This residential building is located in the Cascade area overlooking
the pedestrian plaza.

Notice the additional floors being constructed on the roof.

Is this someone’s idea of urban improvement?

40 DISABLED ATHLETES PARTICIPATE IN MARATHON ON OCCASION OF INDEPENDENCE DAY

YEREVAN. – Over 40 disabled athletes participated in the marathon
starting from the Republic Square of Yerevan on the occasion of the
Day of Independence on Tuesday.

The marathon participants reached Yerablur military cemetery and put
a wreath at the memorial to the soldiers killed during the Artsakh
[Nagorno-Karabakh] war.

The race was organized by the Armenian Ministry of Sport and Youth
Affairs along with the Armenian National Olympic Committee. Besides,
organizations dealing with the sport events for disabled people also
participated in the event.

It is the second marathon for the disabled organized on the occasion
of Independence Day.

Delivering a keynote talk at Center for Strategic and International
Studies in Washington leading international expert on South Caucasus
Sergey Markedonov has particularly covered the issue of status quo in
the region. Depicting the region as “compared to Europe between the
two World Wars, not with Spain after Franco, not with Greece after
Black Colonels or so” Markedonov has stated that:

“I think both sides of the conflict Armenia and Azerbaijan are not
ready for mutual compromises and for real resolution of the conflict.

Speaking about resolution of the conflict I am not meaning here
win-lose strategy, I mean win-win and mutual compromises.” According
to Markedonov two sides of the conflict are not interested in
compromise conflict resolution noting this is the reason parties are
not interested in real peacekeeping.

Markedonov noted that the case of Safarov was used for this purpose
stating that “if we wouldn’t have the case of Safarov, we would
invent the case of Safarov to have patriotic mobilization” pointing
to the upcoming elections in South Caucasus. “Reaction of Azerbaijan
was absolutely understandable and predictable, maybe it’s cynically
spoken but its absolutely understandable” Commenting on the idea that
Aliyev did not consider the consequences, Markedonov stated that “he
thinks about his image not in the USA or in the Western Europe but
in Azerbaijan, for him it’s question number one as well as for Serzh
Sargsyan maybe very tough statements on Hungary are also understandable
and predictable: he thinks first and foremost about his patriotic
legitimization no other legitimization in two countries but patriotic”

According to Markedonov it would be correct to target the international
community- “The most important thing could be addressed to negotiators:
U.S. Russia, and France: stop speaking about great success in
negotiations and concentrate on very pragmatic things. The problem
with the negotiators is the arbitrary function of negotiators”, noted
Markedonov. In line with his argument Minsk Group states are not
interested to change the status quo since for Russia that change is
“very unpredictable” reasoned by North Caucasus and Georgia; for the
U.S.A. North Caucasus is on the second plan and Middle East matters
more; and for the EU and France European crises still suffice-
“this is why they would balance between Azerbaijan and Armenia”.

Representative Office in Azerbaijan, the Ambassador Roland Kobia
“commented” on the extradition of Ramil Safarov to Azerbaijan and
the bill of the European Parliament condemning Safarov becoming a
“national hero”.

As reported by Armenpress, quoting haqqin.az information website,
the Ambassador announced to the journalists that the European
Parliament, being an absolutely independent organization, had the
right to express its opinion on any issue. “Sometimes we share the
opinion of the European Parliament, sometimes we do not. The case
on Ramil Safarov is in past now and we should look to the future”, –
said Roland Kobia, avoiding to give any evaluation about the shameful
deal between Azerbaijan and Hungary connected with Ramil Safarov.

On February 19 2004 in Budapest Azerbaijani assassin Ramil Safarov,
who axe-murdered Armenian officer Gurgen Margaryan while sleeping,
when they were participating in NATO English Language Courses in
the capital of Hungary, was sentenced to life imprisonment without
right to be pardoned for 30 years. On August 31 2012 Safarov was
extradited from Hungary to Azerbaijan and was pardoned by the President
Ilham Aliyev. The murderer was advanced to mayor, provided with an
apartment and given national hero and compensated for the 8 years of
the imprisonment in Hungary.

YEREVAN, SEPTEMBER 25, ARMENPRESS: The International Festival Yerevan
Prospects launches its autumn concert season. On September 27 one
of the most famous and demanded musicians in the world Evgeny Kissin
will perform at the Aram Khachaturyan Concert Hall.

According to Armenpress, on September 25 during the press conference
the Manager of the Yerevan Prospects Festival Sona Hovhannisyan stated
that the idea to invite Evgeny Kissin to Armenia had emerged about
seven years ago and at that time the Festival contacted Kissin’s
managers and did not get any answer. Over the years the authority
of the Festival has grown and in 2008 Evgeny Kissin contacted the
administration of the Festival in person and told that he would come
to Armenia in four years. He chose the solo concert version and will
perform the works of Haydn, Schubert, Beethoven and Liszt.

The President of the Festival Stepan Rostomyan stated that it was
quite difficult to characterize Kissin, as he was one of the most
genius piano players in the world. “He is a great musician and it is
a vast honor for everybody to perform with him”, – said Rostomyan,
adding that Armenia had become one of the best cultural centers of
the world. “It has become natural for us to see such celebrities in
Armenia”, – emphasized the President of the Festival.

Evgeny Kissin announced that he was very happy to be in Armenia again
and partake in the Festival Yerevan Prospects. “I prefer participating
in those festivals, which are “safe” and well-organized”, – emphasized
the musician. According to him, there are countries, where he does not
go to perform for political reasons. “For example, notwithstanding the
fact that I got invitations from Turkey, I do not go to that country
with concerts, as they not only implemented the Armenian Genocide,
but also continue denying it”, – said Evgeny Kissin.

The world famous piano player Evgeny Kissin was rewarded with all the
possible music awards, including two Grammies. “The awards, certainly,
make me happy, but I have never strived for them. I do not know even
if there are any other awards beside those, which I have already got”,
– said the musician.

The International Festival Yerevan Prospects was organized under the
auspices of the President of the Republic of Armenia Serzh Sargsyan.

14 Armenian Scientists Took Part At The Creation Of "Rover Curiosity

14 ARMENIAN SCIENTISTS TOOK PART AT THE CREATION OF “ROVER CURIOSITY” SPACESHIP

Azg daily reports that 14 Armenian scientists participated at
the creation of “Rover Curiosity” spaceship, which on August 5th,
successfully landed on Mars. The spaceship was launched by NASA.

The mission of “Rover Curiosity” is not only to take photos of the
surface of Mars but also to bring samples from the Mars soil to Earth
for investigation. The aim is to find out whether life is possible
on Mars or not.

According to “Apagai” (Future) paper, based in Canada, 14 Armenian
scientist were working in the Mars science laboratory which was
responsible for the creation of the spaceship.

After the results of a recent opinion poll by sociologist Aharon
Adibekyan had been published according to which the society needs a
joint oppositional candidate and the most desirable candidate would
be Gagik Tsarukyan, a lot of people considered Adibekyan’s statement
as the implementation of a regular assignment.

It is possible that the survey has been an assignment. Anyway, there is
no evidence. But even if it is, then for Adibekyan it was not difficult
at all to fulfill it. Anyway, this may be one of the few assignments
when the doer does not go against the reality and his conscience.

Who doubts that Gagik Tsarukyan is the most popular personality? Are
those doubts grounded? Is the reason the fact that he is the weakest
among other political figures in terms of intellectual potential? The
others are more intellectual, they are more eloquent, they speak
several languages, they can speak about innovation, a fast changing
world etc. What is the benefit the society gets from them?

What do they change in the life of the society with their intellect
and their talents? What do they do besides accusing the society
of not realizing the value of their votes and the outcome of their
indifference?

The society has concrete issues and does not expect the solution of
any of the concrete issues from any of the figures. Sure, these issues
are classified differently and their sequence is different depending
on the social status, education etc. But, let the political figures
put their hand on their heart and confess who solves more issues for
the society, they or Gagik Tsarukyan?

Sure, Tsarukyan distributes tractors, harvests grape, distributes
fertilizer and grass, etc and after doing all this, he keeps
advertising the process of distribution. Anyway, who does more?

In reality Gagik Tsarukyan’s high rating is not a false statement
but the bitter truth. In normal societies, under effective political
field and political class, Gagik Tsarukyan would never have such
high rating no matter how much money and material he distributed,
he could never survive.

But in Armenia, none of the opposition or the government members is
more than Tsarukyan. This is not Tsarukyan’s merit but one of the
greatest failures of the independent Armenia.

No need to accuse the ignorant or materialist society for this. After
all, people want changes. When no one provides them, the only person
to rely on, remains the one who shows material support.

This, of course, spoils the public psychology and blocks the progress
of public identity and the civil conscience. But, no empty words
should be said, but concrete and tangible reality should be created.

It is bad, but so is everywhere – the high quality part of the society
is not majority. The majority of the society assesses and judges by
material well-being, sure if the security issue does not become urgent.

In developed countries the minority is able to change the situation
and define such rules of the game which imply no contradiction between
well-being and protection, well-being and civil freedom, but where
these elements fill each other and make each other complete. Changing
the rules in the most developed country, the society will become like
in Armenia.

In Armenia the minority, which could rapidly and effectively change
the game rules in the country and eliminate the contradiction between
the spiritual and legal values making them harmonic, lacks so the hero
of the majority becomes those who build their life and activities on
raffling the existing society. It is a different matter whether it
is good or bad. But, perhaps, it is normal. Consequently, instead
of stating this regularity is an order, it is necessary to think
about changing the reality because otherwise nothing changes. To the
contrary, those statements are in favor of the “hero” because the
society, the rules of the games, consequently the public thinking
and ideas are identical.

RA president’s special envoy in 1992-95, head of the NSS (National
Security Service) in 1994-95, Chairman of “Concord” Political Research
Center David Shahnazaryan today gave an interview to “First News and
Analyses” covering Safarov case implications for Armenia.

During the interview Shahnazaryan defined Safarov case a “deliberate
and planned act to hit the Karabakh conflict settlement process and the
OSCE Minsk group”. He affirmed having no doubt that the government of
Hungary was aware of post-extradition release, or at least estimated
beforehand that release could have happened.

In words of the politician Safarov case opens a new field Armenia to
reach new results in Nagorno-Karabah conflict settlement process.

“First of all, in the settlement of Nagorno-Karabakh conflict process:
Armenia in the format of OSCE MG should record, that there is a basis
for a peaceful settlement of OSCE adopted documents and the UN Security
Council resolutions. Especially important are the summit resolution
in 1994, Budapest, which clearly stated that the Nagorno-Karabakh
is an negotiating party, and 1995 Prague’s decision, which clarified
the OSCE Minsk Group format: Azerbaijan- Nagorno-Karabakh – Armenia.”

“In the negotiation process with OSCE Minsk Group another new factor
should be used. Authorities of Aliyev and Azerbaijan have repeatedly
refused to establish diplomatic internationally undertaken commitments,
their signed documents. Recently the European Parliament adopted a
resolution of not implementing diplomatic commitments by Azerbaijan. I
find this formula not adequate to the situation, but that point is
very important for us, as the European Parliament clearly states that
Azerbaijan refuses “diplomatic commitments.”

Armenia should reach the fact that the OSCE Minsk Group and the
international institutions to assume that they are dealing with
Azerbaijan, a country, which regularly refuses to perform its
diplomatic obligations, as well as maintain a policy of racism.”,
further noted David Shahnazaryan.

Shahnazaryan touched upon Armenia making use of the resolution adopted
by the European Parliament, saying that this is an important point,
which opens opportunities and activities in the field- “I think that
there is a great job in the European Union in their own proclaimed
principles. And if the EU has announced that it wants to have a role
in the Karabakh settlement process, they should take into account this
reality, but it must be included in the contract of negotiations on
the Association Agreement between the EU and Azerbaijan.” Using NATO
as another platform to gain dividends in the peace settlement process
was also underlined.

Concluding Shahnazaryan outlined several steps to make further use
of Safarov case in favor of Armenia: a) hearing Nagorno-Karabakh
issue in the European Council, b) creation of a parliamentary
committee in Armenia’s National Assembly to raise the issue in various
parliamentary circles and prove impossibility of Nagorno-Karabakh being
subject to Azerbaijan, c)participation of NKR diplomats in various
international circles, conferences, seminars and other similar events
, d) hire international lobbying companies, e) direct the efforts
of Armenian lobby and the Diaspora to have the 907 bill passed in
U.S. Congress. Shahnazaryan concluded” Armenia needs to employ not
only budgetary but outside resources as well or I’m afraid Armenia
doesn’t make use of the exceptional chance”.

A propos de l’affaire Sevil Sevimli et de la ” liste noire ” de
l’Union européenne

L’affaire Sevil Sevimli n’a fait son apparition dans les médias
francais que plus d’un mois après l’arrestation de la jeune femme,
survenue le 10 mai 2012, dans le cadre d’une grande rafle visant
l’organisation de gauche radicale DHKP-C. Sauf erreur, c’est
le quotidien turc Cumhuriyet qui a commencé a en parler, le 1er
juin, dans un article un peu ironique sur les illusions de la jeune
Lyonnaise, qui pensait pouvoir exercer sa liberté d’opinion comme
en France ; ainsi, l’attention des agences de presse était attirée
sur la présence d’une francaise dans les prisons turques.

Une dépêche de l’AFP est donc parvenue aux rédactions francaises,
sans doute a la suite de l’article de Cumhuriyet et aux déclarations
de l’avocat de la jeune femme. Si je ne me trompe, l’information été
reprise d’abord dans Libération, le 7 juin, avec un article de Ragıp
Duran, puis le 8 dans le Figaro. Sevil Sevimli étant originaire
du Rhône, le Progrès, de Lyon, a suivi le même jour. Ensuite,
les sites Internet ont diffusé l’information.

A ce stade, une certaine désinformation a accompagné
l’information. En effet, si l’article de Ragıp Duran est un début
d’analyse qui replace l’arrestation de Sevil Sevimli dans le contexte
plus large de la vague répressive, d’autres médias ont publié des
articles fortement inspirés de la dépêche d’agence ; les jours
suivants, la manie du copié-collé a dévoyé les informations.

Qui rédige les dépêches d’agence ? Ces textes ont un statut bien
particulier dans le cycle de l’information. Ils ne sont pas signés,
sauf par la mention des initiales de l’agence ; ils en acquièrent une
autorité : c’est une nouvelle ” brute ”, censément ” objective
” car dépourvue, apparemment, de commentaire. Les rédactions qui
ne veulent pas s’étendre sur un fait jugé mineur se contentent de
citer littéralement la dépêche ; l’article non signé a ainsi un
effet de véracité. Or, nous allons voir que l’information diffusée
par une agence peut être lourdement chargée de connotations.

La dépêche concernant Sevil Sevimli est apparue presque a l’état
brut dans des quotidiens qui ont repris, sans commentaire ni analyse,
des expressions comme : ” [les autorités font état de] soupcons de
liens avec un mouvement clandestin d’extrême-gauche qui figure sur
la liste des organisations terroristes de l’Union européenne (…) a
l’origine de nombreux attentats contre l’Etat turc qui ont fait des
dizaines de morts depuis 1976 ” (cf. lefigaro.fr et leprogres.fr,

Le president de l’universite Lumière Lyon 2, Jean-Luc Mayaud, a
apporte lundi son soutien a l’etudiante franco-turque Sevil Sevimli,
accusee par Ankara de liens supposes avec une organisation d’extreme
gauche et dont le procès doit avoir lieu ce mercredi.

L’etudiante franco-turque avait ete liberee debut août par Ankara
après des mois de detention et placee sous contrôle judiciaire avec
interdiction de quitter la Turquie, dans l’attente de son procès qui
devrait avoir lieu le 26 septembre.

Nee en France, Sevil Sevimli, de par sa double nationalite, est
consideree par Ankara comme Turque et encoure 12 ans de prison.

Etudiante en licence information-communication a l’universite Lyon-2,
elle avait ete arretee alors qu’elle participait a un echange europeen
Erasmus.

Dans un communique paru lundi soir, le president de Lyon 2 tient “a
la veille de l’ouverture de son procès” a “temoigner de l’exemplarite
du parcours d’etudes poursuivi par Sevil Sevimli”.

Il rappelle que l’etudiante “malgre l’incertitude qui prevaut quant
a l’issue du procès (…) a reaffirme sa volonte de mener jusqu’a
son terme son projet de formation en s’inscrivant en 1ère annee de
master information et communication en cette rentree 2012” a Lyon 2.

Il estime “legitime qu’une etudiante se destinant au journalisme
cherche a nourrir son travail en confrontant des idees, des opinions
qui traversent la societe” et qu’il n’y a donc “rien de reprehensible
a consulter ouvrages, tracts et journaux les plus divers et a observer
toute manifestation en y participant”.

“C’est pourquoi je ne comprends pas que l’on puisse assimiler ce
type de demarche a des actes reprehensibles, qualifies de criminels”
ajoute M. Mayaud qui se dit “choque qu’une telle accusation soit
portee a l’encontre de Sevil Sevimli”.

Selon sa defense, il lui est reproche d’avoir participe au defile du
1er Mai, pourtant legal, a Istanbul, et d’avoir assiste, parmi 350.000
autres spectateurs, a un concert du groupe Yorum, engage a gauche.
