ADB funds $250 million road improvements project in Armenia

The project will be undertaken in three phases. The works under phase
I involve improvements on 38km of roads on the Yerevan to Ararat
four-lane highway including the provision of barriers, road lighting,
and pedestrian areas.

The works under phase II involve the reconstruction of a 12-km stretch
of the Yerevan to Ashtarak road, improve drainage, rebuild bridges and
resurface the road with concrete. The two phases are expected to cost
$70.4 million to be completed.

The works under phase III involve widening and reconstruction of a
42-km stretch of the Ashtarak to Talin road. The final phase is
expected to cost $179.6 million to be completed.

Russian, Armenian defense ministers to discuss military cooperation
prospects (adds details)

MOSCOW September 18

Russian Defense Minister Anatoly Serdyukov will discuss prospects for
military cooperation with his Armenian colleague Seiran Oganyan, the
Russian Defense Ministry reported.

“On September 18-19, Defense Minister Anatoly Serdyukov will make an
official visit to the Republic of Armenia. According to the program of
the visit, he will hold talks with his colleague – Armenian Defense
Minister Seiran Oganyan,” the report said.

The ministers will consider the current condition of the armed forces
of both countries and further prospects for bilateral military and
military and technological cooperation between them.

On September 19, Anatoly Serdyukov will participate in the final stage
of Interaction 2012, a joint exercise involving the collective rapid
response forces /KSOR/ of the Collective Security Treaty
Organization,” the Russian Defense Ministry said.

The official ceremony to open the joint exercise took place at the
Bagramyan range on September 15. In the course of the drill, KSOR
units will train the use of forces and facilities of the collective
security system in the Caucasus region.

Taking part in Interaction 2012 are military formations and command
bodies of the armed forces of four CSTO states: Russia, Armenia,
Belarus and Kazakhstan.

Kyrgyzstan is not taking part in the exercise, and Tajikistan is
represented by four military observers.

“In all, the KSOR CSTO group at the exercise in Armenia, including
specialized units of the Interior Ministry and the Emergency
Situations Ministry, number over 2,500,” a Defense Ministry official
said.

He noted that representatives of the International Committee of the
Red Cross are taking part in the KSOR CSTO drill for the first time.
They will interact with the KSOR command in a special operation.

“Under the scenario, the drill aims to train humanitarian assistance
in conflict-prone areas,” the military official said.

ANKARA

Foreign Minister Ahmet DavutoÄ?lu will help unveil a Canadian memorial
to honor the late Col. Atilla Altıkat, who was assassinated in Ottawa
in 1982 by a terrorist group called the Justice Commandos Against
Armenian Genocide (JCAG).

DavutoÄ?lu will pay a two-day working visit to Canada today and
tomorrow at the invitation of his Canadian counterpart, John Baird,
the Foreign Ministry announced yesterday in a written statement.
In addition to meeting Baird, DavutoÄ?lu will also `attend the opening
ceremony of the memorial which was built in honor of late Col. Atilla
Altıkat,’ the statement said. Ministry officials said the memorial
would be opened on the second day of the visit.

Built on Turkeys’s proposal

`The memorial conveys a universal message against terrorism,’ the
Foreign Ministry also said, while noting that `the meetings in Canada
will provide an opportunity to exchange views on bilateral, regional
and global issues of interest to both countries.’

In late August, daily Hürriyet cited anonymous sources as saying the
memorial was built upon a proposal by Turkey. The Canadian Parliament
recognized the 1915 killings of Armenians at the hands of the Ottoman
Empire as genocide in 2004. The parliamentary recognition was later
approved by the government as well, prompting severe reaction from
Turkey.

However, because the Canadian government later softened its comments
on the issue, relations have improved between the two in recent years.
The JCAG has sought revenge for what it calls the genocide of the
Armenian people by the Ottoman Empire during World War I.

Outrage among Armenians and some human rights groups continue around
the globe against the Hungarian government’s reckless violation of
international law, parallel to the outrage in the Islamic world,
triggered by the release of a video insulting the prophet Mohammed.
Armenian outrage remains below the radar of the international news
media, as opposed to the Islamic one, because the latter takes place
in countries that affect the Western interests, i.e. countries that
provide oil and host military bases.

The protest movement against the Hungarian government’s remanding
convicted murderer Ramil Safarov to authorities in Azerbaijan and the
latter country’s hero’s welcome for him took on a life of its own,
beyond Armenian anger, because it undermined the European legal system
and moral norms. Also, it provided ammunition to the opposition in
Hungary, which joined the Armenians in protesting the government’s
actions in Budapest.

The Hungarian opposition has been demanding the resignation of Prime
Minister Victor Orban, touching a raw nerve. That is why Hungary’s
Foreign Minister Janos Martonyi, adding insult to injury, has
threatened Armenia with `serious ramifications’ for severing
diplomatic relations with Budapest.

The Hungarian government’s shoddy handling of the Safarov case and the
failure of its economic policies domestically may indeed hasten the
overthrow of the present administration. If that happens, no tears
will be shed in Yerevan.

This brewing crisis coincided with the visit of Mr. Anders Fogh
Rasmussen, NATO’s secretary general, to the Caucasus. In Yerevan he
bluntly condemned President Ilham Aliyev’s actions, and he repeated
the same comments in Baku. That helped tempers to cool down in Yerevan
to a certain extent. But his comments did not go further than `deep
concern’ rather than what he should have said, `serious
ramifications.’ What is more disturbing is that the secretary general
did not assume any responsibility on behalf of NATO, even though the
crime was committed during a NATO-led language program, by one member
of the military against another, Lt. Gourgen Markarian, who had been
invited to Hungary by NATO for training.

In addition to Mr. Rasmussen’s inconsequential statement, the European
Parliament, in its turn, condemned the Safarov pardon. In its lengthy
resolution, the European Parliament specifically states that it
`deplores the decision by the president of Azerbaijan to pardon Ramil
Safarov, a convicted murderer sentenced by the courts of a Member
State of the European Union’ and that it `is further concerned that
this act is jeopardizing all peaceful reconciliation processes within
the society’s concern and may undermine the possible future
developments of peaceful people-to-people contact in the region.’

This resolution was debated in the Armenian Parliament, where members
expressed some satisfaction that the European Parliament had moved
finally from its inertia towards a more assertive position.

The resolution did not make a dent in Azerbaijan’s position, however,
because Mr. Aliyev’s least worry is that his actions may jeopardize
the peace process. Thus far, he has been thumbing his nose at the
civilized world because his main intention is to disrupt any

peace initiative anyway. War would be welcome there for many reasons,
including bolstering his domestic position and the hope for seizing
Artsakh.

The European Union resolution did not go far enough. In fact, it was
off target, because in the first place it absolved Hungary, which
supposedly had acted within the norms of international law. Second,
there were no consequences brought against Azerbaijan for blatantly
violating those norms of international law.

President Aliyev has cited a dissimilar case to justify his action,
that of Varoujan Garabedian who was jailed in France for terrorist
activities, and who upon being pardoned supposedly by the Armenian
government, was granted asylum in 2001. The truth of the matter is
that Garabedian, after serving part of his sentence in France, was
pardoned by the French authorities and settled in Armenia as a free
man. The Aliyev government has also cynically stated that `Hungary is
member of NATO and EU and those structures could demand more from
Azerbaijan but did not.’

In the first draft of the resolution, Hungary was also mentioned as a
responsible party, but later on, Hungary was absolved, perhaps under
pressure from its friends, threatening to vote against the resolution.

Every time Azerbaijan has violated the ceasefire agreement of 1994
with Armenia, the Organization for Security and Cooperation in Europe
(OSCE), NATO, the European Union and the US have always resorted to
verbal parity, cautioning both parties to restrain themselves, instead
of addressing the aggressor. On the very same day that Secretary of
State Hillary Clinton visited Yerevan this summer, Azerbaijan violated
the ceasefire and killed six Armenian soldiers on Armenian soil
guarding its border. The secretary of state, cold bloodedly, sang the
same refrain, without any criticism of the perpetrator.

The European Parliament’s resolution and most of the statements coming
from the West veer from the target, and rather than warning of
consequences, they express pity that the violations – and even the
crime – will jeopardize the peace negotiations. The European
Parliament has resorted to the same trick as the US government. US
State Department spokesperson Victoria Nuland has announced that the
US has been in contact with the Azerbaijani government, appealing to
the latter to honor its agreement with Hungary. Clearly the US has the
wherewithal to take action and force the Azeri government to meet its
international obligation rather than begging for positive action.

When elections took place in Armenia, the US government considered it
its proprietary right to meddle in Armenia’s internal affairs and took
punitive measures by curtailing Millennium Challenge Fund monies as
the elections were not wholly transparent, hurting the agrarian sector
in Armenia, the most vulnerable segment of the economy.

The US has the same leverage with Azerbaijan; it can cut its annual
aid or, even more effectively, apply Section 907 of Freedom Support
Act suspended by President George W. Bush citing Azerbaijan’s good
behavior. The same presidential privilege has been exercised by
President Barack Obama even after Azerbaijan’s reckless behavior as
international outlaw.

Condemnation has its place but all protests must request action;
actions by NATO, by the European Union and by the US. They are all
failed at best and they are all off the target in focusing the issue
in the wrong direction.

in a statement on Wednesday, September 19 condemned production and
release of the anti-Islamic video mocking the Prophet Muhammad, IRNA
reported.

`Production and release of the anti-Islamic video over recent days has
hurt the feelings of world Muslims, especially the great Iranian
people from different walks of life,’ the statement said.

The statement said Tehran Armenians Archdiocese Council, on behalf of
the Armenian community, condemns the act.

`Putting emphasis on religious commonalties and avoiding any insulting
moves are the only ways that can guide mankind to the shore of peace
and stability,’ the statement said.

VIENNA. – The 56th International Atomic Energy Agency (IAEA) General
Conference launched in Vienna on Monday, with the participation of the
IAEA member-states’ delegations. The Armenian delegation is headed by
the Minister of Energy and Natural Resources Armen Movsisyan,
ministerial press service reports.

IAEA Director General the Yukiya Amano opened the 56th session and
presented the IAEA annual report. The Armenian Minister also delivered
a speech during the conference. He touched upon a number of serious
issues, in particular, use of atomic energy for peaceful purposes, as
well as raising the security level of the Nuclear Power Plants (NPP)
worldwide.

Movsisyan also spoke about prospects of the atomic energy development
in Armenia and construction of a new NPP unit. The Minister
underscored importance of cooperation with international agencies
noting that Armenia continues efforts into improving safety level of
the existing NPP unit.

The increased tension in Syria is linked with the growing number of
terrorists from other states, according to Vazgen Mesropyan a member
of the liberal-democratic party Hnchakyan.

Regnum news agency has quoted him as saying that Turkey greatly
contributes to the existing tension by `opening its border’ to the
`terrorists’ trained on the country’s territory.

`I give you a 100-percent assurance that the Syrians are not the kind
of people the media claim they are. We were born in Syria, and have
grown up and worked with them,’ he said.

Speaking of the Syrian-Armenians, Mesropyan said the community has
never faced any discrimination in the country.

`I is very well-known that Armenians develop any country they reside
in,’ he said, adding that the community members have now to be ready
for both human and material losses.

According to him, the situation Kesab, an Armenian-populated town near
Turkey’s border, is stable now, while the Armenians villages
surrounding Homs are in a terrible plight. As for the
Aleppo-Armenians, Mesropyan said they are trying to defend themselves
without weapons, enjoying the protection of the Syrian army. Mesropyan
added that the traditional Armenian parties now operate an emergency
center in the city.

YEREVAN. – The CSTO Collective Rapid Reaction Force (CRRF)
`Cooperation-2012′ military exercises conducted in Armenia, testify on
the high level of preparedness, Russian Defense Minister Anatoly
Serdyukov told journalists in Yerevan on Wednesday.

The Minister also said that all the goals were achieved and all the
tasks fulfilled during the military drills. Although, it is still
early to sum up the results it is possible to speak about the high
level of preparedness.

The final phase of the Collective Security Treaty Organization
Collective Rapid Reaction Force’s (CSTO CRRF) `Cooperation 2012′ joint
multinational military exercises was held on Wednesday morning on the
grounds of Armenia’s Marshal Baghramian Military College.

Azerbaijani President, Illham Aliyev is now in France.
French daily, Le Monde, writes that as soon as Allieyev reached Paris,
hundreds of French-Armenians gathered and protested Alliyev’s action,
shouting; `Aliyev Criminal’ `Aliyev fascist’ .

Note, earlier in the same day, Aliyev met with French President
Francois Hollande, who told him to effectively work for restoring
Armenia’s confidence and pursue the Nagorno-Karabakh peace process
within the framework of the OSCE Minsk Group.

The meeting between the 2 counterparts lasted for an hour and half.
The protesters called on the French government to press Aliyev to
immediately incarcerate Ramil Safarov, the axe-murderer who killed
Armenian soldier Gurgen Margaryan in 2004 during a NATO Partnership
for Peace mission in Budapest.
As reported, during the protest action the flag of NKR was also waved.

Azerbaijanis acted irrational and went too far. According to
Armenpress, it was stated by the analyst Rauf Mirkadirov in an article
published in the Azerbaijani Newspaper `Zerkalo’. According to the
analyst, the problem is not that Safarov was pardoned, as the assassin
can be pardoned in any country, but the fact that the Azerbaijanis
went too far.

`We gave a `national hero’ and justified a person, whom the civilized
world considers to be a criminal. The Minister of Defense advanced him
in title and the state budget compensated his losses, that is, they
tried to justify the tragedy that took place in Budapest. It was an
obvious redundancy’, – said Rauf Mirkadirov.

The analyst stated that if in Azerbaijan they wanted to `compensate’
Safarov’s `losses’, they could have found a businessman, a patriot,
who would have given Safarov even more money. `But with our irrational
conduct we strengthened the positions of the West’s forces, which do
not want the development and prosperity of the Muslim world, a part of
which Azerbaijan is’, – wrote the analyst Rauf Mirkadirov.

Mirkadirov condemned as well the opposition parties of Azerbaijan,
which signed under the governing party’s claim against the bill
adopted in the European Parliament on Safarov’s case. `They were
afraid of appearing in the minority. Otherwise, they would not get
moral support even from the Azerbaijani society’, – says `Zerkalo’.

The Azerbaijani assassin Ramil Safarov, who axe-murdered the Armenian
officer Gurgen Margaryan while sleeping, when they were participating
in NATO English Language Courses in the capital of Hungary Budapest,
was sentenced to life imprisonment. On August 31 2012 Safarov was
extradited from Hungary to Azerbaijan. The Republic of Armenia
suspended diplomatic relations with Hungary.
