YEREVAN, MARCH 28, ARMENPRESS. Minister of Defense of Armenia Suren Papikyan held a meeting with the delegation led by Kathryne Bomberger, the Director-General of the International Commission on Missing Persons (ICMP).

The Armenian Ambassador to the Netherlands Tigran Balayan also attended the meeting, the Ministry of Defense said in a press release.

Minister of Defense Papikyan expressed satisfaction over the effective cooperation between the ICMP and the relevant organizations of Armenia, expressing hope that the cooperation will be continuous.

The Armenian Defense Minister and the ICMP director discussed a number of issues relating to the coordination of the work aimed at determining the fate of those missing as a result of the First Nagorno Karabakh War and the Second Nagorno Karabakh War.

Armenia applies to ECHR and UN Court, requesting an interim measure against Azerbaijan

Armenia’s Representative on International Legal Matters has submitted ha lodged a request with the European Court of Human Rights for urgent interim measures under Rule 39 of its Rules of Court against Azerbaijan in connection with the recent violations committed against the people of Artsakh.

In particular, concrete evidence has been presented that since February, the Azerbaijani forces stationed near the village of Khramort in the Askeran region have been regularly threatening the peaceful population of Artsakh, demanding to leave their homes and the area.

The request for interim measure presents the cases of indiscriminate shooting from the Azerbaijani side at the civilian population and infrastructure of Artsakh, including schools, as a result of which the main pipeline supplying natural gas to Artsakh was damaged. The entire population of Artsakh was deprived of natural gas supply. In these cramped weather conditions, the entire population of Artsakh, including hospitals and schools, has to survive without natural gas.

Such encroachments are a direct threat not only to the village of Khramort, but to the entire population of Artsakh.

Based on these facts, combining them with the case law of the European Court, the RA representative on international legal issues stated that the actions of Azerbaijan directly endanger the fundamental rights of the people of Artsakh protected by the Convention and pose a threat of irreversible loss. The European Court has been asked to take urgent interim measures against Azerbaijan, to oblige to stop the threats, to fire, to restore the supply of natural gas.

On March 25, the Representative on International Legal Matters also appealed to the International Court of Justice, drawing attention to the above-mentioned violations committed by Azerbaijan.

ArmInfo.Despite the high-level talks, we note that the Russian peacekeeping force  deployed in Artsakh managed only to stop the advance of the  Azerbaijani armed forces in the Parukh community of Askeran region at  this stage, and firing from different caliber weapons. This is stated  in the statement of the Artsakh InfoCenter.

“As the Artsakh Republic Ministry of Defense has already reported,  today, March 25, the Armenian side suffered 2 casualties and a number  of servicemen were wounded (5 more servicemen were wounded last  night) as a result of the attacks of Bayraktar UAV used by the  Azerbaijani Armed Forces. Hence, Azerbaijan is grossly violating the  provisions of the November 9 trilateral statement in the form of  invasion and ceasefire violations.

Despite the high-level talks, we note that the Russian peacekeeping  force deployed in Artsakh managed only to stop the advance of the  Azerbaijani armed forces in the Parukh community of Askeran region at  this stage, and firing from different caliber weapons. However, at  the same time, we emphasize that the Russian peacekeeping forces have  not been able to solve the main problem within their mission, as the  Azerbaijani troops that invaded the village of Parukh of Askeran  region and the adjacent areas on March 24, remain on the ground.

The Artsakh authorities, however, hope that due to the decisive  efforts of the Russian side, the Azeri troops will return to their  starting positions, and the civilian population of Artsakh will be  able to return to their homes, otherwise the security guarantees  given to the civilian population in Artsakh are in serious doubt.” 

Armenia`s premier could hold referendum on relations with Azerbaijan, expert says

ArmInfo.Armenian Prime Minister Nikol Pashinyan’s team could well organize a referendum on ways and prospects of settling the conflict with Azerbaijan. In any case, such a possibility could be considered now, Sergey Markedonov, Leading  Researcher of the Euro-Atlantic Security Center, Moscow State  Institute of International Relations (MGIMO), said in an interview  with ArmInfo. 

“In considering this possibility, we should not forget that, after  coming to power as a result of the ‘velvet revolution’ Pashinyan,  immediately after being elected Armenia’s premier, stated that any  solution to the Karabakh problem implied nationwide approval.  However, in less than two years, he actually broke his promise by  signing the statement ending the 44-day war on November 9, 2020 –  primarily due to the fact that the trilateral statement obviously  outlined the future peace settlement. Nevertheless, that document did  not receive universal approval in Armenia. Rather, it is being  severely criticized,” Mr Markedonov said.

Under the circumstances, a referendum on the prospects of settling  the conflict with Azerbaijan is, in general, in interests of the  ruling party and Pashinyan-led team. By holding a referendum,  Pashinyan will place the responsibility on the people of Armenia,  which will allow him to state, when necessary, that, after doing his  best, he cannot act against popular will. 

According to Mr Markedonov, the people could well disapprove the  prospect of Armenia and Azerbaijan recognizing each other’s  territorial integrity. With such referendum results, accusing the  Armenian leadership of being incapable of reaching agreements will be  a rather difficult task to accomplish. The result could be a chance  of new negotiations, with the parties’ positions clarified.    

“All this appears quite interesting and, of course, is capable of  offering new prospects in the normalization of the Yerevan-Baku  relations. But let us come back to the current situation round  Nagorno-Karabakh, especially to its geopolitical background, which is  much more apparent now than it was a month ago. We should note that  the result of the Ukraine developments will have its impact on the  settlement of the Armenian-Azerbaijani conflict – not less  significant than the domestic political discourses,” Mr Markedonov  said. 

During a question hour in Armenia’s Parliament on Wednesday, Aghvan  Vardanyan, a member of the Armenia faction, asked Armenia’s FM Ararat  Mirzoyan about a possible referendum on the ways and prospects of  settling the conflict with Azerbaijan. The minister said that such a  possibility has not yet been discussed and needs considering. 

Armenia among countries that detains Russian planes

Almost 80 planes of Russian airlines have been detained abroad because of the anti-Russian sanctions, the head of the Russian Ministry of Transport Vitaly Savelyev said, Interfax reported.

“We had a total of 1,367,000 planes in the country (before the sanctions). We lost 78 machines, they were detained,” Savelyev said during a meeting of the Federation Council committee on economic policy. The planes were detained in the friendly countries of Russia – Turkey, Azerbaijan and Armenia, he said.

According to Savelyev, Russia is trying to negotiate with Western leasing companies to buy the planes back, but they are not negotiating. Under these conditions, Russia started transferring the aircraft fleet to the Russian registry. “We have already transferred (to the Russian registry) almost 800 machines, we insure them in Russian reinsurance companies, under the Central Bank. We are looking for legal ways to negotiate with lessors and resolve this issue, but so far we have not succeeded,” Savelyev said.

YEREVAN, MARCH 18, ARMENPRESS. The presentation of the book titled “Nation and National Minorities: Study of Armenian Genocide” by Greek historian Alexandros Pigadas was held in Athens.

The presentation was attended by Armenia’s Ambassador to Greece Tigran Mkrtchyan, the Embassy said.

In his remarks the Ambassador welcomed the work of the historian and highlighted its importance. He particularly outlined the fact in the book on to what extent the Armenian Genocide affected the formation of the Greek-Armenian community.

The book touches upon the painful pages of the history of the Armenian people, the events and circumstances before the Genocide, the formation process of the Armenian Diaspora, as well as the efforts aimed at the international recognition and condemnation of the crime of genocide.

Moscow ready to support negotiations between Baku and Yerevan – Foreign Ministry

Russia welcomes the readiness of Armenia and Azerbaijan to begin preparing a peace treaty and is ready to facilitate the negotiation process between the two countries, Russian Foreign Ministry spokeswoman Maria Zakharova said.

“We welcome the readiness of Baku and Yerevan to start preparing a peace treaty between Azerbaijan and Armenia and reaffirm our commitment to fully assist the negotiation process,” RIA Novosti quoted Zakharova as saying at a briefing on Thursday.

She added that it is still too early to talk about possible timeframes for signing the peace treaty.

Reports on fighters from Artsakh transferring to Ukraine is fake news – presidency

STEPANAKERT, MARCH 15, ARMENPRESS. The authorities of Artsakh are reiterating that the reports alleging that fighters from the Republic of Artsakh are being taken to Ukraine to participate in the military operations are false.

President of Artsakh Arayik Harutyunyan’s spokesperson Lusine Avanesyan told ARMENPRESS that the reports are fake news.

“The circulation of such fake news will definitely not help to de-escalate the situation,” Avanesyan said. “I clarify once again, only a limited amount of humanitarian aid at the size of our ability was sent from the Republic of Artsakh to Ukraine through the Russian peacekeeping contingent stationed in Artsakh,” Avanesyan added.

Earlier the Artsakh Foreign Ministry issued a also denying the Ukrainian military’s General Staff statement that fighters from Artsakh are being taken to Ukraine.

Russia’s tactics to fuel Nagono-Karabakh conflict escalation might cost Armenia territorial integrity

Nagorno-Karabakh hostilities may be reborn. Russia’s attempts to transport troops from Nagorno-Karabakh and Armenia to Ukraine, where the Russians suffer huge losses, will signal return to hostilities in the region.

It is confirmed by firing on Azerbaijan army positions in the direction of Aghdam region’s Chukhurmehle, Gurdlar, Khidirli, Garadaghli, and Gasimli settlements on March,10.

The Russian contingent in Karabakh consists of 1,960 military personnel, 90 armored personnel carriers and 380 vehicles.

Moscow transports one battalion-tactical group numbering around 500 people from Gyumry 102nd mil base. The unit has been formed and is waiting for a command to be sent. However, the Kremlin knows that they cannot deploy numerous groups because there are only 3 battalions at the base, one of which guards the border with Karabakh (Sisiyan and Goris), and the second one is deployed at the base and is in reserve.

After the war the Armenian and Karabakh troops have low morale, but due to their ethno-cultural characteristics one can predict how fast they can be involved in any provocation. Since their deployment Russian peacekeepers with the full support of General Andrei Volkov, the commander of the Russian contingent, take the side of Karabakh and turn a blind eye to the regular ceasefire violations. The ceasefire regime violations in Nagorno-Karabakh has been recorded by the parties since early March this year.

Thus, after the Russian contingent withdrawal from the region, Baku will have the opportunity to take a total control over the territory of Nagorno-Karabakh within 1-1.5 weeks and thereby restore the territorial integrity of the state. 

The troops of Armenia and Nagorno-Karabakh have not recovered from the defeat in the 2020 war and are unlikely to be capable of resisting the armed forces of Azerbaijan, who received combat training and experience in the 2020 campaign.

In case of more volunteers are sent to fight in Ukraine at the request of Moscow, Armenia may lose even more controlled territories in future.

World’s highest mountain organic vineyard founded in Armenia
