lawyer, Karen 
Mezhlumian, told RFE/RL’s Armenian Service. “After Mr. Ohanian refused, he sent 
the indictment to a prosecutor [overseeing the probe] so that the prosecutor 
endorses it and sends it to court.”
Chilingarian insisted earlier this year that SIS investigators have collected 
sufficient incriminating evidence.
Armenian Opposition Demands Probe Of ‘Illegal’ Troop Withdrawal

Prime Minister Nikol Pashinian must be prosecuted for handing over strategic 
areas along Armenia’s southeastern Syunik province to Azerbaijan shortly after 
last year’s war in Nagorno-Karabakh, the main opposition Hayastan alliance said 
on Friday.
Syunik borders the Zangelan and Kubatli districts southwest of Karabakh which 
were mostly recaptured by Azerbaijan during the six-week hostilities stopped by 
a Russian-brokered ceasefire last November.
Armenian army units and local militias were ordered in December to withdraw from 
the rest of those districts as well as territory located along the Soviet-era 
Armenian-Azerbaijani border which has never been demarcated due to the Karabakh 
conflict.
The troop withdrawal sparked angry protests from local government officials and 
ordinary residents of Syunik. They said they can no longer feel safe because 
Azerbaijani forces will be stationed dangerously close to their communities, 
including the provincial capital Kapan.
Opposition leaders in Yerevan likewise accused Pashinian of hastily and 
illegally ceding those lands to Baku. But he insisted that “not a single inch” 
of Armenia’s internationally recognized territory was lost.
Pashinian admitted personally ordering the pullout when he spoke in the Armenian 
parliament on Wednesday.

“I was convinced that if such a decision is not made, military hostilities will 
break out there and we will have problems in Syunik,” he said, answering a 
question from a Syunik-born lawmaker affiliated with Hayastan.
The opposition bloc seized upon the remarks to demand that the Office of the 
Prosecutor-General launch criminal proceedings against the prime minister. The 
bloc’s parliamentary leader, Seyran Ohanian, reiterated opposition arguments 
that the November truce accord did not call for Armenian withdrawal from the 
Armenian-controlled parts of Zangelan and Kubatli.
“Nobody was allowed to issue an oral order to withdraw, especially from areas 
which would later become bones of contentions in [Armenian-Azerbaijani] border 
demarcation,” Ohanian told a news conference.
The former defense minister said Armenia should have at least retained control 
of strategic hills and roads in that border area.
The troop withdrawal left Azerbaijan in control of a 21-kilometer stretch of the 
main Armenian highway leading to Iran. Azerbaijani forces deployed there set up 
a checkpoint there in August before starting to demand hefty fees from Iranian 
trucks using the road.
The move caused serious disruptions in Armenia’s trade with Iran. Pashinian’s 
government scrambled to speed up the reconstruction of an alternative Syunik 
highway bypassing the Azerbaijani checkpoint.
Armenia Allows COVID-19 Vaccines For Minors

Health authorities in Armenia have allowed children aged 12 and older to get 
vaccinated against the coronavirus with their parents’ consent.
Until now only people from age 18 onwards have been eligible for vaccines made 
available and increasingly promoted by the Armenian government.
Health Minister Anahit Avanesian announced the expansion of COVID-19 
inoculations to younger people late on Thursday amid record numbers of 
coronavirus cases and deaths recorded by the authorities. She cited the European 
Medicines Agency’s recent recommendation to authorize Moderna’s Spikevax jab for 
minors aged 12 to 17.
Avanesian’s decision means that Armenians in that age group can be inoculated 
only with Spikevax.
Armenia received the first 50,000 doses of the vaccine manufactured by the U.S. 
biotech company from Lithuania early this month. Avanesian said last week that 
another 620,000 doses of Spikevax will be donated by Moderna and the government 
of Norway.
The Armenian National Center for Disease Control and Prevention said on Friday 
morning that at least 20 children have already been vaccinated.
They included a 12-year-old daughter of former Health Minister Arsen Torosian. 
Torosian posted on his Facebook page a photograph of her taking her first dose 
of Spikevax.
Less than 10 percent of Armenia’s population has been fully vaccinated so far, 
the lowest immunization rate in wider Europe. Health officials say this is one 
of the reasons for a steady rise in coronavirus cases that began in June and 
reached record levels this month.
Almost 2,100 new cases and 43 more deaths caused by COVID-19 were registered in 
the country of about 3 million on Thursday.
The official death toll from the disease thus rose to 6,232. The figure does not 
include 1,288 other infected people who the Armenian Ministry of Health says 
have died as a result of other, chronic conditions.
Earlier this week, the government ordered Armenian universities to revert to 
online classes and extended autumn holidays in schools until November 7. It is 
now considering delaying school classes by another week.

Mandatory testing and vaccination: new restrictions in Armenia

Another wave of Covid is hitting Armenia. According to official statistics, there are approximately 1,000 new cases per day against nearly 3 million inhabitants. The number of deaths also rises with an average of 30 deaths – a very high number compared to previous figures, and despite the strict measures put in place to contain the pandemic.

Armenia has been in quarantine for a year now, with mandatory face masks indoors, thermometers in workplaces and in public places, and hands disinfection. Public officers – including the police – carry out numerous inspections in public places and public transport, 7 days a week. Anyone who violates the restrictions is fined. A business, for example, is fined between 100 and 300 thousand Armenian dram (approximately between 180 and 545 Euros), and between 150 and 500 thousand dram (approximately between 270 and 905 Euros) in case of repeated violations.

A new regulation entered into force on October 1. By order of the Armenian Ministry of Health, workers who are not vaccinated without having substantial contraindications must submit a certificate confirming the negative result of the COVID-19 PCR test every 14 days. In case of lack of vaccination certificate or certificate of negativity, as in the case of violation of the obligation to keep the relevant records, administrative penalties are applied by the inspection body from October 14. Fines range from 10 to 20 thousand dram (between 18 and 36 Euros) for workers and from 40 to 120 thousand (between 72 and 218 Euros) for employers.

“I came to the polyclinic early in the morning and queued for the vaccination: I do it for my safety and to have a vaccination certificate within the deadline set by the government”, says Lilit, 40, who had not yet vaccinated because Moderna, the vaccine of her choice, was not available in Armenia.

Lilit works in a private company with not many employees, and they have different opinions: for some, vaccination is very important, while others are still thinking about it. According to Lilit, apart from that, everyone is following the anti-Covid regulations to the letter, because they understand that through these simple rules they can reduce the likelihood of being infected.

“I have never had any doubts about getting vaccinated”, adds Lilit, who studied the information available on the Internet about vaccines and waited for Moderna to arrive in Armenia. 50,000 doses of Moderna’s Spikevax vaccine arrived in Armenia on October 4 as a gift from the Lithuanian government. Prior to this, four types of anti-Covid vaccines were administered in Armenia: Russian Sputnik V, British-Swedish AstraZeneca, and Chinese CoronaVac and Sinopharm. From the start of vaccinations in Armenia on October 10, 514,241 vaccinations have been carried out, including 344,029 first doses and 170,212 second doses, respectively equal to 11.6% and 5.7% of the population.

The number of people who have chosen to be vaccinated has increased in recent days, a fact also highlighted by the queues at the vaccination centres, but the Armenian government denounces that they are still not enough. During one of the last meetings of the Council of Ministers, the Prime Minister requested that all the levers of the state be used for this battle. The Armenian government has allocated more than 2.4 billion Armenian drams for the prevention, control, and treatment of Covid-19.

While the average number of people vaccinated was 6,000 per day in September, this month the number has doubled. In order to avoid long queues, Armenian doctors also carry out outpatient vaccinations. In addition, if desired, a group of specialists visits companies, departments, and educational institutions and carries out vaccination on the spot.

“The entire infrastructure is ready to carry out a large number of vaccinations. I add that vaccination does not exclude the disease, but reduces the risk of contagion”, Armenian Health Minister Anahit Avanesyan reported during a recent press conference, adding that the late entry into force of the restrictive measures was a shortcoming of her department.

According to the minister, they are currently considering the option of requesting certification of negativity from Covid or vaccination to enter restaurants and attend concerts.

“We are working on it, gathering experiences on the functioning of these regulatory mechanisms. The preliminary plan will be ready shortly, within the next two weeks”.

Similar stringent measures are already in place in a large number of countries around the world. The goal is the same: to overcome the pandemic emergency and return to a normal life. According to the picture provided by Reuters, the three best vaccination campaigns are carried out by the United Arab Emirates (96% coverage), Portugal (87.2%), and Cuba (84.4%). The specialists inform that for two weeks after the second dose, even if the person is infected, the symptoms are much milder and the illness is unlikely to worsen.
