YEREVAN, JUNE 29, ARMENPRESS: President of still unrecognized Republic
of Transnistria Yevgeny Shevchuk has addressed a letter to Nagorno
Karabakh Republic President Bako Sahakyan, expressing his support and
sympathy to all people of Nagorno Karabakh Republic for the killed
and missed freedom fighters, Armenpress reports citing the official
website of President of of Transnistria.

Yevgeny Shevchuk said that Transnistrian people are mourning with
the Armenians today. “20 years ago the world witnessed a horrible
tragedy: the peace-loving people of Artsakh fell victim to the
aggressor Azerbaijan. In an unequal war the defenders of Karabakh
gave many losses, many of the freedom fighters missed. Many civilians
were killed in that war too, and the destiny of many of them is not
known up to now. For many years their mothers perish hope that they
sons will still return,” Mr Shevchuk stressed.

Yevgeny Shevchuk noted that what happened in 1992 June 29 is a national
tragedy. “Despite that, the Republic lives and confidently develops
in the path of democracy,” the letter reads.

Mr Shevchuk expressed confidence that as long as Artsakh people
respect the memory of their defenders and maintain their choice,
Nagorno Karabakh statehood will remain indestructible.

June 29 is considered Day of Commemoration of the Missed Freedom
Fighter.

MOSCOW, June 29 (Reuters) – Gazprom on Friday sent a warning signal
to its second-largest gas consumer Turkey over Ankara’s agreement
with neighbouring Azerbaijan to built a gas pipeline to Europe,
a rival to Moscow-backed planned South Stream trunk.

Gazprom is anxiously watching the latest developments in Azerbaijan,
whose gas fields are the most developed new non-Russian sources of
natural gas that can be pumped to the European Union through pipelines.

Moscow is keen on keeping Azerbaijan, its former Soviet satellite,
within the orbit of influence and is trying to secure access to
the country’s vast gas riches, a bone of contention between Europe
and Russia.

On Tuesday, Turkey and Azerbaijan signed an inter-governmental
agreement on the $7-billion Trans-Anatolian natural gas pipeline
project (TANAP), designed to carry Azeri natural gas across Turkey
to Europe.

Gazprom also said it increased gas supplies to Turkey after it
requested more volumes of Russian gas following a pipeline explosion,
which hampered gas flow from Iran to Turkey.

But Gazprom’s spokesman Sergei Kupriyanov said if the Trans-Anatolian
project is “completed as planned in 2018, Turkey could then apply
for help to Baku,” according to Gazprom’s emailed statement.

In another development, which undermines Russian grip on the former
Soviet Republic, Azeri’s Shah Deniz II consortium, led by BP Plc and
Statoil, on Thursday selected the Nabucco West pipeline for one of
two possible routes to carry Caspian gas to western Europe.

a socially fair and democratic state with self-sufficient, independent
and well off society and to realize this dream the history has afforded
us a fatal opportunity. Our ability of self-organization will actually
determine the future existence of the Armenian ethnos.

Unfortunately, the policy carried out by the NKR authorities during
the post-war years, the inability of thinking independently in the
matters of national security, the grossly bloated state governing
system, the spheres of failed local self-government system and the
endangered social security of the country, the explicit privatization
of state property, the irrational cadre policy and favouritism,
the polarization between different sectors of the society which has
increased to enormous extent distorted the basis of independent state
creation, shattered the common will of our population leaving hardly
anything from the national unity of 1988.

That is the umpteenth time at the crossroads of history our nation has
stood close to the realization of its goals but suddenly everything
goes upside down. Unfortunately this is not an overstatement but a
real perspective.

The reasons for the current situation should be sought for in the
indifferent attitude and neutral stance as well as in the unwarranted
adaptability of many of us.

Time is ripe for us to say ‘NO’ unanimously to our distorted reality.

Dear compatriots, we apply to you, our supporters, all our citizens
anxious about the future of our nation and ask you to vote for Vitali
Balasanyan whose participation in the electoral campaign is stipulated
by averting the real threat the future of the NKR faces. He proved
his ability of defending our Motherland when our nation faced with
the problem of its physical existence.

Interview with Boris Navasardyan, president of Yerevan Press Club

Mr. Navasardyan, the program of government was criticized by the
National Assembly and described as failure while Armen Ashotyan thinks
it is human-centered. Which point of view do you support?

If we evaluate the declarative content of the program, the
human-centered approach is obvious but declarative programs are
never implemented or declaration sometimes coincides with objective
developments and the program is automatically implemented. Generally,
I cannot understand what is considered as program of the government
of Armenia because the program of the government must be a plan
of specific steps and reforms based on serious studies because our
economy has no future without reforms. But up-to-date private interests
have such big influence on the state policy that the program of the
government cannot predetermine anything or it is almost impossible
to design something. This is the reason why we do not have and we
cannot have a serious attitude to the program of government because
regardless of study of the objective situation, objective processes
and necessities, every step will be unrealistic without adjustment to
powerful private interests. And as soon as you start agreeing actions
with the interests of several families and clans, it stops being a
program. Therefore, the discussions of programs of the government
are usually non-practical and merely reflect the political conjuncture.

Mr. Navasardyan, this time more members of the National Assembly
posture as opposition. Is it possible to have an alternative to Serzh
Sargsyan in 2013 to win the election? If this is the case, will it
end the criminal and oligarchic rule, does a change of government
mean pulling down this pyramid?

Theoretically it is possible to have a powerful alternative because
the greater part of the electorate is prone to vote for alternative
candidates. If the will of this greater part is reflected in the
election return, a serious alternative may appear on the political
stage. However, it would be too ingenuous to assume a few months
before the parliamentary election that we will have a practically
different electoral process. Today I can’t see developments that would
reject the technology applied to the election of May 6. Ostensibly,
the government will use the administrative resource but as of now there
is no adequate balance to this use of resource. The reason is that the
oppositional political field has been destroyed through years. Today
all the forces in the opposition need serious transformation since
the opposition (and now only) lack a political force which could be
described as well-established, with clear priorities and principles,
a program of party building.

Is the PAP convinced about its being opposition or not?

PAP is a party which has been set up to balance matters inside the
ruling elite. Now it needs fundamental internal reforms to transform
from an establishment party to a genuine opposition party. It will take
change of persons, establishment of internal democratic mechanisms. If
these are not in place, everything will depend on one or at best two
or three persons it cannot be an effective opposition.

An Armenian opposition party needs leaders who are ready to fight,
who are against unprincipled deals and conformist decisions. The PAP
is not such a party yet and it will not become one by the presidential
election, even if it wants to.

Mr. Navasardyan, why did the opposition which we thought to be a
political force with a different quality in 2007-2008 vanish?

If we mean the ANC in 2007-2008, everyone, including the ANC must
be honest and confess that it was the political force of one person
which had several effective supporters. In other words, if you removed
Levon Ter-Petrosyan from the ANC, no other person of this political
force would succeed, and the alliance would not have been formed.

Consequently, with the relatively high results in the local
elections in Yerevan and the presidential elections, it will be his
last election. We see in his speeches that he is prone to leave,
and perhaps prefers science, writing books, he is not tempted by
political contacts. Hence, the ANC needs an identical important
leader. However, in a short period of time it is difficult to prove
that the new leader has the same charisma as Levon Ter-Petrosyan to be
able to bring people and different groups together. The second option
for the ANC could be an organization based on democratic principles
which will take more time than to find a new leader.

Mr. Navasardyan, you said in the previous elections we made a
commitment to the West to hold better elections. Do you happen to
know what commitments were made before the presidential election?

The latest parliamentary elections differ from the previous ones. The
results were the same in terms of freedom but differed by the
mechanisms used. If no real alternative candidate is nominated in the
presidential election of 2013, the mechanisms of falsification will be
used less frequently than in the parliamentary elections of 2012. For
this purpose the authorities tend to form a political sphere which
ensures diversity, not serious opponents. A few months are left till
the election but we don’t know who the candidates of the Heritage,
ARF and ANC will be. We don’t know whether the PAP will support Serzh
Sargsyan or run their candidate. In this uncertainty it is difficult
to raise candidate who would have serious ambitions.

Do you think Vartan Oskanian’s scandal is related to his being a
possible alternative candidate in the presidential elections?

I tend to think that this step is against the PAP, not Vartan Oskanian,
to make this party think that it should not be an alternative and
it is better to join and support the president and return to the
coalition government after the presidential election.

They have said since the PAP was established that it is Robert
Kocharyan’s party. In your opinion, will this factor prevent it from
being a serious oppositional pole?

This factor rules out the prospect of the PAP to be real opposition.

With its present status it can be one of the poles of fight among
clans. On the whole, I believe we need an early parliamentary election
because our political field is largely exhausted and to some extent
satisfied with what it has. The best means of waking it up, pushing
them to fight for their place under the sun, discovering new political
actors is elections. Especially that in today’s social and political
conditions new elections may generate vibrant social and democratic
processes.

Russia, India Near A Deal On Tank Ammunition

PanARMENIAN.Net – Russia is nearing a deal with India on manufacture
and delivery of advanced tank ammunition, Rosoboronexport, a state-run
arms exporter, said on Friday, June 29.

“The first round of negotiations on the delivery of 3UBK20 (Mango)
tank ammunition has been completed and the second round – on its
licensed manufacture in India – will start on Monday,” company deputy
head Igor Sevastyanov said.

He did not specify the volume of deliveries, only saying it was “big.”

Russia has already started building a joint venture in India to
manufacture rockets for Smerch multiple rocket launch systems, he said.

Another Rosoboronexport official, Viktor Komardin, earlier said Russian
arms sales to India could be worth an estimated $3 billion a year,
RIA Novosti reported.

Film About Artsakh War To Be Screened In Moscow (Video)

If Everyone, a feature film dedicated to the 20th anniversary of
the heroic battle of Artsakh (Nagorno-Karabakh), will be screened in
Moscow as part of an international film festival.

The movie, produced in Armenia, has been showcased four times since
the beginning of the Moscow film festiva,l Prospects. Its fate will
be determined tomorrow, on the final day of the contest.

The Russian paper Rossiuskaya Gazeta has characterized the film as a
“remedy against hatred”.

If Everyone tells about the incredible adventures of a Russian
officer’s daughter, who visited Artsakh to commemorate his father, and
the Armenians. It features the interpersonal relations of the heroes.

The starring actors are Mikael Poghosyan and Yekaterina Shitova.

State Department takes Azerbaijan off proposed list of recipient
countries for upcoming sale of helicopter equipment

WASHINGTON, DC – In response to Congressional concerns first raised by
House Foreign Affairs Committee Ranking Democrat Howard Berman (D-CA),
the State Department has removed Azerbaijan from a list of countries
eligible to purchase U.S. military hardware which could be used by
the Aliyev regime in its ongoing attacks against Armenia and Nagorno
Karabakh, reported the Armenian National Committee of America (ANCA.)

“This decision by Secretary Clinton is in the best interests of the
Armenian people and for peace in the region,” said Rep. Berman, upon
receiving the modified formal notification from the State Department
late on June 27th.

‘We would like to thank Rep. Berman for taking immediate action
to block this proposed arms sale, particularly given the Aliyev
regime’s recent attacks against Armenia and Nagorno Karabakh that
coincided with Secretary Clinton’s visit to the Caucasus,’ stated ANCA
Government Affairs Director Kate Nahapetian. ‘Military equipment sales
to Azerbaijan only serve to arm and embolden a belligerent Azerbaijani
government, whose threats and acts of aggression undermine the Karabakh
peace process and stability in the region overall.’

In a May 29th letter to Secretary Clinton, Rep. Berman referenced
announcements of a sale of military hardware which would be used in
conjunction with Azerbaijan’s military helicopter fleet for ‘border
surveillance and ‘police-type’ activities.’ In addition to possible
attacks against Armenia, Rep. Berman expressed concern about the
‘message that such a sale would send to the regional parties, both in
terms of perceived U.S. even-handedness and in terms of our seriousness
about persuading Baku to cease its bellicose rhetoric and agree to
Minsk Group co-chair demands that it remove its snipers from the
‘line of contact’ in the Nagorno-Karabakh region.’

The ANCA expressed its opposition to the sale as part of a seven-point
memo sent to Congressional offices and the White House immediately
after the June 4 – 6 Azerbaijani attacks against Armenia and Karabakh
that left some 10 soldiers dead. “The Obama Administration should
suspend all military aid to Azerbaijan, and stop the sale or transfer
to Baku of any military equipment or dual-use items (including the
proposed sale of advanced helicopter-based surveillance equipment –
DDTC 12-002),” explained Nahapetian in the memo.

Sen. Robert Menendez (D-NJ) subsequently raised concerns about this
proposed military hardware sale during Senate Foreign Relations
Committee consideration of the nomination of Richard Morningstar for
U.S. Ambassador Azerbaijan.

In his questions to Morningstar, Sen. Menendez called specific
attention to recent cross-border attacks by Azerbaijan against Armenia,
threats by President Aliyev that “Armenians will live in fear,” and
the assertion that “Our [Azerbaijan’s] main enemies are Armenians of
the world.” Menendez continued, asking “do you think, based upon those
types of statements, that the proposed sales of military hardware to
be used in conjunction with Azerbaijan’s military helicopter fleet
is really in the national interest of the United States?”

Morningstar argued, in part, that “There are increasing tensions
with respect to other neighbors, in particular with Iran. And we
have to provide, I think, security assistance, possibly military
assistance in ways that cannot be used to exacerbate any situation
with respect to Armenia or Nagorno Karabakh.” Menendez was quick
to respond, reminding Morningstar that “I didn’t hear President
Aliyev say ‘My main enemy or security concern is Iran,’ he said that,
‘Our main enemies are the Armenians of the world.’ [. . .] I have a
real problem with going ahead and selling military hardware to the
Azerbaijanis based upon what has happened.”

Le journal Akit a ouvert une campagne contre Ali Bayramoglu, parce
qu’il serait Arménien et qu’il soutiendrait les positions arméniennes

Akit, journal aux orientations religieuses, a récemment pris pour
cible Ali Bayramoglu, journaliste et chroniqueur progressiste renommé.

Selon ce journal turc, Bayramoglu est d’origine arménienne [”
Ermeni kökenli ”] et, poussé par le nationalisme, il partage les
positions et points de vue arméniens. Le journal Akit a présenté
Ali Bayramoglu sur son site en tant qu’ennemi du peuple turc. Beaucoup
de gens trouvent que cet incident rappelle l’enquête ouverte contre
Hrant Dink [Nota CVAN : journaliste arménien de Turquie assassiné
a Istanbul en 2007].

Le journal plaque désormais Bayramoglu contre le mur et le désigne
ouvertement aux milieux nationalistes.

Auparavant, Ali Bayramoglu ne prenait pas au sérieux ces publications,
mais quelques temps après, quand elles se sont transformées
en harcèlements continuels et qu’il a commencé a recevoir des
lettres de menaces, pleines d’injures et d’insultes, il a compris a
ce moment-la qu’il y avait un véritable danger, qu’une main sale,
moite et froide essayait de le ” toucher ”.

Bayramoglu a voulu montrer qu’il n’était pas la seule cible de cette
campagne, mais que cela visait surtout les idées qu’il soutenait.

Pendant ses attaques, Akit a annoncé qu’Ali Bayramoglu avait
assisté a la réunion de l’organisation DPI en Angleterre et que
cette dernière est une branche du PKK. Bayramoglu rappelle cette
accusation et répète que, dans ce pays [Nota CVAN : la Turquie],
soutenir les Kurdes et la cause arménienne fait toujours risquer
d’être inculpé d’être un agent secret.

A la question de savoir ce qu’il va faire maintenant, M. Bayramoglu
a répondu qu’il allait porter plainte par voie légale contre les
publications menacantes du journal Akit et qu’il irait jusqu’au
bout : ” On doit mettre fin a la stratégie de déclarer les
individus ennemis de la Turquie. On a fait de la nationalité
kurde ou arménienne de ces hommes-la, un objet de réprimande,
et on a proclamé la peine de mort pour ces groupes ethniques. Les
événements de 1915, ou bien l’assassinat de Hrant Dink et beaucoup
d’autres incidents, sont les résultats de cette mentalité et de

Plusieurs chroniqueurs, comme Etyen Mahcupyan, Hussein Hatemi, Nagehan
Alcı, Ahmet Turan Alkan, l’avocat Erdal Dogan, ont exprimé leur
révolte contre le journal Akit. Ils ont rappelé qu’être Arménien
n’est pas une raison de prendre une personne pour cible. Hussein Hatemi
a dit ” Et que se passerait-il si Ali Bayramoglu était Arménien ? ”

The Armenian government on Thursday granted the request of the National
Security Service (NSS) to introduce new entry visa issuance procedures
for citizens of 40 African states.

Under the decision, from now on citizens of most of the countries in
Africa will be able to get Armenian visas only at Armenian diplomatic
missions abroad and only on the basis of invitations.

So far, citizens of states like Angola, Kenya, Ethiopia, Tanzania,
Botswana, Congo, Zimbabwe, Chad and many others were able to get
Armenian visas upon arriving in the country.

The NSS said it had observed an increase in the number of citizens
of African states who try to use the territory of Armenia as a
transit point to get to Europe. It said the limitation was necessary
considering that their increasing flows might become “uncontrollable”
and lead to “social, demographic, healthcare and legal issues.”

In the past several months Armenian law-enforcement agencies reported
a number of crimes committed by Africans in Armenia.

In the past Armenia also made decisions on making visa issuance
procedures stricter for nationals of a number of developing Asian
countries.

au grand resistant que fut Missak Manouchian.

En Ile de France

Ainsi, la ville de Rosny-sous-bois a inaugure en 2008 la Rue Missak
Manouchian. Plus recemment, l’arret de la ligne d’autobus N° 5,
situee face au Lycee professionnel Jean Moulin, porte son nom et son
image est gravee sur une armoire telephonique.

A Evry, en 1994, un parc a ete inaugure portant le nom du heros,
a l’endroit meme où il fut arrete.

A Alfortville : Rue du Groupe Manouchian. Arnouville-lès-Gonesse :
Stèle au Groupe Manouchian, rue Missak Manouchian. A Clamart Square
Michak Manouchian (2008). Montreuil : Rue Groupe Manouchian. A Sevran :

pour se souvenir”, inspire de la lettre a Melinee.
