Après les ceremonies oecumeniques d’hier soir, en la cathedrale
apostolique armenienne du Prado a Marseille, les manifestations du 80e
anniversaire de la cathedrale apostolique armenienne -pour lesquelles
a oeuvre le president du conseil de l’eglise Robert Azilazian- vont
se prolonger jusqu’a dimanche autour du Catholicos Karekine II,
en visite pour l’occasion.

Aujourd’hui et demain se tiennent les assises europeennes de l’eglise
apostolique armenienne. Avec comme temps l’equivalent des JMJ, la
rencontre de la jeunesse apostolique armenienne d’Europe. Ce soir,
un concert d’exception sera donne en l’abbaye Saint-Victor avec
l’ensemble instrumental Kegham Baghdassarian, l’ensemble instrumental
Sassoun et le choeur Sahak-Mesrop. Les manifestations se concluront
dimanche par une messe pontificale.

Le Trio Oshakan, ensemble armenien de musique sacree et anciennesera
en tournee a Quebec et Montreal du 12 au 15 octobre où il donnera
quatre concerts. Le Trio Oshakan qui revisite le patrimoine musical
et litteraire du Moyen-âge jusqu’a Komitas diffuse la musique et les
textes armeniens a travers le monde. Avec le talent d’ecriture musicale
de Grigor Arakelian et ses deux solistes que sont Mar Margaryan au
kanoun et Seyran Avakian au chant, le Trio Oshakan a deja conquis un
nombreux public dans des festivals de musique ancienne et sacree en
France et dans le monde.

En effet, le Trio Oshakan, fort de sa notoriete acquise en France et
en Occident sur les scènes culturelles et festivalières depuis 2006
comme a ” Radio France “, a Monaco, le Thoronet, le Festival baroque
de Pontoise, celui du Languedoc Roussillon, etait deja l’an dernier en
septembre invite a l’International des Musiques Sacrees de Quebec. ”
Aller si loin pour un seul concert pour representer l’Armenie et son
heritage meme sur une scène prestigieuse et un public exigeant n’etait
pas suffisant ” dit Roger Piranian qui organisera un second concert a
Montreal, invitant judicieusement quelques programmateurs de salles de
concerts en charges de la musique dans Montreal et ses environs. Ces
derniers decouvriront cette musique, emplie d’emotions au fil des
pièces musicales. L’affaire est gagnee, le Trio Oshakan recoit donc
son invitation pour l’edition 2012 par la ville de Montreal et son
reseau Accès Culture.

L’Ensemble Oshakan

” l’Ensemble Oshakan se decline en trio autour de son directeur
musical, Grigor Arakelian, une formation intimiste, ideale pour
l’execution des musiques de cour de l’Armenie bagratide (VIIIe-Xe
siècles) et de l’Armenie zakaride (XIIIe), moments d’apogee et
d’independance du pays, mais aussi un bon vecteur pour les epopees
telle celle de David de Sassoun ainsi que l’interpretation des melodies
populaires relevees a la fin du XIXe par le Reverend père (Vartabed)

La Turquie choisira prochainement un système de missiles anti-aeriens
et anti-missiles de longue portee, au moment où la tension est
brusquement montee avec son voisin syrien, qui a abattu un avion
de chasse turc, a-t-on appris vendredi de sources diplomatique et
mediatique.

Plusieurs entreprises sont sur les rangs pour ce contrat de 4 milliards
de dollars (environ 3 milliards d’euros), principalement Raytheon
et Lockheed Martin (USA), Rosoboronexport (Russie), CPMIEC (Chine)
et Eurosam (France, Italie).

Selon le quotidien Hurriyet Daily News, une decision du Premier
ministre Recep Tayyip Erdogan et des responsables militaires etait
attendue le 4 juillet, mais elle a ete reportee sine die.

Elle pourrait etre annoncee le 11 ou le 12 juillet, mais il s’agirait
dans un premier temps d’une “pre-selection” des candidats, selon une
source diplomatique occidentale.

La tension est brusquement montee entre la Turquie et la Syrie,
qui a abattu vendredi dernier un avion de combat F-4 Phantom des
forces turques.

Selon Ankara, l’avion se trouvait dans l’espace aerien international au
moment des faits, mais pour Damas, il se trouvait dans l’espace syrien.

Suite a cet incident, la Turquie a deplace une batterie de missiles
sol-air, des vehicules militaires et des blindes a la frontière avec
la Syrie, selon les medias turcs.

La France, presente notamment dans Eurosam avec Thales, semblait
jusqu’a present exclue de ce marche d’armement turc, du fait des
mauvaises relations entre Paris et Ankara, mais les choses ont change
avec l’election en mai de Francois Hollande a la presidence francaise,
a-t-on explique de source diplomatique occidentale.

“On est passe du statut d’outsider a un meilleur contexte”, a precise
cette source qui a requis l’anonymat.

M. Erdogan a annonce le 21 juin la levee de sanctions contre la France
a propos de la question du genocide armenien, manifestant sa volonte
de tourner la page des tensions bilaterales qui avaient marque le
quinquennat de Nicolas Sarkozy.

Après le vote d’un texte par l’Assemblee nationale francaise en fin
d’annee dernière reprimant la negation du genocide armenien sous
l’empire ottoman (1915-1917), nie depuis toujours par la Turquie,
Ankara avait annonce la suspension de sa cooperation politique et
militaire avec la France.

Le Hurriyet Daily News estime par ailleurs que la Chine et la Russie
ont peu de chances d’emporter ce marche de defense en Turquie, pays
membre de l’Otan, ces deux pays ne faisant pas partie de l’Alliance.

A benefit of being in Washington is to see foreign policy being
hashed out first hand – not just in the halls of Congress or the
Administration, but at think tank sponsored events, bringing together
experts to provide insights on everything from U.S. policy on China
to the Middle East or anywhere in the world, for that matter. These
events attract all sorts of folks – Ambassadors, U.S. government
officials, researchers, students, – who come in and offer their views,
ask questions, or just plain listen. The issues discussed and the
positions advocated often help shape – directly or indirectly –
how government deals with these concerns.

The ANCA Leo Sarkisian interns got to see a snapshot of how the think
tank event world works first hand on June 20 at “Averting Conflict
in the Caucasus – Is Russia a Partner or a Spoiler” sponsored by the
World Affairs Council and Center for Transatlantic Relations at the
Johns Hopkins School of Advanced International Studies.

The guest speakers were former US Ambassadors to Armenia and
Azerbaijan, John Evans and Richard Kauzlarich. Everyone in the
Armenian American community, of course, knows Ambassador Evans –
whose principled statements reaffirming the Armenian Genocide led
to his recall from his position as U.S. Ambasador. Amb. Kauzlarich
served as the U.S. envoy to Azerbaijan from 1994-1997, amongst his
other responsibilities at the State Department.

The discussion pertained to Russia’s role in the greater Caucasus
region – Armenia, Georgia and Azerbaijan as well as Northern Caucasian
Russia. Although the discussion by both former Ambassadors touched
upon the Georgia-Russia conflict and North Caucasus states, the main
topic ended up being the Artsakh (Nagorno-Karabakh Republic) conflict –
not surprising given where these two senior diplomats had served.

I won’t go into the specific arguments for each of the Ambassadors
per se – but would like to focus on the discussion that followed.

The Ambassadors, to their credit, held a collegial and balanced
dialogue regarding the situation in the region.

And then, all hell broke loose in the question and answer session.

An Azeri diplomat went into a diatribe of false and old claims
regarding the so-called “occupation” of 20 percent Azeri lands,
Armenia’s unconstructive approach in the negotiations process,
removal of the Armenian forces from the “occupied territories”,
and other nonsensical statements. These provocative words raised the
tension in the room, and set the path for the rest of the discussion
to be about Artsakh.

Next up was, Armenian diplomat Andranik Hovhannisyan, who debunked
the Azerbaijani diplomat’s allegations with remarks of his own.

The moderator, concerned she is losing control of the whole affair,
tried to cut the Armenian diplomat short – but Hovhannisyan stood
his ground.

Then Aram Avetisyan from the Nagorno-Karabakh Republic Representative’s
office took the microphone and asserted the point that Armenia
cannot negotiate with a country that constantly threatens with war,
exponentially expands its military budget, and does not lose any
opportunity to spread anti-Armenian propaganda.

Gradually, the discussion curved from Russia’s role in the Caucasus
to the Artsakh conflict.

That was my opportunity to ask a question regarding the reinstatement
of Artsakh in the negotiations process. Azerbaijan’s mission has been
to deprive Artsakh a seat from the negotiations table to secure the
upper hand in the peace talks. Of course, the premise is absurd. The
Nagorno Karabakh Republic is a co-signer of the ceasefire of 1994. How
could it possibly not be included in the discussions that would decide
its own fate?

And so the questions continued – with the speakers talking about
the need for Armenia and Azerbaijan to come to their own consensus
– working with the international mediators – to find a peaceful
resolution to the conflict.

What struck me, though, is how important it was to have pro-Armenia
voices participating at this event – to counter the Azerbaijani
government’s lies. If the Armenian Embassy, Nagorno-Karabakh Republic
office, ANCA and other concerned Armenians were not there – the
Azerbaijani diplomat’s remarks would have set the tone for the
discussion.

These discussions are a forum to bring up issues like the importance
of the international community’s clear and forceful condemnation of
all past and present Azeri aggressions against Armenia and the need
to fight for the formal reinstatement of Artsakh back into the Minsk
Group peace process.

These forums are an opportunity to ask experts why Azerbaijan always
tries to keep the tension high on the front lines and provoke military
action – all the while professing they are committed to a peaceful
resolution to the conflict.

And we don’t have to limit ourselves to events in Washington, DC. The
World Affairs Council – and groups like them – have chapters all
around the country, not to mention event possibilities at our local
campuses. Joining these groups, working with our campus political
science departments is a great way to spotlight issues related to
Armenia, Artsakh and the Armenian nation.

The ANCA Leo Sarkisian team did its part on June 20, asking key
questions on Artsakh policy concerns and helping debunk Azerbaijani
propaganda. Now time to go back to our communities and work with our
local ANC’s, AYF’s and ASA’s to continue in the same spirit on and
off campus.

On Thursday Saralanj village resident Anahit Aleksanyan committed a
suicide attempt while the family was celebrating her brother’s draft to
military service, the village residents informed Armenian News-NEWS.am.

The girl suffered from an incurable disease called “Yerevan disease”
and took 30 pills of Colostin instead of 1. She was transferred to
Artik hospital. The patient was transferred to hospital on Thursday,
while she took the medicine on the day before, the director of hospital
Yura Ghazoyan told Armenian News-NEWS.am reporter and added, the lab
analyses revealed damage of liver, but her life was no more in danger.

“Anahit does not have a father, he left for Russia and never came
back. Their family is large and her brother was not physically
qualified for military service due to health problems, this time also
he was sent back from the Central Collecting Depot”, said the mayor.

As Armenian News-NEWS.am informed earlier, drug poisoning case occurred
in Shirak region on Thursday. Saralanj village resident Anahit
Aleksanyan was transferred to hospital, the Ministry of Emergency
Situations (MES) informed. The girl is in average critical condition.

2013 will be a test year in the resolution of the Nagorno-Karabakh
conflict, chief editor of the Caucasus Bulletin news and analytical
agency, deputy dean of the History Department of Moscow State
University and member of the Trend Expert Council, political analyst,
Alexei Vlasov believes.

“Recent developments on the contact line of Azerbaijani and Armenian
troops show that the world faces a threat,” he said in Baku at a
press conference on the topic ‘Azerbaijani-Russian cooperation on
the modern stage and current situation in the region’.

He said Russia is one of the most important mediators in the
resolution of the conflict, but Baku and Yerevan should demonstrate
their political will.

Besides Russia, the OSCE Minsk Group includes other states, but no
one achieved any progress, although the Russian president demonstrated
political will and wasted time, Vlasov said.

“U.S. Secretary of State Hillary Clinton also did not make any distinct
strategic proposal to address the conflict during her recent visit
to the region and the mediators have problems,” he added.

In turn, director general of the Russian Centre for Political Situation
Sergei Mikheyev believes that “today Russia cannot influence the
situation and that time has been lost”.

“Baku and Yerevan have the key to solve the problem,” he said at the
press conference.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

of Transnistria Yevgeny Shevchuk has addressed a letter to Nagorno
Karabakh Republic President Bako Sahakyan, expressing his support and
sympathy to all people of Nagorno Karabakh Republic for the killed
and missed freedom fighters, Armenpress reports citing the official
website of President of of Transnistria.

Yevgeny Shevchuk said that Transnistrian people are mourning with
the Armenians today. “20 years ago the world witnessed a horrible
tragedy: the peace-loving people of Artsakh fell victim to the
aggressor Azerbaijan. In an unequal war the defenders of Karabakh
gave many losses, many of the freedom fighters missed. Many civilians
were killed in that war too, and the destiny of many of them is not
known up to now. For many years their mothers perish hope that they
sons will still return,” Mr Shevchuk stressed.

Yevgeny Shevchuk noted that what happened in 1992 June 29 is a national
tragedy. “Despite that, the Republic lives and confidently develops
in the path of democracy,” the letter reads.

Mr Shevchuk expressed confidence that as long as Artsakh people
respect the memory of their defenders and maintain their choice,
Nagorno Karabakh statehood will remain indestructible.

June 29 is considered Day of Commemoration of the Missed Freedom
Fighter.

Gazprom Warns Turkey Over Azeri Gas Pipeline Deal

MOSCOW, June 29 (Reuters) – Gazprom on Friday sent a warning signal
to its second-largest gas consumer Turkey over Ankara’s agreement
with neighbouring Azerbaijan to built a gas pipeline to Europe,
a rival to Moscow-backed planned South Stream trunk.

Gazprom is anxiously watching the latest developments in Azerbaijan,
whose gas fields are the most developed new non-Russian sources of
natural gas that can be pumped to the European Union through pipelines.

Moscow is keen on keeping Azerbaijan, its former Soviet satellite,
within the orbit of influence and is trying to secure access to
the country’s vast gas riches, a bone of contention between Europe
and Russia.

On Tuesday, Turkey and Azerbaijan signed an inter-governmental
agreement on the $7-billion Trans-Anatolian natural gas pipeline
project (TANAP), designed to carry Azeri natural gas across Turkey
to Europe.

Gazprom also said it increased gas supplies to Turkey after it
requested more volumes of Russian gas following a pipeline explosion,
which hampered gas flow from Iran to Turkey.

But Gazprom’s spokesman Sergei Kupriyanov said if the Trans-Anatolian
project is “completed as planned in 2018, Turkey could then apply
for help to Baku,” according to Gazprom’s emailed statement.

In another development, which undermines Russian grip on the former
Soviet Republic, Azeri’s Shah Deniz II consortium, led by BP Plc and
Statoil, on Thursday selected the Nabucco West pipeline for one of
two possible routes to carry Caspian gas to western Europe.

A great many generations of the Armenian nation dreamed of creation of
a socially fair and democratic state with self-sufficient, independent
and well off society and to realize this dream the history has afforded
us a fatal opportunity. Our ability of self-organization will actually
determine the future existence of the Armenian ethnos.

Unfortunately, the policy carried out by the NKR authorities during
the post-war years, the inability of thinking independently in the
matters of national security, the grossly bloated state governing
system, the spheres of failed local self-government system and the
endangered social security of the country, the explicit privatization
of state property, the irrational cadre policy and favouritism,
the polarization between different sectors of the society which has
increased to enormous extent distorted the basis of independent state
creation, shattered the common will of our population leaving hardly
anything from the national unity of 1988.

That is the umpteenth time at the crossroads of history our nation has
stood close to the realization of its goals but suddenly everything
goes upside down. Unfortunately this is not an overstatement but a
real perspective.

The reasons for the current situation should be sought for in the
indifferent attitude and neutral stance as well as in the unwarranted
adaptability of many of us.

Time is ripe for us to say ‘NO’ unanimously to our distorted reality.

Dear compatriots, we apply to you, our supporters, all our citizens
anxious about the future of our nation and ask you to vote for Vitali
Balasanyan whose participation in the electoral campaign is stipulated
by averting the real threat the future of the NKR faces. He proved
his ability of defending our Motherland when our nation faced with

Interview with Boris Navasardyan, president of Yerevan Press Club

Mr. Navasardyan, the program of government was criticized by the
National Assembly and described as failure while Armen Ashotyan thinks
it is human-centered. Which point of view do you support?

If we evaluate the declarative content of the program, the
human-centered approach is obvious but declarative programs are
never implemented or declaration sometimes coincides with objective
developments and the program is automatically implemented. Generally,
I cannot understand what is considered as program of the government
of Armenia because the program of the government must be a plan
of specific steps and reforms based on serious studies because our
economy has no future without reforms. But up-to-date private interests
have such big influence on the state policy that the program of the
government cannot predetermine anything or it is almost impossible
to design something. This is the reason why we do not have and we
cannot have a serious attitude to the program of government because
regardless of study of the objective situation, objective processes
and necessities, every step will be unrealistic without adjustment to
powerful private interests. And as soon as you start agreeing actions
with the interests of several families and clans, it stops being a
program. Therefore, the discussions of programs of the government
are usually non-practical and merely reflect the political conjuncture.

Mr. Navasardyan, this time more members of the National Assembly
posture as opposition. Is it possible to have an alternative to Serzh
Sargsyan in 2013 to win the election? If this is the case, will it
end the criminal and oligarchic rule, does a change of government
mean pulling down this pyramid?

Theoretically it is possible to have a powerful alternative because
the greater part of the electorate is prone to vote for alternative
candidates. If the will of this greater part is reflected in the
election return, a serious alternative may appear on the political
stage. However, it would be too ingenuous to assume a few months
before the parliamentary election that we will have a practically
different electoral process. Today I can’t see developments that would
reject the technology applied to the election of May 6. Ostensibly,
the government will use the administrative resource but as of now there
is no adequate balance to this use of resource. The reason is that the
oppositional political field has been destroyed through years. Today
all the forces in the opposition need serious transformation since
the opposition (and now only) lack a political force which could be
described as well-established, with clear priorities and principles,
a program of party building.

Is the PAP convinced about its being opposition or not?

PAP is a party which has been set up to balance matters inside the
ruling elite. Now it needs fundamental internal reforms to transform
from an establishment party to a genuine opposition party. It will take
change of persons, establishment of internal democratic mechanisms. If
these are not in place, everything will depend on one or at best two
or three persons it cannot be an effective opposition.

An Armenian opposition party needs leaders who are ready to fight,
who are against unprincipled deals and conformist decisions. The PAP
is not such a party yet and it will not become one by the presidential
election, even if it wants to.

Mr. Navasardyan, why did the opposition which we thought to be a
political force with a different quality in 2007-2008 vanish?

If we mean the ANC in 2007-2008, everyone, including the ANC must
be honest and confess that it was the political force of one person
which had several effective supporters. In other words, if you removed
Levon Ter-Petrosyan from the ANC, no other person of this political
force would succeed, and the alliance would not have been formed.

Consequently, with the relatively high results in the local
elections in Yerevan and the presidential elections, it will be his
last election. We see in his speeches that he is prone to leave,
and perhaps prefers science, writing books, he is not tempted by
political contacts. Hence, the ANC needs an identical important
leader. However, in a short period of time it is difficult to prove
that the new leader has the same charisma as Levon Ter-Petrosyan to be
able to bring people and different groups together. The second option
for the ANC could be an organization based on democratic principles
which will take more time than to find a new leader.

Mr. Navasardyan, you said in the previous elections we made a
commitment to the West to hold better elections. Do you happen to
know what commitments were made before the presidential election?

The latest parliamentary elections differ from the previous ones. The
results were the same in terms of freedom but differed by the
mechanisms used. If no real alternative candidate is nominated in the
presidential election of 2013, the mechanisms of falsification will be
used less frequently than in the parliamentary elections of 2012. For
this purpose the authorities tend to form a political sphere which
ensures diversity, not serious opponents. A few months are left till
the election but we don’t know who the candidates of the Heritage,
ARF and ANC will be. We don’t know whether the PAP will support Serzh
Sargsyan or run their candidate. In this uncertainty it is difficult
to raise candidate who would have serious ambitions.

Do you think Vartan Oskanian’s scandal is related to his being a
possible alternative candidate in the presidential elections?

I tend to think that this step is against the PAP, not Vartan Oskanian,
to make this party think that it should not be an alternative and
it is better to join and support the president and return to the
coalition government after the presidential election.

They have said since the PAP was established that it is Robert
Kocharyan’s party. In your opinion, will this factor prevent it from
being a serious oppositional pole?

This factor rules out the prospect of the PAP to be real opposition.

With its present status it can be one of the poles of fight among
clans. On the whole, I believe we need an early parliamentary election
because our political field is largely exhausted and to some extent
satisfied with what it has. The best means of waking it up, pushing
them to fight for their place under the sun, discovering new political
actors is elections. Especially that in today’s social and political
conditions new elections may generate vibrant social and democratic
processes.
