“Withdrawing from their position Armenians challenged the process
of negotiations”

“France-Azerbaijan relations are growing. French president paid first
official visit to Azerbaijan last autumn and wide range of important
issues were discussed during this visit”, Azerbaijani Ambassador to
France Elchin Amirbeyov told APA.

The ambassador said that France is very important country in terms of
its role in the settlement of the Armenia-Azerbaijan Nagorno Karabakh
conflict, the most painful problem for Azerbaijan. “As one of the
OSCE Minsk Group co-chairs, France has been working for 15 years and
every meeting, talks between the presidents is very important from
this point of view. France is one the most important countries of the
West Europe and the world. The country is a permanent member of the
UN Security Council and plays important role in many processes of the
world. France is an economically attractive country for Azerbaijan
and Azerbaijan is also leading partner country for France in the
South Caucasus in terms of its energy resources and economic potential.

French ministry of culture organized “Pearls of France” art exhibition
in Azerbaijan. Heydar Aliyev Foundation and First Lady of Azerbaijan
Mehriban Aliyeva organized a series of exhibitions, concerts and
other culture events in Paris. These events were very interesting
for the French society. We are participating in NATO’s multinational
peacekeeping operations in Afghanistan – ISAF and Azerbaijan is an
important partner for France from this point of view as well.

Azerbaijan has appointed its defense attache to France recently and
most probably the defense attache will start his mission in France in
the near future. I consider that recent domestic processes in France
could positively contribute to the development of relations between
the countries.”

The ambassador said that the results of presidential and parliamentary
elections in the country can give only positive contribution to
development of the relations between our countries: “All sides
of the French political spectrum strive to continue the relations
with Azerbaijan and in my opinion it will not make radical changes
in the relations with such countries as Azerbaijan. France’s new
administration told us that the official position of this country on
the Nagorno Karabakh conflict remains constant and it doesn’t decrease
its support and role in the peaceful settlement of the conflict within
the OSCE Minsk Group and it intends to activate this role.”

Elchin Amirbeyov said that chairman of the France-Azerbaijan Friendship
Group, which is operating in the National Assembly, Jean-Louis Dumont
has been re-elected to the parliament. “Perhaps, he will lead this
group again or will be replaced. Serious changes are expected in
the composition of the friendship group, because we know that, the
leftists have absolute majority in the parliament and I would like
that the new group to be more active in the National Assembly.”

Commenting the visit of French Senators to the occupied territories of
Azerbaijan the ambassador said that such cases are unacceptable for
our country: “Our investigations showed that these persons visited
the occupied territories under pressure of Armenians. Our embassy
submitted his note both to the French Ministry of Foreign Affairs
and the Senate, as well as addressed each member of the Senate
expressing official position of Azerbaijan. Such visits damages not
only inter-parliamentary relations but also bilateral relations of
our countries. These persons were included into the black list and
they will never visit Azerbaijan.”

The ambassador commented on Paris meeting of Azerbaijani and Armenian
foreign ministers: “The direct contacts between the sides haven’t
been realized for some time. The main reason is that Armenia didn’t
observe its obligations and made negative changes in its position.

Undoubtedly, a serious damage was caused to this negotiations process
and Armenians challenged whole negotiations process withdrawing from
their positions. Certainly, in such case, certain difficulties were
created in holding any negotiations. It seems to me that the co-chair
countries understand it very well, but their main goal is to prevent
the stop of this process, because if this process stops and there is
no perspective, the weapons work and we see its results. Both sides
had losses and the situation in the region became more strained. In
my opinion, neither America nor France and Russia want the further
aggravated and strained situation. That’s why France initiated the
Paris meeting of foreign ministers of both countries on June 18. The
ministers decided that the co-chairs should visit the region again in
the near future and make any new proposals taking into account the
positions of both sides. Regarding the new proposals, of course,
the absolutely new proposals are out of question, because these
negotiations have been held for years and it is difficult to start
from point zero and bring new proposals”.

Armenian diaspora is spreading its lies by telling them at high
schools.

Armenian researcher Dro Kanayan said “For those people who feel
that our elders and the youth cannot work together, don’t worry”
at an article at reporter.am

Kanayan and two of his peers, Albert Movsesian and Tom Vartabedian,
have been working together to have the so-called Armenian Genocide
included in the high school curriculums on Human Rights in the
Merrimack Valley. They are teaching students about so called Armenian
Genocide and Armenian culture.

They poisoned the students of over 10 schools, providing individual
classroom presentation and panel discussions on comparative genocides
over the last 100 years.

Wilmington High School: The students began a letter writing and stamp
designing campaign to the Postmaster General for a commemorative stamp
recognizing the 100th anniversary of the so-called Armenian Genocide.

They also wrote their congressmen about supporting the so-called
Genocide resolution.

Chelmsford High School : Kanayan said, students were so moved about
the presentation they had made, that they all made in donation to a
charity in the name of Armenian cause.

Haverhill High School: A student was so moved by the panel discussion
on comparative genocides, that he asked his history professor to
start a Human Rights Club, and the club is going to a third world
country to build homes with Habitat for Humanity.

Newton High School: Deaf students poisoned about the so-called Armenian
Genocide and Armenian culture through sign language.

Kanayan indicated in the article that, this year they have extended
their educational process to universities, colleges and middle
schools. “Our efforts can only reach so far due to limited resources
and manpower. Genocide education should not be done in pockets of
the country. It should be a national movement” Kanayan added.

center ruled out hunger incidents in the army.

“Every day we are trying to rectify the existing oversights in the
field,” Norayr Yolchyan told a press conference, dedicated to the
20th anniversary of RA armed forces logistics center.

He said that following the establishment of RA Defense Ministry back in
1992, creation of regular armed forces brought about problems related
to supply of food, accoutrement, military equipment and vehicles.

Mr. Yolchyan linked choice of June 23 as logistics day with launch of
regular war supplies to Armenian forces in Nagorno Karabakh following
the liberation of Lachin corridor.

Nalbandian met with Australian Prime Minister’s special envoy to
Eastern Europe, the Balkans and the Caucasus Russell Trood.

According to RA MFA press service, Minister Nalbandian noted that
Armenia attaches great importance to development of cooperation with
Australia, with Mr. Trood’s visit serving another opportunity to
exchange standpoints regarding different issues.

Australian official, in turn, stressed his visit as display of
Australian authorities’ interest in deepening of relations with
Armenia, underscoring the importance of a high level regular political
dialogue.

The parties further discussed prospects of expanding cooperation in
the framework of international organizations and developments in the
South Caucasus.

Upon completion of the meeting, Mr. Trood conveyed to Minister
Nalbandian Australian Foreign Minister’s invitation to visit Sydney.

YEREVAN. – A delegation led by Lithuanian Minister of National Defense
Ms. Rasa JukneviÄ~MienÄ- arrived in Armenia on Sunday for a two-day
official visit.

And the delegation from Lithuania met with Armenia’s Defense Minister
Seyran Ohanyan and senior officials and officers from the MOD and
the Armed Forces, MOD press service informs.

The parties explored the avenues for developing Armenian-Lithuanian
cooperation in the defense sector. And during the talks concerning
the Nagorno-Karabakh conflict, the Lithuanian side noted that it is
in favor of the issue’s peaceful settlement.

Subsequently, Armenia’s Defense Minister and Lithuania’s National
Defense Minister signed an agreement on cooperation between the
respective ministries of both countries.

Along the lines of her visit to Armenia, JukneviÄ~MienÄ- will also
be received by President Serzh Sargsyan, FM Edward Nalbandian, and
Catholicos Karekin II.

YEREVAN.- The Karabakh conflict will not be solved by force, President
of Austria Heinz Fischer said in Yerevan (photos).

During a joint press conference with his Armenian counterpart Serzh
Sargsyan, Fischer said he is aware of the viewpoints of different
sides.

Fischer said he learnt about Azerbaijan’s position six months ago, he
also knows about Turkey’s stance and now got familiar with Armenia’s
position.

Austrian leader said when the matter concerns fate of thousands
of people, it cannot be solved in the context of use of force,
underscoring necessity of removing snipers from the line of contact.

According to him, the OSCE Minsk Group must continue the efforts. The
mediators have potential to solve the problem, patience is needed,
he emphasized.

majority of the 500 tractors-which Prosperous Armenia Party (PAP)
Chairman Gagik Tsarukyan had imported during the parliamentary election
season-was allocated to the country’s farms on commercial programs,

Cette invitation du Premier ministre turc Erdogan ouvre la voie à un
réchauffement des relations diplomatiques, après les tensions
suscitées par la loi sur la négation des génocides.

La Turquie a invité le président français François Hollande en visite
et annoncé jeudi qu’elle allait retirer des sanctions imposées à la
France à propos de la question du génocide arménien. C’est le Premier
ministre islamo-conservateur turc Recep Tayyip Erdogan qui a formulé
l’invitation à François Hollande, lors d’un entretien à Rio de Janeiro
en marge du sommet sur le développement durable, selon l’agence turque
Anatolie.

Recep Tayip Erdogan a expliqué à son interlocuteur que la dernière
visite d’Etat d’un président français remontait à 20 ans, et a invité
le nouveau chef de l’Etat français à se rendre en Turquie, précise
l’agence. François Hollande a estimé pour sa part qu’un tel
déplacement serait pour lui «un privilège», affirmant y être
favorable, selon Anatolie.

Les deux dirigeants ont aussi réaffirmé l’importance d’ouvrir une
nouvelle page dans les relations bilatérales, ajoute l’agence. Dans la
foulée, le chef de la diplomatie turque Ahmet Davutoglu a indiqué que
les sanctions imposées contre Paris «ne seront plus d’actualité»,
après l’élection de François Hollande.

«Recep Erdogan a donné les instructions nécessaires après son entrevue
avec le président Hollande (…) Les sanctions ne seront plus
d’actualité en raison de la nouvelle position de la France», a
souligné M. Davutoglu lors d’un entretien à la chaîne d’information
CNN-Türk. Il a aussi précisé qu’il se rendra en visite à Paris le 5
juillet.

L’adhésion à l’UE en question

Après le vote d’un texte par l’Assemblée nationale française en fin
d’année dernière réprimant la négation du génocide arménien sous
l’empire ottoman (1915-1917), nié depuis toujours par la Turquie,
Ankara avait suspendu sa coopération politique et militaire avec la
France. Ce texte avait par la suite été censuré par le Conseil
constitutionnel.

En dépit de l’annonce de ces sanctions, la coopération politique a
néanmoins continué entre les deux pays, en particulier sur des
dossiers tels que la situation en Syrie.

Les relations entre la France et la Turquie ont connu des moments
particulièrement difficiles durant le quinquennat de Nicolas Sarkozy,
du fait de l’opposition résolue de ce dernier à l’entrée de la Turquie
dans l’Union européenne. La position de François Hollande à ce sujet
est moins tranchée.

Le président français est resté prudent sur une éventuelle adhésion de
la Turquie pendant sa campagne mais le gouvernement turc souhaite
dynamiser les relations, ce qui permettrait de sortir de l’impasse les
négociations avec l’Union entamées en 2005. Ankara espère ainsi que
Paris lèvera son veto sur certains chapitres de négociations.

Le groupe de Minsk se penche de nouveau sur le Haut-Karabagh, tandis
que la Russie double ses troupes en Arménie

Au début du mois, des violences ont éclatés sur un point de la
frontière situé à 400km de la région, faisant au total 8 morts.
L’Azerbaïdjan a accusé l’Arménie d’avoir tué cinq de ses soldats lors
d’affrontements frontaliers, au lendemain de la mort de trois
militaires arméniens victimes d’une embuscade. Depuis deux ans, les
tensions se sont intensifiées, réveillant les vieilles blessures du
conflit armé sanglant qui a opposé les deux pays entre 1988 et 1994,
et fait quelques 16000 morts, et plus d’un millions de réfugiés des
deux côtés.

En marge du dernier Sommet du G20, le groupe de Minsk, composé entre
autre de la France des Etats-Unis et de la Russie, et qui travaille
sur un processus de pacification de la région depuis 1992, s’est
alerté pour la stabilité de la région « Nous regrettons que les
présidents d’Azerbaïdjan et d’Arménie n’aient pas pris les mesures
décisives demandées par nos pays », ont-ils déclaré d’une seule voie
lundi dernier, en appelant Bakou et Erevan à profiter de leur offre de
médiation avant d’ajouter que « la force militaire ne réglera pas le
conflit. »

La Russie vient quant à elle d’annoncer le doublement de ses effectifs
militaires en Arménie. En vertu d’un accord passé entre les deux pays
en 2010, la Russie détient une base militaire stratégique à Gyumri, au
Nord de l’Arménie, et travaille à la modernisation l’armée arménienne,
notamment en lui apportant un soutien matériel et logistique. Moscou
se refuse à évoquer le nombre de ses soldats actuellement basés en
Arménie. Il est estimé entre 4 000 et 5 000 soldats, ainsi que des
centaines de chars, de véhicules blindés, de systèmes d’artillerie,
ainsi que des missiles S-300 et des avions de chasse.
