Aghdam. Teymur Zahidoglu – APA. Armenian Armed Forces started
large-scale military trainings in the occupied territory of
Azerbaijan’s Agdam region.

APA’s Karabakh bureau reports that the artillery and armored vehicles
are used in the trainings in Shahbulag and Uzundara areas that have
started today in the morning at 09:30.

Strong explosion sounds are heard nearest the frontline of Aghdam.
Armenian armed forces carry out periodical military trainings in the
above mentioned territories.

Fundamental changes to be made in the Armenian conscription system

Yerevan/Mediamax/. Spokesman for the Armenian Defense Minister Artsrun
Hovhannisyan stated today that the system of military conscription
will undergo fundamental changes in near future.

“The current system has mechanisms inherited from soviet times and
they don’t prove their value. For another thing, parents of soldiers
do hundreds of new tricks every year which violates the principles of
fair military conscription”, he said.

According to Artsrun Hovhannisyan, the conscription wasn’t smooth this
year and the reforms will be started by dismissing Chief Military
Commissioner of Armenia.

He noted that the growth of fighting capacity was the major
achievement this year. “Moderateness of the rival is the index of our
fighting capacity: their subversive acts were adequately responded”,
said the spokesman for the Minister of Defense.

Armavia has not settled account for the first SSJ-100 yet

Armenian carrier Armavia has been operating Sukhoi SuperJet-100
aircraft since April 2011 and still the airline owes about $4 mln to
Sukhoi Civil Aircraft (SCAC).

“They still have to pay about $4 mln more for the first jet. Moreover,
they have not paid for non-warranty work and spare parts. Finally,
they have not paid for planned maintenance”, – SCAC noted.

The Russian company also said that Armavia is unable to return the jet
automatically. “The jet is under encumbrance by one of Armenian banks:
if they want to return the jet they would have to release the
encumbrance first”, – SCAC stated.

“Sukhoi Civil Aircraft has not received any documents from Armavia
regarding termination of contract yet”, – the company noted.

SSJ-100 aircraft are operated by Armavia and Aeroflot. Armavia
declared in June that it refuses to take the delivery of second
SSJ-100. The carrier did not specify any reasons for this decision.
The administration of SCAC said that Armavia is facing financial
difficulties.

Later the airline stated that it would abandon the operated SSJ.
Armavia’s press-service said that the carrier abandons the jet taking
into account that it required repair within a year. At that SCAC said
that it was a planned maintenance.

Prime-minister Dmitry Medvedev has already taken interest in the
situation. He has instructed Ministry of Industry and Trade and
Ministry of Foreign Affairs to go into the issue in cooperation with

Governor’s Legislative Initiative Could Lead to Inter-ethnic Clashes

The furore provoked by Krasnodar Kray head Aleksandr Tkachev’s
statement of his intention to force natives of the Caucasus out of the
kray through the efforts of Cossack militias is gathering steam. The
militias will begin to operate from 1 September this year, and 650
million roubles will be allocated from the kray budget for their
upkeep. Representatives of Caucasus diasporas believe that Mr
Tkachev’s initiative could lead to inter-ethnic clashes, and are
calling on the federal authorities to fire the “overreaching”
functionary. Lawyers note that the initiative contravenes the
Constitution, while the Russian Federation Public Chamber intends to
appeal to the General Prosecutor’s Office to investigate the
governor’s remarks on the grounds of inflaming inter-ethnic
dissension.

Mr Tkachev made the statement that caused the noisy furore in the
collegiate organ of the kray’s MVD [Ministry of Internal Affairs] Main
Directorate 3 August. Addressing police officers, the Krasnodar Kray
head complained that in neighbouring Stravropol Kray, in his opinion,
land is “very easily” occupied by other peoples, especially peoples of
Caucasus nationalities, and that already “the Russian part of the
population there feels uncomfortable.” “I thought and pondered that we
still had time,” the governor continued, “that there was a filter
between the Caucasus and the Kuban – Stravropol Kray – , but now I see
that there is no such filter. You and I are next.”

In the governor’s words, the possibilities of the police with regard
to scotching the activity of the “unwanted guests” are substantial;
however, “restrictions also exist – democracy and the heightened
attitude to human rights, civil society.” The solution, in the opinion
of the head of the region, could be the extensive engagement of
Cossack militias in the battle against illegal immigration. “When the
Cossacks are side by side with representatives of law and order, you
(the police officers – Kommersant) will feel more assured. What you
cannot do, a Cossack can. To a certain degree – on the everyday level,
the subconscious level, and the conceptual level,” he stated.

The kray administration informed Kommersant that the professional
Cossack structures to protect law and order will number up to 1,000
men; a militiaman’s pay will amount to around R25,000, and the duties
of Cossack patrols, which will serve alongside MVD officers, will
include checking documents and delivering detainees to the internal
affairs organs. Patrol service will be carried out without weapons.
For the maintenance of the Cossack militias, R650 million will be
allocated from the kray budget every year.

After the head of the kray’s speech his press service had to give
explanations on the subject of the governor’s words, which had
allegedly been distorted by a number of mass media outlets: According
to the administration’s version, the nationalities topic was touched
on in the Kuban governor’s speech solely as a recommendation to the
police to strengthen control over immigration processes. As for
Cossack militias, they are being created, according to a statement on
the administration’s official website, “to prevent inter-ethnic
conflicts and to maintain peace in the region.” The Cossack militias
will begin operating from 1 September this year.

Meanwhile, representatives of the Caucasus diasporas are convinced
that Mr Tkachev’s initiative could lead to inter-ethnic clashes, and
are calling on the federal authorities to fire the “overreaching”
functionary. “This is a provocative statement that encroaches upon the
interests of inhabitants of the Caucasus region, and really could lead
to inter-ethnic clashes,” Aliy Totorkulov, chairman of the presidium
of the Russian Congress of Caucasus Peoples (RKNK), told Kommersant
yesterday. In his words, Mr Tkachev’s initiative could, above all,
backfire against natives of Dagestan, Ingushetia, and
Karachayevo-Cherkessia who have come to build the Olympic facilities.
“He (Tkachev – Kommersant) evidently fears that some of these people
could remain in Krasnodar Kray,” Mr Totorkulov conjectured. In his
opinion, for such a provocative statement the governor “should at the
very least lose his post.” “I think that the prosecutor’s office
should also take an interest in Tkachev’s statement,” the RKNK’s
spokesman concluded.

“Mr Tkachev’s statement comes under the operation of Article 282 of
the Russian Federation Criminal Code (incitement of hatred or enmity
towards a group of persons on ethnic lines – Kommersant), and also
contravenes Article 19 of the Russian Constitution, which guarantees
equality of rights and freedoms, including freedom of movement and
choice of place of residence,” Musa Pliyev, an attorney with the
Moscow College of Advocates, told Kommersant.

Mr Tkachev had to explain himself too. “What, are you really accusing
me of nationalism? My first deputy is an Adyghe, I have an adviser who
is a Crimean Tatar, and my friends include Armenians and Greeks. I
have led for 12 years a region in which there are 120 nationalities,
and I understand better than many how brittle this peace is,” he
stated.

Meanwhile, representatives of the Russian Federation Public Chamber
have already stated their intention to appeal to the General
Prosecutor’s Office to investigate Governor Tkachev’s remark on the
grounds of inflaming inter-ethnic dissension. “We are appealing to the
General Prosecutor’s Office with the proposal that it should verify
the legality of the Kuban authorities’ decision. I will also raise
this question at the first fall session of the President’s Council for
Inter-ethnic Relations,” Public Chamber member Aleksandr Sokolov
stated yesterday, stressing that “the Public Chamber will adopt an
official statement on this in the near future.”

In the opinion of political scientist Aleksey Malashenko, the
Krasnodar Kray governor made the controversial statement out of
desperation. “After the flooding in Krymsk, Tkachev’s career was
hanging by a thread, and now he needs to somehow strengthen his
position; this is why he played the nationalities card,” Mr Malashenko
told Kommersant yesterday.

Russia’s Armenia-based troops to be involved in CSTO manoeuvres

Moscow, 16 August: Troops from the Russian military base in Armenia
will be involved in the Vzaimodeystviye (Cooperation) 2012 joint
exercise of the Collective Rapid Reaction Force (KSOR) of the
Collective Security Treaty Organization (CSTO) this September, the
Southern Military District said in a statement obtained by
Interfax-AVN on Thursday [16 August].

“Very soon the personnel, the weapons and the military hardware to be
involved in the exercise will perform a 100-kilometre combined march
from the permanent base to the Marshal Bagramyan training range in
Armenia [site of manoeuvres],” the statement said.

The exercise will involve over 100 troops and about 30 pieces of
combat and special equipment from the Russian base.

“The main theme of the exercise will be joint efforts by a joint group
of troops from the CSTO member-states to counter a simulated enemy’s
attack and subsequent counteroffensive,” the press release said.

Sukhoi, Armavia deadlocked over SuperJet

Sukhoi Civil Aircraft is considering filing a lawsuit against Armavia
in a bid to recover debts for the two Sukhoi SuperJet 100 (SSJ-100)
aircraft ordered by the Armenian airline, RBC Daily reported today.

Two Armavia SSJ-100s are currently grounded at Sukhoi Civil Aircraft’s
test facility in the Moscow Region airport of Zhukovsky, where they
are scheduled to undergo maintenance works, but Armavia has yet to pay
for them, Sukhoi’s Vice President Yevgeny Konkov said without
elaborating on the size of the debt, adding that Sukhoi could not
confiscate the aircraft, since are being held under pledged by an
Armenian bank.

Moreover, state-owned VEB offered to refinance Armavia’s debt through
an eight-year 40m loan, but Armavia rejected the deal in early August,
claiming that it wants to return the two planes and that it had no
outstanding obligations to Sukhoi.

ALEPPO. – Gun shoots continue in Aleppo, Syria, and claimed life of
another Armenian. Adelina Khacherian, 76 years old, died from the
bullet in the Armenian-populated district.

The old woman, however, was not a target, she was a victim by chance,
an Aleppo-Armenian representative Zhirayr Reisian told Armenpress.

According to the information of Aleppo-Armenian posted on the Facebook
social network, another Armenian representative Mesrob Chinchinian was
injured as a result of the bomb blast. He has undergone an operation
and is recovering.

Exploitation of Tezh Mountain mine, in Armenia’s Kotayk province, was
studied and approved still in the soviet years but cancelled because
of threat to the environment, member of Trchkan civil initiative Levon
Galstyan told the reporters today.

He said this year Aluminum Corporation has been granted permission to
study the territory. `It was very difficult to understand how the
company has been established and what it deals with as it does not
have mining history,’ Levon Galstyan said.

`After canceling public hearings over the issue for several times, a
person came from the company who did not manage to answer any
question. As a result, the discussion failed,’ he said.

`The damage to environment in case of mine’s exploitation has not been
assessed, while there are rivers, forests close to the mountain,’ he
explained, adding that the exploitation project does not register any
work in that direction. `It seems like all the projects are taken from
one place with the names of the places being changed,’ he claimed.

Galstyan said that the Nature Protection Ministry is not digging deep
in the issue to understand whether the company is worthy to get mining
permit or not.

Environmentalist Inga Zarafyan said, though wide-scale works have been
implemented during the soviet period for the exploitation of the mine,
the process was stopped taking into consideration the public interest.

`Taking into consideration the location of children’s camp 15-20 km
off the mountain, academic Fadey Sargsyan said we need healthy
children. The project was closed though big sums were invested in it,’
she said, adding that its exploitation is a great environmental
threat.

YEREVAN, AUGUST 18, ARMENPRESS: Pianist Raffi Bedrosyan will perform
at the newly-renovated Sourp Giragos Armenian Church in Diyarbakir on
Sept. 10, reports Armenpress citing The Armenian Weekly. ”This
concert is more significant for me than all my past North American
performances combined,” said Bedrosyan in an interview with Armenian
Weekly editor Khatchig Mouradian. ”It will be the first concert by an
Armenian pianist in Diyarbakir since 1915, with a programme of
Armenian and classical composers.”

The Turkish word for playing a musical instrument, çalmak (pronounced
chalmak), also means to rob or to steal. ”In 1915, the valuable
possessions of the deported and murdered Armenians, including several
pianos, were stored in Armenian churches. Diyarbakir Governor Reshid
arranged for one of those to be transported to his house,” noted
Bedrosyan, who is also a regular contributor to the Armenian Weekly.
”It is my wish to realize second meaning of ‘çalmak’ in Diyarbakir
on Sept. 10, when I play the piano at Surp Giragos.”

Bedrosyan’s comments about the theft of pianos are corroborated by
eyewitness accounts. In Confiscation and Destruction: The Young Turk
Seizure of Armenian Property, the authors cite the eyewitness account
of an Arab, Faiz Al-Ghusayn, who was in Diyarbakir at the time:

”You might see a carpet, worth thirty pounds, sold for five, a man’s
costume, worth four pounds, sold for two medjidies, and so on with the
rest of the articles, this being especially the case with musical
instruments, such as pianos, etc., which had no value at all.”

The concert is organized by the Sourp Giragos Armenian Church
Foundation. The proceeds will benefit the construction of the
unfinished bell tower.
