L’UE appelle l’Arménie et l’Azerbaïdjan à mettre fin au conflit au Karabakh

Le président de l’Union européenne, Herman Van Rompuy, en visite à
Erevan, a appelé mercredi l’Arménie et l’Azerbaïdjan à mettre fin au
conflit dans la région séparatiste du Nagorny Karabakh que se
disputent les deux pays du Caucase du Sud, sur fond de regain de
tensions.

`L’Union européenne appelle les deux parties à respecter strictement
le cessez-le-feu et à faire preuve de retenue, sur le terrain et dans
les déclarations publiques, afin de prévenir une nouvelle escalade du
conflit`, a déclaré M. Van Rompuy dans une allocution devant le
Parlement arménien.

Une résolution pacifique du conflit au Karabakh est `la clé qui
permettra à la région d’ouvrir son énorme potentiel de développement
et de bénéficier de cette prospérité`, a ajouté le président de l’UE.

Début juin, la secrétaire d’Etat américaine, Hillary Clinton, s’était
déclarée `très préoccupée` par les tensions croissantes entre
l’Arménie et l’Azerbaïdjan, lors d’une visite dans le Caucase.

Dix soldats ont été tués en juin dans des accrochages le long de la
ligne de front du Nagorny Karabakh, enclave séparatiste en Azerbaïdjan
peuplée majoritairement d’Arméniens.

Rattaché à l’Azerbaïdjan pendant la période soviétique, le Nagorny
Karabakh a proclamé son indépendance, non reconnue par la communauté
internationale, après une guerre qui a fait 30.000 morts et des
centaines de milliers de réfugiés entre 1988 et 1994.

Un cessez-le-feu a été signé en 1994, mais Bakou et Erevan n’arrivent
pas à se mettre d’accord sur le statut de la région qui reste une
source de tension dans le Caucase du Sud, zone stratégique située
entre l’Iran, la Russie et la Turquie.

Armenian President Serzh Sargsyan had a meeting the President of
Council of Europe Herman van Rompuy today. The results of the
negotiations were concluded during the joint press-conference, press
service of Armenian President informs.

During the press service Armenian President Serzh Sargsyan has made an
announcement, which especially says:

`I am happy to welcome Mr. Rompuy for the first time in Armenia. The
visit of the EU high level official is a step to deepen the
cooperation with the organization. We have had a sincere and effective
discussion with Mr. van Rompuy about the bilateral issues and regional
problems. I must underline that we have complete sympathy about all
issues which we had on agenda.
We have agreed that we have advantage on some cooperation spheres
between Armenia and the EU. We also have confirmed our readiness to
keep the positive dynamic and continue developing our cooperation.

Armenia is decisive to fulfill large reforms which are directed to the
democracy, improvement of the social-economic situation and so on. We
see EU as a confident counterpart on this way. We have had effective
discussions on EU assistance toward our reforms.

We have also discussion over the last developments of the NK issue
settlement. We have reconfirmed once more that the issue must be
settled only in frame of the OSCE MG and must be based on the UN codex
and Helsinki Final Act. Warnings of use of force are unacceptable on
21st century just as the hatred, xenophobia and intolerance are
unacceptable. We welcome the EU readiness to assist the peace process
in the region.

During the meeting we have also spoke about the Parliamentarian
elections in Armenia. Our evaluation and evaluation of our EU
counterparts coincide in this issue. These were the best elections in
the newest history of Armenia, but we have many things to do yet. I
have reconfirmed our readiness to have advantage during the
Presidential elections on 2013.

Mr. President, Your visit is really very important but unfortunately
it is too short. I hope You will find time to visit Armenia again as
our intensive meetings are very important to strengthen ties. Thank
you for the attention and thank you for the assistance’.

A Synthesis of Ideals: Revisiting the ARF Agenda

Last April, my family and I vacationed in Cancun, Mexico. It was a
relaxing experience, both in interaction with the landscape and
people. The beaches were scenic and ideal for surfers and snorkelers
alike. It was this very observation that led to my shock when I saw
natives littering and using the sand as a garbage dump. As I wondered
how the indigenous Mexicans could so carelessly mistreat their land,
my dad explained that, having a low standard of living, `their
problems were not yet up to the level in which environmental hazards
are a concern.’

ARF organizations must realize that the idea of a `free, independent
and unified’ nation will never be realized until all Armenians are on
board, and for this reason must be more considerate of domestic issues
in Armenia.
This comment got me thinking about the divide between the perspectives
of the citizens of Armenia and the Armenian Diaspora on how to move
forward with Hai Tahd.

The Armenian Revolutionary Federation (ARF) is the foremost
organization in the United States fighting for the betterment of the
Armenian republic and nation. Its fight for the recognition of the
Armenian Genocide and reclaiming historic Armenian territories is
admirable, to say the least. However, while there is little doubt that
the ARF holds the support of the Armenian American community, there is
a disconnect with the people of Armenia. It would be nice to think
that all Armenians have an engrained sense of nationalism that will
lead them to prioritize the issues that the ARF was created to tackle.
But this is not the case.

While the ARF has wide support from around the world, it should come
as no surprise that the Dashnaktsutyun captured under six percent of
the popular vote in May’s parliamentary elections in Armenia. Diaspora
Armenians, at least in America, simply do not face the same obstacles
that the residents of Armenia face; to them, there is no threat of net
emigration, no danger of war with an enemy that claims Armenian land,
and no concern of a faltering economy. Many if not most Diaspora
Armenians have no experience of life in the Homeland and, while they
may try to put the aforementioned difficulties facing Armenia’s
residents into perspective, the full magnitude of such problems cannot
easily be felt or realized.

In other words, the people of Armenia are the people of Mexico on the
beach: Their problems are too basic, too materialistically oriented to
allow concern for larger, less tangible issues like genocide
recognition or territorial reclamation. Because the ARF focuses
primarily on the latter, most people in Armenia will place their
loyalty with the less ambitious but more conservative Republican
Party.

It is essential that the interests of Diasporan Armenians and of
Armenian residents become fused. General alignment will never be
enough: ARF organizations must realize that the idea of a `free,
independent and unified’ nation will never be realized until all
Armenians are on board, and for this reason must be more considerate
of domestic issues in Armenia. To garner the necessary support, the
Dashnaktsutyun must shed its image of being a purely ideological party
by incorporating ways to provide for Armenian nationals in its
mission, all while maintaining its core objectives.

The International Federation of Association Football (FIFA) announced
its new world ranking for the national teams. And in line with the
standings, Armenia’s national squad fell four spots and is currently
ranked 55th.

There is also a change in the world’s top-three teams, as Germany
leapfrogged Uruguay and is now ranked 2nd. The world’s top-ranking
national team is still Spain.

Armenia’s 2014 World Cup qualifier opponents Italy is ranked 6th,
Denmark is 10th, the Czech Republic is 18th, Bulgaria is 93rd, and
Malta is 145th.

And Armenian national football team’s next opponent Belarus is 77th in
the current FIFA ranking.

continues to call back its natives.

The Armenian spirit is felt next to the Turkish buildings and streets
once being Armenian.

Armenian cities and shared with impressions.

” Kars’ streets resembled Armenian second largest city Gyumry. In Kars
we admired Kars fortress: built in mediaeval it still had not lost
its impregnable appearance. The arsenal and the stables for horses
were preserved. Yet the flag flying on the top of the fortress,
depicting Ataturk picture next to it, cannon deployed at the heart of
the square continually reminded about the fact that the powerful
fortress was no longer ours.

Leaving the city we passed over Vardan bridge, a few meters away
situated the house of Armenian great poet Charents, in an extremely
poor condition. There are yet no groundless facts that Charents house
had already been turned to the ground.

No matter how the reality differs from the dreams, the call of your
ancestors make you turn a backward look at the past, at your
historical homeland, at Western Armenia”.

YEREVAN, JULY 4, ARMENPRESS: On July 04 Ombudsman of Armenia Karen
Andreasyan and Christoph Breuning, Chargé d’affaires of the Embassy of
the Federal Republic of Germany in Armenia signed the Agreement
commencing a joint project `Access to Legal Aid for Victims of Torture
and Ill-Treatment in Places of Deprivation of Liberty’.
Armenpress was informed from Armenian HRD office that the project aims
at enhancing access to free legal aid and advocacy for victims of
torture and ill-treatment identified through the Ombudsman’s National
Preventative Mechanism team, in the military and places of deprivation
of liberty, including penitentiary institutions, police stations,
orphanages, psychiatric hospitals, etc. The programme will be
implemented in partnership with Human Rights House NGO. The amount of
the financial contribution of German Embassy is 22.300 EUR.
The projects envisages establishment of a `Travelling Advocate’ scheme
in partnership with HRH NGO to visit places of deprivation of liberty
and provide free legal assistance to victims of torture and
ill-treatment. It is expected to result in increased accountability in
the military and places of deprivation of liberty for incidents of
torture and ill-treatment, improved access to the courts and legal
complaints mechanisms and raised awareness among persons in places of
deprivation of liberty of their rights and the support services
available to them.

The European Union, which includes 27 countries and has population of
over 500 million, is the biggest economy in the world (at current
prices the GDP of the EU is $16.4 trillion, which constitutes 28% of
the world GDP). At the same time this union has appeared in rather
difficult political and economic situation. In particular, the
national debts have grown and in consequence it is not excluded that
some countries (Greece, Spain and Italy) will default. E.g. the debt
of Italy constitutes 120% of its GDP and over the first quarter of
this year a rate of 0.8% economic recession was registered and as a
result the ratings of 26 Italian banks were downgraded. The situation
is almost similar in Spain and its is only a rate of 0.5% growth of
German economy that provided “zero” level stability of the EU GDP and
saved the European Union from recession. The current situation creates
fertile ground for different forecasts and statements which do not
rule out the scenarios of European currency or even EU collapse with
all the drastic consequences and aftermaths it may have. Sometimes
such statements remind preliminarily prepared information actions; the
assessments of some political figures and rating agencies pursue
mercantile aims and tend to direct processes proceeding on the stock
markets and at the political negotiations. But even this circumstance
proves that it is testing time for the “European project”.

Reasons of the crisis
The European crisis is not only a consequence of the depletion of
global liberal models’ resources, but it has also been caused by the
peculiarities of structural and administration system. They, despite
exerted efforts, do not allow forming common political and economic
rules which will be obligatory for all the members of the union. Such
a situation is a consequence of objective and sometimes even
subjective (conditioned by personal or political and economic
interests) circumstances.

The absence of the “European identity” is first of all considered as a
main drawback of the European system. The European nations, of course,
have many civilizational commonalities, but there are also
considerable cultural and political differences. In this aspect
especially the factor of Great Britain should be taken into
consideration; it takes special and not always very constructive
stance in the EU processes and positions itself as a part of
North-Atlantic (Anglo-American) and not continental European project.
Moreover, (especially if take as a ground W. Churchill’s memories1),
the architecture of the post-war Europe was planned so that there was
no possibility to form a center of power (and this referred not only
to Germany), thus proving Anglo-Saxon military, political and economic
prevalence.

An additional factor in the issue of the European identity is
“multiculturalism” phenomenon and deriving from it seemingly
inevitable tendency of changing ethnic composition of Europe
(correspondingly change of the cultural orientations)2. The steps
taken in this direction (immigration law enforcement, revision of
Schengen agreement, etc.), taking into consideration growing
immigration flows to Europe in consequence of geopolitical and
neo-colonization collisions in the Greater Middle East and Africa, do
not yield tangible result.

At the same time, there is an impression, judging by the publications
of the European media, that the opposition to the immigrants (which is
expressed not only in the works of intellectuals3, but also takes a
form of radical actions, such as Breivik precedent) somehow promotes
formation of the European solidarity. But in this sphere there are
some contradictions either.

Anti-immigration approaches are more characteristic of conservative
parties in the EU. Meanwhile these parties, as a rule, come forward
from a perspective of consolidation of the sovereignty of their
countries. The most fervent supporters of the idea of Euro-integration
are the European socialists which are in their turn comparatively
tolerant to the “multiculturalism”4.

In the aforementioned context, it would be appropriate to remember the
idea of German Chancellor Angela Merkel that Europe did not have “too
much Islam” but “too little Christianity”. Generally social scientists
condition these realities and disputable tendencies, which came
forward in modern European civilization processes, by extremely
primitive modern European system of values. As it is known acquiring
universal welfare is announced a top priority for Europe (this notion
also provides a room for different commentaries), meanwhile such
social model contains many risks and considered to be vulnerable.
According to some analysts such a conceptual approach is based on the
example of the Soviet Union which also tended to prove social rights
of its citizens5. But the “European welfare” (which exceeds on its
material level and in some principle issues such as right to labor,
free education, medicine, yields to the Soviet perceptions) is based
upon the rules of “consumer society” (against which the countries of
the “socialist camp” were struggling), with all the deriving
tendencies of devaluation of the spiritual sphere.

In case with the EU, the “welfare doctrine” has also a financial
aspect presented by budgetary expenditures (sometimes unreasonably
high), which in their turn bring to the growth of the national debts.
It is remarkable that before the “big crisis” in 2008-2009 majority in
14 of 27 governments in the EU belonged to the socialist who attached
great importance to the notion of “welfare”. But the recession came to
prove that the budget generosity may have drastic consequences and
today there are only 5 socialist governments in Europe. But all the
social protest actions which took hold of Europe come to prove that
non-socialist and pure market approaches also are pregnant with risks
and there are even more such risks than in case with the a high level
of state care as they can bring to the chaotic events as it happened
in Greece. In this aspect the victory of socialist Hollande at the
presidential elections in France can be considered regular and
adequate to the current European realities.

Francois Hollande: New Tendencies
All the EU members of course have equal rights, but it is not a secret
that some of these members are a little “more equal than the others”.
Here we speak about European superpowers – Germany, which is already
sometimes called 4th Reich and France. Before the presidential
elections in France the leaders of the countries, despite some
discrepancies, jointly tried to elaborate and tended to implement
programme on overcoming crisis in Europe (mainly to German receipts),
which was based on the strategy of budget restrictions and cutting
down expenses in a social sphere.

The situation changed after Francois Hollande’s coming to power, who
places stake rather on stirring up and raising economy than on policy
of cutting down budget expenses (though this is also included in
Hollande’s plans – newly appointed prime-minister has already stated
about 30% reduction of wages of the members of the cabinet). It should
be stated that the programme of the president which consists of 60
points, contains rather drastic changes. In particular, it is supposed
to reduce the taxes for small business owners, and in case with banks
considerable rise of taxes; the taxes of those who have more than 150
thousand Euros income will constitute 45% and of those whose income
exceeds 1 million Euros – 75%. Hollande conditions the rise of the
economy by the development of science-absorbing industries and his
program provisions underline the development of the science and even
contain points concerning revival of the “science aristocracy”. An
intention of Hollande to establish new European rating agency, which
would be an alternative to Standart&Poors, Moody and Fitch rejtings
companies, is very interesting.

But Hollande’s innovations are not only restricted to the sphere of
economy. He intends to reconsider the approaches of his forerunner in
the foreign policy. As it is known by the decision of N. Sarkozy in
2009 France reintegrated to the military structures of NATO6, and in
2010 France and Great Britain signed a military cooperation pact,
particularly in the sphere of nuclear weapons development. Media
called this pact an unprecedented one, which in fact marked the
establishment of joint French-British troops (according to that
document the parties agreed to create joint 6.5 expedition task
force). Hollande conform other logic – he has already kept his promise
to withdraw French troops from Afghanistan (they will leave the
country by the end of this year). Special attention should be paid to
the proposal of Hollande to create joint French-German military staff
which can be regarded as a certain pattern in the context of further
possible transformation of NATO and it should coincide with the
foreign policy coarse of Germany; as it is known A. Merkel keeps a low
profile concerning the claims of NATO in the well known processes in
Libya and Syria.

Thus, one should not exclude that the French foreign policy in regard
to the North-Atlantic model may change (or it would rather get back to
de Gaulle approaches), which may promote establishment of
full-featured continental European system.

On 4 July four factions of the Armenian parliament – Prosperous
Armenia, ARF Dashnaktiutyun, Armenian National Congress and Heritage
officially applied to the speaker of the parliament Hovik Abrahamyan
with a suggestion to organize the meeting with the leaders of the
law-enforcement agencies in connection with beating of a military
doctor Vahe Avetyan in Harsnaqar restaurant.

They are going to meet the leaders of the structures which are
responsible for the investigation of the criminal case to study the
course of investigation and
clarify circumstances of the case.

To recall, on June 17, the security guards of Armenian oligarch, Head
of the Football Federation of Armenia Rouben Hayrapetyan severely beat
Major Vahe Avetyan, Head of the HENT department of the Yerevan
military hospital, as well as doctor Artak Bayadyan and Senior
Lieutenant of the Armenian Armed Forces Garik Soghomonyan in Harsnakar
restaurant owned by Hayrapetyan. Avetyan was taken to hospital and
underwent brain surgery. He died on June 29 around 7 pm.

The owner of the restaurant Ruben Hayrapetyan, an MP from the ruling
Republican Party of Armenia (RPA) and President of the Football
Federation of Armenia, has put down his deputy mandate following a
meeting with Armenian President Serzh Sargsyan.

Today, Serzh Sargsyan met with the Chairman-in-Office of the Council
of Europe Herman van Rompuy. In this speech, Serzh Sargsyan recalled
several times about Europe’s `support’ and his expectation of money.
However, Rompuy made it clear that the money in the morning, the
chairs in the evening.

The relations of Armenia with Europe recall an eastern bazaar. Rompuy
noted that he would be glad if Armenia’s aspiration to Europe was
built on the common values. Serzh Sargsyan, instead, dwelt on the
money. He noted that Armenia will keep being decisive to fulfill
large-scale reforms. `In this case, we see the EU as a reliable
partner and supporter. We have had effective talks on the EU support
to our reforms’, said Serzh Sargsyan. That is Rompuy promised money.
But in what order?

`I call on President Sargsyan, MPs and you, to go on the reforms, to
increase the transparency, eliminate corruption and respect the human
rights and the rule of law, including the freedom of speech and media.
Armenia is on the right path, despite there is much work. The EU is
willing to support Armenia. The bigger your willingness to the reforms
is, the more you may rely on the EU’, said Herman van Rompuy in the
conference `Armenia in Europe’.

Rompuy made it clear that Europe won’t give money to Armenia without
radical reforms. Recall, Serzh Sargsyan has recently been to Brussels,
and we learnt in the same period, that the donor conference for
Armenia, which was planned for after the elections, had been
postponed.

`We help those member states of the European Neighborhood which are in
the process of building of stable democracy, including Armenia. On May
15 this year, the EU adopted a roadmap which activated the principles
of more democracy more support. It can’t be vice versa’, said Herman
van Rompuy.

Serzh Sargsyan noted that the talks on the Association agreement and
Free trade are coming to an end. He noted that new forms of support
had been discussed during his meeting with Mr. Rompuy. What does this
mean?

`I have recently been to Brussels, where at the session of the
European People’s Party the economic crisis issue was discussed. I
hope as an Eastern partner, we will have our share of support to
overcome the crisis’, said Serzh Sargsyan. Apparently, this is the new
forms. The funding is possible not only through the Eastern
Partnership, but also through the party line.

Money, money, more money. Judging by the tone of the statement, the
relations of Armenia and the European Union are measures by money.
Armenia is asking money through all possible channels, and Europe
grabs the game rules and builds its policy on `I’ll or won’t give
money’.

And you are ashamed of your government which is unable to which is
unable to provide at least a minimum self-sufficiency in the country,
it is profiting from this, and we, the citizens, makes pitiful beggars
in front of the European parapet. I am ashamed also of the proud
Europe which does not scruple to give to the poor pennies and promise
more, so we don’t go to the North but to the West and open a railway
for the European goods.

We have had enough of this bazaar.

YEREVAN. – Armenia’s Deputy PM and Territorial Administration Minister
Armen Gevorgyan on Wednesday received Iran’s newly-appointed
Ambassador Mohammad Reisi, the Ministry’s press service informed
Armenian News-NEWS.am.

The Deputy PM noted that Armenian-Iranian relations are dynamically
developing in the recent years and their agenda has very interesting
and ambitious projects.

Gevorgyan also remarked that Armenia’s some regions and Iran’s
provinces are successfully collaborating, at present, but these
relations have a huge potential for growth.

`Such-level contacts are very practical, arrangements are reached on
concrete programs which secure concrete results, and this contributes
to the increase in goods turnover,’ said Armen Gevorgyan.

In his turn, Ambassador Reisi assured that he will do his utmost in
developing ties between Armenia and Iran. He also informed that he is
currently researching as to which Iranian province has which
commonalities with Armenia’s regions, so as to expand cooperation.

In addition, the interlocutors discussed matters concerning Iranian
Internal Affairs Minister’s upcoming visit to Armenia.
